Local government sales tax collections totaled $5.6 billion in the January to March Quarter, an increase of 1.6%, compared to the same quarter last year. State Comptroller Tom DiNapoli said that this was the lowest rate of growth since the first quarter in 2021, with several upstate regions experiencing a year-over-year decline. Locally, Delaware County had 1 of the steepest declines at -6.4%.

35 year old Dimitri Escrich of Deposit pleaded guilty to Possessing a Sexual Performance by a child, in Delaware County Court, an indictment alleged that Escrich possessed a video depicting a child participating in a sexual performance, he pleaded guilty & will be sentenced to 10 years felony sex offender probation, and 20 years at minimum of being a registered sex offender on June 10th in Delaware County Court.

The State Department of Labor today released preliminary local area unemployment rates for March 2024. The State’s unemployment rate decreased from 4.4% in February to 4.3% in March, Locally, Chenango County Had 4.1%, Delaware County 4.7% & Otsego County 4.6% unemployment in March.

Broome County Sheriff’s Office arrested 41 year old Masai Andrews of Endicott Saturday for Obstructing Governmental Administration following the “Smoke Weed Outside the Binghamton Police Station” event after intentionally interfering with deputies attempting to take an individual into custody. While in custody at the Broome County Sheriff’s Office, Andrews was placed in an interview room and where he broke a chair while trying to pry off his handcuffs, & he broke the interior handle of the interview room door, he was additionally charged with Criminal Mischief & remains in custody at the Correctional Facility pending court action.

Delaware County District Attorney’s Office announced that 36 year old Justin Baker of Sidney was sentenced to 2 and ½ years in prison and 1 year of post-release supervision In court on Monday. Baker was convicted of Criminal Possession of a Controlled Substance with intent to sell, after having admitted to possessing methamphetamine in the Village of Sidney on September 11, 2023. Baker was also ordered to provide a sample of his DNA for inclusion in the State DNA data bank and to pay fines and surcharges, he was remanded to the Delaware County Correctional Facility to begin serving his sentence.

Otsego County Sheriff’s Office arrested 26 year old Joshua Hunt of Unadilla for failure to notify a Change of Address, as stipulated by the New York State Sex Offender Registry. Hunt is accused of relocating from his residence in the Town of Unadilla and did not make the proper notifications to the Sex Offender Registry, an arrest warrant was applied for and issued by the Town of Middlefield Court, Hunt was located by the Sidney Police Department and turned over to deputies on the warrant. Hunt was remanded to the Otsego County Correctional Facility on $1,000 cash bail, or $10,000 bond.

The Delaware County Sheriff’s Office is participating in the “No Empty Chair” campaign, this week. The Delaware County Sheriff’s Office and other law enforcement agencies statewide are stepping up their enforcement near area high schools. These patrols will focus on a different traffic safety threat each day of the week including cell phone use and texting while driving, speeding in school zones, seat belts and child restraints, graduated driver license provisions and underage drinking and impaired driving. The campaign occurs each year prior to Proms & Graduations for High school Students, motor vehicle crashes continue to be a leading cause of death and serious injury for people ages 16-20.

The Investigation continues into the murder of 12-year-old Aliza Spencer, with a collaborative effort by the Binghamton Police Department, State Police & the FBI. On April 21, 2021, Spencer was shot and killed while walking with her family near their home on Bigelow Street in Binghamton. There is a $32,000 reward for any information that leads to an arrest. Broome County Sheriff’s Deputies and Corrections Officers are now equipped with a new FDA-approved opioid antagonist will be carried in addition to Narcan by select members of the Broome County Sheriff’s Road Patrol and the Corrections divisions as part of a pilot program. The new “Fentanyl Fighter,” drug is a nasal spray designed to reverse the effects of an opioid overdose and quickly help restore blood pressure, breathing and consciousness to those experiencing a potentially fatal overdose.

Law Enforcement from all over attended the funeral for Onondaga County Sheriff’s Lieutenant Michael Hoosock, was being held today in Syracuse, Lieutenant Hoosock was killed by gunfire along with Syracuse Police officer Michael Jensen on April 14th in Liverpool. Jensen’s Funeral was held in his hometown of Rome on Saturday. The suspect accused of shooting the officers 33 year old Christopher Murphy was also killed.

Otsego County Sheriff’s Office arrested 46 year old Jeremy Stimpson of Oneonta for Bail Jumping and on 2 Bench Warrants. Stimpson repeatedly failed to appear for court appearances for criminal cases in the Town of Otego and Town of Milford Courts, both courts issued bench warrants, Stimpson was located in the City of Oneonta by deputies and members of the Oneonta Police Department, he was processed and remanded to the Otsego County Correctional Facility on $1,500 cash, $1,500 credit card, or $10,500 bond bail recommendations.

33 year old Boyd Fenton was sentenced to to 7-15 years in prison, for setting fire to the horse barn at Tioga Downs on November 9th 2023. Fenton was sentenced in Tioga County Court on Friday, 30 racehorses died in the fire and a trainer was hurt when they tried to rescue horses from the flames.

14 individuals were arrested on charges ranging from graffiti, stealing a law enforcement body camera and disorderly conduct to obstruction and resisting arrest at the 4th annual “Smoke Weed Outside the Binghamton Police Station” event in downtown Binghamton. On Saturday, members of the Broome County Sheriff’s Office assisted Binghamton Police Department in ensuring a safe public gathering on Hawley Street in front of Government Plaza. Some attendees began scrawling graffiti, blocking the flow of traffic on Hawley Street, Police began arresting participants for Obstructing Government Administration, disorderly conduct, petty larceny for stealing a law enforcement body camera and resisting arrest, all were processed and released on appearance tickets for the City of Binghamton Court.

Area businessman Fran Phelps, owner of Village Variety in Unadilla passed away Saturday at the age of 83, after a battle with cancer. Phelps started Village Variety in 1979, The business will be taken over by longtime employee and store manager Chris Tuttle.

Oneida County District Attorney’s office & State Police announced that former Utica School Superintendent Bruce Karam was sentenced to pay $11,549 back to the Utica school district for the resources improperly diverted, he was ordered to serve 5 years probation and perform 250 hours of community service, he was also ordered to pay $150,000 by May 17, representing a reduction in his pension earnings from the date of his crime until his termination.

The United States Department of Justice announced that 54 year old David VanHousen of Newark Valley was sentenced to 13 years in prison for possessing child porn. VanHousen previously pleaded guilty to the crime and admitted while civilly committed at the Central New York Psychiatric Center, following several sex offenses and child pornography-related convictions, he possessed numerous images and videos of child pornography on a contraband cell phone. VanHousen was convicted in 2001 for sexual misconduct and rape in the third degree and transportation of child pornography in federal court. VanHousen will also serve a life term of supervised release following his release from prison, and he must register as a sex offender.

State Police issued 18,375 tickets statewide during the ‘Spring Safe Driving’ enforcement, from April 9th to April 14th. State Police focused on speeding, aggressive driving, distracted driving and the Move Over law. Statewide, Troopers issued over 6800 tickets for Speeding, almost 1100 for distracted driving, 337 for the Move Over Law, In Troop C, Troopers issued 1120 tickets during the enforcement period.

Broome County District Attorney’s office announced that 40 year old Carheem Felton of Binghamton was sentenced in Broome County Court to 9 years in New York State Prison, followed by 5 years of post-release supervision for Criminal Possession of a weapon. On the 2nd of August 2022, Felton opened fire at another individual at the Northside Deli on Chenango Street in Binghamton. The Binghamton Police Department investigated the shooting and located Felton fleeing the scene while still in possession of the firearm.

State Police executed a search warrant on Center Street in the town of Oneonta relative to a child pornography investigation. An investigation determined that a 17-year-old at the residence obtained numerous images of child pornography on a cell phone, the suspect was arraigned in Otsego County Youth Part Court and released on charges of Possessing and Promoting a Child Sexual Performance. The investigation is ongoing.

Craig Ross was sentenced to 47 years to life in prison for kidnapping and sexually assaulting Ross abducted 9 year old Charlotte Sena on September 30th from Moreau Lake State Park, as she was riding her bicycle while picnicking with her family. Ross pleaded guilty in February for abducting the girl & keeping her in a trailer, she was found after a multi-agency 48 hour search.

The State Department of Labor announced an increase by more than 19,300 on the private sector job count, or 0.2%, to 8.34 Million in March. The State’s seasonally adjusted unemployment rate decreased .1 to 4.3% in March 2024, the statewide labor force participation rate held steady at 61.4%.

Binghamton Police confirm that 45-year-old Virgil Chastine has died from his injuries after being hit by a vehicle on Court Street in Binghamton. The 17 year old driver fled the scene, but police found the vehicle & the driver, who was originally charged with Leaving the Scene of a Serious Physical Injury Accident. The investigation is ongoing.

37 year old Dreyshawn McDonald of Binghamton, pleaded guilty to promoting prison contraband prior to the commencement of trial yesterday in Broome County Court. On February 28, 2023 McDonald was found in possession of cocaine in his cell while housed in the Broome County Correctional Facility. McDonald is facing 2-4 years in New York State Prison and will be sentenced on July 16 in Broome County Court.

44 year old Jennifer Williams of Port Crane pleaded guilty to Criminal Possession of a Controlled Substance and was sentenced to 5 years of felony probation supervision in Delaware County Court. On February 21, 2023, a Delaware County Sheriff’s Deputy conducted a welfare check of a vehicle which appeared to have broken down on State Highway 17 in Hancock, Williams, was a passenger in the vehicle & was in possession Methamphetamine. The driver of the vehicle, Eva Witteman, was recently sentenced to 1.5 years in state prison on similar charges. Judge Hubbard sentenced Williams to 5 years of felony probation supervision, if she fails to comply with the terms of her probation supervision, she could be re-sentenced to 2.5 years in state prison.

Delaware County Sheriff’s Office arrested 41 year old Gerald Johnson of Oneonta on an Sealed Indictment Arrest Warrant issued by the Delaware County Grand Jury. On April 16th, the Delaware County Criminal Investigations Unit and Road Patrol division, Otsego County Sheriff’s Office and State Police responded to a residence in the Town of Oneonta, Johnson was located and arrested in Lantern Hill Mobile Home Park in the Town of Oneonta. Johnson was charged with 3 counts of Criminal Possession of a Forged Instrument, 2 counts of Grand Larceny, and 1 count of Petty Larceny, he was arraigned & was remanded to the Delaware County Correctional Facility on $30,000.00 cash bail Or $100,000.00 secured bond. Johnson is scheduled to appear in the Delaware County Court at a later date.

The Broome County Sheriff’s Office is seeking the public’s help in identifying a white truck regarding 2 separate burglaries to a barn on Bryce Road in the Town of Sanford. Delaware County District Attorney’s Office announced that 45 year old Hayes Cutting of Bainbridge pleaded guilty to 1 Count of Aggravated Family Offense in Delaware County Court Monday. Cutting admitted that on January 28, 2023, in the Village of Sidney, he intentionally choked an 18-year-old female, he will be sentenced to a state prison for 1.5 to 3 years, he is currently serving a 5-year state prison sentence for unrelated assault charges.

Delaware County District Attorney’s office announced that 28 year old Jessica Lopez of Sidney was convicted of Criminal Possession of a Controlled Substance in Delaware County Court Monday. Lopez appeared in Delaware County Court for an arraignment on drug related charges, she pleaded guilt after she admitted that she possessed fentanyl in the Village of Sidney on February 27, she intended to sell. Lopez will be sentenced to 6.5 years in state prison, and 2 years of post-release supervision on June 10th.

38 year old Tristan Skeete of Brooklyn was indicted by the Delaware County Grand Jury, on one count of Assault, On February 20, Skeete allegedly caused physical injury to another inmate at the Delaware County Correctional Facility, where he was being held as a federal inmate for violating the terms of his post-release supervision. Skeete can face up to 7 years in state prison.

40-year-old Alex Shoga of Binghamton was found guilty on a number of charges regarding a home invasion in the Town of Chenango. A Broome County jury convicted Shoga on 2 counts each of robbery, burglary and criminal possession of a weapon, in March of 2023, Shoga broke into a home on Dimmock Hill Road and struck a man on his head twice with a handgun, he held 2 people at gunpoint, face down on the floor and threatened to kill them. Shoga stole money, credit cards, cell phones and wallets before fleeing. Using the “Find My iPhone” app on one of the victim’s phones, Deputies track Shoga to Johnson City where a high-speed pursuit ensued, he jumped out of the Jeep & was apprehended following a short foot pursuit. Due to previous convictions, Shoga faces between 15 years to life and 25 years to life at his sentencing in July.

2 uniformed Norwich Police Officers responded Monday afternoon to 40 Hayes Street for a Burglary in progress call. Upon arrival the officers were confronted by the resident, 27 year old Skyler Rubottom, who attempted to stab one of the officers with the 13-inch chef knife, and then proceeded to throw the knife at the officer, striking the officer in the shoulder. Rubottom was taken into custody, & was charged with Attempted Murder, Menacing a Police Officer, Attempted Assault, Resisting Arrest & Falsely Reporting an Incident, Rubottom is being held at the Norwich Police Department, awaiting arraignment at Norwich City Court, the officers were not injured.

Delaware County District Attorney Shawn Smith announced that 60 year old Eva Witteman of Binghamton was re-sentenced to 1.5 years in state prison and 1 year of post- release supervision after admitting to a violation of probation in Delaware County Court Monday. Witteman was sentenced to probation last week for her conviction of Criminal Possession of a Controlled Substance.

The Village of Sidney received a $5 million grant from FEMA that will be used for a flood mitigation project, Sidney Mayor Ray Baker explains:

Mayor Baker said this project was first discussed after the 2011 floods, which caused additional damage to areas of the village on top of what the 2006 flooding did, the culverts should redirect water that previously went into the village & should direct it back into the Susquehanna River or Weir Creek.

Tax collections for State Fiscal Year 2023-24 totaled $106.4 billion, over $2 billion higher than forecast by the Division of the Budget in the most recent financial plan, according to the March State Cash Report released today by State Comptroller Tom DiNapoli. Tax receipts also exceeded the projection in the Consensus Economic and Revenue Forecast Report, which estimated $1.35 billion in additional receipts above DOB estimates through the end of SFY 2024-25.

A.M. NEWS Tuesday 4-16-24

Onondaga County Sheriff’s Office Lieutenant Michael Hoosock and Syracuse Police Officer Michael Jensen have been identified as the Officers killed in a shootout in Liverpool Sunday Night. Syracuse Police Officers encountered a suspicious vehicle that was eventually lost, but they discovered that the car was registered in Liverpool, they responded along with the Onondaga County Sheriff’s Office, they were encountered by an armed male and an exchange of gunfire followed. Hoosock & Jensen were struck by gunfire, the unidentified suspect was also shot, all 3 were taken to Upstate Medical, all 3 died from their injuries.

State Leaders announced an agreement with legislative leaders on the Fiscal Year 2025 New York State Budget. The legislature is expected to pass bills that will enact the budget, totaling 237 Billion Dollars, The budget does not raise income or business taxes and maintains state reserves at 15%.

Broome County Sheriff’s deputies responded last Thursday to a report of inappropriate behavior and abuse of a juvenile female victim in the Town of Maine, where a family acquaintance had conducted several inappropriate physical and sexual interactions with a child. 74 year old Mark Turner of the Town of Maine was charged with 4 Counts of Sexual Abuse, he was arrested and taken into custody without incident and was being held for Court action at the Broome County Correctional Facility.

39 year old Timothy Jarczynski of Maryland pleaded guilty to DWI in Davenport Town Court & was sentenced to a 1-year conditional discharge. On September 28, 2022, a citizen called 911 to report an erratic driver on State Route 23, after following Jarczynski for approximately 10 minutes, he crashed into a ditch where a State Trooper determined that Jarczynski was impaired at the time of the accident. Jarczynski was sentenced to a 1-year conditional discharge and his license was revoked, he was ordered to attend a victim impact panel and successfully complete the impaired driver’s program, If he obtains a driver’s license, he will be required to install an ignition interlock device in any vehicle he owns or operates, he could still face 1 year in jail if he violates any of these conditions.

Delaware County Sheriff’s Office arrested 23 year old Jarrett Griffin of Walton on an arrest warrant issued out of the Town of Tompkins Court. On April 4th, Deputies located Griffin and arrested him, Griffin is accused of making threats over texts and Facebook, he’s been charged with 3 counts of Aggravated Harassment, he was processed, and turned over to the custody of the Delaware County Jail for future court action.

Waste Recovery Enterprises has teamed up again with the Delaware Valley Humane Society in the month of May for the “Heavy Metal Haul-Out”, Humane Society Director Erin Insinga explains:

45 year old Katrina Lott of West Edmeston pleaded guilty to Driving While Intoxicated and was sentenced to 3 years of probation, in Deposit Town Court last week. On June 13, 2023, Lott was driving on County Route 8, when she lost control of her vehicle and drove into the ditch. A State Trooper responded to the crash scene and determined that Lott was likely under the influence of alcohol when open containers were spotted in the vehicle. Lott had a BAC of .16% – two times the legal limit.

2 Law Enforcement officers were killed, and the suspect was also killed in an incident in Liverpool Sunday night. Syracuse Police Officers encountered a suspicious vehicle Sunday Night, they attempted a traffic stop & the vehicle took off, officers did get the License plate number, it was traced to a Liverpool address to stop the vehicle, Syracuse Police & Onondaga Sheriff’s Deputies responded & were encountered by an armed male and an exchange of gunfire followed. One Syracuse Police Officer and one Onondaga County Sheriff’s Deputy were struck by gunfire. The armed suspect was also shot, all 3 were taken to Upstate University Hospital, all 3 succumbed to their injuries.

The Acco Brands plant in Sidney is being sold, Acco Officials said that the company signed a non-binding letter of intent to sell the building to a renewable energy company, if the building is sold in 2024, operations would continue in Sidney throughout much of 2024. CONVALT of Watertown is believed to be the purchaser as they announced on their website their plans to build their main factory, in Sidney with a targeted date of commercial operation in the 1st quarter of 2025.

24-year-old Kelvin Marfo of Delhi was charged with Aggravated Unlicensed Operator of a Motor Vehicle, plus other charges following an accident investigation. On April 6th Deputies responded to an iPhone Crash Detection for a motor vehicle accident on State Highway 28 in the Town of Meredith. Deputies found the motor vehicle accident, 2 of the occupants were transported for non-life-threatening injuries to a local hospital, while 2 others were treated by EMS. Marfo’s driving privileges were suspended for Failing to Answer a Summons, Marfo was issued an Appearance Ticket to appear before the Town of Meredith Court at a later date.

Last Wednesday, Oneonta Police Department was called to investigate a reported gunshot wound by A.O. Fox hospital emergency room staff. Officers learned that 51-year-old John Walley of Otego was transported to the hospital by a third party in a private vehicle, which left before police arrived. Walley was interviewed briefly and stated that he was on Chestnut Street when he was injured by a bullet, no evidence at the scene was found, he was re-interviewed & has refused to cooperate. The case will be closed but may be re-opened should additional information be received and the victim agree to cooperate.
