State Police arrested 49-year-old Timothy Roche of Binghamton, for 1st degree Attempted Rape & Unlawful Imprisonment. Roche was arraigned in the Town of Binghamton Court and remanded to the Broome County Jail without bail. More details are expected to be released shortly & the Investigation is continuing.

State Police arrested 21-year-old Noel Smith of Binghamton, for endangering the Welfare of an Incompetent or Physically Disabled Person & Sexual Abuse. Troopers received a report of sexual abuse by an employee at the Broome Developmental Center in the Town of Dickinson; Smith is accused of sexually abusing an adult client. Smith was issued appearance tickets returnable to the Town of Dickinson Court on August 4th.

Delaware County Sheriff’s Investigators arrested a former Hancock area man Tuesday morning, for failure to comply with the State Sex Offender Registration Act. 32-year-old Walter Lewis was arrested for Failure to Report an Address, he is a Level 2 Sex Offender who was already being held in the Delaware County Jail on an unrelated Parole Violation charge, he is accused of failing to register an email account accessed through a smart phone. Lewis was arraigned & was remanded back to the Delaware County Jail on $500 cash bail pending a Felony Hearing Thursday.

The Norwich Fire department responded to a working structure fire this afternoon, the fire was reported at around 1:45 at a house at Natoli Avenue & Steers Lane. Fire fighters from Norwich, north Norwich & Preston were called in, WCDO news will have more details as they become available.

The State DOT today announced that the right lane on I-81 northbound near the Exit 5 interchange at Front Street will be closed to through-traffic beginning at 12 Noon on Friday through 11:00 AM Monday for the Spiedie Fest and Balloon Rally. I-81 northbound through-traffic will be shifted to the left and center lanes near Exit 5, the right lane will be used as a dedicated acceleration lane for Exit 5 northbound on-ramp traffic for shuttle busses to enter and exit the highway at the Spiedie Fest. Motorists are advised to use extreme caution during Spiedie Fest, & they should be observant of slow moving traffic and sudden stops as high traffic volumes are anticipated.

Governor Cuomo today announced that New Yorkers now have the opportunity to print a temporary license from the DMV website when they renew or replace their driver licenses, learner permits, or non-driver identification card online. This service will provide a quick, convenient way to get a temporary license, without making a trip to the DMV, allowing drivers and residents to be able to prove a new license is on the way. The printable documents are similar to, and are valid as, one from the DMV, but with the added convenience of printing from home. The temporary license, permit or non-driver identification card is valid for 60 days, moiré information is available at the DMV website or with a MyDMV account.

A series of new towers with new equipment are going up around Delaware County, to improve the County’s Emergency Management communications. EMS Director Steve Hood explains:
