Governor Cuomo announced that the state has administered 12 million COVID 19 tests, with over 91,000 tested Sunday, with 1029 positive tests. there were 13 COVID related deaths Sunday, giving the state 25,587 deaths since March. Hospitalizations, Patients in an ICU Bed & patients on ventilators have all been increasing in the last 2 weeks.

The Broome County Health Department announced another 93 positive COVID 19 cases Monday afternoon, giving them a total of 2386. They report 83 deaths, 1687 recoveries, and they are monitoring 3768 people. Municipalities with Police Department have been mandated by Governor Cuomo, to meet with their communities & change Policing procedures, if deemed necessary with a commission of local residents. Bainbridge Mayor Phil Wade told WCDO News that they have had their preliminary ZOOM meeting, and said that they hope to nail everything down shortly:

The Delaware County Chamber of Commerce announced that a State Senate District 51 event, featuring candidates Jim Barber and Peter Oberacker will be held on Wednesday, October 21, starting at 12:00 noon and a State Senate District 42 forum, featuring candidates Jen Metzger and Mike Martucci will be held on Thursday, October 22, starting at 10:00 am. Both events are free and open to the public through “Zoom”, Connection information will be emailed prior to the event to all those who register to info@delawarecounty.org. State Police arrested 73 year old Darrel Rich for 1st degree assault, in connection with a shooting in the town of Fenton on Saturday. State police reported that a 58-year-old woman was shot and was taken to Wilson Hospital in Johnson City. Rich was processed and transported to Broome County Central Arraignment, the shooting remains under investigation.

The Masonville Fire Department responded to a barn fire in Masonville Sunday on State Route 206. The fire started around 4:30 PM Sunday, 16 fire departments responded, the barn was filled with Hay, no people or animals were injured, it was completely destroyed, Delaware County Emergency Services is investigating the cause.

Governor Cuomo announced that 118,254 tests were conducted for COVID 19 Saturday, with 1143 positive tests. Hospitalizations are up to 820, 186 were in ICU, 84 were intubated, there were 5 deaths from Covid Saturday, Total Deaths are up to 25,574.

The Binghamton area has been designated as a Yellow zone, since the discovery of clusters in the City. Yellow Zone restrictions include no more than 25 people at a gathering, indoors or outdoors, houses of worship can have 50% maximum capacity, non essential businesses remain open, Indoor & Outdoor Dining are permitted with 4 maximum per table, Schools are Open with Mandatory weekly testing of students and school personnel, in accordance with DOH guidance.

Delaware County Public Health announced 3 new positive test for COVID 19 for the weekend, giving the county 132 positive cases since March. 8 active cases are all recovering at home, 91 are quarantined, there have been 8 deaths and 116 recoveries.

Delaware County Public Health is offering seasonal flu vaccine for County residents, who are income eligible on Tuesday October 13, between 12:00 to 3:00 PM at the Health Department located at 99 Main Street in Delhi. Appointments are required, more information is available at 832-5200.

The Otsego County Department of Health announced that a cease & desist order was in place for the New York Harvest Festival & Freedom Fair at 397 County Highway 15 in Mount Vision Friday through yesterday. The event is in violation of 2 Executive Orders where events must limit all non-essential gatherings to 50 or fewer. Violation of the restrictions comes with a $15,000 fine and individuals who attend the event and do not wear face coverings may be subjected to a $1,000 fine, The issue has been turned over to law enforcement.

Governor Cuomo announced Thursday’s COVID 19 numbers across the state; they conducted 131,993 tests with 1,194 positives.  Hospitalizations increased again to 779 people, the number of ICU patients went down slightly to 168, and the number of Patients on Ventilators went up by 11 to 78.  There were 6 deaths Thursday; the state death toll is 25,561.

The Broome County Health Department announced that they had another 88 Positive COVID 19 cases today, giving the County 2238 total cases since March, and 628 cases since October 1st.  They report 659 active cases with 10 hospitalizations, there have been 83 deaths, over 1500 recoveries.

Chenango County Public Health announced that they are up to 267 COVID 19 positive cases since March.   Currently there are 11 active cases, 1 Hospitalization and 126 active quarantines, there have been 7 deaths, 236 recoveries & over 30,700 tests performed.

NYSEG announced today that crews continue to make significant progress across the Oneonta Division, after strong winds and heavy rain disrupted service to thousands of customers on Wednesday. The company expects to restore 95% of customers in the Oneonta Division by 6:00 p.m. today and achieve total restoration by the end of the day. Currently, approximately 920 customers are without power in the company’s Oneonta Division which includes Broome, Chenango, Delaware & Otsego counties.

Delaware County Public Health reported no new cases of COVID 19 Thursday, with 6 active cases all recovering at home, and 101 are in quarantine.  The county has had 129 total cases since the spring, with 8 deaths & 115 recoveries.

Delaware County Sheriff Deputies responded to a domestic dispute in the Town of Davenport on Monday night that resulted in the caller being arrested and charged with falsely reporting an incident.  Deputies determined that the caller, 26 year-old Brittany Cole of Davenport called 911 following a verbal dispute and falsely reported being physically assaulted during the domestic dispute.  Cole was charged with falsely reporting an incident; she was processed and issued an appearance to Davenport Town Court at a later date.

Governor Cuomo announced that due to the increase in rapid COVID 19 testing around the state, a record 145,811 people were tested statewide Wednesday. 754 were hospitalized, 172 were in ICU beds, 67 were on Ventilators, there were 1410 positive tests, about 1% of all tested, there were 10 COVID Deaths Wednesday.

Chenango County Public Health announced that they are up to 265 positive COVID 19 cases, there are 11 Active Cases, 1 hospitalization, & 116 Quarantines. They report 7 deaths, 232 recoveries, with over 30,500 tests performed.

The Broome County Health Department announced that they have 97 new COVID 19 cases to report, giving the County a total of 2140 cases since March. Health Department officials report that there are 586 active cases, they report 83 deaths, 1471 recoveries & 2452 people are being monitored by the Health Department.

The Chenango County Health Department will be holding a Drive-Thru Flu vaccination clinic in Norwich on Saturday October 17th from 11 am to 1 pm. Health Department Director of Patient Services Barbara Ryan explains:

Ryan said that interested people must pre-register by calling 337-1660 before October 16th, to receive an appointment time. The cost is $15 for patients over 19 years of age. People are required to be in a vehicle with no more than 4 occupants, they must wear masks and they ask they people do NOT bring their pets.

Binghamton Mayor Rich David announced today that he tested positive yesterday for COVID 19. Mayor David said that he was feeling fine, but is following COVID guidelines, & he will follow the recommendations of health care providers, he will isolate at home & is working with the Health Department staff for contact tracing purposes. Several other mayors around Central New York are also reporting COVID positive tests following an in-person meeting among mayors & a press conference this week in Syracuse. The mayors of Fayetteville, Ithaca & Syracuse have also reported positive tests since that meeting.

NYSEG is reporting many power outages from yesterday’s storms. 975 Chenango County customers were without power this morning, as well as 730 Delaware County residents & over 2600 in Otsego County. Crews are working to restore power as soon as possible.

Governor Cuomo announced a 2nd round of awards of more than $423,000 for the purchase and installation of equipment to deliver addiction telehealth services statewide. Expanded telepractice capacity ensures access to addiction services for individuals and families who may not otherwise seek out treatment. More than $460,000 was awarded in the first round of this funding, bringing the total amount awarded to more than $883,000.

Governor Cuomo signed into law 2 bills sponsored by Senate Agriculture Chair Jen Metzger of the local 42nd Senate District, to support New York’s family farms. The first bill ensures farmers negatively affected by COVID-19 do not lose their agricultural property tax assessments due to reduced sales. The 2nd bill provides marketing assistance to promote products widely used in holiday celebrations that are produced by New York farms.

Governor Cuomo announced the “Crush The Cluster” initiative Tuesday, as more than 20 zip codes around the state have clusters of COVID 19 cases & more than 5% of the people tested, were positive for the virus:

The Governor announced that a section of Binghamton was one of the cluster hot spots in the state, A former BC Transit bus has been outfitted with a lab, to test people all over the Broome County for the virus if they are exhibiting symptoms.

The State Health Department announced that another 1360 people tested positive for COVID 19 Tuesday, out of more than 108,000 tests administered. 748 people were hospitalized, an increase of 43, 176 COVID patients were in ICU. 72 patients were in intubated. The state has had over 468,000 cases since March; the state death toll is up to 25,545 after 8 additional deaths were reported Tuesday.

SUNY Chancellor Jim Malatras announced today that Binghamton University will be going to all-remote learning for at least the next 2 weeks. 1 of the state’s 20 COVID clusters is in Binghamton, with a 5-6% positivity rate, plus there have been over 80 positive tests among the University population. Remote classes will begin tomorrow, all on-campus dining will switch to takeout only and all in-person extracurricular programs and other nonessential student activities will be halted, including clubs & intramural sports. The university’s bus service will run on a limited schedule.

State Police arrested 31 year old Manuel Ayala of Norwich for Driving While Ability Impaired by Drugs, Criminal Possession of a Weapon and Criminal Possession of a Controlled Substance. Troopers initiated a traffic stop after observing a vehicle failing to maintain a lane on State Highway 8 in the town of Guilford. Ayala was arrested & was in possession of suspected drugs and metal knuckles. Ayala was processed then later released on appearance tickets to the town of Guilford court on October 20th.

9 Fire Departments & state Police responded early Sunday morning to a fire at Jones Road in the town of Otsego, that resulted in 1 fatality. 2 adults & 3 children escaped the blaze, 1 adult male went back in to the burning house to save a 77 year old male, who later died at Bassett Hospital, and the deceased has been identified as Robert Huestis. The cause of the fire is under investigation, no foul play is suspected.

Former State Senate Majority Leader Joe Bruno has died. Bruno led the state Senate for 14 years, before being convicted on corruption charges, which were later overturned on appeal. Bruno died of Prostate Cancer, he was 91.

Governor Cuomo announced that New Mexico has been added to New York State’s COVID-19 travel advisory. No areas have been removed. The Department is investigating a cluster of 7 positive cases related to a wedding, which was not held in Otsego County, all contacts have been notified & put on quarantine. Otsego County reports a total of 912 confirmed cases; there are 30 active cases with 1 hospitalization. There have been 7 deaths, 731 cases are linked to SUNY Oneonta & 20 confirmed cases are in Hartwick College students.

State Police arrested 22 year old Shawnee Porter of Sidney for Aggravated Driving While Intoxicated. Troopers on patrol on State Route 7 near County Road 1A in the town of Unadilla were nearly struck by Porter and initiated a traffic stop. Porter’s B.A.C was .19%; she was processed and issued appearance tickets to the town of Unadilla court on October 19th.

The State Health Department tested 96,359 New Yorkers for COVID 19 Monday, with 1393 new positives reported, the state total since March is over 466,900.  Hospitalizations increased again to 705 statewide, there are 158 patients in ICU Beds & 72 are on Ventilators.  There were 9 more deaths reported from the Virus Monday, the state death toll was up to 25,536.

U.S. Senator Kirsten Gillibrand is calling for the inclusion of the Restart Act to support live event venues that are struggling to recover after a summer of limited or no operations due to the COVID 19:

State Senator Jim Seward & local officials gathered Monday to dedicate a part of State Route 205 in the town of Hartwick to Sergeant John Kempe Winslow of Hartwick.  Winslow was killed in the line of duty in July of 1969 in Vietnam, he was 22 years old.

The state has had over 464,000 positive tests for COVID 19 since March, Hospitalizations were steady at 618, there were 14 deaths from COVID 19 Sunday statewide, and the state death toll is 25,519.

Chenango County Public Health announced Monday that their COVID 19 numbers went up slightly to 261. The Department reports 11 Active cases with 3 people hospitalized & 97 quarantined, they have had 7 deaths, 231 recoveries & they have conducted over 30,200 tests since March.

Broome County Health Department announced that they had another 29 positive cases of COVID 19, giving them 180 since Friday. They report 1863 cases since March, they have had 82 deaths, 1368 recoveries & the Health Department is monitoring 1700 people. Due to the high rate of infections of COVID 19 in Broome County, both UHS and Lourdes will not allow visitors into their facilities starting Tuesday. The restriction affect the hospital’s primary care and specialty care locations and outpatient surgery locations, there are exception for end-of-life patient situations & Pediatric patients.

State Police responded to a report of a structure fire with an entrapment at a residence on Jones Road in the town of Otsego, early Sunday morning. 39-year-old male, 32-year-old female and 3 children were able to escape the residence unharmed, but the male returned to the residence to assist a 77-year-old male out of the home, the 77-year-old male was transported to Bassett Hospital where he later died. Many area Fire Departments responded, the cause of the fire is under investigation, no foul play is suspected.

State Police and the Department of Transportation continue to work together targeting reckless and distracted drivers in active work zones with “Operation Hardhat”. Last Thursday, 2 work zones on I-81 in Broome County were targeted, during the initiative, 33 tickets were issued, 10 for Speeding, 9 for Cell Phone Use, 6 for not wearing a Seatbelt & 8 more for a variety of infractions. As of mid-September, over 1,600 tickets have been issued throughout New York; the initiative began in July and continues through construction season through the month of November.

Local Congressmen Antonio Delgado & Anthony Brindisi announced a $255,000 grant award from the Appalachian Regional Commission for the DCMO BOCES. The funding will help expand the Career Destinations – Connecting Students to Local Jobs and Careers program to 14 middle and high schools in Delaware, Otsego, and Chenango counties.

New York State has released a mobile app that will alert people if they were in close contact with someone who tests positive for coronavirus.  The app is called COVID Alert NY, is voluntary and anonymous.  State officials believe that the app will help with contact tracing, and reduce the risk of infection, by allowing people to quarantine immediately once they are notified of an exposure through the app.

Delaware County Public Health was notified Thursday of a COVID 19 related death. The County now reports 8 deaths, 110 recoveries and a total of 123 cases since March. Currently there are 5 active cases, no one is hospitalized, and 41 are quarantined.

Otsego County Department of Health reported 2 new cases Thursday, 1 in SUNY Oneonta & 1 in Hartwick College. The County has had 895 total confirmed cases, 21 are active cases with 1 hospitalization, there have been 7 deaths, 723 of the cases are linked to SUNY Oneonta, & 20 confirmed cases are Hartwick College students.

Governor Cuomo reported that Clusters of COVID 19 cases increased several of the state’s numbers on Wednesday.  There were 1382 new cases diagnosed out of over 109,000 tests administered, which was a 1.27% positivity rate.  Patient Hospitalizations went up to 612, there were 141 Patients in ICU beds, 63 were on ventilators, and there were 11 deaths Wednesday, bringing the state death toll to 25,490.

The Broome County Health Department reported 83 more positive cases of COVID 19 since Tuesday, bringing their total to 1610 cases, they still report 82 deaths, 1285 recoveries and 1157 people are being monitored by the health department, following the latest cluster reported in Binghamton last weekend.

Chenango County Public Health announced that they had 2 more positive COVID 19 Wednesday, giving them 253 since March.  They have 4 active cases, 2 patients are hospitalized, 75 are in quarantine, there have been 7 deaths and 229 recoveries, over 29,000 tests have been conducted.

The town of New Berlin will hold a public hearing at 5:45 p.m. on Tuesday, October 13th at the New Berlin Town Office at 30 North Main Street, to discuss possible cuts to the town budget, including saving about $180,000 dollars by eliminating their Town Police Department.  Municipalities around the state are waiting to see if New York State will receive any federal aid because of the COVID 19 pandemic, New York has lost about 20% of their revenue stream since March.

Village of Delhi Police Department arrested 32-year-old Sheila Thompson and 32-year-old Kyle Alverson of Delhi, each of them being charged with Unlawfully Growing Cannabis and 6 counts of Endangering the Welfare of a Child. Thompson and Alverson were released with appearance tickets directing them to appear in Delhi Town Court to answer the charges at a later date.

Delaware County Sheriff’s Deputies  & Downsville Fire & EMS were dispatched to a roll-over accident on County Highway 7 in the Town of Colchester that was reported by “On-Star”.   19-year-old Parker Rosencranse of Roscoe lost control of his vehicle which ran off the roadway, into a ditch and overturned.  Rosencranse was arrested and charged with the DWI, failure to keep right, moving from lane unsafely, unauthorized sticker, among other charges, Rosencranse was released on traffic summonses directing him to appear in the Town of Colchester Court on a later date to answer the charges. Rosencranse & an unidentified passenger were not injured.

Otsego County Department of Health reported 4 new cases of COVID 19 Wednesday, all 4 were SUNY Oneonta students, and also 3 cases were reported in SUNY students that had not previously been reported.  Otsego County reports 893 total confirmed cases, 17 are active cases with 1 hospitalization, there have been 7 deaths.   722 cases are linked to the SUNY Oneonta outbreak, 19 confirmed cases in Hartwick College students
