Congressman Anthony Brindisi made appearances around his 22nd district yesterday, to push for The “Stop for School Buses Act”, following the release of dramatic video in Norwich last week, of Samantha Call keeping a student from leaving her bus, when she saw a car passing the bus illegally. Brindisi is looking for a sponsor in the Senate, he said that the National School Transportation Association reports that 9 to 15 children a year are killed getting on or off their school bus.

Governor Cuomo & state leaders announced that the State Budget includes legislation to provide new protections for student loan borrowers that will require companies servicing student loans held by New Yorkers to obtain a state license and meet regulations governing other lending products, such as mortgages.  This legislation will ensure that no student loan servicer can mislead a borrower or engage in any predatory act or practice, misapply payments, provide credit reporting agencies with inaccurate information or engage in other practices that may harm the borrower.

Thousands of NYSEG residents & businesses in Broome County  lost power early this morning, after a tree fell onto a transmission line in a wooded area near the Broome County Sheriff’s Office in the town of Dickinson at around 12:35 AM.  NYSEG official said that the tree impacted numerous substations, more than 5,000 customers lost electricity in Binghamton, Castle Creek, Chenango Bridge and Whitney Point, all the power was restored at about 5:00 AM

State Police arrested a Utica man for allegedly meeting up with a 17-year-old and paying her to perform sexual acts.  57 year old John Stemen was charged with patronizing a prostitute,  Stemen had been working as an aid in Congressman Anthony Brindisi’s Utica office, the Congressman fired Stemen last week when he was notified, Stemen faces court action on May 20th.

The Centers for Disease Control announced that this year, the United States has seen the highest number of confirmed cases since the disease was declared eliminated 19 years ago.  Currently there are than 760 confirmed cases nationwide, Queens County ranked 4th nationwide currently in the nation for measles risk factors, the biggest outbreak occurred in Rockland County earlier in the year.

A public hearing will be held by the Unadilla Town Board tonight at 6:30 PM at the Town Hall on State Highway 7 in Unadilla regarding the adoption of Local Law No. 1, establishing the office of sole appointed assessor.    The proposed Local Law will be subject to a permissive referendum.  A copy of the proposed Local Law is on file and may be examined in the Town Clerk’s office during regular business hours.

WCDO NEWS MONDAY 5-13-19

A joint investigation between the State Police at Otsego County Sheriff’s Department has resulted in the arrest of 27 year old Kimberly Steeley of Decatur.  Steeley was arrested on a Grand Jury indictment and charged with 2 counts of 2nd degree Manslaughter, following a June 2018 investigation into the deaths of her twin infant children.  Steeley was arraigned at the Otsego County Court and was remanded to the Otsego County Jail on $10,000 cash bail or $100,000 bond.  A preliminary hearing is scheduled for June 3, 2019.

40-year-old Chad Swartwood of Castle Creek was arrested Friday for allegedly possessing child pornography & attempting to receive of child pornography.  Swartwood is accused of impersonating a teenage girl online to try to convince teenage boys to send him sexually explicit photos of them.   Swartwood is ordered held on Friday in US District Court, he could face 25 to 110 years in prison, a fine of up to $250,000 and a term of post-release supervision and he will have to register as a sex offender.

Governor Cuomo announced nearly $9 million will be awarded to implement water quality protection projects on 24 farms across the state. The funded projects will allow livestock farms to better manage and store nutrients such as manure to protect groundwater and nearby waterways. This program is part of the governor’s $2.5 billion Clean Water Infrastructure Act of 2017, which invests resources for drinking water, wastewater infrastructure, and other water quality protections statewide.  The list of awards can be found at Agriculture.ny.gov.

State Senator Fred Akshar released the results of his latest online surveys asking constituents to weigh in on current issues.  On legislation to allow undocumented immigrants to obtain driver’s licenses, 84% of residents opposed allowing undocumented immigrants to obtain drivers licenses; 13% supported the measure & 3% were undecided.  The survey results on legislation to provide free college tuition for children of members of our military who lost their lives in the line of duty, also known as Gold Star Families, showed that 87% supported providing free college tuition assistance to Gold Star Families 8% opposed it and 5% were undecided.

State Police arrested 40 year old Curtis Cuttino & 46 year old Michael McVicker, both of York Pennsylvania for 2nd degree Murder after a home invasion in Apalachin Thursday morning.  Troopers were dispatched to 5 Dorothy Road at approximately 5:55 a.m., Thursday for a report of a shooting, troopers found 32 year old Brian Argro dead inside,   A 20-year-old female acquaintance was not harmed, she told troopers that 2 men came to the house, knocked on the door & were let in by Argro, a scuffle ensued, Shots were fired, Argro was killed & the suspects fled on foot.  Tioga County Sheriff’s Deputies located Cuttino on State Route 434, State Police and the Monticello Police Department arrested McVicker later on Thursday, he was returned to Binghamton.  Both suspects were later remanded to the Tioga County Jail on without bail. Police are looking into how Cuttino and McVicker arrived in Apalachin; anyone with information can contact State Police at 561-7400.

The Norwich City School District released a video of a Norwich bus driver Samantha Call, saving a student from being hit by an illegally passing car.  Congressman Anthony Brindisi, plus officials from Broome County Sheriff’s Office, the state Association of Pupil Transportation & Chenango Valley School District officials will be in attendance as Brindisi lays out plan to prevent illegal school bus passing and improve student safety at the Chenango Valley Bus Garage, 58 Towpath Road in Binghamton at 3:00pm today.

A Manhattan judge has scheduled a court legal hearing this afternoon that may help determine the fate of the Woodstock 50 festival in Watkins Glen in August.  Organizers of Woodstock 50 have filed a petition accusing the festival’s financial backer Dentsu Aegis Network of creating a “worldwide uproar” by announcing that the concert was canceled, as well as misappropriating $18 million.  They’re asking a judge to order Dentsu to give back the funds, and to stop them from “disparaging Woodstock 50, interfering with its contracts with performers and others, and undermining the Festival.”  Woodstock 50 had been announced for August 16-18 in Watkins Glen.

The Ed Wessels Canoe Race was held Saturday on the Susquehanna River, with over 70 boats competing in a variety of classes. Trevor LeFever of Oneonta & Ben Schlimmer of Camillus took 1st place in the 2 man pro race, Paddlers from 5 state & 2 Canadian Provinces completed in the 20 mile looped race from Otego to Sidney, the race is considered a lead up to the General Clinton Canoe Regatta on Memorial Day weekend.

State Police have arrested 40 year old Curtis Cuttino & 46 year old Michael McVicker of York Pennsylvania, in connection with the fatal shooting of an Apalachin man in his home on Dorothy Lane Thursday morning. Cuttino was apprehended a short distance away Thursday on the Vestal parkway, McVicker was apprehended in Monticello, both have been charged with 2nd degree murder & are being held without bail in the Broome County Jail.

The Ed Wessels Canoe Regatta will be held tomorrow on the Susquehanna River, sponsored by the Sidney Chamber of Commerce, long time area Paddler Ed Curley comments:

The Warwick Rhode Island School district came under fire earlier this week, after they announced that students with school lunch debts would be served cold sunbutter & jelly sandwiches.  Chobani CEO Hamdi Ulukaya announced that his company would pay off the lunch debt, estimated at $77,000 dollars covering about 1650 children in the district.

The public is invited to volunteer at the City of Oneonta’s Trees for Tributaries tree planting event to be held at the upper end of Wilber Park on Graduate Avenue on Wednesday, May 15th at 10:00 am. Delaware County Sheriff’s Deputies arrested 39-year-old Frank Darmody of Hobart for felony DWI, Aggravated driving with a BAC of .19%, aggravated unlicensed operation of a motor vehicle & operating a motor vehicle without a required ignition interlock device.  Deputies responded to a report of a Motorcycle Accident on McMurdy Brook Road in the Town of Kortright, Darmody was arrested & was arraigned at Delhi Town Court and was remanded to the Delaware County Jail on $500 dollars’ cash bail or $1000 bond.

Police have 2 men in custody, in connection with a home invasion & fatal shooting of a resident at 5 Dorothy Lane in Apalachin Thursday Morning.  The name of the deceased has not yet been released, the investigation is continuing.

Funeral services for 16 year old Amelia Wakefield of Oxford will be held Today at 5:00 PM, in the auditorium of the Oxford Academy Middle School.  Wakefield was found deceased in a residence on Water Street in Smithville Flats last Friday Night, the investigation into her death is continuing.

3 people were arrested after The Broome County Special Investigations Unit Task Force searched a home at 159 Conklin Avenue in Binghamton.  Police seized fentanyl, methadone and suboxone, plus powder cutting agents, packaging materials and digital scales, the 3 people arrested were Kimberly Knapik, Courtney Douglas and Anthony Zuccaro of Binghamton.

The Chenango County Sheriff’s Department arrested 18 year old Cody Coleman of Smithville Tuesday on an active Bench Warrant issued out of the Town of Smithville Court.  Coleman was wanted for violating special conditions of his probation. Coleman was remanded to the Chenango County Correctional Facility and is being held without bail.  Coleman was also the boyfriend of 16 year old Amelia Wakefield of Oxford, who was found dead in Smithville last Friday night, there have been no arrests in connection with that case.

State Police are investigating a reported home invasion at 5 Dorothy Road in Apalachin early this morning.   Police stated that a woman answered a knock on her door shortly before 6:00 AM, 2 men entered, there was a confrontation between a male resident & 1 of the suspects, the male resident was fatally shot, the woman was not hurt, and the 2 men fled on foot.  1 suspect was located by Police on the Vestal parkway; the other man was still at large, he is described as white, 5′ 8″ tall; wearing a dark jacket, dark pants and work boots, anyone with information should call 911.

Delhi Police Chief Michael Mills announced the arrests of 3 people on Drug Charges Tuesday.  Delhi Police, with assistance from State Police & SUNY Delhi Police, executed a search warrant at 26 Meredith Street, they arrested 25 year old Daniel Quackenbush Jr. of Delhi, 24 year old Karolina Piwarska of Delhi, & 28 year old Chanchhayavan Chourb of Utica, on a variety of drug charges, All 3 were arraigned in the Delhi Town Court and remanded to the Delaware County Jail on $100,000 cash bail or $200,000 bond.  Police recovered cash, Crack Cocaine, heroin, digital scales, and other materials for packaging narcotics.

New York State of Health today reported that more than 4.7 million New Yorkers have enrolled in health coverage through the end of the 6th open enrollment period on January 31st. Marketplace enrollment is now at its highest point, & the number of uninsured went from 10% in 2013, to below 5% today.

The Chenango County Department of Health announced another free rabies clinic will be held this evening at the Columbus Town Garage.  The clinic for Dogs, Cats & Ferrets will run from 5:30 to 6:30 PM.

Due to a power outage, SUNY Broome cancelled classes for the 2nd straight day at their Main Campus on Front Street, due to a Transformer issue on Wednesday.  All other remote locations remained open, officials hope to have classes resume on Friday.

Calling hours for 16 year old Amelia Wakefield of Oxford will be held Thursday at the Behe Funeral Home in Oxford from 1:00 to 3:00 PM & 5:00 to 8:00, the funeral will be held at 5:00 PM Friday, in the auditorium of the Oxford Academy Middle School.  Wakefield was found deceased in a residence on Water Street in Smithville Flats last Friday Night, the investigation into her death is continuing.

SUNY Broome cancelled classes today, following an electrical outage from a transformer at the campus.  Officials hope to have the power restored & to have classes resume Thursday.

Johnson City Police & Police Academy recruits are combing the area of Columbia Avenue & Fairview Street this afternoon, following the discovery of Human Remains in a wooded area there.  The remains are believed to be from an adult male, the investigation is ongoing.

Governor Cuomo & State Leaders announced an agreement on allowing cameras on school buses, in order to catch drivers who do not stop for school busses with their flashing lights on discharging children.   School districts will soon be able to mount cameras on school buses to capture the vehicle’s license plates.  Drivers will face fines that up to $250 fine.

State Senator Fred Akshar recognized Broome County Sheriff’s Deputy Kristy Botsford as his New York State Senate 2019 Woman of Distinction for the 52nd Senate District.  Each year, the New York State Senate honors women who have enriched the quality of life in their communities across New York.  Deputy Kristy Botsford continues to recover from injuries sustained on February 1st, while responding to a vehicle traveling the wrong way on Route 17 West in Vestal, her vehicle was struck head on by an alleged drunk driver, she was pinned inside the vehicle, & was removed by emergency personnel using the “Jaws of life” tool in sub-zero temperatures, she underwent surgery to repair her broken femur and ankle.  Botsford plans to return to her post as soon as her doctors allow.

State Police arrested 71 year old Franklin Farrell of Bainbridge for 2nd & 3rd degree Assault after Troopers were dispatched to a physical dispute on County Route 39 in the town of Bainbridge.  Farrell allegedly grabbed the victim by the arm causing lacerations & allegedly brandished a knife attempting to stab a 2nd victim, who was cut on the stomach & arms.  Farrell was transported to Tri-County Hospital for his injuries and was arrested, & was arraigned in the town of Bainbridge court & was remanded to the Chenango County Jail without bail.  An order of protection was issued to both victims.  He’s scheduled to return to court on May 9th.

Chobani and several Chenango County businesses announced that they will provide funds for a new firehouse and community center in New Berlin.  The Chobani Foundation statement said that the 7,000 square-foot firehouse will include 6 garage bays, offices and separate rooms for gear; meetings, training and storage, and the 2,400 square-foot community center will contain a kitchen area and large gathering space for local residents to host a variety of events. Construction is scheduled to begin later this year.

Bassett Hospital officials announced that their recent Drug Take-Back campaign yielded 225 pounds of unwanted, expired and unused prescription medicines that were dropped off at 3 locations.  The successful Drug Take-Back program was designed to encourage people to clean out their medicine cabinets, to keep them out of the waste stream & out of the wrong hands, Drop-off points were set up near the Pharmacy Departments at Bassett Hospital in Cooperstown, O’Connor Hospital in Delhi, and FoxCare Pharmacy in Oneonta.

Governor Cuomo announced that more than 2 dozen drop-off locations from Long Island to Buffalo are accepting work out tattered flags starting Today through May 22nd.  New Yorkers are urged to bring their old flags to the locations so that they can be retired “properly with respect and honor.”  The state Office of General Services will collect the flags, they will be taken to the State Fair outside Syracuse, where they’ll be disposed in a bonfire during the May 26 Memorial Watchfire organized by a local chapter of the Vietnam Veterans of America.

The names of 63 law enforcement officers are being added today to the New York State Memorial honoring fallen officers.  The names were unveiled during Today’s annual ceremony at the State of New York Police Officers’ Memorial in the Empire State Plaza in downtown Albany. It’s the largest single group of names to be added to the granite memorial since it was dedicated in 1989.  The names are divided into 3 categories: line of duty deaths in 2018, a death that occurred decades ago, and ground zero-related illness deaths.

Governor Cuomo announced more than 14,000 tickets were issued by Police during this year’s “Operation Work Brake,” a yearly campaign to raise awareness of the dangers of reckless driving in work zones.  This year’s enforcement efforts took place from April 22 to April 26th; Police wrote 411 tickets statewide for violating the Move Over Law, over 5200 for Speeding, 683 for speeding in a work zone and 579 for distracted driving.

The Afton central School district will be holding a 2nd public informational meeting on their proposed Capital Project on May 16th.  District Superintendent Tim McNamara said that the project will not raise taxes:

Delaware County Sheriff’s Deputies arrested 32-Year-Old Samantha Roupp of Bloomville Sunday for DWI, Driving with a BAC of .08% or higher, Uninspected Motor Vehicle, Failure to Keep Right, Moving from Lane Unsafely, and Consumption of Alcohol in a Motor Vehicle.  Roupp was stopped on State Highway 10 in the Town of Walton, she was arrested & was arraigned in Hamden Town Court and is scheduled to appear at Walton Town Court at a later date.

The Chenango County Sheriff’s deputies, State Police & Village of Greene responded to the report of a suspicious death Friday evening in Smithville Flats.  The victim has been identified as 16-year-old Amelia Wakefield of Oxford, after authorities responded to a Water Street residence at about 6:50 PM Friday.  Wakefield was removed & was brought to Lourdes’ Hospital in Binghamton for an autopsy.  Oxford Academy officials announced that the School’s Crisis Team was available for students today; the investigation in Wakefield’s death is ongoing.

117 packages of fentanyl and 35 packages of crack cocaine were seized by the Broome County Special Investigations Unit Task Force during a search warrant in Binghamton Friday.  34 year old Sean Dingle was charged with several counts of Criminal possession of a controlled substance with intent to sell, Dingle is being held at the Binghamton Police Department until he can be arraigned in Binghamton City Court.

State Police arrested 25 year old John Clark of Oneonta for Assault & Resisting Arrest after Troopers were dispatched to a dispute at the Lantern Hill Trailer Park.  Clark is accused of punching a person in the face.  Troopers located Clark hiding in the residence, He was found to have active warrants in the town of Morris and the city of Oneonta.   Clark was arraigned in the town of Oneonta Court and remanded to the Otsego County Jail on $2,500 cash bail or $5,000 bond pending court action on June 6th

The Sidney Central School District is now registering children for their September 2019 kindergarten class.  Parents should call 561-7728 to set up an appointment to register their child, who must be 5 years old on or before December 1st in order to be eligible for kindergarten this September.

60-year-old Robert Doyle of Windsor was arrested on a variety of drug charges, by the Broome County Special Investigations Task Force.  Police searched Doyle’s home at 118 Main Street in Windsor, they seized Crystal Meth, Mollies, drug packaging materials and digital scales used to weigh narcotics & a stolen 12-gauge shotgun.  Doyle was charged with multiple counts of Criminal possession of a controlled substance, criminal possession of stolen property & criminally using drug paraphernalia, he faces court action shortly.

State Police arrested 27 year old Gary Garbera of Oneonta for Aggravated Unlicensed Operation of a motor vehicle, DWI, Refusal to Submit to a Breath Test, Operating a Motor Vehicle without an Inspection among other charges.  Troopers initiated a traffic stop on Clinton Street in the city of Oneonta after they observed Garbera with an equipment violation, he was arrested & Troopers learned that Garbera’s licensed was revoked and he had a bench warrant with the city of Oneonta Police Department.  He was arrested and processed then released to Oneonta Police.

State Commissioner of Health Dr. Howard Zucker today announced that influenza is no longer prevalent in New York State. The declaration means that healthcare workers who are not vaccinated against influenza are no longer required to wear masks in areas where patients are present.  Flu activity in the state peaked during the week ending February 23rd, when there were more than 9,600 confirmed cases in 1 week.   There were 106,755 cases of influenza with 18,513 hospitalizations, & 6 pediatric influenza-associated deaths.

The Greater Afton Area Chamber will hold their annual reception this Sunday at 1:00 PM at the Silo Restaurant in Greene.  The Chamber will honor McDowell & Walker as the Business of the year, Hickory & Doc as the Startup Business of the year & Friends of Afton as the Organization of the year.
