Delaware County Sheriffs Department, State Police & the Trout Creek Fire Department responded to the report of a small plane crashing in the woods near Trout Creek, at about 3:00 this afternoon. Authorities have closed off Chase Brook Road & Readburn Road, they have not announced if there were any injuries or fatalities. WCDO news will have more information as it becomes available.

1st responders have been responding to multiple accident on I-88 this afternoon. A tractor trailer crashed between Harpursville & Afton, injuring a 68 year old man, and causing a small amount of oil to spill.  Another crash near Harpursville resulted in 3 people being injured when a car slid off the highway & slid down an embankment. several other minor accidents have been reported, due to slick road conditions.

State Police issued a total of 16,690 tickets statewide during the Halloween enforcement campaign. Troopers arrested 266 people for DWI, investigated 1,778 accidents with 251 injuries & 3 fatalities. Troopers also wrote over 5700 tickets for Speeding, 448 for Distracted Driving, 475 for Seatbelt violations & 193 for the Move Over Law. During last year’s Halloween enforcement campaign, the State Police issued 9,057 total tickets and arrested 248 people for DWI.

Law enforcement agencies from Yates County to the Capital District are looking for 71 year old Franklin Herman of Jerusalem, who suffers from Alzheimer’s Disease & Diabetes. Herman is described as a white male, 5’6″ about 150 pounds, he is bald & has blues eyes & wears glasses, he is driving a blue GMC Sierra Pick up with New York License number 9093JY, he was last seen this morning in Cohoes at about 9:40 AM. The City of Oneonta is set to unveil the draft vision, goals and recommendations for the Oneonta Comprehensive Plan Update at an open house on Wednesday, November 14th from 3:00 pm to 7:30 pm. The open house will be held at the Oneonta High School cafeteria, the event will build on feedback and information gathered during the first open house held in January. Delaware County Department of Public Works announced that they will close County Route 44 today, for bridge repairs on the bridge about 1/4 of a mile from the intersection with State Route 357. The road will be closed through December 7th; motorists can use a detour on Covered Bridge Road to State Route 357 during the project.

State Police are currently investigating a complaint on Wednesday ion the town of Franklin where 2 males posed as utility company workers while another person burglarized the home. 2 men wearing walkie talkies approached an elderly couple in front of their residence and distracted them, while the 3rd person entered their home and taken a large amount of cash, jewelry and coins. The suspects were in a white SUV with out of state plates. 1 man is described as Hispanic, clean shaven, approximately 50 years-old, approximately 5’3, 175 pounds, wearing a dark blue sweatshirt with matching sweatpants and a beanie hat. The 2nd man is described as 5’ 3”, a little older with facial hair and blue eyes, wearing blue jeans, a gray sweatshirt and a baseball cap, anyone with information should contact State Police at 432-3211 or 561-7400.

State Police arrested 38 year old Anthony Forte of Otego for Felony Driving While Intoxicated and Aggravated Unlicensed Operation. Troopers were dispatched to Taco Bell in the town of Oneonta for a suspected drunk driver. Forte had a BAC of .16%, twice the legal limit, he was arraigned in the town of Oneonta Court & his next court appearance is November 13th.

Acting Attorney General Barbara Underwood will return to her previous position as the state Solicitor General shortly. Underwood was appointed as acting Attorney General in May following the resignation of Eric Schniederman, following multiple sexual abuse allegations. Underwood will return to her old job following the swearing in of new Attorney general Letitia James in January.

The Nassau County District Attorney will not attempt to prosecute former State Attorney General Eric Schneiderman on charges of physical or sexual abuse. The DA’s office announced that there were legal impediments, including statutes of limitations that prohibited their office from going forward with a prosecution of Schneiderman, who resigned in May after allegations by several women that Schneiderman abused them. Nassau county district attorney Madeline Singas had been appointed by Governor Cuomo to oversee the allegations against Schniederman, based on her expertise on prosecuting sex crimes.

State Police arrested 19 year old Shannon Taylor of Lisle for Operating a Motor Vehicle While Ability Impaired by Drugs and Unlawful Possession of Marijuana. A trooper on patrol observed the vehicle Taylor was operating fail to stop at a stop sign on South Canal Street in the village of Greene, a traffic stop was initiated and Taylor was released to a sober third party and is ordered to appear in the village of Greene Court today.

State Police are investigating the suspicious deaths of 24 year old Dustin McMahon & 31 year old Christina Arvidson of Richmondville, in the town of Summit, Schoharie County. State Police were called to the scene on Rossman Valley Road on Tuesday. A preliminary investigation revealed the individuals died overnight Monday.

Binghamton Police announced the arrests of 22-year-old William Ritchie and 17-year-old Andrew Carter of Binghamton, in connection with a series of nazi symbols left a several locations around Binghamton. Both were charged with aggravated harassment and criminal mischief, designated as a hate crime. Additional charges may be forthcoming.

State Police arrested 58 year old Debra Mills of Sidney, for Felony Forgery & Petty Larceny, for allegedly stealing checks from a woman she took care of, forging the checks then cashing them. Mills was arraigned in the town of Sidney Court where she was released on her own recognizance. She is scheduled to reappear appear in court Thursday.

State Police Responded to an apparent Murder Suicide in the town of Stamford Tuesday, after 57 year old Christopher German of South Kortright failed to show up for work in Cooperstown. Troop C BCI Captain Scott Heggelke Explains:

Captain Heggelke said that the incident occurred after 9:00 PM Monday; The Delaware County Coroner’s Office ordered the bodies removed for autopsies, which were being performed at Lourdes Hospital in Binghamton this afternoon, the official cause and approximate time of death is expected to be in the final Autopsy report, which may be released later today.

The Trial for Ernest Franklin of Guilford has been delayed again, until early next year. Franklin & his wife Heather are accused of killing their developmentally disabled son & setting fire to their house to cover up the murder in the town of Guilford in March of 2017. Ernest Franklin is being held without bail pending the start of his trial; Heather Franklin was released on bail.

State Police arrested 25 year old Taylor Nelson of Afton for 2 counts of Criminal LOUDESPossession of a Controlled Substance, Criminal Possession of a Forged Instrument, Operating a Motor Vehicle while Impaired by Drugs, & Criminally Using Drug Paraphernalia. Troopers were dispatched to the Sunoco on County Route 39 in the town of Bainbridge to check the welfare of a male slumped behind the wheel of his vehicle. Troopers determined that Nelson was impaired and was in possession of a counterfeit $100 bill, methamphetamine, drug paraphernalia and items used to measure drug quantity. Nelson was arraigned in the town of Bainbridge Court where he was remanded to the Chenango County Jail on no bail.

State Police arrested 51 year old Marianne Stanislawski of Chenango for Grand Larceny, for allegedly taking advantage of a 75-year-old man who suffers from Alzheimer’s. An investigation revealed that Stanislawski knew the victim for several years; she would visit him weekly at his residence and help him run errands. The investigation further revealed that Stanislawski was making cash withdrawals that the victim did not approve of. Stanislawski was arrested and arraigned in the town of Oxford Court and released on her own recognizance and is to appear in court at a later date. An order of protection was issued by the judge protecting the victim.

Governor Cuomo today announced the state is dedicating $3 million for state-of-the-art studies to reduce flooding and ice jams and improve ecology on 48 priority flood-prone streams throughout New York State. The DEC and Office of General Services will implement the studies as part of the Resilient NY program, which will consist of flood studies to identify the causes of flooding within each watershed and develop, evaluate, and recommend effective and ecologically sustainable flood and ice-jam hazard mitigation projects.

State Police arrested 32 year old Jessica Klinegardner of Tompkins for Unlawful Possession of Personal Identification Information, after a complaint by the victim that she noticed suspicious charges on her deceased mother’s credit card. An investigation revealed that Klinegardner was working as a home health aide for the deceased victim; she was issued an appearance ticket to appear in the town of Tompkins Court on December 6th.

Today is Election Day, with many positions to be decided by voters. New Yorkers are voting for 1 US Senate Seat, All House of Representative seats, Governor, Attorney General, Comptroller & all seats in the State Assembly & State Senate. Locally, voters will also decide on races for Otsego County Sheriff, Broome County Sheriff, the 6th District of the State Supreme Court, plus many town level seats are being decided. Delaware County Sheriff’s Office arrested 3 Delhi area residents on felony drug possession charges following the execution of a high risk search warrant at a Meredith Street in Delhi. Deputies seized bulk packaged heroin and 30 bags of packaged heroin, marijuana, a scale and drug packaging paraphernalia. Investigators arrested 50-year-old Ramar Hassell and 54-year-old Valerie Alexander of Delhi for Criminal Possession of a Controlled Substance, Unlawful Possession of Marijuana, Hassell was also charged with Resisting Arrest. Investigators also arrested 25-year-old William Effner of Delancey and charged him with Criminal Possession of a Controlled Substance & Criminally Possessing a Hypodermic Instrument. All 3 were arraigned & were remanded to the Delaware County Jail on $100,000 cash bail pending their appearance in the Town of Delhi Court on November 9th.

U.S. Supreme Court Justice Ruth Bader Ginsburg will present a talk at The Glimmerglass Festival, scheduled for July 26th at 4:00PM. Oneonta Job Corps Academy will host the 1st blood drive on Thursday, from 11:00 AM to 6:00 PM, in their campus gymnasium. Fox Hospital will host its blood drive Friday, from 11:00 AM to 6:00 PM at the FoxCare Center. Last Year, Fox Hospital won the competition with 76 units of blood collected, followed closely by Oneonta Job Corps Academy, who gathered 68 units. The American Red Cross needs blood donations following a recently devastating series of hurricane disasters across the country, more than 36,000 units of blood are being used each day nationwide.

State Police Investigators are looking to identify a man who is linked to the larceny of two generators, solar lights, propane tanks, a kayak paddle and several signs in the town of Guilford. The items were taken between October 13 and 14 from two properties. The vehicle used in the crime is a maroon colored, four-door Nissan Frontier with a ladder rack, carrying two kayaks. If you have any information about the truck or the man, contact State Police in Norwich at 334-3296.

State Police were dispatched to a report of an armed robbery at Nirchi’s Pizza located at 701 Taft Avenue. The suspect was armed with a rifle and left with an undermined amount of money. He fled on foot behind the business; No one was hurt during the incident. He is described as a white male, medium build, clean shaven, wearing a green poncho, dark rain type pants, dark boots and a black knit hat with eye holes cut out. The investigation is still on going at this time. Anyone with information regarding this investigation is requested to contact the New York State Police at 775-1241.

Delaware County Sheriff’s Deputies arrested 31 year old Jessie Bolster and 40 year old Roy Bolster of Harpursville after they were stopped in Hancock for Traffic infractions. Jessie Bolster was operating the motor vehicle while having several active suspensions; Roy Bolster was wanted on an active arrest warrant from Tompkins County Family Court. A search of the vehicle revealed the pair were in possession of Oxycodone & bags of crystal methamphetamine. Both were charged with 4 counts of Criminal Possession of a Controlled Substance, Jessie Bolster was additionally charged with Aggravated Unlicensed Operation. Both were arraigned & were remanded to the Delaware County Correctional Facility in lieu of $10,000 cash/$20,000 secured bond.

The Otsego County Sheriff’s Department responded Friday to the report of a bear getting hit by a car on State Route 28 in the town of Milford. The unidentified Driver was not injured, the vehicle was towed from the scene and the bear was killed in the collision, which was reported at about 7:20 AM Friday Morning.

State Police executed a residential search warrant at a home in the town of Delancey; they arrested 20 year old David Dotey on 3 felony counts of Promoting Obscene Sexual Performance by a Child, Possessing Obscene Sexual Performance by a Child and Computer Trespass. Dotey is accused of uploading and distributing sexual performance by prepubescent children, he was arraigned and was remanded to the Delaware County Jail on $2,500 cash bail or $5,000 property bond. The case is still under investigation, additional charges are possible.

Governor Cuomo announced $13 million is available for restoration and recovery efforts following the severe storms and flash flooding on August 13-15 that severely impacted communities in the Southern Tier. A new residential assistance program has been created to provide funding to primary homeowners whose damages exceed insurance claims and other available aid. With maximum grants of $50,000, this program will help eliminate the unmet need of homeowners. Applications from homeowners for the residential assistance program will be accepted starting today, the deadline for applications are February 4, 2019.

A woman, who suffered cardiac arrest Friday, is expected to survive after the quick actions of State Troopers and a citizen. A trooper was dispatched to a report of a 70-year-old woman who had collapsed in the lobby of the Richfield Springs Post Office, She was unresponsive when the trooper arrived and a citizen was already performing CPR. Another trooper arrived & administered the Automated External Defibrillator, EMS arrived, and they took the woman to Basset Hospital in Cooperstown. The unidentified woman regained consciousness at the hospital and is expected to recover.

New Yorkers who are new to the Marketplace can enroll now and existing customers can renew their health plans starting November 16th. Delaware County Sheriff Deputies conducted a traffic stop on Andes Road in the Village of Delhi. 21 year old Brittney Barnett of Oakdale was observed traveling at 43 mph in a posted 20 mph School Zone, during dismissal time at Delaware Academy. Deputies detected an odor of marijuana coming from the vehicle, Barnett was charged with Speeding in school zone, obstructed license plate & unlawful possession of marijuana, she was released on an appearance ticket & will to appear in the Town of Delhi Court at a later date.

The City of Oneonta’s Comprehensive Plan Steering Committee met in City Hall on Thursday, an open house has been scheduled for November 14th. The City’s last Comprehensive Plan was in 2007; the timeline calls for a public comment period and final revision, then the plan will be brought to Common Council for a vote.

25 year old Mamadou Barry of Brooklyn has been charged with 9 felony charges after he was found with counterfeit money in Oneonta. State Police arrested Barry on 6 counts of Criminal Possession of Forged Instrument & 3 counts of Tampering with Physical Evidence, a trooper on patrol observed Barry using an electronic device while he was driving and speeding while on State Highway 28 in Oneonta. Barry allegedly threw paper-like objects out the vehicle window as the trooper initiated a traffic stop. Berry is accused of using counterfeit bills at 3 Oneonta businesses; he was arraigned in the town of Oneonta Court & was remanded to the Otsego County Jail on $25,000 cash bail or $50,000 bail bond pending court action on November 15th.

The end of daylight savings is officially at 2:00 AM Sunday Morning, and in addition to turning the clocks back one hour, the Firemen’s Association of the State of New York is urging New Yorkers to inspect their smoke alarms when they change their clocks. The Association encourages New Yorkers to install smoke alarms equipped with sealed-in, non-removable batteries that last for 10 years. These alarms do not require any battery changes during their lifespan and are nearly impossible to disable. New York State has experienced 107 civilian fire deaths thus far in 2018, ranking second in the nation behind Texas, Working smoke alarms are critical in preventing additional fire deaths.

Following a court decision this week, The Oneonta Fire District will officially dissolve tomorrow. The Oneonta town board will meet tonight at 7:00 p.m. to hold a public hearing on the 2019 town budget and discuss the formation of the new fire district.

The State DMV announced that November is “STOP-DWI Month” in New York State. The STOP-DWI Program was established in November of 1981 to coordinate state and local efforts to reduce impaired-driving offenses and to prevent crashes across the state. Since the program was enacted, fatalities from alcohol-related crashes on New York’s roadways have decreased 74%.

A man reported missing whose vehicle was found abandoned in Oneonta has been located deceased. State Police located 53-year-old Steven J. Kassirer deceased in a ravine within heavy brush, behind Safelite Auto Glass on Oneida Street in Oneonta. Troopers located Kassirer’s vehicle earlier in the week in the Safe Lite parking lot, he was reported missing in Irondequoit and was also reported missing in Massachusetts when he did not report to his place of employment on October 23. No foul play is suspected at this time but the cause of death is still pending autopsy results.

State Police announced that 11-year-old Jariah Durgala is in critical condition after he was struck by a vehicle on State Route 7 and Frederick Street in the City of Binghamton. The investigation revealed that Durgala was crossing State Route 7, in an active work zone when he was struck by an SUV. Medical personnel, State Police and Binghamton City Police were all on scene within minutes of the accident; he was transported to Wilson Memorial Hospital in Johnson City & was air-lifted to Upstate Medical University Hospital in Syracuse. The investigation is ongoing. No tickets have been issued at this time.

Governor Cuomo today announced all schools in New York State have adopted plans to end “meal shaming” of students who do not have money for lunch. This is the latest success in the Governor’s “No Student Goes Hungry” program, which addresses food insecurity by expanding access to free breakfast and farm-fresh foods as well as ensuring all students have access to school meals without fear of shame. The program also includes $1.5 million to expand the successful Farm-to-School program. All school plans have been posted on the schools’ websites.
