31 year old Brett Poyer of Port Crane was sentenced to 9 years in jail, in Broome County Court, following guilty pleas for a variety of drug charges. Poyer was arrested in January by the Broome County Special Investigations Unit Task force after they raided Poyer’s residence & seized 2 pounds of Crystal Methamphetamines.

Governor Cuomo announced that the U.S. Small Business Administration has granted his request for a Physical Disaster Declaration for businesses and households in several Counties, including Broome, Chenango & Delaware Counties that were affected by severe storms and flash flooding on August 13th through the 15th. The assessment confirmed that there was major damage to 20 homes and 7 businesses in Broome County totaling $717,000, and minor damage to 205 homes and 14 businesses totaling $1,228,000. Fire Fighters from Otego, Wells Bridge, Franklin & West Oneonta responded last night to the report of a structure fire on County Road 7 in Otego. All of the occupants escaped without injury, fire investigators are trying to determine what started the fire.

Delaware County Sheriff Deputies arrested 40-year-old Jennifer Weaver of Oneonta and charged her with one count of falsifying business records, criminal possession of a firearm & criminal contempt. Weaver is accused of disobeying a provision of an Order of Protection issued by the Court directing her to surrender any and all firearms and subsequently filing a false statement indicating that she did not own or possess any firearms. Deputies later seized a handgun that Weaver is accused of unlawfully possessing and failing to surrender in compliance with the Order of Protection. Weaver was arraigned in the Town of Davenport Court and was released on her own recognizance pending further action in the Town of Davenport Court.

State Police at Troop C in Sidney announced that an elderly woman Otsego County woman, who had been reported missing, was found safe Wednesday afternoon. 89-year-old Belle Lord of the town of Otsego had left in a Toyota convertible with North Carolina plates, she was found in good condition and was returned to her family.

Norwich Police arrested 18 year old Mikiela Geaslen of Norwich for allegedly selling Methamphetamines & Crack Cocaine. Geaslen was charged with criminal possession of a controlled substance, criminal sale of a controlled substance and tampering with physical evidence, she faces court action on the charges shortly.

State Senator Fred Akshar announced 12 funding grants to support local volunteer fire departments and emergency services squads totaling $155,000. The grants will go toward a variety of projects depending on the needs of each department. Locally, the Borden Hose Company will receive $10,000; Greene Fire Department will get $15,000; the Norwich Fire Department Emergency Squad will get $10,000.

Delaware County Sheriff’s Deputies arrested 26 year old Vernon Kalin of Middletown on 1 count each of DWI, Driving with a BAC of 0.18% or Higher plus other violations following an accident in the Town of Colchester. Governor Cuomo announced that $40 million will be made available in November to support solar projects that integrate energy storage, accelerating progress toward New York’s energy storage target of 1,500-megawatts by 2025. Governor Cuomo announced that the New York Air National Guard is preparing to deploy 75 Airmen from the 106th Rescue Wing to assist in the response to Hurricane Michael, which is hitting the Florida panhandle today. The Airmen from the 106th Rescue Wing will deploy to Gulfport, Mississippi with one HC-130 search and rescue aircraft, one HH-60 Pave Hawk Rescue helicopter and two inflatable rescue boats. In addition, the New York Army National Guard is preparing to deploy 2 heavy lift helicopters to Tallahassee, Florida with 20 Soldiers. The HC-130 can conduct search operations from the air and can refuel helicopters in flight, which extends the range of the helicopters.

Delaware County Sheriff’s Department and State DOT Inspectors conducted a commercial vehicle inspection on State Highway 30 in the Town of Colchester. 3 Inspections were conducted; Deputies issued 17 summonses for various safety violations including unsafe tires, uninspected motor vehicle, unregistered vehicle, loose cargo, spreading debris on the highway, & inadequate brakes. 2 of the vehicles were taken out of service, 1 driver was arrested for a displaying a forged commercial motor vehicle inspection certificate and issued multiple summons returnable to the Town of Colchester Court.

Delaware County Sheriff’s Office Criminal Investigation Division arrested 46 year old Michael Lynch of Sidney following the execution of a search warrant at his County Highway 23, Town of Sidney, and residence. Members of the Criminal Investigation Division, acting on a tip, obtained a search warrant for Lynch’s residence, they seized marijuana plants, drying marijuana and a number of rifles and shotguns, Lynch was charged with criminal possession of marijuana & unlawful cultivation of cannabis, he was issued an appearance ticket for Town of Sidney Court at a later date.

The Regional Economic Development Council awards will include $690,000 for the Bethel Woods Center for the Arts, located on the site of the original 1969 Woodstock Music and Art Fair held 50 years ago. Bethel Woods will use the state funding for the 50th anniversary event for next year, which is planned as a 3-day festival like the original event.

The Broome County Health Department has confirmed 2 cases of the West Nile Virus in recent weeks. Both Patients were hospitalized and both are recovering. Mild cases usually feature a fever, headache, body aches and occasionally skin rash or swollen glands, more serious cases include high fever, neck stiffness, muscle weakness and an altered mental status. Public health officials say the key is to avoid being bitten by mosquitoes, through insect repellent, screens and the elimination of standing water.

Chenango County Sheriff’s Office announced that 34 year old Timothy Adams of Sherburne will be charged shortly, in Connection with the Monday Morning Robbery at
The Sherburne Mirabito Convenience Store. Adams is accused of forcibly stealing items in the store & throwing hot coffee in the store clerk’s face before fleeing the
scene. Monday afternoon, deputies located Adams, who had harmed himself with a knife and fled on foot to a nearby overgrown field where he was later apprehended.
Officers administered first aid to Adams, he was transported to Wilson Memorial Hospital in critical condition, upon release, he will be charged with 2nd degree Robbery.
2nd degree Assault, Tampering with Physical Evidence, and Possession of Stolen Property.

Hartwick College officials revealed today that 1 of their graduates was a victim of the Schoharie crash that killed 20 on Saturday. Officials said that class of 2015 graduate
Savannah Bursese was killed Saturday in the Schoharie Limousine crash; she earned Bachelor of Arts degrees in both Political Science and Business Administration.
State Police & The NTSB are still investigating the circumstances that led up to the crash.

today; they arrested 24 year old Marissa Price of Port Crane for Criminal Possession of a Controlled Substance, Criminal Possession of a Controlled Substance, Criminal
Possession of Marihuana & Criminally Using Drug Paraphernalia. Officers seized 7 grams of Methamphetamine, 5 ounces of Marijuana, prescription pills, Digital scales
and drug packaging materials as well as 5 shotguns and rifles & $5,188 in cash from suspected drug sales. Price was arraigned in the Town of Colesville Court today and
was remanded to the custody of the Broome County Sheriff’s Correctional Facility without bail.

WCDO NEWS MONDAY 10-8-18

Governor Cuomo announced that the driver of the limousine involved in Saturday’s in Schoharie, did not have the appropriate license to be driving the vehicle. Cuomo also announced today that the vehicle in question was inspected last month & failed the inspection. State attorneys are seeking a cease and desist order to stop Prestige Limo from operating until the investigation into the accident has been completed. 18 people in the vehicle, including the driver were killed; also 2 bystanders were killed in a convenience store parking lot when they were struck by a vehicle that had been struck by the limo. The investigation is continuing.

The state Division of Homeland Security and Emergency Services’ Office of Fire Prevention and Control held their 21st annual ceremony Monday morning in the Empire State Plaza Convention Center. 28 names were added today, many of the names added in recent years were from New York City Fire Department who died from illnesses associated with working at the World Trade Center after the September 11th 2001 terrorist attacks.

Corning announced that they will invest 11 million dollars for upgrades to their Oneonta Plant. The upgrades will allow for the company to keep 175 jobs at the plant, local officials also expect that the Corning Expansion could help attract more businesses to locate at the railyard redevelopment project area.

Drug Overdose deaths from Opioids have declined in Broome County. In the first 9 months of 2018, Officials said that there were 22 overdose deaths, in 2016 there were 60 deaths, and in 2017 there were 55. Most of the deaths were male, the average age was 41.

The city of Oneonta Department of Public Service will flush water mains in a portion of the low-service area, starting at 9:00 this morning. Work will continue until 4:00 PM, Flushing is expected to take place through the end of the week. Streets where service will be affected include Main Street and various side streets in the City’s East End.

State Police and the Schoharie County Sheriff’s Department responded to a motor vehicle crash at the intersection of State Route 30 and S30A in the town of Schoharie. A Ford Excursion limousine was traveling in a southwestern direction on State Route 30 and failed to stop at the intersection with State Route 30A. The limousine traveled across the intersection into a parking lot and struck a 2015 Toyota Highlander which was unoccupied and parked; the Highlander then struck and killed 2 pedestrians. 20 victims were killed, all 18 in the limousine, including the driver, and the two pedestrians. The investigation is ongoing.

Otsego County Sheriff Department arrested 31 year old Joel Young of Exeter, after he pointed a shotgun at a Sheriff’s Deputy during a domestic dispute call. The deputy entered the residence and attempted to arrest the defendant, who fled from into his bedroom & retrieved a shotgun and pointed it at the Deputy. Young was taken in to custody following a physical struggle, he was arrested for Menacing a police officer, Criminal Possession of Weapon, Resisting Arrest & Harassment, he was arraigned in the Town of Otsego Court, & was remanded to the Otsego County Jail on $20,000 cash bail or $40,000 bond and he is scheduled to reappear at a later date.

State DOT announced the completion of a $2.7 million pavement resurfacing project on Interstate 88 in the town and city of Oneonta. The 3.9-mile improvement project between Exit 13 and 16 included the milling & repaving, the shoulders were also given a surface treatment and all pavement markings were replaced. Curb ramps at the ends of the Exit 14 and Exit 15 off ramps were improved to comply with the Americans with Disabilities Act.

Fire Prevention Week is this week & the Firemen’s Association of the State of New York is urging New Yorkers to ensure their smoke alarms are in proper working order, they specifically encourage New Yorkers to install smoke alarms equipped with sealed-in, non-removable batteries that last for 10 years. Chenango County Sheriff’s Office & State Police CNET and SORT Team executed a “no knock” search warrant at 24 North Washington Avenue in the Village of Oxford, following a lengthy investigation. 40 year old Joshua Figary is accused of distributing crystal methamphetamine, cocaine, and marihuana, during the execution of a search warrant, police seized several loaded handguns, $1200 cash & crystal methamphetamine packaged for resale. Figary was charged with 2 counts of Criminal Possession of a Controlled Substance, Criminal Possession of Drug Paraphernalia, Criminal Possession of a Weapon, and Criminal Possession of Stolen Property, he faces arraignment shortly.

Fire Investigators are trying to determine what started a fire in a trailer at the Sidney Unadilla Trailer Park on State Route 7 Thursday afternoon. The fire was called in at about 1:00 PM Thursday, the 1st trailer was fully involved when fire fighters arrived, 3 occupants escaped without injury, a neighboring trailer suffered some minor damage. Fire fighters from Unadilla, Sidney, Otego & Wells Bridge responded, no injuries were reported.

2 minors have been charged with criminal mischief, criminal trespassing & unlawful possession of a weapon, following vandalism at the Morris Central School District that occurred Sunday. The 2 are accused of breaking a window, soccer nets, and screens, and for shooting at a security camera. The Morris school district was closed Monday while officers investigated.

The State DEC announced that they are considering enacting quarantine on movement into the state of landscaping debris and similar items, in order to avoid an infestation with the destructive Spotted Lanternfly. State Police at Deposit are investigating a fatal industrial accident at the loading dock at the Courier Printing Corporation in Deposit. The deceased has been identified as 66 year old William Sethmann of Deposit, who was working as an independent contractor and handyman at Courier; he was located crushed underneath a hydraulic loading dock. The investigation revealed that Sethmann was working on the lift when it failed sometime between Monday afternoon and Wednesday morning. There are no signs of foul play.

19-year-old Alexander Wetzel was reported missing Tuesday, the SUNY Broome student was found by Binghamton Police Wednesday, SUNY Broome officials announced their condolences to Wetzel’s family on their website today. Grief Counselors are available for students & staff following the announcement of Wetzel’s death. Funeral arrangements have not yet been announced.

State Police arrested 37 year old Gary Sullivan Jr. of Hancock for DWI, after a trooper was dispatched to a 1 car accident on State Route 17 in Kirkwood. The trooper located Sullivan’s vehicle on its side and Sullivan had with minor injuries. Sullivan was arrested & was released on appearance tickets to town of Kirkwood Court on October 16th.

Chenango County Sheriff’s Department investigated a robbery Tuesday Night on Royal Avenue in the Town of Norwich, after a male victim went to Chenango Memorial Hospital with missing teeth, head lacerations and additional trauma. The investigation revealed that the victim was lured to the Royal Avenue address by 19 year old Jade Orlando, who requested marihuana to be delivered to her, Brenden Gager, Hunter Speenburgh and Landon Cummings were hiding nearby, they allegedly assaulted and robbed the victim. All 4 were arrested & were charged with Robbery & Assault; they were arraigned and remanded to the Chenango County Correctional Facility. The City of Norwich Police Department assisted with the investigation. The investigation is ongoing and additional charges are expected.

Two men were arrested and 100 pounds of marijuana were seized after the Otsego County Sheriff’s Department raided elaborate growing operations in Morris and New Lisbon. 47 year old Christian Balmaceda of Morris and 49 year old Joseph Ali of New Lisbon were arrested, Balmaceda was charged with Criminal Possession of Marijuana, Unlawful Growing of Cannabis, and 3 counts of Endangering the Welfare of a Child, Ali was charged with Criminal Possession of Marijuana, Criminal Possession of a Weapon, Criminal Possession of a Controlled Substance & Unlawfully Growing of Cannabis, they were remanded to the Otsego County Jail pending future court action.

Free 5-gallon pails of remixed exterior latex paint are still available to non-profit agencies and county residents on a first come, first served basis. The paint was collected as part of the county’s annual Household Hazardous Waste Collection Day, it was re-mixed and packaged for distribution by Golden Artist Colors of New Berlin. State Police at Deposit are investigating a fatal industrial accident the Courier Printing Corporation on Laurel Bank Avenue in Deposit today. The incident occurred at the loading dock. At this time, the name of the deceased is not being released. The investigation continues.

An unidentified Town of Milford resident surrendered 52 Llaso Apso dogs to the Susquehanna Animal Shelter in Cooperstown Tuesday. 10 of the dogs have been transferred to the Delaware Valley Humane Society in Sidney, DVHS Director Erin Insinga Commented:

State Police at Norwich arrested 36 year old Michael Brown of Pitcher for 3rd degree Assault, Menacing & Harassment, after Troopers responded to a physical dispute where Brown is accused of threatening 3 women with a pocket knife. Brown sustained lacerations and was treated at Chenango Memorial Hospital, he was taken into custody and arraigned & was remanded to the Chenango County Jail on $1,000 cash bail or $2,000 bond and is to appear in the town of Pitcher Court on October 16th, an order of protection was issued to all 3 women.

Chenango County Sheriff’s Office arrested 52 year old Jason Babcock of Sidney for Criminal Possession of a Controlled Substance, Unlawful Possession of Marihuana, and several Vehicle and Traffic Law Violations. Babcock was charged after a traffic stop in the Town of Norwich, he was found to be in possession of approximately 6 grams of cocaine, marihuana, and an open container of alcohol. Babcock was arraigned in the Town of Norwich Court; he is scheduled to appear back in court at a later date.

state Police at Oneonta arrested 46 year old Tracy Neves of Otego for DWI & Criminal Possession of a Controlled Substance, Troopers initiated a traffic stop following the report of a driver acting suspiciously in the town of Oneonta, Neves was intoxicated and in possession of hydrocodone pills, he was arrested and arraigned in the town of Oneonta Court, he was released on his own recognizance and scheduled to reappear on October 18th.

State Police arrested 37 year old Kelly French of Binghamton for DWI, after a trooper was dispatched to a vehicle on Interstate 88 driving the wrong way. French was located on the side of I-88 in Afton after she ran out of gas; she was issued appearance tickets for town of Afton Court on October 22nd.

Delaware County Sheriff’s Deputies arrested 18 year old Dana Bitter of Oyster Bay on 1 count of driving while ability impaired by drugs. Bitter is accused of operating a vehicle while impaired by drugs & that a passenger in Bitter’s vehicle was suffering from a drug induced overdose. The passenger was treated on scene and subsequently transported to Delaware Valley Hospital, Bitter was released on tickets returnable to Walton town court at a later date.

Sheriff’s Deputies and NYS DOT Inspectors conducted a commercial vehicle inspection on State Highway 10 in the Town of Hamden. 6 inspections were conducted, Deputies issued 15 summonses for various safety violations including defective brakes, unsafe tires, fuel leaks, uncovered load, inoperable lamps, steering gearbox loose from frame, insufficient warning devices, frame cracked, major oil leaks and a flat tire. 3 of the commercial vehicles were taken out of service.

Corgan drove off the road into a field and then struck a building, He released on appearance tickets returnable to the town of New Berlin Court on October 17th.

The State DOT announced that a long-term winter traffic pattern on State Route 7 over Kelsey Brook in Afton will go into effect during this week. Traffic will be shifted from the westbound lane to the new portion of the bridge on the eastbound side over Kelsey Brook. Temporary traffic signals will control traffic.

The Federal Emergency Management Agency announced today that federal disaster assistance has been made available to New York to supplement state, and eligible tribal and local recovery efforts in the areas affected by severe storms and flooding on August 13th to August 15th. Federal funding is available to state, and eligible tribal and local governments, and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe storms and flooding in 7 area counties, including Broome, Chenango, & Delaware counties.

The latest Sienna Poll has Governor Cuomo ahead of Republican challenger Marcus Molinaro by a 50 to 28% margin, with Working Families Party candidate Cynthia Nixon at 10% and 3 other candidates with a combined support of 4% & 8% were still undecided. The latest Siena College poll also has incumbent US Senator Kirsten Gillibrand ahead of Republican challenger Chele Farley by a 61 to 29% margin. In the race for Attorney General, Democrat Letitia James leads Republican Keith Wofford 50 to 36%.

Delaware County Sheriff’s Department arrested 56 year old Raymond Champlin of Harpersfield, on 6 counts of Forcible Touching and 6 counts of Endangering the Welfare of a Child. Champlin is accused of forcibly touching a 14 year old female victim; he was arraigned & was remanded to the Delaware County Correctional Jail on $10,000 cash bail or $20,000 bond pending a return to Town of Harpersfield Court at a later date.

Governor Cuomo signed legislation passed by the Legislature this year, to allow pets to board any public transportation service in the event of a state of emergency and evacuation. The legislation expands existing law; it was changed after issues during Superstorm Sandy, where many pet owners refused to evacuate because they could not take their companion animals with them, which jeopardized the lives of the residents, their pets & emergency personnel attempting to evacuate them.

Governor Cuomo today announced that the Raise the Age law is now in effect, it removes 16-year-olds who have committed a criminal act from the adult criminal justice system and places them in age-appropriate settings. 16-year-olds who are arrested for non-violent offenses will have the same opportunities for diversion and community-based services as youth 15 and under. 16-year-olds charged with serious offenses will be processed as adolescent offenders in a Youth Part of criminal court and placed in specialized secure detention facilities for adolescents instead of adult jails.

Delaware County Sheriff’s Deputies arrested 32 year old Matthew Hubbard of Walton for Aggravated Unlicensed Operation of a Motor Vehicle, operating a motor vehicle while registration suspended, and other Vehicle and Traffic law violations. The arrest occurred during the course of an investigation into a disabled vehicle on State Highway 206 in the Village of Walton. Hubbard was released on traffic tickets, and is scheduled to appear at the Village of Walton Court at a later date to answer the charges.

The League of Women Voters announced that a debate scheduled for tonight in Oneonta has been postponed. Incumbent Democratic Assemblyman Bill Magee was due to debate Republican challenger John Salka tonight at the Oneonta High School, Magee told the league he had person matters to deal with.
