Governor Cuomo today announced six projects are being funded under the Empire State Poverty Reduction Initiative in Oneonta. The six programs include Communication Across Barriers, Opportunities for Otsego, CDO Workforce, the Oneonta School District, Family Planning of South Central New York, & the Otsego County Drug Court. The money is part of a broader $25 million effort to target pockets of poverty around the state.

State Police arrested 2 people after a traffic stop on I-88 in Worcester. A trooper observed a vehicle traveling at a high rate of speed and initiated a traffic stop. After an investigation both the operator and passenger were arrested after drugs and paraphernalia were found in the vehicle. 30 year old Zachary Lushkevich of Laurens was charged with Criminal Possession of a Controlled Substance & Aggravated Unlicensed Operation, 26 year old Katarina Lushkevich of Laurens was arrested for Criminal Possession of a Controlled Substance & Unlawful Possession of Marijuana, they were released on appearance tickets returnable to the town of Worcester Court on October 30th.

Tajiri the giraffe, who was born at Animal Adventure Park in Harpursville, will not be going to be heading to a new wildlife facility in North Carolina. Animal Adventure officials announced on Saturday that “requirements and deadlines were not satisfied” on time for Tajiri’s transfer, instead, they announced that Construction starts today on a new building to house Tajiri at Animal Adventure, the project is expected to be completed in 3 to 4 weeks.

Democratic incumbent US Senator Kirsten Gillibrand will debate Republican opponent Chele Farley Thursday in New York City. A debate had been scheduled for Sunday sponsored by Spectrum’s New York City News channel; it was cancelled after Gillibrand refused to cross picket lines at Spectrum’s parent company Charter Communications. A debate between Gillibrand & Farley will be held at WABC-TV in New York City on Thursday, at 1:30 p.m.

Author Gray Basnight of Bethel New York has published his 3rd book, “Flight Of The Fox” a mystery thriller that takes place in Upstate New York, & is tied in to the 50th anniversary of the Woodstock Music & Arts festival in Bethel in 1969. Basnight told WCDO about his novel:

Delaware County Sheriff’s Deputies arrested 47 year old Eric Palmatier of Harpersfield for cruelty to animals & failure to provide proper food and sustenance. Deputies allege that Palmatier failed to provide food, water, shelter and veterinary care for a dog; he was issued an appearance ticket and is scheduled to appear at the Harpersfield Town Court at a later date.

The Sidney Village Police department is investigating a 1 Vehicle Crash into the China Buffet Building at about 12:19 PM this afternoon. Police reported that a Chrysler PT Cruiser was traveling westbound in the McDonald’s Parking Lot, when the unidentified Driver drove up the embankment & went into the exterior wall of the Restaurant, causing a hole in the wall. The accident is still under investigation.

Several Otsego County Fire companies responded to a fire at 4703 Route 28 in Hartwick Seminary Sunday. The fire was reported at 3:30 a.m. Sunday, 7 people were left homless, no injuries were reported. The cause of the fire is under investigation.

State Police arrested 29 year old Kody Weidman of New Berlin for Criminal Possession of a Controlled Substance, Aggravated Unlicensed Operation and Failure to Use an Interlock Device. Troopers observed Weidman commit a traffic violation while at State Route 20 and State Route 8, he attempted to elude troopers by turning into a driveway and turning off his headlights, troopers uncovered several grams of cocaine. Weidman was arrested and released on appearance tickets returnable to the town of Bridgewater Court on November 5th.

State Police arrested 38 year old David Miller of Pitcher for 4 counts of Criminal Possession of Stolen Property. Troopers were advised on September 2, 2018 that Miller was in possession of several stolen road signs. Miller was arrested & was released on an appearance ticket returnable to the town of Pitcher Court on November 6th.

State Police arrested 35 year old Michelle Page of Colesville for 3 counts of Menacing & 27 year old Matthew Meade of Windsor, NY arrested for Reckless Endangerment, Troopers were dispatched to a residence on Circle Drive in Colesville for a reported disturbance. After an investigation, it was determined that Page menaced Meade and other people with a shotgun after he drove to her residence and recklessly drove on her lawn, almost striking her vehicle. Page was arraigned in the town of Colesville Court and released on her own recognizance. Meade was arraigned in the town of Kirkwood and also released on his own recognizance.

The Public Service Commission granted Charter Spectrum another extension to come up with a plan on how they plan to leave the state. The Commission ruled in July that Charter Spectrum failed its agreement to expand its network to rural areas, Spectrum had 60 days to come up with a 6-month exit plan, Spectrum now has until November 26th to file for a rehearing and until December 24th to file an exit plan.

State Police arrested 38 year old Tammy Armstrong of Sidney for Obstructing Governmental Administration and Resisting Arrest. Armstrong was arrested after an investigation revealed she actively hid her 15-year-old son because he had a warrant from the Otsego County Probation Department and he had also been reported missing. Troopers say she avoided them for days, Investigators and Sidney Village Police located both at Oak Avenue in Sidney. Armstrong was released on appearance tickets where she will have to appear in the village of Sidney Court on October 30th.

State Police arrested 47 year old David Reese of Meredith for Aggravated Unlicensed Operation & DWI, following a 1-car accident on MacDougall Road in Davenport. Troopers located Reese, whose vehicle was in a ditch, the investigation revealed that Reese’s license was revoked in the state of New York. Reese was arraigned in the town of Davenport Court where he was released on his own recognizance. His next scheduled court date in the town of Davenport is November 27, 2018.

State Police arrested 19 year old Nathaniel Rowe of Coventry for Grand Larceny & Criminal Possession of Stolen Property. Troopers learned that a Toyota Camry was stolen from State Route 7 in the town of Afton, Troopers also received a report that an ATV was taken from a property in the town of Coventry. The Toyota Camry was found behind a barn on Buckley Hill Road in the town of Coventry. Investigators determined that the suspect in both cases was Rowe and he was arrested, he was also found to be in possession of a stolen credit card. Rowe was arraigned in the town of Afton Court where he was remanded to the Chenango County Jail on $10,000 cash bail or $25,000 bail bond. This case is under investigation.

State Police arrested 36 year old Katie McKie of Unadilla for Identity Theft, after Troopers received a report on August 30, 2018 that the victim was notified by his credit report agency that a new credit card had been opened at a veterinary office in his name. The Victim told a troopers that he did not have any animals. After a more than month long investigation, troopers determined that McKie knew the victim and opened a credit card in his name. She was subsequently arrested and issued an appearance ticket returnable to the town of Unadilla Court on October 22nd.

Governor Cuomo announced that more than $3.4 million in projects in the Southern Tier are expected to begin this fall to help flood-prone communities plan and prepare for extreme weather events as they continue to recover from Superstorm Sandy, Hurricane Irene and Tropical Storm Lee. The funding is part of more than $41.1 million in NY Rising Community Reconstruction projects slated to get underway across the state this fall. The 3 Broome County projects were identified by NY Rising Community Reconstruction Planning Committee members as priorities for their neighborhoods and are among hundreds across the state funded by the Governor’s Office of Storm Recovery NY Rising Community Reconstruction Program.

State Attorney General Barbara Underwood announced that following her office’s investigation into rent-to-own Practices of the Manufactured Home Park industry, 8 have
agreed to major reforms of their practices. As part of the settlement, the owners must reimburse tenants for any down payments and other costs expended and allowing
tenants to rescind their Option to Purchase Agreement. Locally, JKLM Communities of Oneonta, who own the Valley Stream Trailer Park in Oneonta, has agreed to
discontinue rent-to-own practices found to be unlawful, the Attorney General’s office will continue to work with the New York Housing Association and its members to
reform practices for the benefit of manufactured home park tenants throughout the state.

Delaware County Sheriff’s Deputies arrested 18-year-old Devon Dority of Hamden for Menacing and Attempted Assault. Dority is accused of attempting to cause physical
injury by throwing a knife at a person during a domestic dispute. Dority was arraigned at Hamden Town Court and was remanded to the Delaware County Jail on $1000
bail. Dority is scheduled to appear at Hamden Town Court at a later date to answer the charges.

State Police at Deposit arrested 28 year old Rio Myers of Damascus for Driving While Intoxicated, Criminal Possession of a Controlled Substance, & Unlawful Possession of Marihuana. A trooper on patrol was on the lookout for a vehicle operating erratically, a description was provided. The trooper was able to observe the vehicle in the town of Hancock unable to maintain a lane. A traffic stop was initiated and Myers was arrested, he was also found to be in possession of THC wax. He was released on appearance tickets returnable to the town of Hancock Court on October 22.

State Police arrested 25 year old Eric Frank of Oxford for Assault & Criminal Possession of a Weapon, Menacing and Reckless Endangerment, Troopers were dispatched to a residence on County Road 32 in Oxford for a report of a dispute. A complainant told troopers that Frank pointed a shotgun at the complainant then fired it in the air. He’s also accused of punching the complainant in the face then with the stock of the gun. Frank allegedly then struck the mailbox with his vehicle. Frank was arraigned in the town of Oxford Court and remanded to the Chenango County Jail on $15,000 cash bail or $30,000 property bond.

Delaware County Sheriff’s Department investigators have filed more charges against 29 year old Lacey Benson of Fish’s Eddy, for 2 counts of Promoting Prison Contraband. Benson was being booked into the Delaware County Jail on Separate Charges, when she was found to possess a hypodermic syringe with the needle attached, hidden inside her body, later that same day she was found to be in possession of 2 more hypodermic syringes with needles attached, inside the Delaware County Jail. Benson was arraigned & was sent back to the Delaware County jail without bail.

State Police arrested 26 year old Thomas Harris of Unadilla for DWI, Reckless Driving and Harassment Sunday, after a trooper monitoring State Highway 357 observed
Harris driving at about 100 miles an hour. Harris was stopped; his B.A.C was measured at .20%. Harris is also accused of making numerous threats of physical violence
toward troopers and their family members. He was arraigned in the town of Sidney Court and remanded to the Delaware County Jail on $5,000 cash bail or $10,000
property bond.

Norwich Fire Department responded Monday night at about 10:30 PM, to a Trailer Fire on River Street. Investigators believe that the cause of the fire was from a tree that
took down a power line, the trailer was a complete loss. No injuries have been reported.

New York sent an estimated $24.1 billion more in tax payments to Washington than it got back in federal spending in federal fiscal year 2017, getting back 90 cents for every dollar, according to a report released today by State Comptroller Tom DiNapoli. In 2017, New York was one of just 11 states that sent more to Washington than it  received. Only New Jersey, Massachusetts and Connecticut fared worse while New Mexico fared the best. While New York received 10 cents less per dollar of taxes, most states received more than they paid.

Assemblyman Cliff Crouch encourages new farmers to apply for the state’s New Farmers Grant Program. Empire State Development and the state Department of
Agriculture recently announced $1 million in new funding is now available to promote agricultural growth and support people who are entering or newly entered farming
with individual grants worth up to $50,000. For the past 5 years, the program has awarded nearly 90 farms with grants totaling $3.27 million.

Governor Cuomo today announced $5 million in state funding is available to support the recruitment and retention of Certified Recovery Peer Advocates and nurse
practitioners to assist New Yorkers suffering from addiction. The New York State Office of Alcoholism and Substance Abuse Services will award up to 170 grants to
certified outpatient and opioid treatment providers to help secure approximately 120 nurse practitioner and 50 Certified Peer Recovery Advocate positions across the

Governor Cuomo announced the Syracuse Mets are committing to sign a lease extension to call Syracuse home for at least 25 years. New York State is committing $12.5 million to Onondaga County’s major renovation project at NBT Bank Stadium in Syracuse, in preparation for the arrival of the Mets’ minor league franchise in 2019. The Governor also announced the team has been renamed and will now be known as the “Syracuse Mets.”

The Delaware County Sheriff’s Office arrested Mark Tubbs and Angela Huggins both of Sidney, for 1 count each of Unlawful Possession of Marijuana and Endangering the Welfare of a Child. The pair are accused of possessing marijuana in their apartment, where a 9 year old child also resided. The arrests came during the execution of arrest warrants at the Huggins and Tubbs residence by the Delaware County Sheriff’s Office Special Response Team. Both Huggins and Tubbs will appear in the Village of Sidney Court shortly to answer these charges.

Delaware County Sheriff’s Department Investigators arrested 35 year old Philip Albergo of Meridale and charged him with Criminal Possession of a Weapon, Unlawfully Dealing With Fireworks and Dangerous Fireworks. Albergo was out on Probation on an unrelated charge, Probation Officers discovered a high capacity ammunition feeding device, which is banned in New York State, they also seized numerous unlawful fireworks. Albergo is being held at the Delaware County Correctional Facility as a Probation Violator, to be arraigned in the Town of Meredith Court on these charges at a later time.

The Town of Sidney Zoning Board of Appeals meeting, regarding the Muddy River Hops, that was originally scheduled for this evening at 7:00 PM has been cancelled. The meeting was due to be held in the Town of Sidney Office building at 44 Grand Street.

Delaware County Sheriff’s Deputies arrested 39 year old Eric Rossman of Davenport for criminal possession of stolen property, following an investigation into a stolen vehicle in the Town of Harpersfield earlier this year. Deputies encountered Rossman after responding to an accident in the Town of Delhi where he left the scene, they also discovered that Rossman was operating a motor vehicle with a suspended license, which led to several other charges. Rossman was arraigned at the Town of Davenport Court and was remanded to the Delaware County Correctional Facility in lieu of $5,000 cash bail or $10,000 secured bond, he will appear in the Town of Davenport and the Town of Delhi courts at a later date.

The Town of Hartwick will receive $1 million in grant money from the state for upgrades to the town’s water system. The money will be used to replace water mains, the auxiliary well and the primary well-house building, and to help pay for new mixers for the water storage tank and an emergency backup generator, as well as replacing or repairing water meters.

New York state’s health care jobs exceeded 1.2 million in 2017, according to a report released today by State Comptroller Tom DiNapoli. Health care employment rose by more than 18 percent over the past decade, more than double the pace of overall employment growth. DiNapoli’s report found the health care industry in New York provided nearly $71 billion in wages, with an average annual wage of $57,200 in 2017. New York ranked 3rd in the nation for its share of health care jobs.

State Police arrested 36 year old Jennifer Warner of Port Crane for Grand Larceny, Unauthorized Use of a Vehicle and Petty Larceny. Troopers were dispatched on July 22nd to the Cracker Barrel in Dickinson for the report of an employee’s vehicle stolen. The vehicle was located in a nearby parking lot; a wallet containing money and credit cards was reported missing. Warner is accused of walking into the restaurant and taking the victim’s keys. Warner was arrested and arraigned in the town of Dickinson Court & she was remanded to the Broome County Jail on cash bail pending future court action.

State Police responded to a fatal accident Saturday at approximately 8:20 p.m. on State Route 23 in the town of Oneonta. 45-year-old Katy Doughty of Walton was crossing State Route 23 near State Highway 28 when she was struck by a vehicle, the section of road is not lit and she was not crossing at a crosswalk. 2 people provided CPR, Oneonta EMS and Fire attempted to provide lifesaving measures but were unable to, Doughty was pronounced dead at the scene, she was transported to Lourdes Hospital for an autopsy. The accident remains under investigation, no tickets have been issued.

State Police arrested 20 year old Andrew Keil of Oneonta for Falsely Reporting an Incident and Making a Punishable False Written Statement. Troopers were dispatched to a report of a burglary at Keil’s residence, he reported that approximately $1,360 was taken, Investigators were able to determine that Keil lied to troopers and signed a statement about the incident and he was arrested. State Police arrested 21 year old Alicia Randall of Edmeston for DWI, Unlawful Fleeing a Police Officer and Reckless Driving. A trooper on patrol on County Road 20 in Edmeston observed the vehicle Randall was operating to be traveling at a high rate of speed. When the trooper attempted to make a traffic stop, Randall passed another vehicle in a no passing zone then turned onto High Street before stopping, she was arrested and released an appearance tickets returnable to the town of Edmeston Court on October 29th.

The State DOT announced that work will be performed on the State Route 41 Bridge over Fly Creek in the town of Sanford, starting today. The work will require the closure of the bridge with temporary signed detours. Work will be performed weather permitting.

A Delaware County Grand Jury handed down several Sealed Indictments Thursday relating to 3 separate narcotics trafficking investigations conducted in the Sidney and Hancock areas by the Delaware County Sheriff’s Office Criminal Investigation Division.   Arrested were 36 year old Angela Huggins of Sidney, 36 year old Mark Tubbs of Sidney & 30 year old Lisa Hayslip of Oneonta for selling illegal drugs in Sidney.  4 people from Fish’s Eddy were charged, 23 year old Samantha Wren, 33 year old William Weyrauch, 29 year old Seth Appley & 29 year old Lacey Benson for allegedly selling a variety of illegal drugs in Fishes Eddy, Benson faces an additional charge of Promoting Prison Contraband, for allegedly introducing secreted hypodermic instruments into the Delaware County Correctional Facility following her arrest.  All were arraigned and were remanded to the Delaware County Jail without bail pending further court action.

State Police at Norwich are looking for the public’s help in locating a 43-year-old woman from Greene who is in need of medication. Arzou Hami was last seen on Sunday, October 7th exiting a vehicle near State Highway 369 in Port Crane. Hami has also identified herself as Michelle Girard. She was last seen wearing white capris, slip-on shoes, a dark shirt and carrying two suitcases, she is white, approximately 5’7, 165 pounds with short brown hair and brown eyes. Anyone with information is asked to contact State Police at 561-7400.

The Chenango County Sheriff’s Office Narcotics Division and the City of Norwich Police Department conducted a traffic stop on 29 year old Logan Dalrymple of Sherburne, whose vehicle and person were subject to a search warrant. Officers seized methamphetamine packaged for sale and Suboxone strips. Dalrymple was charged with Criminal Sale of a Controlled Substance, Possession of a controlled substance, Tampering with Physical Evidence and Promoting Prison Contraband, she was arraigned in the City of Norwich Court and remanded to the Chenango County Correctional Facility on $25,000 cash bail, the investigation is ongoing and additional arrests are expected.

Governor Cuomo today announced $45 million in state grant funding has been awarded to 57 counties and New York City for emergency communications. This funding enables local governments to expand their emergency response capabilities to enhance public safety operations. Locally, Chenango County receives $534,000, Delaware County $497,000 & Otsego County $796,000.

Delaware County Sheriff’s Deputies arrested 22-year-old Dane Edwards of Deposit on an Arrest Warrant issued by the Village of Deposit Court for 3rd degree Assault, involving an incident earlier this year in Deposit. Edwards was arraigned and was released on his own recognizance. He is scheduled to appear at the Village of Deposit Court at a later date to answer the charges.

31 year old Brett Poyer of Port Crane was sentenced to 9 years in jail, in Broome County Court, following guilty pleas for a variety of drug charges. Poyer was arrested in January by the Broome County Special Investigations Unit Task force after they raided Poyer’s residence & seized 2 pounds of Crystal Methamphetamines.

Governor Cuomo announced that the U.S. Small Business Administration has granted his request for a Physical Disaster Declaration for businesses and households in several Counties, including Broome, Chenango & Delaware Counties that were affected by severe storms and flash flooding on August 13th through the 15th. The assessment confirmed that there was major damage to 20 homes and 7 businesses in Broome County totaling $717,000, and minor damage to 205 homes and 14 businesses totaling $1,228,000. Fire Fighters from Otego, Wells Bridge, Franklin & West Oneonta responded last night to the report of a structure fire on County Road 7 in Otego. All of the occupants escaped without injury, fire investigators are trying to determine what started the fire.

Delaware County Sheriff Deputies arrested 40-year-old Jennifer Weaver of Oneonta and charged her with one count of falsifying business records, criminal possession of a firearm & criminal contempt. Weaver is accused of disobeying a provision of an Order of Protection issued by the Court directing her to surrender any and all firearms and subsequently filing a false statement indicating that she did not own or possess any firearms. Deputies later seized a handgun that Weaver is accused of unlawfully possessing and failing to surrender in compliance with the Order of Protection. Weaver was arraigned in the Town of Davenport Court and was released on her own recognizance pending further action in the Town of Davenport Court.

State Police at Troop C in Sidney announced that an elderly woman Otsego County woman, who had been reported missing, was found safe Wednesday afternoon. 89-year-old Belle Lord of the town of Otsego had left in a Toyota convertible with North Carolina plates, she was found in good condition and was returned to her family.

Norwich Police arrested 18 year old Mikiela Geaslen of Norwich for allegedly selling Methamphetamines & Crack Cocaine. Geaslen was charged with criminal possession of a controlled substance, criminal sale of a controlled substance and tampering with physical evidence, she faces court action on the charges shortly.

State Senator Fred Akshar announced 12 funding grants to support local volunteer fire departments and emergency services squads totaling $155,000. The grants will go toward a variety of projects depending on the needs of each department. Locally, the Borden Hose Company will receive $10,000; Greene Fire Department will get $15,000; the Norwich Fire Department Emergency Squad will get $10,000.

Delaware County Sheriff’s Deputies arrested 26 year old Vernon Kalin of Middletown on 1 count each of DWI, Driving with a BAC of 0.18% or Higher plus other violations following an accident in the Town of Colchester. Kalin was arraigned at the Town of Colchester Court where he was released upon his own recognizance, and scheduled to re-appear at a later date.

Governor Cuomo announced that $40 million will be made available in November to support solar projects that integrate energy storage, accelerating progress toward New York’s energy storage target of 1,500-megawatts by 2025. The NY-Sun program funding will accelerate the deployment of at least 50 megawatts of energy storage paired with solar projects.
