State Attorney General Barbara Underwood announced a clergy abuse hotline and online complaint form where victims and anyone with information can provide that information, as part of the ongoing investigation into sexual abuse of children within the New York dioceses of the Catholic Church. Governor Cuomo today announced the ratification of a 6-year labor agreement between the state and United University Professions, the nation’s largest higher education union, representing more than 35,000 SUNY employees. The agreement won the approval of nearly 98 percent of union members, the agreement includes a 2% wage increases each year through 2021-2022 fiscal year, it’s the first labor union agreement with the state that includes Paid Family Leave benefits since the policy took effect on January 1st.

Chenango County Sheriff’s Deputies arrested 55 year old James Miles of Norwich for 3rd degree Assault, Criminal Possession of a Controlled Substance and Resisting Arrest. Miles is accused of subjecting the victim of a domestic dispute to physical injury and for resisting officers upon being placed in a marked patrol unit, he also was found to be possessing methamphetamines at the time of the arrest. Miles was arraigned in the Town of Norwich Court and was remanded to the Chenango County Jail on cash bail pending action in Town of Norwich Court.

Chenango County Sheriff’s department arrested 39 year old Zachariah Zwickel of Endicott on an active arrest warrant issued out of the Lackawanna County Sheriff’s Office in Pennsylvania. Zwickel was wanted as a fugitve from justice for escape, he was spotted in a car in the Town of Norwich. Zwickel was taken into custody without incident following a traffic stop and was arraigned & was remanded to the Chenango County Jail until extradition back to Lackawanna County.

Governor Cuomo today announced the distribution of $25.2 million dollars in federal funding through the Opioid State Targeted Response Grant, which will expand critical initiatives to combat the opioid crisis. In the second year New York State has been awarded this grant, nineteen additional counties have been selected to receive funding. Funding will be distributed to programs that offer prevention, treatment, and recovery services in high-need areas across the state to increase access to treatment, and reduce unmet need and overdose-related deaths. in the Southern Tier, the Addiction Center of Broome County will get $1,145,674

Sidney Superintendent of Public Works Mike Mercurio announced that the Main Street Railroad Crossing will remain closed longer than initially expected. Mercurio told WCDO News that Norfolk Southern Railroad Crews will have the intersection closed until early next week for repairs & maintenance.

Governor Cuomo announced New York will utilize the $127.7 million received from the 2016 Volkswagen settlement to increase the number of electric vehicles and other clean vehicles in the state. Covered vehicles include new buses, trucks, locomotives, ferries, tug boats, and cargo handling equipment, as well as the availability of electric vehicle charging equipment statewide. The state DEC, DOT, NYSERDA and others developed Clean Transportation NY, which is a plan to invest settlement resources to build on clean energy and fighting climate change.

State Police arrested 34 year old Zachary Hearn of Mooresville, North Carolina for Aggravated DWI with a Child 15 or Under As Passenger. Hearn was arrested after he was stopped at a sobriety checkpoint on State Highway 12 in Norwich. A 23-month old child was also in the vehicle. Hearn’s B.A.C was .19%, he was arraigned in the town of Norwich Court and released on his own recognizance. He was ordered to reappear on September 20th..

The Binghamton Rumble Ponies announced that they had their best season attendance at NYSEG stadium in 25 years, for the just concluded 2018 season. Binghamton welcomed an average of 3,553 fans per opening, they had 3 games ranked in their all-time top 20 best attended, including a franchise-record 7,488 at their game against the Trenton Thunder on July 20. 220,279 fans streamed through the NYSEG Stadium turnstiles through 62 home games. Otsego County Sheriff’s Department arrested 20 year old Christopher Robinson of the Town of Maryland, following allegations of an adult having sexual encounters with a juvenile. Robinson was charged with 2nd degree Rape & Criminal Sexual Act, for allegedly performing sexual acts with a female who was 14 & 15 years old at the time of the incidents in question. Robinson was arraigned in the Town of Worcester Court & is being held on $5,000 dollars cash bail or $10,000 bond at the Otsego County Jail.

Animal Adventure Park in Harpursville and the Wildlife Conservation Center of Virginia announced that Tajiri, the calf of April born before the whole world last year, will be transported to the Carolina Wildlife Conservation Park outside of Raleigh, North Carolina. Animal Adventure Park owner Jordan Patch stated that this move will allow Tajiri to play a vital role in the conservation and propagation initiatives that align with the facilities mission statements. Delaware County Sheriff’s Deputies arrested 55 year old Douglas Jones of Hamden, Friday for Endangering the Welfare of a Child. The arrest occurred following an investigation regarding a Facebook messenger conversation between Jones and a child under the age of 17, where Jones is accused of acting in a manner likely to be injurious to the child’s mental and moral well-being. Jones was arraigned & was released upon his own recognizance, and scheduled to appear before the Town of Davenport Court at a later date.

State Police arrested 41 year old Bobbi Falank of Sidney for Aggravated Driving While Intoxicated with a BAC of .22%. Troopers were dispatched to a report of an erratic driver on Woodland Road in Sidney who had driven through a lawn. Troopers caught up with the Falank, she was arrested and released on appearance tickets returnable to the town of Sidney Court on September 20th.

State Police arrested 49 year old Scott Ray of Afton for DWI, after Troopers on patrol observed the vehicle Ray was operating speeding and cross over the double yellow line while on County Road 39 in Afton. A traffic stop was initiated and troopers determined Ray was impaired, he was arrested and released on appearance tickets returnable to the town of Afton Court on September 17, 2018.

23-year-old Kevin Perry of Laurens pleaded guilty to 2 counts of 2nd degree murder in Otsego County court Friday. Perry pleaded guilty to killing his parents in their town of Laurens home in early December of last year. Perry will face sentencing on October 19th.

Delaware County Sheriff’s Deputies & the Downsville Fire Department and Emergency Squad responded to a 911 report of a motor vehicle accident Sunday Morning on County Highway 7; The Cat Hollow Road in the Town of Colchester. Upon arrival, first responders found the involved vehicle fully engulfed in flames. Following fire suppression, responders found that the vehicle’s driver was deceased, there were no other occupants. Investigators determined that 41 year old Anthony Driskell of Unadilla, lost control of his vehicle, left the roadway and struck a tree. The cause of this accident remains under investigation.

Delaware County Sheriff’s Deputies investigated a fatal motor vehicle accident on State Highway 10 in the Town of Walton Friday Night. 21 year old Aaron Tubbs of Treadwell was operating a bicycle on State Hwy 10, when he was fatally struck by a vehicle operated by 66 year old Michelle Mason of Hamden. Mason and her passenger were uninjured. The cause of the collision remains under investigation.

Governor Cuomo today announced that New York State Police are stepping up patrols to crack down on dangerous drivers as students return to school. The Governor urged motorists to watch for students as they walk or bike to school, follow posted speed limits, and stop and wait whenever a school bus is stopped with its red lights flashing and its “stop” sign extended. This is the latest step in a series of safety measures the Governor has recently taken to get the school year off to a safe start.In addition to stepping up enforcement efforts, the State Police will also be partnering with AAA for their “School’s Open – Drive Carefully” campaign.

State Comptroller Tom DiNapoli’s office announced that staff will attend community events around the state in September to help residents search for unclaimed funds. DiNapoli oversees more than 39 million unclaimed funds accounts valued at $15.5 billion until the money can be returned to its rightful owners. Unclaimed funds come from old bank accounts, utility deposits, uncashed checks, insurance claims, stocks and other sources that have been dormant for a number of years. Residents who cannot make it to the events can call 1-800-221-9311. New York Farm Bureau, the State Department of Agriculture and Markets Commissioner Richard Ball, and Farmers for Free Trade, gathered at the State Fair last week to discuss their concerns, as a number of New York commodities, including dairy, soybeans, wine, maple and apples face retaliatory tariffs in several countries including China, Canada, Mexico and in the European Union. commodity prices have fallen on agricultural products, Equipment prices are rising due to the tariffs, and farmers are concerned about losing long established markets as countries turn to other, cheaper sources for their food. The principle agreement announced last week with Mexico is a step in the right direction, but an agreement with Canada needs to be completed for an effective news NAFTA deal.

Governor Cuomo announced the release of the formal application for state matched funds through his County-Wide Shared Services Initiative. The state will match dollar-for-dollar the actual savings achieved by a county or local government pursuant to an adopted shared services plan. Delaware County Sheriff’s Deputies, Walton Village Police, New York State Police, & several local Emergency Squads responded Thursday to a head-on collision, with 5 victims and 1 entrapment, on County Highway 21 near the intersection of Russell Road in the Town of Walton. The Investigation by Sheriff’s Deputies determined that 42 year old Jeremy Shaw of Walton was driving a pickup truck when he crossed over the center line and struck a SUV head on driven by 43 year old Michael Franzese of Pearl River. Franzese was transported to Delaware Valley Hospital in Walton with head and facial injuries and was later transferred to UHS Wilson Hospital in Johnson City, 41 year old Diane Franzese, 12 year old Anthony Franzese and 10 year old Angelina Franzese were also transported to Delaware Valley Hospital in Walton, they suffered various injuries and were treated and released. Jeremy Shaw sustained injuries to his head and lower extremities, as well as possible internal injuries, and was airlifted to Albany Medical Center. The cause of this accident remains under investigation.

Governor Cuomo announced that teams from FEMA have begun Joint Public Assistance Preliminary Damage Assessments in 8 counties impacted by severe flooding in early August. The assessments will determine if the total amount of damage costs meets the $28.29 million requirement for federal aid, if so, a disaster declaration will be granted and FEMA funding would be available to support infrastructure repair. Broome, Chenango, & Delaware Counties are included locally. The heavy rain storms and resulting flooding caused significant damage to roads, bridges and other critical infrastructure. state & local officials believe that the total costs meet the federal threshold for a disaster declaration.

Delaware County Sheriff’s Deputies & the State DOT Safety Unit conducted a commercial vehicle safety check point at the intersection of State Highway 357 and County Highway 14 in the Town of Franklin. 6 commercial vehicles were stopped and examined, 4 were found to have violations significant enough to necessitate that they be taken out of service until their mechanical issues were fixed or negligence corrected, 5 traffic tickets were issued.

Governor Cuomo announced that lane closures for road and bridge construction projects on State highways will be suspended until Tuesday morning at 6:00 AM in order to accommodate travelers during the busy Labor Day weekend. Some work may continue behind permanent concrete barriers or for emergency repairs. 28 year old Devan Ellsworth of Norwich appeared in court earlier today, so far he has been charged with 2nd degree Assault & endangering the welfare of a child, in connection with the death of his 1 year old daughter last weekend in Norwich. First responders & Norwich police were called to the Ellsworth apartment on Henry Street in Norwich Sunday for a report of a 1-year-old child with a head injury, the child died Monday after being transferred to Upstate Medical Center in Syracuse. Ellsworth is expected to have his case heard by a Grand Jury & charges are expected to be added, he is being held in the Chenango County Jail without bail.

State Comptroller Tom DiNapoli released an audit today that examined 7 school districts and their compliance with school bus safety requirements, it found that school districts are not confirming all school bus drivers are completing required training and drug testing, and that school bus safety drills and inspections are done. DiNapoli recommended school officials take immediate steps to address the deficiencies, have superintendents annually approve all drivers that transport district students, have all drivers meet the minimum training requirements, & have random drug and alcohol testing, & have all buses have pre-trip inspections conducted. State Police arrested 41 year old John Nixon of Sherburne for Driving While Ability Impaired by Drugs, after a trooper responded to the report of a vehicle veered across the center line, into a drainage ditch & then back to the other side of the highway, striking several mailboxes, on State Route 8 in the town of Guilford. Nixon was arrested; he was released to a sober third party and is scheduled to appear in the town of Guilford Court on September 11th.

62 year old James Hone of Oneonta was arrested following a high
speed chase & after ramming his vehicle into 2 Oneonta Police cars,
totaling one of them, and injuring an officer. Hone was wanted on a
warrant for criminal contempt after allegedly violating an order of
protection, he was located by Oneonta police on 6th Street, when
Police attempted to make the arrest, Hone drove into the patrol car, a
2nd patrol car arrived & was also plowed into by Hone. Hone was
charged with attempted assault of a police officer, criminal
possession of a weapon, criminal mischief and 2nd degree assault
causing injury to a police officer, plus several other charges.

Governor Cuomo today announced that 100% of all State public
colleges at SUNY & CUNY will have a food pantry or stigma-free food
access for students in need by the end of the fall semester. New York
will be the 1st state to have a program to combat student hunger.
Currently, nearly 90% of SUNY and CUNY campuses offer these
services.

Trump administration has ordered the restoration of $574 million for
three-quarters of the year in federal funding for New York’s Essential
Plan, following the Attorney General’s lawsuit earlier this year. The
Attorney General’s office filed the suit to block the Trump
administration from cutting off health care funding for New York’s
Essential Plan, which covers hundreds of thousands of low-income
New Yorkers health care issues.

Aging will be hosting their annual Senior Flu Vaccination Clinic for
adults age 60 and over on Tuesday, September 25th from 9:30 – 11:30
at the Norwich Family YMCA. Senior citizens can receive a flu shot &
attend a health fair where area partners will be available to talk about
area programs and services, plus the Norwich Police Department will
be doing a drug take back where they will collect any old or unused

Governor Cuomo will debate Democratic Party Challenger, actress Cynthia Nixon in a debate at Hofstra University in Nassau County this evening. The debate will begin at 7:00 PM, Nixon trails Cuomo in the polls by a large margin, and this is the only debate scheduled between the 2 before the September 13th primary. The Winner will face Republican Marcus Molinaro, who also trails Cuomo by a large margin in recent polls.

State Police arrested 49 year old Christine Pecoraro of Oneonta for Aggravated DWI with a B.A.C of .28%, following an accident on State Route 357 in Franklin. Troopers found a vehicle in the lawn of a residence, after an investigation, Pecoraro was arrested & was arraigned in the town of Davenport Court where she was remanded to the Delaware County Jail on $1,000 cash bail or $2,000 bond. Her next court appearance is September 27th.

Governor Cuomo announced a joint effort by state agencies to crack down on underage drinking on college campuses and in college towns as the fall semester begins. The State Liquor Authority and the State DMV, working with local law enforcement agencies, will conduct statewide sweeps of locations holding liquor licenses, including bars, restaurants, liquor stores and grocery stores, looking for fake IDs and illegal sales to minors. The combined enforcement effort will begin immediately, Persons under the age of 21 found to be using fake IDs or false documents with the intent of purchasing alcohol can be arrested and have their license revoked for a minimum of 90 days or up to one year. Businesses charged by the State Liquor Authority with underage sales face civil penalties of up to $10,000 per violation, and repeat offenders also face potential suspension or revocation of their liquor licenses.

The Water System Staff in the Mount Upton Water District was notified Tuesday afternoon of a loss of pressure, which may increase the risk of contamination. The Health Department is advising district residents to boil water before drinking or using for food preparation. The repair has been made, and the Water District expects that the Boil Water notice could be cancelled later today after testing.

State Police arrested 32 Year Old Brent Fallon of Endwell for Unlawful Manufacture of Methamphetamine, following an explosion & fully engulfed house fire on Wayne Street Sunday. Broome County fire investigators and State Police revealed that the basement had precursors for the manufacture of methamphetamine. Fallon was arrested and released on an appearance ticket returnable to the town Union Court on September 4th.

The Broome County Sheriff’s Office announced that Chenango Valley Teacher Matthew Stanton was the person killed in a crash into a stone barn on route 369 in the town Of Fenton Sunday morning. Stanton was driving at a high speed when his Chevy Equinox went off the road, striking the side of a stone barn, he was pronounced dead at the scene. Investigators said that alcohol was a factor in the crash.

Norwich Police arrested 28 year old Devan Ellsworth of Norwich for Assault & endangering the welfare of a child after a child was seriously injured over the weekend. Ellsworth was charged following an incident on Henry Street in the City of Norwich; the child was not breathing & had suffered a head injury & was taken to Chenango Memorial Hospital & was transferred to Upstate Medical Center in Syracuse, where the child died. Ellsworth was arraigned & was remanded to the Chenango County Jail without bail; more charges may be forthcoming pending the results of the autopsy.

Delaware County Sheriff’s Deputies arrested 20 year old Thomas Phillips of Fleischmann’s New York on 1 count of criminal mischief following a report of a vandalized vehicle at the Delaware County Fair. A 16 year old youth was also charged with criminal mischief in connection with the same reported vandalism of a vehicle in the parking lot at the Delaware County Fair.  Both Phillips and the 16 year old youth were later released on appearance tickets and are scheduled to appear at Walton Village Court at a later date to answer the charges.

Governor Cuomo today announced the launch of “No Students Goes Hungry” program, by expanding access to free breakfast for students in poverty, increases access to farm-fresh foods. The State is providing $7 million in funding to support equipment for high-poverty schools to purchase equipment such as refrigeration, coolers, vending machines, and breakfast kiosks.

State Police arrested 30 year old Maggie Davis of New Berlin for Driving While Intoxicated, several traffic tickets, including one for Refusal to Submit to Breath Test. Troopers on patrol observed the vehicle Davis was operating cross over the solid center line on multiple occasions while on State Route 32 in Norwich, a traffic stop was initiated and Davis refused to provide identification or to perform field sobriety tests. She was arrested and while being processed, refused to give her fingerprints. Davis was arraigned in the town of North Norwich Court where she was remanded to the Chenango County Jail on $2,000 cash bail.

State Police arrested 66 year old John Johnson of Newport for Driving While Intoxicated, after a trooper monitoring traffic on Interstate 88 in the town of Sidney observed Johnson’s vehicle unable to maintain its lane. A traffic stop was initiated and Johnson was arrested & was arraigned in the village of Sidney Court where he was remanded to the Delaware County Jail on $500 cash bail.

State Police arrested 26 year old Brooke Ketchum of Unadilla for Endangering the Welfare of a Child and Harassment, after Troopers were dispatched to a domestic dispute in Unadilla Saturday. Ketchum allegedly punched the victim in the mouth while in the presence of a child, Ketchum was arrested and arraigned in the town of Unadilla Court, she was released on her own recognizance & will reappear in court on October 15th, an order or protection was provided to the victim.

The Broome County Sheriff’s Office released an update regarding Sunday’s SUV accident into a stone barn in the town of Fenton. Investigators reported that a the driver of a Chevy Equinox struck the barn on Route 369 at about 7:00 AM Sunday, alcohol, speeding and failure to maintain the lane were contributing factors. The driver was pronounced dead at the scene, the name of the driver has not yet been released.

Delaware County Sheriff’s Deputies arrested 26 year old Dominick Barkman of Delhi for Reckless Endangerment following the report of gun shots fired in the Town of Delhi. Barkman is accused of recklessly engaging in conduct that created a substantial risk of serious physical injury to another person by discharging a firearm within close proximity to occupied dwellings. Barkman was arraigned on the current charge, as well as for violating Environmental Conservation Laws; he was remanded to the custody of the Delaware County Jail on $1000 cash bail, or $2000 bond pending future court action.

State Police at Oneonta arrested 34 year old Rhett Mortland of Otego for Criminal Contempt, after a trooper was dispatched to a residence in Otego for a trespassing complaint. The trooper learned Mortland was issued an order of protection to stay away from the property the previous day; Mortland was arraigned in the town of Laurens Court. He was remanded to the Otsego County Jail on $1,000 cash bail or $3,000 bond.

Delaware County Sheriff Craig DuMond announced that his office has initiated a partnership with the State DOT Motor Carrier Truck Inspectors to conduct commercial vehicle inspections in Delaware County. On Wednesday, August 22, Sheriff’s Deputies and NYS DOT Inspectors conducted inspections on State Highway 10 in the Town of Hamden, 6 commercial vehicle inspections were conducted, 6 tickets were issued 1of the commercial vehicles was taken out of service. on Friday, Deputies and NYS DOT Inspectors conducted a commercial vehicle inspection detail on State Highway 23 in the Town of Davenport; 6 inspections were conducted, 11 tickets were issued &

Chenango County Sheriff’s Office arrested 22 year old Brittney Macumber of Walton for Aggravated harassment, after she allegedly sent numerous threatening messages. Macumber was released on an appearance ticket for a later date in the Town of Oxford Court.

UHS Chenango Memorial Hospital employees have been gathering school supplies and equipment for the last several months; they sorted the donated supplies & packed 28 backpacks this year. The donation team plans to donate the supplies that were not used to fill the 28 backpacks to local schools and preschools as extra supplies to be used as needed.

Chenango County 911 Center received a call of a shooting Friday in the Town of Lincklaen. A 23 year old male victim was shot in the arm and the suspect John Hart was still in the residence. Chenango County Sheriff’s Office Deputies & State Troopers responded to the scene, they made attempts over an 8 hour period to contact Hart, who had barricaded himself inside. Hart was located in the residence deceased with a self-inflicted gunshot wound. The victim was transported to Upstate Medical Hospital and is in stable condition. The investigation is ongoing.

Chenango County Sheriff’s Office arrested 36 year old Michael Brown of Pitcher for Criminal Obstruction of Breathing and Harassment following an investigation into a Domestic Disturbance. Brown allegedly subjected the victim the physical contact and placed his hands around her neck during an argument. He was arraigned in the Town of Pitcher Court and remanded to the Chenango County Correctional Facility on $500 cash bail. A temporary order of protection was issued for the victim.
