A Pre-Trial Hearing was held in Chenango County Court today, regarding the murder & arson trial of Ernest Franklin of Guilford, who along with his wife Heather are accused of killing their son Jeffrey & setting the family residence on fire to cover it up. A Pre-Trial Hearing for Heather Franklin has not been scheduled, Chenango County District Attorney Joseph McBride has stated that the 2 will be tried separately, The Trial is expected to begin next year.

Governor Cuomo announced more than $220 million in federal grants that will support counter terrorism and emergency preparedness activities in counties across New York State. U.S. Senators Charles Schumer and Kirsten Gillibrand announced $1.8 Million Dollars for the Sidney Municipal Airport, through the Federal Aviation Administration. the Airport will use the funding to construct a new taxiway. The funding is awarded through the Airport Improvement Program and is administered by the FAA, for grants to public agencies for the planning and development of public-use airports.

Governor Cuomo announced that 124 Airmen from the 106th Rescue Wing of the New York Air National Guard will deploy this afternoon to the U.S. Virgin Islands to assist in the response to Hurricane Irma. Additionally, the Governor is deploying Task Force 2 to Florida, that team specializes in structural collapse rescue, excavation emergencies, technical rope rescues, confined space rescue, and other specialized rescues.

State Police arrested 24-year-old Adam Gager of Windsor on 7 counts of Falsifying Business Records. Police were advised of a theft of over $800 from the Mirabito gas station on Old Route 17 in the town of Windsor, Gager was an employee, He is accused of deleting items from the store sales records and using the money to purchase lottery tickets. Gager was arraigned in the town of Windsor court and was remanded to the Broome County Jail in lieu of $2,000 cash bail or $4,000 property bond.

Hartwick College will celebrate the 40th Anniversary of its men’s soccer team’s NCAA Division 1 National Championship this weekend. Attorney General Schneiderman today announced that New York has joined with 31 other states in a settlement with technology company Lenovo to resolve allegations that the company violated state consumer protection laws by pre-installing software on laptop computers sold to New York consumers that made consumers’ personal information vulnerable to hackers. New York will receive $154,544 from the settlement funds pending approval in New York State Supreme Court.

State Police arrested 37-year-old Barbara Vazquez of The Bronx for Criminal Possession of a Controlled Substance, Unlawful Possession of Marihuana and several other traffic violations. This arrest occurred after a trooper observed Vazquez using a cell phone while driving on Interstate 81 in the town of Kirkwood, When he attempted to conduct a traffic stop, she refused to stop & continued for another 5 miles before stopping for Police. Vazquez is accused of driving without a license, possessing a cocaine & marihuana. Vazquez was arraigned in the town of Kirkwood court and was released without bail required. The lawsuit details how the Trump administration has violated the Equal Protection clause of the Constitution by discriminating against DREAMers of Mexican origin, who make up 78 percent of DACA recipients; violated Due Process rights; and harmed States’ residents, institutions, and economies. State Police arrested 31 year old Jesse Tetlow of the town of Maryland for 3rd degree Assault & Criminal Obstruction of Breathing and Blood Circulation, after troopers investigated a violent dispute in the town of Maryland. An investigation determined that on September 4th & 5th, Tetlow allegedly was involved in 2 physical disputes with his girlfriend, he is accused of choking her & grabbing her arms, casuing injuries. Tetlow was arraigned and was remanded to the Otsego County jail on $1,000 cash bail or $2,000 property bond. A court order of protection was issued, Tetlow’s next court date is pending.

The newest Siena College Poll of State voters has Governor Cuomo’s favorability ratings moving up slightly. The poll found that 56% gave Cuomo a favorable rating, up from 52% in July. 37% gave Cuomo an unfavorable rating, down from 41% in the last poll.

Upgrades have been completed at SUNY Oneonta, according to the Dormitory Authority of the State of New York.  $2.2 million in improvements included replacing the roof at Huntington Hall, converting two bathrooms in Hulbert Hall into laundry rooms, giving a WiFi coverage boost to Wilber Hall, upgrading fire systems in Wilber, Little and Sherman Halls, and applying a new interior wall finish in Hayes Hall. The upgrades were part of $30 million in upgrades that were completed at SUNY campuses throughout the state within a 90-day period, so that they would be completed by the time students returned to school.

Delaware County Sheriff’s Deputies arrested 34 year old Devin Mahoney of Oneonta on a Bench Warrant issued by Walton Village Court for failure to appear on charges of unlawful possession of marijuana, criminal possession of a controlled substance and criminal possession of a hypodermic instrument. Mahoney was arraigned and was remanded to the Delaware County Jail On $1000 bail. Deputies were assisted by State Police.

State Police arrested 51 year old Gerald Ackerman of Andes for Criminal Obstruction of Breathing and Blood Circulation, and Harassment, after troopers responded to a dispute in the town of Andes. Ackerman is accused of grabbing a woman by the throat and threatening her; he was arraigned in the town of Andes court and was remanded to the Delaware County jail on $1,500 cash bail or $3,000 property bond. His next court date is September 26, 2017.

The Chenango County Department of Public Works will close County Road 10A, between Crandall Street and Manley Road in the Town of Norwich Today. The closure will be from 6:00 AM until 6:00 PM, as crews replace a culvert. The intersection end of Hale Road will also be closed and no traffic is allowed to exit off of Hale Road onto County Road 10A during the closure.

Delaware County Sheriff’s Deputies arrested 59 year old Michael Smith of the Bronx on charges of speeding, unlicensed operator, and aggravated unlicensed operation following a traffic stop on Main Street in the Village of Delhi. Delaware County Sheriff’s Deputies arrested 40 year old Gloria Prott of Southhaven on charges of unlawful possession of marijuana, criminal possession of a controlled substance, driving while ability impaired by drugs, speeding at 80 miles an hour in a 55 zone and operating a motor vehicle with an open container of an alcoholic beverage, following a traffic stop on State Highway 17 in the Town of Hancock. 49-year-old Edward Prott of Southhaven was a passenger in the vehicle; he was also arrested for criminal possession of a controlled substance and unlawful possession of marijuana. Cocaine and Marijuana were seized from the vehicle; both were arraigned in Hancock Village Court and were remanded to the Delaware County Jail on cash bail pending future court action.

More than 9.1 million New Yorkers were working in 2016, according to a report released by State Comptroller Tom DiNapoli. The report showed that regional growth remained uneven, with downstate regions experiencing the highest employment growth while most upstate regions saw declines. The report also showed that the total number of employed workers declined in the Southern Tier, the Mohawk Valley, Central New York and Western New York from 2011 to 2016, women constitute nearly 48% of the labor force, 40.6% have a bachelor’s degree or higher, and nearly 24% of workers in New York belonged to unions.

Chenango County Sheriff Deputies & Norwich City Police arrested 56-year-old James Brown following an investigation into the illegal growing of cannabis. The investigation led Deputies to a Sherburne residence where marijuana plants were discovered, Brown was released on an appearance ticket for a later date in the Town of Sherburne Court.

Chenango County Sheriff’s Deputies arrested 57-year-old Timothy Hunter after a warrant was issued for his arrest following a domestic dispute where he allegedly displayed a firearm; the victims fled the scene to a nearby residence & called 911. Hunter was arrested without incident and arraigned in the Town of North Norwich Court where he was remanded to the Chenango County Correctional Facility on $250 cash bail.

State Police arrested 62-year-old Gary Perine of Sanford for 3rd degree Arson. On August 25, troopers and local fire departments responded to an unoccupied house fire at 28 Kenyon Hill road in the town of Sanford, troopers accuse Perine had purposely started the fire inside his home. Perine was arraigned in the town of Sanford court and was remanded to the Broome county jail with no bail set. His next court date is pending.

Labor Day attendance of 124,819 not only set the record for the most people to come to the Fair on a single day, it also drove the Fair to an all-time annual attendance record of 1,161,912 people. Governor Cuomo announced that a 30-member State Incident Management Team is heading to Texas today to support the response and recovery efforts in the wake of the devastation from Hurricane Harvey. The 30-member, multi-agency Team has been requested by the State of Texas Division of Emergency Management and the Texas A&M Forest Service to assist state and local officials with operational coordination, obtaining information, mapping, and logistical support for ongoing response operations.

State Police and local law enforcement agencies will be out in force this Labor Day weekend as part of the national “Drive Sober or Get Pulled Over” DWI campaign. Labor Day weekend traditionally results in heavy traffic volumes; State Police will maximize their DWI enforcement efforts, with sobriety checkpoints & unmarked patrol vehicles on state highways. Police will also be watching for distracted drivers, occupants who are not properly restrained and drivers that are violating the Move Over Law.

Former Binghamton Mayor Juanita Crabb and former Binghamton Triplet Jerry Coleman will be inducted into Binghamton’s Baseball Shrine in a ceremony at NYSEG Stadium before the Binghamton Rumble Ponies game tonight at 7:05 PM. Crabb was instrumental in bringing professional baseball back to the Southern Tier in the 90’s, Coleman was a member of the 1946 Binghamton Triplets, he played for 9 seasons in the Major Leagues with the New York Yankees, appearing in 6 World Series, he was MVP in the 1950 Fall Classic. Coleman also spent more than 4 decades calling games for the San Diego Padres. Binghamton’s Baseball Shrine has 65 members currently.

Governor Cuomo announced that lane closures for road and bridge construction projects on state highways will be suspended until Tuesday morning at 6:00 AM to accommodate travelers during the busy Labor Day holiday weekend. Most construction projects will be suspended, but some work may continue behind permanent concrete barriers or for emergency repairs.

State Police arrested 31-year-old Christen Young of Unadilla for Resisting Arrest, Stalking, Criminal Contempt and Harassment. Young allegedly violated a court order of protection, & she had been in a course of conduct that caused the protected person to fear for his employment and career. Young physically resisted being arrested and handcuffed; she kicked a trooper in the ankle at Police Barracks. Young was arraigned and was remanded to the Delaware county jail on $1,500 cash bail or $3,000 property bond. She faces action in Kortright, Unadilla & Oneonta courts shortly.

State Police arrested 37-year-old Edward Shelton & 22-year-old Cheyenne Koban of Port Crane for Grand Larceny, after troopers were advised of a theft of a .22 caliber rifle from a home in the town of Fenton. Shelton and Koban allegedly took the rifle without permission when they moved out of the home, they were arraigned in the town of Fenton court and released without bail required. Their next court dates are pending.

Governor Cuomo requested that the federal government grant a Major Disaster Declaration for 15 counties impacted by flash flooding, tornados and unprecedented levels of precipitation during severe storms in late June and July. Once the declaration is granted, FEMA funding would be available to the state and eligible local governments and nonprofit organizations to support debris removal, structure repairs and emergency protective measures. Locally, Broome County was one of the 15 counties included in the request for the disaster declaration.

The arrests occurred after troopers were advised of a theft of 37 brake drums from the property of Sandbox Logistics of Kirkwood, their investigation determined that McConnell and Westbrook had dropped off the stolen brake drums as scrap metal for cash in the city of Binghamton, while at the recycling locations McConnell had signed several business records saying that the scrap brake drums were his. Both were issued tickets returnable to the city of Binghamton court on September 9th.

2 area businessmen are teaming up to collect items to assist those affected by Hurricane Harvey in Texas. Jim Losee of Losee’s Gun Shop of Oneonta explains:

Gerster’s truck is parked at Losee’s Gun Shop, located at 6748 State Highway 23 in Oneonta, the trailer will be open for collections each day from 10:00AM to 6:00 PM, until it is filled.

Oneonta Police announced that 3 men wanted for an April Burglary have been arrested. Oneonta police responded to a domestic dispute on April 22nd. 1 of the victims was pistol-whipped & was treated & released from minor injuries at Fox Hospital. 34-year-old Teddy Faison of Oneonta was arrested in Monticello, he’s been charged with 2nd degree assault and criminal possession of a weapon, he was remanded to the Otsego County Jail without bail. Also charged was 19 year old Brian Scott of Utica, & 19 year old Nelson Navar of Utica, they were charged with 1st degree burglary & 1st degree robbery, they both face court action shortly.

State Police arrested 28-year-old Dorothy Ramsell of the town of Maryland, for 2nd degree Assault & Criminal Mischief, after troopers responded to a physical dispute at a home on State Route 7 in the town of Maryland. Ramsell allegedly threw a coffee mug at her boyfriend’s head & a stepladder at his vehicle, which smashed the windshield. The victim was treated at Fox Hospital for head pain and a laceration to his arm, and then released. Ramsell was arraigned and was remanded to the Otsego county jail on $1,000 cash bail or $2,000 property bond, pending court action on September 12th. The court issued an order of protection against Ramsell on behalf of the victim.

Brandon Corey was sentenced today in Broome County for a knifepoint rape of a woman in the parking lot at Wilson Hospital in Johnson City in April 2016. Corey will serve 10 years in prison followed by 20 years post-release supervision, he was also ordered to register as a sex offender.

State Senator Jim Seward announced that $75,000 in grants he secured will go to local domestic violence programs. The funding was set aside in the 2017-2018 state budget, locally, Opportunities for Otsego will receive $16,000, Catholic Charities of Delaware, Otsego & Schoharie Counties will also receive $16,000, Delaware Opportunities will receive $6,000 & Catholic Charities of Chenango County will get $5,000

The City of Oneonta & the Oneonta Federated Church will host a 25th anniversary ceremony & dedication on Saturday @ 2:00 PM at the Maple Street Park at the intersection of Maple & Normal. Mayor Gary Herzig announced that a sign would be dedicated to acknowledge the work of Brian Arenella for his Eagle Scout project, as well as the work of the Oneonta federated Garden Club.

Governor Cuomo announced 2 new actions to expand addiction treatment and recovery services for people across New York. A Request for Applications makes up to $4.5 million in funding available to develop nine Open Access Centers across the state and a Request for Information has been released that seeks input on the development of two pilot recovery high schools. These actions were announced at the grand opening of a new $8.4 million outpatient addiction treatment center in Rochester Tuesday.

Chenango County Sheriff’s Department arrested 40 year old Nathan Jackson of Sherburne for 3rd & 4th degree Grand Larceny. Jackson was arrested after he allegedly stole numerous items from the victims residence over a month long period, totaling about $10,790.00. Jackson was arraigned in the Town of North Norwich and remanded to the Chenango County Correctional Facility on $1000.00 cash bail.

State Police arrested 79-year-old Freddie Maliwacki of Conklin after he was observed speeding at about 93 miles an hour on I-81 in Kirkwood. A pursuit continued on rural roads in Kirkwood and Windsor, the pursuit ended when a Broome County Sherriff’s deputy used a spike strip on State Route 79, Maliwacki drove with punctured tires into the Golden Oak Golf Course where he eventually struck an earth embankment and stopped. Maliwacki was charged with Reckless Endangerment & Criminal Mischief, he was arraigned in the town of Windsor court and was remanded to the Broome County jail with no bail set. His next court date is pending.

Governor Cuomo today announced the deployment of additional New York Air National Guard resources to assist in the Hurricane Harvey response in Texas. A search and rescue aircraft carrying 15 more Airmen from the 106th Rescue Wing is arriving at Fort Hood in Texas this afternoon, & a Regional Medical Plans Officer will depart for Texas on Thursday to assist with the evacuation and transportation of patients from area hospitals.

It was 6 years ago this week, that the region was hit by Hurricane Irene, followed by Tropical Storm Lee, and the devastation that followed. Assemblyman Pete Lopez said that 6 years later, life is still not back to normal:

Lopez said that the work is still going on around his Assembly District, with 1 eye on the sky in case another Hurricane or Tropical Storm hits the region.

Delaware County Sheriff’s Deputies arrested 35-year-old John Whiteside Jr of Walton New York on charges of Speeding 70/55, unlicensed operator, and aggravated unlicensed operation 3rd degree following a traffic stop on State Highway 10 in the Town of Walton. Whiteside was later released on tickets returnable to Walton Town Court at a later date.

Delaware County Deputies arrested 77-year-old Albert Swan of Clifton New Jersey for 2nd degree Burglary & Criminal Trespass. Deputies responded to a trespass in progress at a residence in the Village of Stamford, Swan allegedly entered the residence through a window to remove property; he was confronted by the homeowners and would not vacate the residence until police were called. Swan was arraigned in the Town of Harpersfield Court and released on $1,000 cash bail.

The State DOT will hold a public meeting on Today to discuss plans to replace a bridge on State Route 41 over Long Pond Brook in the town of Smithville. The open house meeting will be held at the Smithville Community Center, on State Route 41 in the town Smithville Flats beginning at 6:30 pm. A formal presentation will begin at 7 p.m. The bridge was built in 1936 & is safe for continued travel and is regularly inspected. The project proposes to replace the bridge on its existing alignment. Construction is currently scheduled to begin in the spring of 2019 and be completed in two construction seasons.

Delaware County Sheriff’s Deputies arrested 31 year old Latorrie Boykin of Bronx New York, on charges of failure to keep right, moving from lane unsafely, and driving while ability impaired by alcohol following a traffic stop on County Highway 26 in the Town of Colchester. Deputies allege the defendant was driving a motor vehicle to Bronx New York from the Village of Delhi while in an impaired condition. Boykin was later released on tickets returnable to Colchester Town Court at a later date.
