State Police arrested 29 year old Henry Macias of Laurens for felony DWI, Aggravated Unlicensed Operation of a Motor Vehicle, 3rd degree Assault, Operating a Motor Vehicle without an Interlock Device, and other traffic violations. Troopers responded to the report of a domestic dispute with injuries in Laurens, Macias allegedly fled the scene in his vehicle; troopers located him in Oneonta. Macias was arraigned in the town of Oneonta court and was remanded to the Otsego County jail on $2,500 bail or $5,000 bond pending future court action; an order of protection was issued behalf of the victim.

The attempted Murder trial of 35-year-old Wayne Spratley of Greene will begin in January. Spratley is accused of shooting a man in the parking lot on Lackawanna Avenue in Norwich in July 2015, following a racial outburst against the victim.

Michele Frazier is expected to be appointed by Oneonta Mayor Gary Herzig at tonight’s Common Council Meeting. Frazier will finish up the term of former Alderman Paul Van Der Sommen, who resigned last month upon moving to the state of Florida. The Common Council Meeting will be held in the Council Chambers at City Hall beginning at 7:00 PM.


Governor Cuomo signed into law Monday, a measure that increases the minimum penalty against those who make bomb threats against community centers. The governor sited the events in Charlottesville Virginia, and a bomb threat against a Buffalo area Jewish Center in February as 2 reasons in favor of the new law, which lets prosecutors send those convicted of making bomb threats against community centers to prison for up to 1 year.

New York City Councilman Jumaane Williams of Brooklyn is the latest name to surface as a possible 2018 Democratic primary challenger to Governor Cuomo. The Brooklyn Democrat said that he has been approached about a run for governor. Williams, Actress Cynthia Nixon, Syracuse Mayor Stephanie Miner and former Hudson Valley State Senator Terry Gipson have also been mentioned as potential primary challengers to Andrew Cuomo

The State Health Department revealed some of the changes that are coming to the Medical Marijuana program. New regulations will allow for marijuana to be distributed to patients by certified physicians, in chewable & effervescent tablets, lozenges plus topical Ointments, lotions & patches. Smokable Marijuana is not allowed in the state program, the new regulations take effect next month.

The State Police issued 21,148 tickets during this year’s “Speed Week” campaign, which was conducted from Wednesday, August 2nd through Tuesday, August 8th. Troopers issued 9,205 tickets for speeding, 348 for distracted driving and arrested 234 people for driving while impaired. State Police also responded to 268 personal injury accidents, which resulted in 5 fatalities and 393 people injured.

Governor Cuomo announced that the state’s new $7.6 million Community Restoration Fund has purchased the mortgages for 398 homes in an effort to bring owners in targeted communities out of foreclosure and keep the homes from becoming “Zombie Properties”. The 398 homes in the program are in 33 of the State’s 62 counties, 7 of the homes are in the Southern Tier.

State Police announced that an Otsego County teen reported missing since July 28th, has been found. 16 year old Alyssa Jones was located Thursday in Oneonta. Jones was reported missing after she attended a Laurens Music festival July 28th & did not return home, the investigation is ongoing.

Governor Cuomo today announced that $60.7 million in grants, in addition to interest-free and low-cost loans, have been approved by the State Environmental Facilities Corporation Board to support drinking water and wastewater projects across the state. The Town of Roxbury will get a $1 million low-interest loan for source, pumping, distribution, storage and treatment improvements, which includes new and upgraded controls, electrical systems, backup power and chemical feed systems; replacement of old valves, hydrants, undersized water mains and a new storage tank mixing system and rehabilitation of the storage tank.

Norwich Police have arrested 2 people following an investigation of heroin sales. On Thursday, Norwich police arrested 34 year old Bryan Petry of Norwich for Criminal Sale of a Controlled Substance and Criminal Nuisance, and 34 year old Tiffany Walsh of Norwich for Criminal Nuisance. Both were arraigned in Norwich City Court and remanded to the Chenango County Jail, Petry’s bail is set at $10,000. Walsh’s bail is set at $5,000. They are scheduled to reappear in the Norwich City Court shortly.

Chenango County Sherriff’s Department arrested 35 year old Misty Mojica of New Berlin for Criminal Possession of a Controlled Substance, after a traffic stop on State Route 12 in the Town of Norwich. Mojica is accused of possessing a controlled substance & items related to manufacturing methamphetamine were located within the vehicle. The investigation is ongoing and additional arrests are expected. Mojica faces action in Town of Norwich court at a later date.

The Broome County Sheriff’s Office arrested 17 year old Jason Terkowski of Harpursville and 17 year old Kyle Grose of Harpursville for 2nd degree Burglary. Both are accused of unlawfully entering a residence in the Town of Colesville last month and stealing property, which has been recovered. Terkowski and Grose were arraigned in the Town of Colesville Court and released on their own recognizance to appear in court on a later date.

The Broome County Emergency Services Dispatch Center received a report late yesterday afternoon of a possible drowning in the Susquehanna River in the Town of Colesville. Emergency responders were met by a fisherman who took them by boat, to 56 year old Joseph Kapral of Albion, who was not breathing. Efforts to revive Kapral were unsuccessful and he was pronounced dead at the scene. The investigation revealed that Kapral suffered a heart attack which contributed to his drowning, the death has been ruled as an accidental drowning.

State DEC officials announced that they are now investigating a 3rd alligator sighting in the Whitney Point Area, following the posting of a video from a kayaker in recent days. 2 previous alligators were reported & were captured, they were turned over to Animal Adventure Park in Harpursville.

The State Department of Health today announced a new set of regulations that will for the state’s Medical Marijuana Program. The new regulations will allow for the sale of additional medical marijuana products and the addition of new courses that will allow prospective practitioners to complete their training in a shorter amount of time. There were 26,561 certified patients and 1,155 registered practitioners participating in the program. More information is available at health.ny.gov/regulations/medical_marijuana/.

State and federal crash Statistics have been released of the Counties in New York State with the highest motor vehicle crashes based on fatalities per 100,000 people. The National Highway Traffic Safety Administration found that Seneca County had the worst numbers, followed by Greene County, Delaware County, Sullivan County & Wyoming County.

New York has received $50.2 million in tax revenues from the 3 newest casinos so far, which is lower than original projections, which the State Gaming Commission that oversees the casinos, attributes to unfinished expansion & construction. Tioga Downs Casino in Nichols sent $13.3 million in taxes through the end of June, but they expect to send more when a new hotel opens up at the site in November. The Rivers Casino & Resort in Schenectady opened in February, gross revenues were $56.8 million through June 30th; they expect 4 times that amount by 2019. The Del Lago Resort & Casino near Rochester, reported $63.1 million in gross revenues in their first 5 months, about 42% less than their projections. 80% percent of the taxes collected from casinos will go to education and property tax relief; 10% to the host municipalities while the last 10% goes to the counties surrounding the casino, according to the state law that allowed for them to open.

Chenango County Sheriff’s department arrested 38 year old Mandy Martinez of the Bronx on an active Bench Warrant. Martinez was wanted by the Town of Norwich Court for failing to appear on in court to answer to a Petty Larceny charge from 2014, she was taken into custody & was arraigned & remanded to the Chenango County Jail on $500 cash bail. Martinez had returned to Norwich following the murder of her daughter, 11 year old Jacelyn O’Connor, and the arrest of 2 men for that murder.

A Chenango County Grand Jury will convene shortly to hear the cases against James Brower and Tobias Rundstrom-Wooding. Both men are accused of raping & murdering 11 year old Jacelyn O’Connor in their Norwich Trailer July 30th. Brower faced court action in Norwich yesterday, where it was determined that there was enough evidence against the men to send the case to a Grand Jury. Both men are being held without bail in the Chenango County Jail pending Grand Jury Action.

Governor Cuomo today announced that $3.6 million has been awarded to 45 farms through round two of the Southern Tier Agricultural Industry Enhancement Program. The program helps farmers and agribusinesses expand and improve their operations, while promoting the responsible use and protection of the state’s natural resources.  Locally, 10 projects in Chenango County will receive Chenango County over $1,000,000 dollars.

The Sidney Central School District announced that they would offer after-school programs for no charge, starting in September. The District will offer an after-school program for students in grades K through 6th Monday through Friday until 5:00 PM, on full-length school days & Transportation is available. The After-school programs will begin on Monday, September 11th, more information and registration will be posted on the school website by the end of this month.


Delaware County Sheriff’s Investigators arrested a New York City woman on a Sealed Indictment Warrant, regarding the distribution of heroin from New York City into Delaware and surrounding counties. 24-year-old Courtney Williamson of Queens and 34-year-old Monica Iannarelli, of Brooklyn were charged by the Grand Jury with 3 counts of Criminal Sale of Controlled Substance & 3 counts of Conspiracy. Williamson was arrested in April in the Town of Middletown; officers seized 83 bags of heroin and 30 bags of cocaine, she is being held in the Delaware County Jail on $100,000 bail. On July 28th, Iannarelli was apprehended in Brooklyn by U.S. Marshal’s and was turned over to Delaware County Sheriff’s Deputies; she was arraigned on Monday and was held on $50,000 cash bail.

Chenango County District Attorney Joe McBride announced today that more charges have been filed against James Brower & Tobias Rundstrom-Wooding, in connection with the rape & murder of 11 year Old Jacelyn O’Connor on July 30th in Norwich. Brower faced court action this afternoon in Norwich, the 2 men were charged initially with 1st degree Murder, and now felony “While acting in concert” in connection with the girls death. Both men are being held without bail pending additional court action.

Delaware County Sheriff’s Office Investigators arrested 30-year-old Scott Hanrahan of Deposit, 29-year-old Justin Crandall of Sidney, and 27-year-old John Bolster of Hancock, for promoting contraband within the Delaware County Correctional Facility. All 3 are incarcerated at the County Jail on unrelated charges, they are accused of possessing prescription medication prescribed to another inmate, they were charged with 1 count each of Promoting Prison Contraband, they face arraignment on the new charges in the Town of Delhi Court at a later time.

State DOT reported that I-88 eastbound between exits 10 & 12 was closed due to a bus fire, which was reported just before 6:00 AM this morning. The section of the highway remained closed for several hours while crews worked at the scene. I-88 was back open to traffic by 12:15 this afternoon. The investigation into the cause of the bus fire is continuing.

Governor Cuomo announced today that $1.6 million has been awarded to 3 emergency food relief organizations in the Southern Tier through the Hunger Prevention and Nutrition Assistance Program, administered by the Department of Health. Agencies receiving these awards are required to devote a portion of the funding to food identified as helpful in the prevention of chronic diseases, such as diabetes and obesity. Locally, funding was awarded to the Broome County Council of Churches, they received $100,000 & Delaware Opportunities received $149,315

Former Republican State Senate leader Dean Skelos is asking for a new trial, after former Democratic Assembly Speaker Sheldon Silver was granted a new trial. Both men were convicted of using their powerful political positions for personal gain. Skelos was convicted on charges of extortion, Bribery & Conspiracy in 2015, for using his position as leader of the State Senate, to get his son a no show job for a 6 figure salary, A US Supreme Court ruling recently reversed Silver’s conviction, by weakening the definition for corruption by public servants.

State DEC Officials announced that a 2nd alligator spotted in Whitney Point has been captured. The DEC wildlife staff were able to mobilize and capture the alligator at around 2:45 yesterday afternoon. The Alligator is being transported to Animal Adventure Park in Harpursville.

Governor Cuomo announced a program to provide no-cost or lower-cost naloxone at pharmacies across New York. Beginning tomorrow, individuals with prescription health insurance coverage, including Medicaid and Medicare, will receive up to $40 in co-payment assistance, Uninsured individuals and individuals without prescription coverage will still be able to receive naloxone at no cost through a network of registered opioid overdose prevention programs. State Police in Oneonta are currently looking for 16 year old Alyssa Jones of Oneonta, she was last seen on Friday July 28th at about 10:00 PM at the Bunga Wiz Festival in Laurens. She is described as a black female who is 5′ 01″ with a muscular build. She was last seen wearing pink shorts, a gray tank top and flip flops. The Otsego County Sheriff’s Office arrested Dominic Centonze of Roseboom for allegedly make recordings through a 2-way mirror. Officer conducted a search Centonze’s home last Week and found the mirror along with recording equipment and several computers. Centonze was arraigned on 4 counts of unlawful surveillance and was remanded to the Otsego County Jail on $2,500 cash or $5,000 bond, pending court action on Wednesday

Senate Majority Leader John Flanagan admitted Sunday he has drinking problem, he revealed that received treatment for his alcohol addiction, which he blamed on the pressures of his job. Flanagan said that he would remain in the senate, but did not address speculation that he may seek the Republican Party nomination in the race for Governor in 2018.

More people are starting to suggest a run at Governor Cuomo for the State’s top job next year. Former Republican candidate Carl Palladino of Buffalo is expected to give it another shot, after losing badly to Cuomo once before. Actress Cynthia Nixon is expected to announce shortly that she is considering a run for the Democratic Party nomination in 2018, against Cuomo. Former State Senator Terry Gipson is also expected to announce challenge Cuomo next year, which is criticized by many in the Democratic Party as abandoning the Liberal base.

Governor Cuomo announced more than $4 million has been awarded for 11 agricultural water quality conservation projects, benefiting 16 farms in the Southern Tier. The funding allows farmers to address water quality challenges in priority watersheds while increasing productivity, reduce erosion, and limit the amount of harmful sediments and other deposits in New York’s waterways.

State Police arrested 34 year old Tobias Rundstrom-Wooding of Norwich, for 1st degree Murder, in connection with the murder of 11 year old Jacelyn O’Connor on July 30th. He was arraigned in Chenango County Court and was remanded to the Chenango County Jail without bail pending further court proceedings today at 11:00 am. Last week, police arrested James Brower in connection with the same case. The Chenango County Sheriff’s Office and the Chenango County District Attorney’s Office assisted with this investigation. The investigation into the murder of Jacelyn O’Connor is ongoing. Anyone with information is asked to contact the New York State Police in Norwich at (607) 334-3296.

A raccoon tested positive for rabies in the town of Davenport. 2 dogs were exposed to the diseased raccoon when they cornered and killed the animal. The dogs were up to date on their rabies vaccinations and each received a rabies booster. 2 people were also exposed and are receiving rabies post exposure treatment. This is the 3RD animal in Delaware County to test positive for rabies in 2017. Public Health recommends that pet owners take advantage of the free remaining rabies clinics in Delaware County, on August 9th from 4:00 PM to 6:00 PM, at the Franklin Fire Hall, August 23rd from 5:00 to 7:00 PM at the Sidney Fire Hall, an October Rabies Clinic will b held in Delhi; the date and time will be announced soon.

State DEC officials reported that missing hiker Wayne Lamicela of Arkville was found alive. State Forest Rangers reported that on Saturday, at around 1 p.m., a caretaker for private property located Lamicela, in a wooded area, Lamicela was barefoot but still mobile and able to walk on his own power. Lamicela was transported to the Margaretville Community Hospital for further evaluation.

The State Department of Transportation announced that two lanes eastbound, and one lane westbound on State Route 17 between Exit 62 Nichols and Exit 63 Lounsberry reopened Friday afternoon. Starting today, one lane in each direction will remain open as crews continue to repair damage caused by a late July flash flood. Motorists are advised to be alert for slow moving traffic and sudden stops.

Local sales tax collections across New York grew 3.3% in the first 6 months of 2017, according to a report released today by State Comptroller Tom DiNapoli. Through June, local collections totaled $8 billion compared to $7.8 billion during the same period last year. DiNapoli’s report revealed local sales tax collections in several regions outpaced the statewide average, including Southern Tier at 4.5%, Central New York at 4.4% & the Mohawk Valley at 4.3%.

Governor Cuomo announced that Brooklyn’s Threes Brewing Company earned top honors at the first-ever New York State Craft Beer Competition, winning the Governor’s Excelsior Cup. Threes Brewing earned gold in the Light Lager category and moved on to win Best in Show. Entries were submitted from 143 breweries, with Gold, Silver, and Bronze medal winners awarded in 20 categories. Numerous crews from Delaware & surrounding counties are searching for 60-year-old Wayne Lamicela of Arkville, who was reported missing while hiking on Tuesday. Lamicela did not return from a day trip at Big Indian Wilderness area in western Ulster County. Lamicela is described as a white man with brown hair, 5’8″, about 130 pounds. Forest Rangers say he last wearing a black and gray striped shirt, khaki shorts, a beige ball cap with the words “New Smyrna” written on it, and a black backpack. Delaware County emergency services and Forest Rangers are working with a growing number of volunteers today; they have a command post at the Margaretville Fire Department. Anyone with information on Lamicela’s whereabouts is asked to contact the State Forest Rangers, or State Police at Troop C headquarters in Sidney at 561-7400.

Area Law Enforcement Agencies teamed up with Area Dunkin Donuts locations to raise money for the “Cops On Top” fundraiser. Sidney Police Chief Jan Gorshack told WCDO News that the Sidney Police Department participated this morning, with great success:
