Broome County District Attorney Steve Cornwell, State Police & Johnson City Police announced a major weapons bust in Broome County. 65-year-old Ramadan Abdullah has been charged with multiple counts of criminal possession of a weapon & Criminal possession of stolen property. Abdullah was arrested by Johnson City police on May 31 for shoplifting ammunition from Gander Mountain, a search warrant was executed on Abdullah’s storage unit in the town of Union, where police seized 4 loaded handguns, 8 assault weapons, 64 high-capacity ammunition feeding devices, a loaded shotgun, 2 rifles & Thousands of rounds of ammunition. Search warrants were also executed at additional properties, resulting in the seizure of numerous rounds of .38 caliber ammunition, High-capacity ammunition feeding devices and ammunition & another loaded firearm. Abdullah was sent to the Broome County Jail pending arraignment.

Delaware County Sheriff’s Deputies and the Andes Fire Department and Emergency Squad responded at about 1:30 this morning to a 1-car accident on County Highway 1 in the Town of Andes involving an off-duty corrections officer employed by the Delaware County Sheriff’s Office. 39-year-old Nathan Weaver of Andes fell asleep while driving & left the roadway and colliding with a utility pole and a gas pump at the Tremperskill Country Store before the vehicle overturned on its side. Deputies determined that Weaver was intoxicated, he was charged with DWI, Operating a Motor Vehicle with a Blood Alcohol Concentration in excess of 0.08% and Failure to Keep Right. Weaver faces court action; Sheriff Tom Mills said that Weaver has been suspended without pay pending disciplinary actions.

New York Correctional system workers who have died in the line of duty are being honored. 43 state prison system employees have died on the job since 1861, are being remembered today at a ceremony in Albany, also 5 employees are being honored for outstanding service at the Albany Training academy. Also, the agency’s Canine Unit is being recognized today, for detecting contraband being smuggled into prisons.

The State Legislature is considering new rules for the solitary confinement of prison inmates. A proposed bill in both houses would restrict confinement to no more that 15 consecutive days, unless the inmate is sent to a special residential rehabilitation unit. The bill would also prohibit solitary confinement for the young, elderly & pregnant prisoners. Currently, about 4000 prisoners are being held in solitary confinement in state correctional facilities.

State Senator Jim Seward announced senate passage of a package of bills to try to decrease heroin deaths and put drug dealers behind bars for selling opioids and synthetic drugs:

The package of bills would build upon existing laws by focusing on enforcement to hold drug dealers more accountable, improve regulation of synthetic opioids, and improve the state’s treatment programs to help assist individuals with recovery, among other measures. The bills were sent to the Assembly for consideration.

Governor Cuomo today announced that representatives from Audi of America performed New York State’s first series of autonomous vehicle demonstrations throughout the day today in the Capital Region. A driver manually operated the vehicle from State Street to I-90 where Audi Highway Pilot technology was then initiated, enabling automated driving for approximately 6.1 miles before a safe return to the Empire State Plaza. Two trained engineers were present in the vehicle at all times to monitor the system and ensure safety.

Newman Development Group, LLC has broken ground on a 170,000-square-foot, mixed-use development project in downtown Binghamton. The multi-million dollar project will include commercial and retail space and rental housing options at the site, located at 50 Front Street. To make way for the project, the developer demolished the former Sheraton Hotel, which had had been sitting vacant on the site.

The Chenango County Sheriff’s Office & Norwich Police arrested 25-year-old Randy Wilcox of Sherburne for driving while intoxicated, following a 1-car accident in the Town of Sherburne on June 1st. The Wilcox vehicle left its lane of travel and exited the State Hwy 12B, the vehicle struck numerous objects; an eyewitness told police that the vehicle left the scene & continued To Norwich. Wilcox was charged with DWI, he was arraigned in the Town of Norwich Court where he was remanded to the Chenango County Correctional Facility on $5,000 cash bail, pending future court action.

State Police arrested 49 year old Preston Bryant of Hartwick for 3rd degree Assault, Criminal Obstruction of Breathing or Blood Circulation, and Menacing, after troopers responded to dispute in the Town of Hartwick. Bryant is accused of punching & choking the victim, Bryant was arraigned in the Town of Hartwick court and was remanded to the Otsego County jail on $1,000 cash bail or $2,000 bond, pending court action on Wednesday. An order of protection was issued against Bryant on behalf of the victim.

The Chenango County Sheriff’s Department arrested 25-year-old Samuel Ackerman of Norwich for criminal contempt. Ackerman was charged following a complaint filed for allegedly violating of an order of protection by sending letters while incarcerated, to a woman who had filed for the Court order. Ackerman is being held in the Chenango County Jail unrelated charges; he faces court action on the new charge shortly.

A Delaware County Grand Jury handed down Sealed Indictments, Deputies arrested 30 year old Nicole Sass of Denver, New York on a the Sealed Indictment Warrant charging her with Criminal Sale of a Controlled Substance, she is accused of selling Hydrocodone in the Village of Margaretville in January of this year. Sass was arraigned in Delaware County Court on Monday afternoon and was remanded to the Delaware County Correctional Facility without bail pending further court action.

Delaware County Sheriff’s Deputies arrested 36-year-old Dean Martin of Walton, on 1 count each of 3rd degree Assault & Menacing, after an investigation of a domestic incident in the town of Walton Saturday. Martin is accused of threatening an individual with a knife, & causing a physical injury with his fist. Martin was remanded to the Delaware County Jail on $2,500 bail or $5,000 in bond, pending future court action in the Town of Walton Court.

Applications are now being accepted for the operation of custom craft beverage production centers to provide space and equipment to those looking to produce beer, wine, or cider for home consumption. The State Liquor Authority will provide new licenses to facilitate the production, to both current craft manufacturers looking to expand or businesses seeking to open a stand-alone custom homemade craft beverage production center. Governor Cuomo signed legislation last year, creating the new license authorizing the creation of custom craft production centers where craft beverage amateur brewers and cider makers can utilize the expertise, space and equipment of existing facilities to produce craft beverages for personal consumption. Governor Cuomo announced that over $3.1 million dollars in wages and interest during the first quarter, has been returned to 1,367 workers by the State Department of Labor. In addition, more than $125,500 in civil penalties have been assessed against employers in violation of prevailing wage law and 14 individuals or business entities have been debarred since the beginning of the year. Locally, 76 Southern Tier area workers were awarded over $168,000 in back wages through this effort.

State Police responded Friday to a report of a 1-vehicle rollover fatal accident on State Highway 17 in the Town of Sanford. The investigation revealed that the operator of an Econoline van fell asleep at the wheel, the vehicle drifted off the road and overturned multiple times before coming to rest. 5 of the 7 occupants were transported to Wilson and Lourdes Hospitals to be evaluated for non-life threatening injuries, however, 1 Passenger; 70 year old Dennis Pitts of Rochester, was transported to Wilson Memorial Hospital, he was pronounced deceased. The investigation is continuing.

A Delaware County Grand Jury handed down Sealed Indictments last Thursday regarding the illegal sale of prescription drugs. Sheriff’s Office Investigators arrested 49-year-old Louis Aulicino of Franklin, for 3 counts of Criminal Sale of a Controlled Substance, for allegedly selling Morphine and Oxycodone from his residence between early November 2016, and late January of this year. Sheriff’s Investigators also arrested 46 year old Richard Mattice, of Delhi, on 3 counts of Criminal Sale of a Controlled Substance, for allegedly selling Hydrocodone in the Village of Delhi between July, 2016, and late January of this year.

Norwich Police unveiled 20 new officer body cameras to increase transparency and accountability while improving relationships between law enforcement and the community. Officers began utilizing the body cameras on patrol and in the field earlier this year. The cameras are always on and rolling footage, the officer maintains control over when the camera starts to record and save footage. Funding for the equipment was secured through a $50,000 Public Protection Grant by State Senator Fred Akshar in the State Budget.

The case of 59-year-old Perry Webb of New Lisbon will head for Grand Jury action, following last night’s court action in Town Of Hartwick court. Webb is charged with 2nd degree murder for the death last Friday night of Arthur Bellinger, at 393 Wheat Road in New Lisbon, and the beating of another man on the same evening. Webb continues to be held at the Otsego county jail without bail.

State Police are continuing with their “Speed Week” enforcement details through Tuesday. During “Speed Week”, Troopers will be using both marked & Concealed Identity Traffic Enforcement vehicles as part of the operation, the unmarked vehicles allow Troopers to blend in & still identify motorists who are violating laws. Speeding is a contributing factor in nearly 1/3rd of all fatal crashes, with more than 42,000 people killed each year nationwide, while hundreds of thousands are seriously injured. Troopers will also be watching for distracted or impaired drivers, vehicle occupants who are not properly buckled up, and drivers that are violating New York’s Move Over law, during the current enforcement.

Delaware County Sheriff’s Office Investigators have arrested 29-year-old Jason Lagano of Erin New York, on a Delaware County Grand Jury Sealed Indictment Warrant issued earlier this year as a part of a narcotics investigation. Lagano was arrested at the Susquehanna County Jail in Montrose, Pennsylvania, where he has been held as a Fugitive from Justice. Lagano is accused of Criminal Sale of a Controlled Substance, for allegedly selling methamphetamine in the Town of Deposit earlier this year Lagano was transported back to Delaware County Tuesday, he was arraigned in Delaware County Court and was remanded to the Delaware County Correctional Facility on $15,000 cash bail pending further court action.

The Otsego County Sheriff’s Department arrested 2 County residents on Drug charges. Deputies arrested Chauncey Couse of Oneonta and Nichole Conklin of Laurens, for 2 counts each of Criminal Sale of a Controlled Substance, for allegedly selling heroin in the City of Oneonta. Couse was already being held in the Otsego County jail on a previously charge, with Couse’s bail set at $25,000 cash or $50,000 bond, Conklin was jailed on $10,000 cash bail or $20,000 bond, pending future court action.

The application for the Excelsior Scholarship opened on Wednesday, where SUNY students whose families make up to $125,000, can apply for tuition-free college. Students must be New York State residents, plan to attend a SUNY or CUNY 2 or 4-year college, take 30 credits per year, and graduate on time with an Associate’s Degree in 2 years or a Bachelor’s Degree in 4 years. Recipients must also plan to live in New York State equal to the length of time they received the award. Applications are available at hesc.ny.gov/excelsior; they will be accepted through Friday, July 21st. Over 3,300 students applied on the 1st day Wednesday.

Governor Cuomo today commended the State Senate & Assembly for passing the bill calling for the minimum age of marriage to be raised from 14 to 17. Previously, a child could get married at 14 in the state if approved by the parents & a judge, that has now been raised to 17. Governor Cuomo will sign the bill as soon as it reaches his desk.

New York lawmakers held a hearing Wednesday on the effectiveness of state services for victims of human trafficking. Government officials and representatives of advocacy groups and community service providers testified Wednesday, earlier this year the Assembly passed a package of bills addressing human trafficking, those bills have not yet been addressed by the full Senate.

State Police were alerted to an alleged threat on Facebook that 2 students at Harpursville High School were going to “shoot up the school”. The alleged perpetrators were 2 subjects that came into the State Police barracks in Kirkwood to report what was posted. State Police and Harpursville School District administrators determined that there was no credible threat and that the posting was done by a third party. State Police arrested a 15-year-old student and they were charged with making a terroristic threat. The student was released to the custody of their parent and will appear in Family Court at a later date.

The Village of Sidney & Albert Torto Construction announced that work on the Main Street Revitalization project will be gin on Thursday at 7:30 AM. No Parking signs will be placed in the affected areas, some changes in traffic flow may occur, with patterns restored daily at the conclusion of that day’s work at 4:00 PM. Governor Cuomo announced today the State Police will conduct a week-long enforcement initiative to crack down on speeding and aggressive drivers. The Speed Week campaign runs today through June 13th, last year, during the Speed Week campaign, State Police issued more than 21,000 traffic tickets. More than 10,000 of the tickets were for speeding, more than 600 were for distracted driving, and more than 200 for violations of the Move Over law.

Governor Cuomo announced new regulations for the implementation of ride sharing across New York, which be offered by June 29th. The new regulations require that the fare or estimated fare be provided on the ride sharing app, which also must displayed. A photo of the driver; Make, model and color of the vehicle; and the vehicle’s license plate number. To become an approved ride sharing company, an application must be submitted to DMV and companies must have an app, there is a $100,000 application fee, with an annual renewal fee of $60,000. Drivers must pass a criminal background check, which includes a review of their driving record.

On Tuesday, the State Senate and Assembly passed a resolution to proclaim Sock Out Cancer Day in conjunction with the observation of National Cancer Survivors Day. Sock Out Cancer is an effort to benefit families of those battling cancer through a community partnership with the foundations of Lourdes Hospital and United Health Services, to show support and spread awareness. Members of the State Senate and Assembly wore multi-colored socks, representing the various forms of cancer diagnoses. The initiative provides individuals with non-medical financial assistance for living expenses such as rent or mortgages, groceries, & transportation, individuals can show their support by purchasing multi-colored socks.

Ridesharing companies like Uber and Lyft will be able to start offering rides statewide beginning on June 29, in time for the 4th of July Holiday. The State Senate legislature passed a bill this year to allow for ride-sharing in the Upstate communities, but it did not allow it to start until July 9th. The new bill allows for ridesharing to begin in time for the possible Lucrative July 4th holiday.

In conjunction with the Governors Traffic Safety Committee, The Delaware County Sheriff’s Office participated in the statewide, zero tolerance Click It or Ticket Seatbelt Campaign from May 22nd, to June 4th, with 3 highway checkpoints & dedicated patrols. National seatbelt usage in 2016 reached 90% for the 1st time. Delaware County Deputies issued 123 traffic tickets during the 2 week period, with 72 of those tickets being issued during the grant funded “Click It or Ticket” activities.

Governor Andrew Cuomo announced a “Clean Energy for Agriculture Task Force” plan to help New York farmers cut energy costs and utilize clean energy. The site of the 1969 Woodstock Music and Art Fair, The Bethel Woods Center for the Arts, has officially been placed on the State and National Register of Historic Places. The National Register is a program of the National Park Service and U.S. Department of the Interior, which recognizes the significance of buildings, structures and sites throughout the country. In August 1969, more than 400,000 people traveled to Max Yasgur’s dairy farm for the now-famous three-day music festival, featuring some of the most iconic musicians of all-time. Currently, The Bethel Woods Center for the Arts is located at the Woodstock site.

The Chenango County Sheriff’s Office is now taking applications for Sheriff’s Camp 2017. The camp program runs Monday mornings though Thursday afternoons and is for youths 9 years to 12 years old. Sheriff’s Office Staff put on demonstrations on drugs, canines, gun safety, horse & buggy rides, boating safety and scuba diving. Applications can be picked up at County school district or at the Chenango County Sheriff’s Office, more information is available at 334-5175.


The State Senate passed of a package of bills to reduce mandated costs and other expenses that drive up local taxes for municipalities and school districts. Included in the package is a bill sponsored by Senator Jim Seward, to change the requirement for school districts to conduct internal audit risk assessments from annually to biennially. The package of bills was sent to the Assembly.

The operators of New York State’s power grid expect electricity demand to be manageable. The New York Independent System Operator reported that electricity supplies are expected to be adequate, with enough resources to meet any peak demand this summer, even during heat waves where air conditioner usage peaks. Operators forecast that peak demand will be over 33,000 Megawatts, slightly above last years peak.

Governor Cuomo announced $1.5 billion dollars for renewable energy projects such as wind, solar, hydroelectric & fuel cells, to advance the state’s goal of achieving 50% of electricity from renewable by 2030. The investment is expected to produce over 40,000 jobs in the coming years.

Governor Cuomo today directed the State Department of Financial Services to promote new emergency regulations mandating health insurance providers do not discriminate against New Yorkers with pre-existing conditions or based on age or gender, in addition to safeguarding the 10 categories of protections guaranteed by the Affordable Care Act. The Department of Health will ban all insurers who withdraw from offering Qualified Health Plans on the State Health Marketplace from any Health related program, including Medicaid, Child Health Plus, and the Essential Plan. The Governor will also direct state agencies and authorities to ban insurers who withdraw from the State Health Marketplace from contracting with the state.

Delaware County Sheriff Deputies arrested 19-year-old Derek Mead of Walton on 3 counts of endangering the welfare of a child following a report of an underage drinking party in the Town of Meredith. Deputies accuse Mead of allowing 3 children less than 17 years of age to drink alcoholic beverages. Mead was released on tickets returnable to Meredith Town Court at a later date.

The Village of Bainbridge announced that crews worked on a water main break on North Main Street this morning from Newtown Creek to Yaleville Creek. Village officials reported that the break was fixed & service was restored at about 1:00 PM today.

The state legislature will be wrapping up this year’s regular session in the coming weeks, and they are expected to deal with the remaining bills up for consideration. Assemblyman Cliff Crouch said that he would like to see Brittany’s Law passed this year:

“Brittany’s Law” in named after Brittany Passalacqua, who was a 12-year-old girl who was killed along with her mother in Geneva by a man who had served prison time for assaulting his own infant daughter. The bill has passed in the State senate several times but has not passed in the Assembly.

The Delaware County Chamber of Commerce is hosting its 2nd annual Catskill Scenic Mountain Trail Half Marathon and Relay on Saturday, July 22. The 13.1-mile race route begins at the Bloomville entrance to the Catskill Scenic Trail, along state Route 10, and finishes at Veteran’s Park in Stamford. Race day registration begins at 7:00 AM; the race begins at 8:00 AM. Race proceeds benefit SUNY Delhi’s cross-country summer training program and Delaware County volunteer fire departments. The Otsego County sheriff’s department arrested 59 year old Perry Webb of New Lisbon Friday night for 2nd degree murder, for the alleged killing of one man & the assault of another. Deputies & State Police responded to 393 Wheat Road in New Lisbon, where they found 63 year old Arthur Bellinger dead, and one other man injured Webb was taken into custody, the 2nd unidentified man was taken to Bassett Hospital & was treated & released. The investigation is continuing.

A bat tested positive for rabies in the Village of Delhi. This is the first animal in Delaware County to test positive for rabies in 2017. There were no human exposures; a dog and two cats were exposed to the rabid bat. Vaccination records of the pets indicated the animals were not up to date their rabies vaccinations. The animals have begun a 6 month quarantine following the New York State Department of Health guidelines. State Senator Jim Seward announced that the recently adopted State budget includes $194,500 for the City of Oneonta to help offset public safety costs generated due to being a SUNY host community. Seward’s legislation includes a formula to distribute state aid to municipalities hosting four-year SUNY schools, has received the backing of local officials as well as the New York Conference of Mayors (NYCOM). Companion legislation has been introduced in the state Assembly.

After getting rained out on Monday, May 29th, Bainbridge officials have decided to hold a rescheduled Memorial Day Parade and Ceremony on Saturday, June 10th. The Parade will form at the Greenlawn Elementary School at 10:00 AM, Military veterans should report to the Greenlawn Cemetery no later than 10:00, The Parade will start at 10:30 AM.
