The pending homicide case against Ernest & Heather Franklin of Guilford in Chenango County Court has now received national attention, with the bail hearing transcripts from last week included in “People Magazine” Chenango County District attorney Joseph McBride stated at the hearing that the Franklins allegedly killed their special needs adopted son Jeffrey, and then set the family residence on fire, after watching the movie “Manchester By The Sea” on February 28th, which contained scenes with a murdered child & an arson fire. Chenango county sheriffs department responded to county route 17 in the town of Oxford for a 1-vehicle accident Wednesday. 26-year-old Christina Graham of Norwich lost control of her vehicle went off the roadway & into a tree. Graham was airlifted to Upstate Medical Center in Syracuse for head trauma, her 6 year old son was taken to Wilson hospital for a shoulder injury, the investigation is continuing.

State Police arrested 18-year-old Austin Carr and 16 year old Cody Ferrara of Guilford for 2ND Degree Burglary, following an investigation into a forced entry burglary at a home on North Pond Road in the Town of Guilford, where numerous electronic items were taken. Carr & Ferrara were arraigned in the Town of Guilford court and were remanded to the Chenango County Jail on $1,000 cash bail.

28-year-old Adam Alexander of Afton pleaded guilty in Broome County Court to 2nd degree manslaughter & driving a vehicle with a BAC higher than .08, in connection with the death of 36-year-old Jason Smith in the town of Colesville last September 5th. Alexander’s vehicle failed to stop at a stop sign at the intersection of state routes 235 & 7; he collided with Smith’s Motorcycle. Alexander faces sentencing on June 22nd.

Governor Cuomo today signed legislation enacting the Excelsior Scholarship to provide tuition-free college at New York’s public universities to families making up to $125,000 a year.

The legislation was passed as part of the State Budget, the Budget additionally includes $8 million to provide open educational resources, including e-books, to students at SUNY and CUNY colleges to help defray the cost of textbooks.

State Police Superintendent George Beach announced that the State Police have launched a new recruiting effort to attract qualified candidates to become State Troopers. The State Police will be holding a new Trooper entrance examination this fall, on October 7th, 14th. 21st & 28th at several locations around the state. The State DEC reminds residents that a statewide burn ban is in effect until May 14th. DEC officials said that the lack of snow cover over much of the state and rising temperatures in the forecast means that conditions are favorable for the rapid spread of wildfires.

Broome County Executive Jason Garnar announced his efforts to work with local municipalities under Governor Cuomo’s Shared Services Property Tax Savings Plan. The panel will be comprised of the Mayor or Supervisor from each city, town and village in Broome County. The first meeting of the Shared Services panel will be Thursday, April 13 at 10:00 AM at Cornell Cooperative Extension on Front Street; the public is invited to make recommendations at three public meetings. The first meeting is scheduled for Thursday, April 20th in the Decker Room of the Broome County Library from 5:00 to 7:00 PM. If the plan is approved it will be presented to the public in September 2017.

State Police and the Broome County SIU Task Force executed a search warrant at 24 Dennison Avenue in Binghamton. Officers located and seized $2,834.00 in cash, plus, cocaine, marijuana, digital scales, materials used to package narcotics and a counterfeit $20.00 bill. 37 year old Shupin Cooper was charged with Criminal Possession of a Forged Instrument, Criminal Possession of Controlled Substance, Criminal Use of Drug Paraphernalia & Unlawful Possession of Marijuana. Cooper was arraigned in the City of Binghamton Court and remanded to the Broome County Jail without bail.

The 100th anniversary of the New York State Police is being commemorated today at the Cavalry Club In Manlius, where State Police Superintendent George Beach & Troop D Commanding officer Mark Lincoln dedicated an historical marker, where the first troopers officially began their training in 1917. The State Police were officially established on April 11th 1917 as a full service Law Enforcement Agency by then Governor Charles Whitman.

US Senator Charles Schumer is calling on the USDA to make crop insurance for malt barley more accessible to New York Farmers who want to get involved in the craft Brewery industry. Schumer said that New York craft breweries need state grown Malt Barley to make their beer, but many farmers are unwilling to plant it because it’s prone to losses from severe weather & disease. Schumer said that more farmers would take the risk if they had access to Federal Crop Insurance like growers in other states do, that insurance is only available in 4 New York Counties.

The deadline to file and pay is Tuesday, April 18th, instead of April 15th, which falls on a Saturday this year. Also, Emancipation Day, which is a legal holiday in Washington, D.C., will be observed on that Monday April 17th, which pushes the nation’s filing deadline to the 18th.

Governor Cuomo signed legislation raising the age of criminal responsibility to 18-years-old, ensuring that young people in New York who commit non-violent crimes receive the intervention and evidence-based treatment they need. New York was previously one of only two states in the nation that automatically processed all 16- and 17-year-olds as adults in the criminal justice system, no matter their offense.

U.S. Senator Charles Schumer stopped at UHS Chenango Memorial Hospital in Norwich this morning, to announce his plans to present legislation to permanently install the Medicaid Dependant Hospitals program and the Low Volume programs that are currently set to expire on September 30th.

UHS Chenango Memorial Hospital is a recipient of both programs and would loose $1.8 million dollars annually & over 20 Million dollars in future years, if those 2 programs are not be renewed. The hospital has an annual budget of $65,000,000, 44% of their patients are on Medicaid, and about 50 patients a day use the Emergency room.

Otsego Now announced today that their newly created local development corporation, “Oneonta Rail Yards” has closed on approximately 80 acres of land surrounding the rail yards in the City of Oneonta. Governor Cuomo announced an agreement on a $153.1 billion budget over the weekend.

The budget agreement includes a 1.1 Billion dollar increase in school funding, adds a tuition-free college program for middle class families making less than $125,000 a year, & it raises the age of criminal responsibility to 18, so that 16- and 17-year-olds are no longer automatically processed as adults.

Bail was set in Chenango County Court Friday for Ernest & Heather Franklin of Guilford, they have been charged by a Chenango County Grand Jury with Murder & Arson for allegedly killing their 16 year old son Jeffrey & Setting fire to the family home on State Route 8 on March 1st to cover up the crime. Bail for Ernest Franklin was set at $250,000 cash or $500,000 bond; Bail for Heather Franklin was set at $125,000 cash or $250,000 bond.

State Police reported that 59-year-old Mark Masler of Triangle was pronounced dead after suffering severe burns in a fire Saturday afternoon. Masler was transported to Wilson memorial Hospital & then to Upstate Medical in Syracuse where he passed away. 1 other person escaped without injuries, the cause of the fire is under investigation.

The group that has run the “Milk Bar” at The New York State Fair since 1952 is pulling out because of funding issues. The not for profit New York State Dairy Exhibits received only half of the $90,000 subsidy that they usually receive from the state to cover expenses, the Cuomo administration said that the state will run the Milk Bar at the State Fair this year.

More than 300 fire departments across New York State have already signed up for the seventh annual RecruitNY weekend, a major initiative of the Firemen’s Association of the State of New York (FASNY). Governor Cuomo announced a statewide crackdown on distracted driving as part of April’s National Distracted Driving Awareness Month. Operation Hang Up targets drivers on electronic devices today through April 10th. Preliminary data indicates a 918 percent increase in tickets for texting while driving in New York State from 2011 to 2016. According to the National Highway Traffic Safety Administration, nationwide in 2015, 3,477 people were killed in distracted driving crashes and an estimated 391,000 were injured in motor vehicle crashes involving distracted drivers.

Delaware County Sheriff’s Office arrested 38 year old Ronald Boecke of davenport for 2 counts of Failure to Register an E-mail and/or Internet address, as required by the Sex Offender Registration Act. Boecke was arrested at the Delaware County Correctional Facility where he was being held on a Probation Violation charge, he was arraigned on the latest charge & was sent back to the Delaware County Correctional Facility on $1,000 cash or $2,000 bond pending future court action.

State Police arrested 29 year old Robert Shultz of Lisle, for felony Sexual Abuse. The arrest occurred after troopers investigated a crime in the Town of Triangle, where Shultz is accused of having sexual contact with the victim by forcible compulsion. Shultz was arraigned in the Town of Triangle Court and was remanded to the Broome County Jail without bail.

Delaware County Sheriff’s Deputies responded to a 1-car roll-over accident Monday evening on County Highway 14 in the Town of Meredith. 18 year old Dylan Cumpston of Delhi escaped the vehicle, he was transported to O’Connor Hospital in Delhi where he was treated & released. Deputies issued Cumpston was charged with failure to keep right and unlawful possession of marihuana, he will appear in the Town of Meredith Court at a later date to answer the charges.

The state DEC gave preliminary statistics regarding the deer-hunting season in the state last year. New York hunters killed about 214,000 deer last year, up about 5% from 2015. DEC Officials said that an estimated 109,000 adult bucks and 105,000 antlerless deer were harvested, final number will be released later this month and at the DEC website: dec.ny.gov.

Governor Cuomo has dispatched State Environmental Conservation Commissioner Basil Seggos, & various State Agencies to the site on the Hudson River where a barge carrying 2.5 million gallons of gasoline ran aground Tuesday. No leaks have been detected at the site, in the Village of Catskill. The Governor ordered an immediate investigation into the cause of the incident, State investigators will try to determine if weather, human error or any other factors caused the tanker to leave the shipping channel and run aground.

State Comptroller Tom DiNapoli suggested a more in-depth study, on why New York’s prison population older than age 50 has risen sharply over the past decade, while the under 50 prison population has dropped. DiNapoli’s office found reported that the cost of health care for the states prisons population totaled $380 million in 2016, an increase of some $64.5 million in the last 3 years, even though the total prison population has fallen to about 52,000.

State Police in Binghamton arrested 3 men on drug charges after a traffic stop on I-81 in Kirkwood. Troopers arrested 32-year-old Matthew Simmons, 26-year-old Ryan Rivera-Aponte, and 48-year-old Ray Rivera, all of Newark New York for unlawful possession of marijuana and criminal possession of a controlled substance. All 3 were arraigned in the Town of Kirkwood Court and remanded to the Broome County Jail without bail.

State Senator Jim Seward said that the budget extender was put into place by Governor Cuomo, after lawmakers failed to get a budget ready for the Governor’s signature this past weekend. Seward said that one of the main sticking points was the “Raise The Age” proposal:

Opioid Overdose training will be held the next 2 nights at the Bainbridge Guilford high school. The training session will begin at 6:00 PM tonight & Wednesday night, all participants will be taught how to administer Naloxone & will receive a free rescue kit. Governor Cuomo announced the passage of a budget extender in order to continue all state operations and the $16.4 billion New York construction and economic development plan for the next complete fiscal year. Local Assemblyman Cliff Crouch said that he voted against the extender:

Governor Cuomo said that agreements must still be made on free college tuition for the middle class, funding public schools, middle class tax cuts, & the controversial “Raise the Age” proposal, which calls for raising the age of criminal responsibility for 16 & 17 year olds.

Oneonta City Mayor Gary Herzig will deliver the annual State of the City address tonight at 7:00 PM at Oneonta City Hall. The Address will be held just prior to the scheduled Common Council meeting, Mayor Herzig will discuss infrastructure improvement, housing, economic development & downtown revitalization.
