37-year-old Samantha Werkheiser of Binghamton was found guilty of sexual abuse this morning, following a trial. Werkheiser was accused of abusing a 6-year-old child starting in 2003, her first conviction was thrown out on appeal, but she was found guilty again in this 2nd trial. Sentencing is scheduled for March 10th.

The New York State Assembly Minority Task Force on Protecting the Rights of People with Developmental Disabilities conducted 11 informational forums and issued a series of recommendations in a report published today. Local Assemblyman Cliff Crouch participated:

Among the recommendations, Enacting a Bill of Rights for individuals with developmental disabilities, Requiring the Department of Labor and the Office for People with Developmental Disabilities to conduct a wage study for direct care workers; Establishing a service learning or internship program for students interested in working with individuals with developmental disabilities; Amending tuition rates for Special Act School Districts; and Directing the Commissioner of Transportation to conduct a statewide study and review of the transportation of individuals with developmental disabilities. State Attorney General Eric Schneiderman unveiled a package of measures aimed at overhauling and simplifying voting in New York State. Schneiderman’s proposal would create a system of early voting, automatic and same-day registration; it would consolidate state and federal primaries and shorten the deadline for registering in a political party. Schneiderman’s legislation comes after his office conducted a review of voting in New York, identifying issues with registration and participating in party primaries.

The state capital is hosting Black History Month with a free exhibit honoring prominent African Americans with ties to New York State. Among those being honored, Harriet Tubman, Recently deceased broadcaster Gwen Ifill, as well as various artists, writers, activists & soldiers. The items displayed at the state capital this month will then be moved the National Museum of African American History in Washington DC.

On February 18th, the 22nd annual Polar Bear Jump will be held at Goodyear Lake. This year, they will raise funds through pledges by jumping into the frigid waters; they will also raise funds with the Polar Bear Auction with donations from numerous local businesses and organizations. All proceeds are used to support local children and families with medical issues and the community organizations that support them.


New York State is setting aside nearly $20 million dollars to assist local health care providers looking to expand or upgrade their facilities. The New Community Health Care Revolving Fund is intended to help health organizations that might not be able to expand otherwise. The money will be awarded in the form of low cost loans for mental health clinics or community clinics on projects to construct, expand or renovate facilities. Governor Cuomo said that the funding would help ensure that every New Yorkers has access to quality health care.

The Tourism Advisory Board of Delaware County is planning to hold a series of public information meetings for public input and comments on the use of funds raised through the Delaware County Hotel Occupancy Tax. The Tourism Advisory Board has drafted a proposal for how occupancy tax funds will be made available to support tourism promotion activities in 2017, and will hold a series of public meetings to present the proposal and solicit public input. The meetings will begin at 5:30pm starting with one on February 20th at the Delaware County Public Safety Building, Delhi, February 23rd – Hancock Town Hall, March 2nd – Stamford Town Hall, & March 6th – Middletown Town Hall. Officials at the Franklin central school district said that voters approved a capital project on Tuesday, by a vote of 89 in favor & 19 against, The project will cover Roofing, windows, bathrooms, locker rooms, upgraded information technology and networking, upgraded electrical systems, new bus lift, flooring, & masonry repairs.

The Arc Otsego will host a free Self-Direction Information Session on Wednesday, March 8, from 1 to 3 p.m. at The Arc Otsego, 35 Academy Street, in Oneonta. Governor Cuomo announced a $15 million proposal to accelerate the use of renewable heating and cooling technologies in New York to stimulate the clean energy economy. The new policy framework released by the NYSERDA includes a proposed 2-year, $15-million program to provide rebates for the installation of ground-source heat pumps. This plan will support the state’s goal to reduce greenhouse gas emissions in New York 40 percent by 2030 from 1990 levels. NYSERDA will accept written comments on the policy framework through close of business on March 10, 2017.

A public meeting to accept comments on the draft Northern Chenango Unit Management Plan will be held on Thursday, March 2, at 7:00 PM. The Friends of Rogers Environmental Education Center in Sherburne will host the meeting; Public comments are being accepted until May 2nd. The state land covers approximately 15,800 acres in Chenango and Madison counties. The draft UMP has been developed to address management activities on these state properties. DEC staff will briefly present highlights of the draft plan at the public meeting, and the public will have an opportunity to comment on the plan

State Police arrested 44-year-old Kevin Roof of Binghamton, for 2nd degree Burglary. After consultation with Chenango County District Attorney Joseph McBride, State Police arrested Roof after his release from the hospital where he had been treated for a non-life threatening gunshot wound to his upper leg, which he received during the course of his criminal conduct in the town of Afton on Algerine street on January 30th. Roof was arraigned and was remanded to the Chenango County Jail on $50,000 cash bail, $500,000 property bond pending future court action in Afton Town Court. 34-year-old James Fletcher was also charged with 2nd degree burglary in connection with this case, the investigation is continuing. State Police arrested 48-year-old Henry Grant of Oxford, for Criminal Possession of a Controlled Substance, False Inspection Sticker and several other traffic violations. A State Trooper saw an improper inspection sticker on a vehicle in the Town of Candor, it was determined that Grant had placed a fake inspection sticker on the windshield a Toyota SUV, he was driving with a suspended license, had switched plates on the vehicle and was driving without insurance. An inventory of his vehicle found that he unlawfully possessed about three grams of methamphetamine. Grant was arraigned Candor Town Court and was released to reappear on March 6th.

Sales tax collections in Delaware County grew by about 7% in 2016, according to a report recently released by the Office of the New York State Comptroller. Delaware County Chamber of Commerce president Ray Pucci, claims that tourism is reason:

State Police arrested 37 year old Brenten Bryan of Stamford, for the felony of Aggravated DWI, with a child passenger less than 16 years old, with a B.A.C. result of .24%, plus other traffic violations. Bryan was observed speeding and then pulling into the South Kortright Central School parking lot, where he had let a child off at the school. Bryan was issued tickets returnable in the Town of Kortright Court on Feb 21st.

The State Senate passed a bill to bring ride sharing to Upstate communities. The bill provides the framework for ride-sharing companies to expand operations outside of New York City and enable new jobs to be created. While the Executive Budget includes a tax of 5.5 percent on rides that begin outside of New York City, the Senate’s measure cuts that tax to 2 percent and does not subject rides to the 4 percent state sales tax.

Delaware County Sheriff’s Deputies arrested 38-year-old Jamal Abrams of Delhi with attempted murder, unlawful imprisonment and criminal possession of a weapon following their investigation of a domestic dispute Friday night. Deputies responded to a domestic dispute at the Buena Vista Motel in Delhi, the victim claimed that she escaped after being held captive & was beaten, as Deputies were responding to her 911, the assailant chased her down and allegedly punched, kicked & dragged the woman back to the motel room & beat her with a glass bottle causing serious physical injuries. The victim was transported to O’Connor Hospital and was transferred to Wilson Hospital in Johnson City for further treatment. Abrams was arraigned in Delhi Town Court and was remanded to the Delaware County Jail on $100,000 cash bail or $200,000 bail bond.

Oneonta police arrested 48-year-old Chauncey Couse of Oneonta for criminal possession of a controlled substance Friday, for allegedly possessing Heroin. Couse was charged following the execution of a search warrant at his residence on Spruce Street, he was being held pending action in Oneonta City Court.

State Senator Jim Seward announced 2 Empire State Development Corporation grants for projects in Delaware County. An $850,000 grant will assist Green Lumber Company in Davenport for electrical infrastructure improvements, and a $900,000 grant for Sportsfield Specialties in Delhi for expansion and equiipem4nt purchases. The grants are expected to retain and create about 145 jobs.

The last 2 defendants in the Word of Life church beatings case were sentenced to prison time today in Oneida County Court. 9 defendants were accused in the “counseling session” beating at the church in October 2015 that killed 19-year-old Lucas Leonard and severely injured his brother, 17-year-old Christopher Leonard. The boys’ mother, Deborah Leonard, was sentenced to 5 years in state prison, the father, Bruce Leonard was sentenced to 10 years in state prison.

Public health officials, elected leaders, medical experts and patient advocates will gather this week for New York’s first-ever Hepatitis C summit. The gathering on Tuesday in Albany is meant to discuss the response to the chronic illness which afflicts more than 200,000 people in the state. Panel discussions will discuss prevention, treatment and suggestions for policy makers looking to help eliminate the disease. Hepatitis C is spread through contact with contaminated blood. The ongoing heroin and opioid epidemic has emerged as a new contributor to the spread of the disease.

Chenango County Sheriff’s department is investigating a case, where on Sunday, January 29th, at approximately 7:40 pm a 2014 Ford F250 Color White was stolen from North Norwich Motors on State Route 12. The suspect was last seen traveling in a dark colored FJ Cruiser. 17-year-old Kobe Kimble of Oneonta was arrested Thursday for allegedly raping a victim under the age of 11, according to the Oneonta Police Department. Kimble was charged with the 1st degree Rape, plus Forcible Touching and Endangering the Welfare of a Child, following an investigation into a Child Abuse Hotline report. Kimble was held at the City of Oneonta Police Department pending arraignment in the City of Oneonta Court.

The Oneonta Police and Fire Departments responded to the area of 142 Chestnut Street Thursday afternoon, for a motor vehicle accident involving a school bus and 2 other vehicles. Police reported that an Oneonta City School bus with 22 children on board was struck from behind by a sedan that had been struck from behind by a pickup truck, at around 3:40 PM Thursday. The School bus had been stopped with its flashing lights activated when the accident occurred. No injuries were reported, another bus completed the transportation of the children, the investigation is continuing and tickets are pending.

Governor Cuomo reminded out-of-state and Canadian snowmobile enthusiasts that this weekend is New York’s annual Free Snowmobiling Weekend. State registration fees will be waived for properly registered and insured out-of-state snowmobilers, Snowmobile registration costs $100, but decreases to $45 if the snowmobiler is a member of a local snowmobile club. This fee will be waived for out-of-state and Canadian snowmobilers during the promotional weekend, provided they are properly registered and insured in another state or Canada.

For the 3rd time in the past 4 NFL seasons, football goal posts manufactured by Sportsfield Specialties in Delhi, will make an appearance framing the playing field at the Super Bowl. This year’s game will be hosted at NRG Stadium in Houston, Texas on Sunday. Company officials reported that their goal posts were also used at MetLife Stadium in 2014 when the Seattle beat Denver & again in 2015 when the New England beat Seattle at University of Phoenix Stadium & also in 2008, when Sportsfield’s goal posts were 1st used in a Super Bowl as the New York Giants upset the New England Patriots.


State Police arrested 37-year-old Brian Strube of Norwich, for Criminal Possession of a Weapon and Unlawful Possession of Marijuana. Strube stopped by Police for a brake light that was not working, after smelling marijuana inside the vehicle a search was conducted, Strube was found to unlawfully possess about 2 grams of marijuana and an illegal dagger, he was issued tickets returnable to the Town of Norwich Court at a later date.

Firefighters from Norwich, North Norwich & Sherburne responded to a vehicle fire on State route 12 between North Norwich & Sherburne, yesterday afternoon. A Pepperidge farms delivery truck was in flames when fire fighters arrived shortly after 12:00 Noon Wednesday, Chenango county fire investigators reported that the vehicle had broken down, was towed to a rest area, when a mechanic ruptured a gas line. The vehicle was totally destroyed, no injuries were report, and no tickets were issued.

Attorney General Eric Schneiderman today filed a motion to join a federal lawsuit against President Donald Trump’s immigration Executive Order. Schneiderman insisted that not only is the order unconstitutional, but it does harm to the states economy. New York is home to over 4.4 million foreign-born residents, about 22.5% of the state’s population, many of whom operate businesses or who are Doctors, Lawyers, Educators or students.

Chenango County Sheriff Ernest Cutting was Elected 2nd Vice Chair of the Executive Committee of the New York State Sheriffs’ Association, at the 83rd Annual Winter Training Conference last week in Albany. Sheriff Cutting will work with Sheriffs around the state, to further the efforts of the Sheriffs’ Association to enhance public safety in New York State through professional training and accreditation programs, public safety programs, and advocacy. Delaware County Deputies arrested 34-year-old Samantha Rich of Stamford for Endangering the Welfare of a Child; Rich is accused of letting a 7-year-old child smoke marijuana in her residence last summer. Rich was issued an appearance ticket for Town of Stamford Court on February 14th.

The Sidney Center Improvement Group most recent project was a fundraising campaign to install a new sign for the library. Chenango County Sheriff’s office reported that on Tuesday at 10:40 PM, the 911 Center received a report of a snowmobile accident on Quarry Road in the Town of Oxford. The investigation determined that the operator of the snowmobile, 54-year-old Michael Buchanan of Bainbridge lost control of the snowmobile; he struck a guide and was ejected. Buchanan was pronounced dead at the scene.

Delaware County Deputies investigated a 1-car personal injury auto accident on Arbor Hill Road in the Town of Delhi. 79-year-old Nicholas Mastrandera of Delhi lost control of his vehicle on the snow-covered roadway, the vehicle traveled sideways leaving the roadway and slid down an embankment and struck a tree. Mastrandera was unable to free himself from the vehicle; Deputies were assisted by the Delhi Fire Department and EMS with the extrications from the vehicle and transporting Mastrandera to O’Connor Hospital for treatment of minor injuries.

Attorney General Eric Schneiderman today announced a lawsuit against Charter Communications, and its subsidiary Spectrum/Time Warner Cable for allegedly conducting a deliberate scheme to defraud New Yorkers by promising Internet service that they knew they could not deliver. The complaint alleges that since January 2012 Spectrum-TWC’s marketing promised subscribers who signed up for its Internet service that they would get a “fast, reliable connection” to the Internet. The investigation showed that Internet speed measurements delivered to subscribers on Spectrum-TWC’s fastest speed plans only a third to a half of the download speeds than they had paid for.

On Monday Morning at about 11:10 a.m., Chenango County 911 received a report of shots being fired in the area of Algerine Street, in the Town of Afton. Responding Troopers located a male subject suffering from a shotgun wound to his upper leg, he was transported to Wilson Hospital in Johnson City, where he was being treated for his non-life threatening injury. The circumstances of how this subject was injured is currently under investigation. The continuing investigation determined a burglary had occurred in the Town of Afton. After consultation with Chenango County District Attorney Joseph McBride, State Police arrested 34 year old James Fletcher of Greene, for 2nd degree Burglary. Fletcher was arraigned in Town of Afton Court and was remanded to the Chenango County jail on $50,000 cash bail or $100,000 bond. Chenango County Sheriff’s Office responded to a 2 car motor vehicle crash on State Route 12 in the Village of Greene. Deputies & Village of Greene Police reported that one vehicle was driven by 64 year old Danny Frayer of Oxford, when a 2nd vehicle operated by 33 year old Kyle Skidmore of Binghamton crossed the center line and was struck by Frayer’s vehicle. The passenger in Frayer’s vehicle, 54 year old Thomas Whittaker of Greene was pronounced dead at the scene. Frayer was transported to Wilson Hospital with minor injuries. Skidmore was transported to Wilson Hospital for treatment of serious internal injuries. Frayer and Skidmore were both wearing seat belts, Whittaker was not. The Sheriff’s Office has determined that Skidmore was operating at an unsafe speed for road conditions and failed to keep right.

Governor Cuomo announced a statewide crackdown on impaired and reckless driving during Super Bowl weekend. The New York State Police and local law enforcement agencies will implement the campaign, which includes underage drinking enforcement, increased patrols and sobriety checkpoints to deter, identify, and arrest impaired drivers. The campaign will be promoted on various message boards on highways across the state, including the New York State Thruway, and runs from Saturday, February 4 until 4 a.m. Monday, February 6.

Governor Cuomo announced that he is proposing to guarantee a woman’s right to choose in New York by adding the protections established by the 1973 Roe v. Wade federal decision into the state constitution. This would ensure these protections remain in place in New York in the event this decision is overturned, or altered by a new U.S. Supreme Court. Cuomo also announced proposals for further protection for women regarding access to birth control; he made those announcements in front of abortion rights supporters Sunday in Albany.

State Police arrested 25-Year-old Darin Wignall of Deposit for Criminal Mischief, 3RD Degree Assault & Criminal Contempt of Court. Troopers responded to a dispute on County Route 20 in the Town of Deposit, Wignall allegedly punched another man in the head causing a laceration. He also damaged several household items valued at about $500 total before leaving. Wignall’s conduct violated an order of protection, he was located, arrested & was arraigned in the Town of Deposit Court and was remanded to the Delaware County Jail on $1,500 cash bail or $3,000 property bond.

Chenango county Emergency crews responded to a 2 car head on crash near South Chenango Street Extension in Greene around 10:30 This Morning. Emergency responders claim that there was a fatality, State Route 12 north and south was closed for a couple of hours. Motorists were detoured around the scene for the investigation & clean up. Several other accidents have been reported due to the slippery road conditions this morning & this afternoon.

The American Hockey League will still have a team located in Binghamton following the recent announcement that the Ottawa Senators were moving their franchise out of Binghamton to Belleville Ontario Canada. Binghamton Senators executive Vice President or Operations Tom Mitchell commented at a press conference this afternoon:

Mitchell said that it took almost a year to make the switch in franchises happen, the league board of Governors approved moving the Devils to Binghamton from Albany unanimously at their meeting Sunday.

The city of Oneonta announced a new $200,000 Microenterprise Program, which was recently awarded to the city, by the state office of community renewal. The program will provide financial assistance to entrepreneurs, start up businesses, and existing Micro enterprises that will increase opportunity and can create jobs for persons of low to moderate income. Applications are due by February 28th; more information is available at 432-0114.


Chenango County 911 received a report of shots being fired in the area of Algerine Street, in the Town of Afton, Monday at about 11:30 AM. Responding Troopers located a male subject suffering from a shotgun wound to his upper leg, he was transported to Wilson Memorial Hospital in Johnson City, where he is being treated for his non-life threatening injury. The circumstances of how this subject was injured is currently under investigation. Initial reports suggested that Police were searching for a 2nd person for Questioning. Additional information will be released as the investigation progresses.

Local sales tax collections showed sluggish growth in 2016 compared to 2015, increasing 2.3% last year, according to State Comptroller Tom DiNapoli. The report showed that sales tax collections grew by more than 4% in six counties in 2016 one of those was Delaware County. The rest of the Southern Tier & central New York Area Increased by About 1%

Governor Cuomo announced $5 million is being awarded to county and youth fairs across the State through the Agricultural Fairgrounds Infrastructure Improvement Program. 56 local fairs can receive more than $89,000 to offset the cost of improvement and renovation projects, including new construction. The $5 million has been divided equally among the State’s local fairs; fairs must submit the scope of work and estimated budget for proposed projects. Projects must be submitted to the New York State Department of Agriculture and Markets, which is administering the program.
