The Village of Sidney, along with officials with Delaware County & the Governors Office of Storm Recovery, will host a meeting on Wednesday December 14th at the Sidney High School Auditorium. Sidney Village Mayor Andy Matviak said that there are plans for 122 more Buyouts of flood damaged properties, among other items to be discussed:

Oneonta Police arrested 31-year-old Gregory Flanagan of Otego for allegedly stealing a Motorcycle worth $35,000, from an Oneonta garage in May of this year. Flanagan was charged with burglary, grand larceny & petty larceny. He faces court action on the charges shortly.

The Chenango County Sheriff’s Office arrested 28-year-old Justin Harrington of Sherburne, for Sexual Abuse, endangering the welfare of a child, and forcible touching. Harrington allegedly subjected a victim under the age of 13 to sexual contact on multiple occasions. He was arraigned in the Town of Sherburne Court and taken to the Chenango County Jail on $10,000 bail.

State Police arrested 28-year-old Ryan Markoff of Binghamton and 31-year-old Angela Weyrauch of Binghamton, for 3 counts of Criminal Possession of a Controlled Substance, after a traffic stop on Frost Road in the Town of Windsor. During a search of the suspects and their vehicle a small amount of marihuana, heroin and meth was found. Markoff was additional charged with Unlawful Possession of Marihuana and other traffic violations. Both suspects were issued tickets returnable to the Town of Windsor Court on December 28, 2016.

The Sidney Students against Destructive Decisions are hosting a community holiday party from 9:00 AM to 3:00 PM Saturday, at the Sidney middle school gymnasium. Ithaca Police have arrested 38 year old Justin Barkley for 2nd degree murder for allegedly shooting 52-year-old William Schumacher. Police were called to the Ithaca Wal-Mart around 12:50 AM Thursday, where they found Schumacher dead at the scene. Officers tried to pull over the suspect vehicle along State Route 13 a short time later, the suspect took off and turned into the driveway, he fired a shot in the direction of police officers before running into the residence. Barkley is being held in the Tompkins County Jail on no bail. He will reappear in Ithaca City Court on December 14th.

Alexandria Duval will waived her right to an extradition hearing in Albany Court, she is accused of killing her twin sister Anastasia in Hawaii by driving their SUV off of a cliff, Alexandria was arrested after returning to Albany; Duval is expected to be brought back to Hawaii for prosecution shortly.

Regional Economic Development Council Grant money was awarded This Afternoon at the Egg in Albany. Governor Cuomo’s initiative started in 2001, with the concept of letting local stakeholders compete for state money for their own economic development plans:

Locally, the Southern Tier regional Economic Development council, which includes Broome, Delaware & Chenango Counties, will receive 60.4 million dollars this year, and the Mohawk valley Council, which contains Otsego county won a top 5 award of $81.9 Million dollars.

Binghamton Police have arrested 26-year-old Aizaz Siddiqui of Binghamton, for leaving the scene of a personal injury accident, in connection with the hit-and-run death of 20-year-old Stefani Lineva of Queens early Saturday Morning. Lineva’s body was found on State Route 434 near South Washington Street on Binghamton Southside at about 2:00 AM Saturday. Lineva was a student at Binghamton University, They announced a $10,000 reward for information leading to the arrest of the driver, other organizations have brought the amount of the reward up to $30,000. Siddiqui is being arraigned this afternoon in Binghamton city court.

Governor Cuomo announced the Department of Financial Services has published a Consumer Bill of Rights for New Yorkers facing foreclosure. Additionally, The Department has finalized a regulation protecting communities from the blight of “zombie properties” by requiring banks and mortgage servicers to report and maintain vacant and abandoned properties. Both actions follow legislation the Governor signed in June that curbs the threat “zombie properties” pose to communities by expediting foreclosure proceedings.

State police responded to an Otsego County 911 report of a car-pedestrian accident on Main Street in Unadilla. 15 year old Edward McKinnely of Unadilla was walking with another person on the westbound shoulder of Main Street when he was struck by an SUV driven by 47 year old Michelle Swift of Unadilla Police said that the accident occurred on a dark roadway near the shoulder at about 5:30 PM Monday, Swift was not intoxicated or impaired by drugs. McKinnely was transported by LifeNet to Upstate Medical Center in Syracuse with severe head and body injuries; he succumbed to the injuries earlier today.

Binghamton Police are investigating the death of Binghamton university student Stefani Lineva of Queens, who was found around 2:00 AM Saturday lying on State Route 434 South Washington Avenue and the Pennsylvania Avenue ramps. Lineva was taken to Wilson Hospital where she was pronounced dead from injuries consistent with getting hit by a vehicle. No eyewitnesses have come forward. Anyone with information is asked to call Binghamton Police at 772-7080, calls will remain confidential. A $10,000 reward is being offered for information leading to the arrest of the driver of the vehicle that hit Lineva Saturday.

Delaware County Sheriff’s Deputies arrested 47-year-old Joel Ortega of Walton Friday night on 1 count of felony DWI, following a reported 1 car MVA with entrapment on State Highway 10 in the Town of Delhi. Ortega is additionally charged with moving from lane unsafely and operating a motor vehicle out of ignition interlock restrictions, he was released & will return to Delhi Town Court at a later date. The investigation is continuing & more charges may be filed.

The Broome County Sheriff’s Office responded Saturday to Big Hollow Road & Cheese Factory Road in the Town of Sanford for a reported body lying in a drainage culvert. A passerby called in the report, officers determined that the victim was deceased; he was identified as 55 year old Christian Savu of Sanford. Delaware Academy was placed on lockdown for about an hour Friday afternoon, after the Delhi Village Police were made aware of a post made on social media threatening violence against the school. Delhi Police arrested 18 year old Ben Lane of Delhi and 21 year old David Piskacek of Fleischmanns, they were charged with making a terroristic threat, they were arraigned in Delhi Town Court, and Lane was sent to Delaware County jail on $500 cash bail and Piskacek was jailed on $1,500 cash bail.

The Chenango County Sheriff’s Office arrested a Binghamton man Friday for an active arrest warrant for a Sex offender that failed to report a change of address. 24 year old Lee Mead is accused of moving to Broome county in October & failed to register as a sex offender with authorities, he was arraigned in the Town of North Norwich court and released, he will appear in the Town of Sherburne court at a later date.

Governor Cuomo’s office announced that a special session of the legislature might be held before the end of the year. Lawmakers are lobbying for their first salary increase in 17 years, while the Governor wants more ethics reforms after another year of top level lawmakers & aids being arrested, or tried or convicted on a variety of corruption charges.

The Delaware County Sheriff’s Office arrested 5 SUNY Delhi students, 3 were involved in a “Drug deal gone bad” in the Village of Delhi. Deputies arrested and charged 20-year-old Naciar Odindo of Mt. Vernon, & 19-year-old Khalil Baldwin of Queens, for 4th degree Grand Larceny, plus Obstructing Governmental Administration & Criminal Possession of Marihuana. Police reported that both entered the Delhi residence or 21-year-old Dylan Freid of Syracuse, to buy marijuana, but subsequently decided to steal the marihuana instead.   Baldwin and Odindo then fled on foot, Freid flagged down a Deputy and notified him of the theft of the marihuana, Baldwin & Odindo were apprehended.  Freid was charged with Criminal Sale of Marihuana & Criminal Possession of marihuana, deputies also arrested 21-year-old Thomas Hite of Morris, and 20 year old Sharif Johnson of Queens, they were released on appearance tickets returnable to the Village of Delhi Court. Police seized 11 ounces of marihuana, synthetic marihuana, $931 dollars in cash, a handgun and a digital scale. Baldwin and Odindo were arraigned & were remanded to the Delaware County Jail on $25,000 cash bail; Freid was arraigned and remanded to the Delaware County Jail on $5,000 cash bail.

Norwich City Police have identified the victim of a shooting as 19-year-old Roxanne Shipman of Norwich on Thursday. Police responded to the report of a shooting Thursday at Division Street shortly after 6:00 PM, Shipman was transported to Chenango Memorial Hospital where she died from her injuries. The Norwich Police Department and the State Police Forensic Investigation Unit are investigating; preliminary reports suggest that the shooting could have been accidental.

Veronica Taft of Binghamton has had her murder conviction dismissed, she was convicted previously for 2nd degree murder, manslaughter, and endangering the welfare of a child, for the death of her 2 year old son Lyric in 2010. An appeals court has ruled that there was conflicting proof went against the weight of the evidence presented on the murder & manslaughter charges, the convictions for endangering the welfare of a child stand.

Governor Cuomo signed a bill into law that will require telemarketers to use accurate caller identification information. The bill is expected to eliminate unwanted calls in which caller id information on the customers phone does not display the telemarketers company or correct phone number. The state comptrollers office claims that they blocked 2,052 tax rebate checks worth $819,000 addressed to dead homeowners. Tioga Downs in Nichols will officially open as a full-fledged casino tomorrow. The site was awarded one of the last Casino licenses by the state gaming commission, as another way to increase upstate tourism & development. A New casino sneak Preview is being conducted at the Nichols facility this afternoon, prior to tomorrow’s official opening.

50-year-old Jeffrey Feldman of Worcester was sentenced top 35 years in Prison, after a recent trial & conviction in Otsego County Court. Feldman was found guilty of engaging in sexual acts on multiple occasions with females under the age of 13.

Governor Cuomo announced the 6 winning companies of the 76West Clean Energy Business Competition, which focuses on supporting and growing clean-energy businesses in the Southern Tier. The $1 Million Dollar Grand Prize winner was Micatu of Horseheads; they make an optical sensor that gives accurate voltage readings so utilities can reduce energy use. The $500,000 Award winner was Charge CCCV in Binghamton, which produces energy storage batteries for telecommunications systems and other industries that need storage with longer lifetimes. The $250,000 Award winners was ChromaNanoTech in Binghamton, which produces a dye that keeps windows transparent but blocks ultraviolet radiation, so buildings stay cooler and air conditioning loads are reduced.

Chenango County Sheriff’s deputies arrested a town of Sherburne man for DWI and aggravated DWI following a one-car crash last week. 24 year old Branden McDaniel was arrested by the Chenango County Sheriff’s Office following a crash on Kendricks Road in the Town of Sherburne on November 24th. McDaniel is accused of operating a vehicle with a blood alcohol content of .18 or higher. McDaniel will appear in Sherburne Town Court at a later date.

The City of Oneonta will have their annual Christmas Celebration tonight. An all day Ugly Sweater Contest concludes at 6:00 PM, at McLaughlin’s at 150 Main Street. The Oneonta Tree Lighting & the Oneonta Santa Claus appearance will be held from 5:00 to 8:00 PM in the Muller Plaza on Main Street.

The annual Downtown Norwich Tree Lighting Ceremony, will be held today at West Park. Santa will be visiting with area children in his igloo at the East Park gazebo, the Igloo will open following the Parade of Lights & will be Friday’s from 5:00 to 8:00 pm and Saturdays 1:00 to 4:00 pm during the Christmas holiday season.

The Chenango County Sheriff’s Department arrested 21-year-old Matthew DeVaul of Binghamton Tuesday, on a charge of Grand Larceny. DeVaul is accused in connection with a reported larceny of a vehicle from a Town of Afton residence; he was arraigned in the Town of Afton Court and remanded to the Chenango County Jail on $2000 cash bail pending future court action.

State Police arrested 32-year-old Curtis Commesso of Bainbridge for reckless endangerment, endangering the welfare of a child and criminal contempt, after troopers were advised of a domestic dispute on I-88 in the Town of Fenton. Commesso allegedly drove recklessly by another vehicle that was occupied by his ex-girlfriend, their young child and others, he swerved in front of the victim’s vehicle, and the behavior violated a court order of protection. Commesso was arraigned in the Town of Fenton Court and was remanded to the Broome County Jail in lieu of $2,500 cash bail or $5,000 property bond, pending future court action.

New York state’s Medicaid system made approximately $6.8 million in inappropriate payments, including $3.5 million for separately billed medical services that should have been covered by managed care plans, according to an audit released by State Comptroller Tom DiNapoli. Additionally, auditors identified 15 Medicaid providers who were charged with or found guilty of crimes that violated the laws or regulations of a health care program. So far, about $2.4 million of the overpayments were recovered. The report is available at osc.state.ny.us/audits.

A New York state environmental conservation officer was hospitalized after being shot while investigating illegal hunting in Columbia County. State police say 2 En-Con officers were checking out reports of trespassing with shots fired Tuesday afternoon; Officer James Davey was shot in the pelvic area by 54-year-old Alan Blanchard of Gallatin. Davey underwent surgery at MidHudson Regional Hospital and is listed in stable condition. Blanchard was charged Tuesday night with assault. He was being held Wednesday in county jail without bail.

The Otsego County Sheriffs department arrested 59-year-old Rhonda Wing of Morris for DWI Saturday after she crashed her car in the Town of Pittsfield. Wing was arraigned at the Pittsfield Town Court and is expected to reappear December 21st.

The State Assembly held a public hearing in Albany today regarding the rapid increase in student debt by college graduates. Statistics compiled by the state comptroller’s office shows that student loan debt has doubled in the last decade. Last year, New York residents had an average of $32,200 in student debt, which is well above the national average of about $25,500.

Delaware County Deputies arrested 46-year-old Ronald Walley of Walton, for DWI, failure to keep right and speed unreasonable and prudent, following a 1-car rollover accident on County Highway 23 in the Town of Walton. Walley was released on appearance tickets returnable to the Town of Walton Court on December 28th.

The State DOT announced that bridge work on State Route 30/206 northbound and southbound over the East Branch of the Delaware River in the town Colchester will require intermittent road closures in both directions starting today through December 2 from 7:00 AM to 3:30 PM each day. Crews will be setting bridge girders for the new bridge. Motorists will encounter traffic stoppages intermittently for 10 – 15 minutes several times during the work hours daily. Motorists are advised to be alert for slow moving traffic and sudden stops.
