Several area fire departments responded to a barn fire at 643 Halbert Hill Road in Gilbertsville late Monday afternoon. The barn reportedly did NOT house any livestock, and was used to house equipment. Fire fighters from Gilbertsville, south new berlin, Morris, & mount Upton also responded, no injuries were reported.

Delaware County Public Health announced that a gray fox tested positive for rabies from the town of Andes. There were no humans or animals exposed to the rabid fox. In the House of Representatives 19th Congressional District Race to replace Chris Gibson, Republican John Faso is against Democrat Zephyr Teachout.

In the 22nd congressional district Race To Replace Richard Hanna, a three way battle exists between Republican Claudia Tenney, Democrat Kim Meyers & 3rd party Candidate Martin Babinec.

On the eve of another Election, retiring congressman Richard Hanna reiterated to reporters that he is not going to run for governor of the state, after he recently declined to seek another term in Congress. Hanna and another outgoing congressman Chris Gibson have both been the topic of speculation that they would run for the Republican nomination for Governor, Gibson went as far as forming an exploratory committee & then decided to go into teaching instead, and Hanna has business concerns in the Mohawk Valley.

Governor Cuomo signed legislation that secures New York’s place on the list of states that have joined National Popular Vote compact. The bill modifies legislation signed by Governor Cuomo in 2014 that added New York to an interstate agreement in which member states commit to award their electoral votes for president to the candidate that receives a majority of the national popular vote. The original legislation required that New York be removed from the compact at the end of 2018 if the agreement had not been adopted nationally, the new measure removed the expiration date and keeps New York on the list of states supporting the National Popular Vote indefinitely.

Shortly after midnight Friday, Delaware County Deputies investigated a 1 car fatal motor vehicle accident on County Highway 33 in Bloomville. A 17 year old female lost control of the vehicle and left the roadway, the vehicle continued over the embankment, rolled over and struck a tree. The driver of the vehicle died at the scene as a result of injuries suffered in the crash. There is no indication at this time that alcohol or drugs were a factor in the crash, a blood sample was secured from the driver for toxicology analysis. The accident remains under investigation.

Last Wednesday afternoon, Oneonta Police investigated possible drug activity at 14 ½ Baker Street; Police arrested 23 year old Kwame Wilson of Utica for Criminal possession of a controlled substance & Unlawful possession of marijuana. Police recovered 23 individual packets of cocaine, $246 cash, a small quantity of marihuana, Wilson was held pending arraignment in the City of Oneonta court.

On Friday, The Broome County Sheriff’s department responded to a Motel in the town of Dickinson following a call for a medical emergency of a patient who stopped breathing an adjacent room. Deputies found 30 year old Brett Seymour unresponsive, administered Narcan, eventually EMS responded & declared that Seymour was deceased. In the room, Police found crack, cocaine, heroin; they arrested Rayshawn Thompson of Binghamton, Nicole Mills of Windsor, & Tessa Rivera of Elmira on a variety of charges. The Broome County Sheriff’s department has set up a tip line at 778-1196.

19 year old Wade Armstrong of Delancy was arrested after a hit-and-run accident at the Taylor’s Gas Station in an alleged attempt at robbing the store. Armstrong allegedly stole the vehicle from the Delancey area, drove to Oneonta & drove the vehicle into the building breaking the windows and damaging the structure & the vehicle. Armstrong was charged with two counts of Criminal mischief, unauthorized use of a motor vehicle, possession of stolen property and attempted burglary as well as numerous lesser charges, he faces court action shortly.

Tax collections through the first half of the state fiscal year fell $1.3 billion or 3.5% from the same period a year ago, as personal income tax receipts, lagged behind expectations, according to a report by State Comptroller Tom DiNapoli. Tax collections through September 30, were below collections in five of the first six months of last year. Collections were $918.7 million lower than original projections in the Enacted Budget Financial Plan, but $11.3 million higher than the most recent projections.

State Police arrested 59 year old Edward Henry of Milford for Forcible Touching, and Sexual Abuse, following allegations of subjecting another person to unwanted sexual contact without the victim’s consent. Henry was arraigned in the Town of Laurens Court and posted $1,000 bail and was released pending further court action. The investigation is ongoing.

The Arc Otsego will hold the 2nd Annual Hot Cocoa 5K Run & 1K Walk, Run & Roll Event at Neahwa Park in Oneonta Sunday. Delaware County Sheriff’s Deputies arrested 29-year-old Heather Terry and 28-year-old Daniel Jamieson, both of Walton, on Friday, for criminal possession of controlled substance. Both are accused of possessing Heroin following a probation search of their Walton residence, both were arraigned & were remanded to the Delaware County Jail, Terry on $2,000 bail and Jamieson of $10,000 bail. Both will re appear at Walton Village Court at a later date.

State Police reported 242 arrests for DWI during the Halloween Crackdown on impaired driving. The campaign ran from Friday and ended Tuesday, State Troopers issued 11,497 total tickets, including 4,342 for speeding, 322 for distracted driving, 333 for child restraint and seatbelt violations, and 176 for failing to “move over.” Additionally, Troopers investigated a total of 1,111 crashes, with 227 people injured, and 3 people were killed.

Delaware County Sheriff’s Deputies arrested 20-year-old James Hannigan of Hobart Saturday, on 1count of driving while ability impaired by drugs following a traffic stop in the Town of Meredith. Hannigan is additionally charged with failure to keep right, unlawful possession of marijuana, he was released on tickets returnable to Meredith Town Court at a later date.

The State Department of Labor recovered nearly $3.45 million in fraudulently obtained Unemployment Insurance benefits during the first 10 months of 2016. In 2015, the office set a record, collecting over $3.7 million in restitution from 568 cases statewide. The amount collected to date in 2016, already up to 93% of the total amount collected in all of 2015 and an 8% increase over the same period last year.

Delaware County Sheriff’s Deputies arrested 52-year-old John Coss, of Andes for falsely reporting an incident following an investigation into a 1-car motor vehicle accident on Rathbun Hill Road in the Town of Meredith. Deputies allege the defendant left the scene of a motor vehicle accident involving a rental vehicle after striking a tree, and later reported the vehicle stolen in an attempt to evade criminal action. Coss was later released on an appearance tickets for Delhi & Meredith Town Courts at later dates.

State Police are attempting to locate an unknown white male for questioning relative to a burglary on October 19th at a home on Bassett Road in the Town of Triangle. Governor Cuomo announced that the State has adopted regulations that will improve air quality by limiting emissions from existing diesel generators and natural gas-fired engines. The new regulations target nitrogen oxides and particulate matter emissions from existing equipment and actually go beyond the new standards recently established by the federal government, which only apply, to new equipment. On Friday night, October 28, members of the Delaware County Sheriff’s Office, State Police, Delhi Village Police, S.U.N.Y. Delhi University Police and Delaware County Probation Department conducted an Enhanced Traffic Safety Enforcement Campaign in the Delhi area. The campaign resulted in the arrest of 4 drivers impaired by the use of drugs and or alcohol; 3 of whom were also charged with Unlawful Possession of Marihuana. Additionally, 2 Walton residents were arrested and charged with Criminal Possession of a Controlled Substance that led to the discovery and seizure of heroin. 54 summonses were issued during the detail.

Grant funding will support a partnership between the state Department of Health & Cornell University that will evaluate the effectiveness of a curriculum that promotes healthy relationships and gender roles to adolescent males aged 12-14. The evaluation will assess the curriculum’s impact on participants’ perceptions of gender norms, social norms around violence. The goal is ultimately to reduce youths’ risk for future acts of sexual violence. The CDC grants enhances the states Enough is Enough initiative.

22 Congressional District independent candidates Martin Babinec is facing criticism from 3 Republican State Senators, for using their likeness on campaign flyers, without previous knowledge. In a joint statement Senators Fred Akshar, Joseph Griffo and Jim Seward claim the Upstate Jobs party candidate links Babinec to the senators through the Reform party, not the Republican or Upstate Jobs line, they claim that they disavow the misleading mailer, and none of the Senators are campaigning with or endorsing Babinec, or the other candidates in that race & they was focused on their own re-election campaigns for the State Senate.

Motorists must now slow down when they drive past sanitation vehicles, as a new state law classifies garbage trucks and waste collection vehicles as “hazard vehicles,” which adds them to the state’s “Move Over” law. Motorists must reduce their speed when passing waste and recycling collection vehicles with flashing lights, a violation could result in fines of $45 to $100 and can carry a prison term of up to 15 days. The “Move Over” law in 2012 required motorists to slow down when passing a construction zone or public safety vehicle with flashing lights; tow trucks & and now garbage trucks are added to the law.

21-year-old Rebel Whitman of Binghamton man faces several charges, after allegedly trying to flee law enforcement. The Broome County Sheriff’s Office attempted to stop a vehicle on Colesville Road near Route 11 in the Town of Kirkwood early this morning, Whitman allegedly failed to comply & continued to Sanitaria Springs, into Chenango County through back roads & then onto State Route 206 in the Town of Greene, where he sideswiped a State Police vehicle before traveling into a ditch. Whitman & a passenger were taken into custody, Whitman was charged with Forgery, Unlawful Fleeing a Police Officer, Reckless Driving, Aggravated Unlicensed Operation of a Motor Vehicle, plus numerous other Violations. Whitman was arraigned in the Town of Kirkwood Court and taken to the Broome County Jail. Whitman’s unidentified passenger was released.

Oneonta Police arrested 32-year-old Michael Young of New York City for allegedly bringing 149 bags of heroin into Oneonta by bus. Young was arrested Sunday at the Oneonta Trailways bus station on Market Street after police received information about a delivery of drugs into the City. Young was charged with the Criminal possession of a controlled substance & Unlawful possession of marijuana.

Delaware County Deputies responded Monday to a report of a 1-car motor vehicle accident on State Hwy 28 in the Town of Franklin. Deputies arrived on scene to find a pick-up truck on its roof with the occupant still inside. 72-year-old John Condon of East Meredith drove off of the roadway, through a ditch, flipped over & landed back on the roadway on the vehicle’s roof. Condon was transported to Bassett Hospital in Cooperstown. No tickets were issued.

An estimated 3000 people attended the Funeral of New York State Trooper Timothy Pratt today in South Glens Falls. Trooper Pratt was killed last week, while he was assisting a tractor-trailer driver stuck on a median in the town of Wilton, & was accidentally struck by a second vehicle driven by 59 year old Joel Duguay of Corinth. Trooper Pratt was a 30-year veteran of the State Police and also served in the United States Air Force for 7 years prior to becoming a New York State Trooper.

Governor Cuomo announced the availability of $45 million for counties to improve their emergency communications systems and upgrade technology. Each county and New York City can submit applications to fund projects involving infrastructure, equipment and technology upgrades. THE SIDNEY FOOTBALL TEAM WILL PLAY HARPURSVILLE-AFTON ON SATURDAY IN THE SECTION-4, CLASS-D SEMIFINALS, FOLLOWING A HEARING TODAY APPROVING THE ELIGIBILITY STATUS OF ONE OF HARPURSVILLE AFTON PLAYERS.   WCDO SPORTS WILL HAVE THE HARPURSVILLE AFTON -SIDNEY FOOTBALL GAME FROM TY COBB STADIUM AT UNION ENDICOTT AT 3:00 PM SATURDAY.

Governor Cuomo today announced that 39 businesses have joined START-UP NY and will expand in or locate to New York State through the tax-free program associated with colleges and universities across the state. The 39 have committed to create 817 new jobs and invest more than $30 million over the next 5 years. Locally at Binghamton University, 140 new jobs will be created through i3 Assemblies; a new manufacturing company that offers that produces electronic components medical diagnostic/imaging devices, cutting-edge space exploration and satellite technology; The Company will invest $8.2 million.

The Broome County District Attorney’s Office arrested 54 year old Ned Woodruff of Windsor for making a terroristic threat, for allegedly threatening a Broome County Judge Joseph Cawley. Woodruff is accused of threatening to kill Judge Cawley, unless the Judge ruled favorably in a criminal matter, as Woodruff was charged with harassment last year after his home was burglarized and $280,000 was reportedly stolen from his home. Woodruff was arraigned in Binghamton City Court and was remanded to the Broome County Jail without bail.

The Bainbridge Chamber of Commerce’s annual dinner will be held Saturday night at the Sundown Golf Course in Guilford. This year’s Citizen of the Year is John Payne, and the business of the year if Nana’s Keepsakes. Local Assemblyman Cliff Crouch will be the guest Speaker.

Magic City Music Hall announced today that Saturday evening’s concert with Rusted Root would be the venue’s final show. Over the past year the Music Hall has produced more than 2 dozen major concerts, including by REO Speedwagon, Kansas, and Third Eye Blind, among others. Ticket refunds for shows with Chase Rice and Josh Turner remain available at the place of purchase, including the Magic City Music Hall Box Office, as are refunds for any other previously postponed or cancelled concerts. The Music Hall Box Office will be open for refunds through 6:00 PM on Monday, after that, refunds may be obtained by sending a stamped, self-addressed envelope to Magic City, P.O. Box 462, Endicott.
