The 1st Primary Elections of 2022 will be held tomorrow around the state, with Polls open from 6:00 AM to 9:00 PM. The Democratic and Republican primaries for New York Governor are on the ballot. For the Democratic primary only, the primary race for lieutenant governor is on the ballot. State Assembly Primaries will also be held tomorrow in New York State. Congressional & State Senate Primaries will be held on August 23rd.

Governor Kathy Hochul today announced the opening of the initial intake tool to help small businesses determine their eligibility for the COVID-19 Capital Costs Tax Credit Program. The $250 million Program will support small businesses that made investments to comply with emergency orders and regulations or to increase public safety in response to COVID-19. If deemed eligible by the screening tool, a link to the application will be provided when the program application opens, more information is available at formrouter.apps.esd.ny.gov.

Governor Hochul is bringing state lawmakers back to Albany on Thursday to consider gun safety legislation in response to the Supreme Court striking down key portions of the state’s licensing law. The court on Thursday overturned the state law that required that people applying for a concealed carry permit demonstrate a specific need to have a gun in public. New York officials are considering restrictions on concealed carry in “sensitive locations,” such as government buildings and bars. They’re also looking at implementing specific training for permit applicants, among other options.

$178.8 million has been awarded to 75 communities across New York State for projects that promote environmentally friendly modes of travel and make it easier and safer to walk, bike or hike. Locally, $5,000,000 will go to the City of Oneonta to construct sidewalks and shoulders for pedestrians and bicycles along State Routes 23 and 28.

State Police issued a statewide alert for 53 year old Norman Wilson, who is wanted for questioning in a robbery last month in Onondaga County. Wilson is wanted regarding a robbery on 4th in Brewerton, & he is expected to be charged with 1st degree Robbery, unlawful imprisonment, conspiracy & criminal possession of a weapon, Wilson is a white male, 6-foot-2 and 220 pounds, with brown hair and hazel eyes. The State Department of Health announced updated clinical guidance for use of the Pfizer and Moderna COVID-19 vaccines in children down to 6 months of age. Following the FDA authorization and CDC’S recommendation, Children 6 months to 4 years of age are eligible for 3 shots of the Pfizer vaccine, the initial 2 doses are administered 3 weeks apart, followed by a 3rd dose administered at least 8 weeks later, Children 6 months to 5 years of age are eligible for 2 shots of the Moderna vaccine, given 1 month apart.

Terry DeCutler of Sidney and Nicholas DeCutler of Unadilla, will be facing Grand jury Action in Otsego County Court shortly, both were charged with 2nd-degree murder for the May 30th fatal stabbing of 24 year old Kaleb O’Neill in an alleyway near 6 Dietz Street in Oneonta. The DeCutler brothers are being held pending Grand Jury Action, the investigation is ongoing.

The Gus Macker Basketball Tournament is returning to Norwich this summer after a 2 year break due to the COVID 19 pandemic. Organizer Tom Revoir told WCDO that the tournament will be in a new location, and that volunteers are needed:

Law Enforcement agencies are warning Motorcyclists to watch out for deer on state roads, following an uptick in that type of accident. More people are rising motorcycles due to the summer weather and the high gas prices, a Steuben County Motorcyclist had to be airlifted after his bike his a deer earlier today, about 1 in 11 accidents with motorcycles involve deer.

The Affordable Care Act’s premium tax credits are set to expire in the coming months, U.S. Senator Kirsten Gillibrand is urging her colleagues to extend this coverage and save millions of Americans from losing their health care coverage:

Gillibrand said that the tax credits were included in the American Rescue Plan Act, the credits are due to expire at the end of 2022.

State Comptroller Tom DiNapoli’s office recently conducted an audit of the Franklin Central School. The Key Findings were that District officials did not adequately manage network user accounts, periodically compare installed software to an authorized software inventory or develop an IT contingency plan. In addition to finding sensitive information technology control weaknesses, the audit found that 9 of the District’s network user accounts were not needed. District officials generally agreed with the Audit’s recommendations and have initiated or indicated they planned to initiate corrective action.

Governor Kathy Hochul signed Alyssa’s Law, requiring schools to consider the use of silent panic alarm systems when conducting review and development of their school safety plans. The bill is named after one of the victims of the 2019 mass shooting at the Marjorie Stoneman Douglass High School in Parkland, Florida. The panic alarm systems cost just a few thousand dollars to purchase, and can be implemented in the classroom as a smartphone app.

State Police issued 15 tickets in Deposit Tuesday during an “Operation Hard Hat” detail. Troopers monitored traffic on the Interstate through Deposit while road crews made bridge repairs. During the detail, a trooper blends in with the workers and watches for risky and unsafe behavior. 15 tickets were issued, 11 of them were for Speeding.

The State Department of Labor released preliminary local area unemployment rates for May, the unemployment rate decreased to 4.4% in May, locally Chenango County had 2.8% unemployment, Otsego County 2.7% and Delaware County 3.1%.

Legislation co-sponsored by Assemblywoman Donna Lupardo of Endwell, is elevating care standards at animal shelters and animal rescue organizations in New York State. The new legislation will require shelters to pass state inspections, to be administered under the division of Agriculture and Markets. Violations could result in denial, revocation, suspension or refusal of license renewal as well as possible fines of between $100 and $1,000 per violation. The new standards take effect in 2025.

New York Mets pitcher Max Scherzer made a rehab start Tuesday night for the Binghamton Rumble Ponies in a 7-6 loss, in front of a record-setting crowd of 7,491 at Mirabito Stadium against the Reading Fightin Phils, he talked to reporters after the game:

Scherzer, was throwing to fellow New York Mets Catcher James McCann, he went three and a third innings, allowing three hits and two runs, with one walk and six strikeouts on 65 pitches. McCann was 1-4 with a run scored and a walk in his fourth game with the Rumble Ponies on a rehab assignment.

New solitary confinement rules under the Humane Alternatives to Long Term Solitary Confinement Act, or HALT, that limits a person’s prison time in segregated confinement housing were upheld after a federal judge dismissed a challenge filed by the state correction officers’ union last year. The Act caps the amount of time an inmate can be held in segregated confinement housing to 15 days, or 20 days over a two-month period. The union petitioned to overturn the law, the court also ruled an increase in violent attacks before HALT took effect could not impact the law, which took effect April 1.

This past January, Bassett Research Institute launched an investigation surrounding health care access and the use of telemedicine within Bassett Healthcare Network. The project was funded by a $50,000 grant from the National Institute for Health Care Management, after Bassett and other Hospitals around the country had to move to a telemedicine model on the fly as COVID numbers spiked. The Credit is a refundable payroll tax credit that can be claimed for eligible wages paid from March 13, 2020, through September 30, 2021. State Police arrested 25 year old Mason Kneedler of Cortlandville was arrested for 5 counts of Possessing a Sexual Performance by a Child. Kneedler is accused of possessing images consistent with child sexual exploitation. An investigation was initiated after a cyber tip was received by the New York State Internet Crimes Against Children Task Force. Kneedler was issued appearance tickets to the Cortlandville Town Court on July 11th . .

New York celebrated Juneteenth today, when the John R. Lewis Voting Rights Act was signed into law by Governor Kathy Hochul. The law will make it easier to sue over discriminatory voting policies and require areas with a history of civil right violations to get approval before changing election rules.

The Associated Press reported today that New York’s new law barring sales of bullet-resistant vests to most civilians doesn’t cover the type of armor worn by Payton Gendron of Conklin, when he killed 10 people at a Buffalo supermarket, May 14th. Gendron wore a steel-plated vest, which stopped a bullet fired at him by a security guard in the supermarket. New York’s law restricts sales of soft bullet-resistant vests to people who work in law enforcement and the military, plus people in certain other professions that require protective gear, that list has not been finalized.

Oneonta Police arrested 31-year-old Terry DeCutler of Sidney and 34-year-old Nicholas DeCutler of Unadilla,, for 2nd degree murder, for the May 30th murder of Kaleb O’Neill in the alley near 6 Dietz Street. They were arraigned in City of Oneonta Court and were remanded to the custody of the Otsego County Sheriff pending court action on Wednesday. The investigation is continuing, Anyone with additional information is asked to contact the Oneonta Police Department Detectives Division at (607) 432-1111.

State Troopers were dispatched Friday to a report of a drowning at Highland Park in the town of Union. When troopers arrived, a 12-year-old boy had already been pulled out of the pool by lifeguards and CPR was being performed. The 12-year-old was not breathing and had no pulse. Troopers, EMT & members if the Endwell Fire Department eventually had the 12-year-old breathing and did have a pulse when he was transported to Wilson Hospital, & he was later airlifted to Upstate University Hospital where he is still listed in critical condition.

Governor Hochul announced that $567 million is now available to help low-income electric and gas utility customers pay off past utility bills. This one-time, low-income utility bill credit will be applied to affected customers’ bills by the utilities, & requires no action by customers enrolled in the EAP program, The credit is expected to be applied to customers’ accounts by Aug. 1st. .
