Governor Hochul Announced the availability of $65 Million in Federal Emergency Home Heating Aid. Income qualifying households that have exhausted the available regular HEAP benefit and the first emergency benefit may now apply for a second round of assistance, provided they are facing either a heating utility shutoff, or an electric utility service disconnection that will impact their primary heating equipment. Delaware County Sheriff’s Deputies observed an SUV on Friday February 18th traveling 80 MPH in a 55 MPH zone on State Highway 17 in the Town of Hancock. Deputies stopped the vehicle and identified the driver as 19-year-old Albierys Connor of New York City. Further investigation revealed that Connor’s NY driver’s license had been previously suspended in the Bronx, Connor was charged with Aggravated Unlicensed Operation in the 3rd Degree and operating an Unregistered Motor Vehicle. Connor was released with an appearance ticket, returnable to the Town of Hancock Court at a later date.

Delaware County Sheriff’s Deputies observed a vehicle traveling on State Hwy 206 in the Town of Colchester on February 13th, with an expired inspection sticker. Deputies stopped the vehicle, they learned that the operator, Dustin Howe, had his driving privileges suspended for failing to answer previous summonses. Howe was charged with Aggravated Unlicensed Operation of a Motor Vehicle, Unlicensed Operator, Uninspected & Unregistered Motor Vehicle and Obstructed License Plate, Howe was released on Traffic Tickets, and is scheduled to appear in the Town of Colchester Court at a later date to answer for the charges.

The Broome County Health Department reports that the number of COVID-19 cases has decreased in the past month. The Health Department reported that in 1 months time, active cases went from 1421 to 313 currently, and hospitalizations from the virus decreased from just over 1100 to 72 on Wednesday.

2 of the owners of The Colonial in Binghamton have been arrested by Binghamton Police after an investigation that began in November. Yaron Kweller has been charged with 3rd degree Rape and Jordan Rindgen for criminal sale of a controlled substance. Binghamton Police expect another arrest in this case shortly, Kweller and Ringden were arraigned in Binghamton City Court and released.

The Chenango County Health Department confirmed 7 additional COVID 19 deaths from the period covering January 13th to February 10th. Chenango County has amended their statistics & now report 109 COVID deaths since the pandemic began. Chenango County health Department announced COVID vaccine clinics on Friday March 4th, with a Pfizer 1st dose Clinic for 5 years and Older from 3:00 to 5:00 PM & also on March 4th, a Pfizer Vaccine Only Booster Clinic for 12 Years and Older, also from 3:00 to 5:00 PM at the old Label Shopper store in the South Plaza in Norwich. A New Sienna College Poll reports that 58% of New Yorkers Polled believe that the state should wait until early March before deciding whether to lift the school mask mandate, compared to 30% who say the school mask mandate should have ended already, and 10% who want to see it end after this week’s school break. On New York’s indoor public mask mandate 45% say that the mandate should still be in place, compared to 31% who say it should have ended already and 20% who say it ended at the right time. Also in the New Poll, 60% say crime is a very serious problem, 31% said it’s somewhat serious. By a 65-27% margin, voters say ‘the bail reform law should be amended to give judges more discretion regarding bail.

State Comptroller Tom DiNapoli today released a report showing that New York’s environment and sustainability initiatives are creating new green occupations, as well as creating additional demand for existing occupations and changing the skills required to fulfill others. In total, these occupations made up over 17% of all jobs in the state pre-pandemic. He urged the state to fund more educational and workforce development programs to grow the green economy and help bolster New York’s pandemic recovery. DiNapoli’s report found that the number of jobs influenced by the green economy in New York exceeded one million in 2019 and 2020. The report can be found at osc.state.ny.us.

State DEC announced that the 2021 hunting seasons in New York were the safest ever, with the lowest number of hunting-related shooting incidents since record-keeping began. DEC Environmental Conservation Police Officers investigated nine hunting-related shooting incidents in 2021, including 1 fatality. 7 of the 9 incidents in 2021 were two-party firearm incidents; two incidents were self-inflicted. All identified shooters were experienced hunters with an average of 40 years of hunting experience, All incidents could have been prevented if those involved followed hunting safety rules.

Governor Kathy Hochul signed legislation creating a new Conditional Adult-use Cannabis Cultivator license. The Bill will allow New York hemp farmers to apply for a conditional license to grow cannabis in the 2022 growing season for the forthcoming adult-use cannabis market. An off-duty New York state trooper was killed Sunday in a snowmobile crash in Dannemora. 31 year old Joshua Gushlaw lost control of the snowmobile, veering from trail and hitting several trees, He was pronounced dead at the scene. Gushlaw joined the state police in 2016 & was assigned to Troop B in Plattsburgh.

Andes Central School Superintendent Dr. Robert Chakar has been placed on administrative paid leave pending an investigation into complaints, according to the Andes Central School Board of Education. Several Fire Departments responded to a fire at 775 State Street in Port Dickinson Early this morning. The Osbourne family home was completely destroyed in the fire, that was reported at about 1:00 AM today, the investigation is ongoing, one member of the family was airlifted to a Syracuse Hospital for smoke inhalation issues, and is expected to be discharged shortly.

The Otsego County Department of Health reported 3 more fatalities due to COVID-19 last week, Otsego County has had 108 deaths from the virus since it started 2 years ago. 7 people were hospitalized & County Health Department officials still report that the level of community transmission remains “high,” they report a 7 day positivity rate at 5.6%.

Delaware County Public Health reported 100 new Cases of COVID 19 for the week of February 12th to the 18th, with 1 more death reported. Delaware County has had 14 deaths from the virus since the beginning of the year.

The Governor’s Office and the State Health Department reported another decline in COVID 19 numbers Saturday, with 170,969 tested & 2640 testing positive, for a positivity rate of 1.54%. Patient hospitalizations were down to 2,574, with 443 in an ICU Bed & 245 on ventilators. there were 38 deaths from the virus Saturday

Governor Kathy Hochul was picked Thursday in New York City as the Democratic party’s choice for the 2022 race for Governor. Hochul has more than $21 million in her campaign warchest, she earned 85.6% of the weighted vote at the Democratic Party convention Thursday, she will likely still face primary challenges from Congressman Tom Suozzi and New York City Public Advocate Jumaane Williams.

Sidney Police arrested 44 year old Andrew Besuglow of Afton Tuesday on a drug charge, following a vehicle and traffic complaint received on December 3rd, where Besuglow was arrested for allegedly Driving while ability impaired by drugs, the substance was sent to the State Police crime lab for processing, where it was confirmed to be Fentanyl. Besuglow was charged with Criminal possession of a controlled substance, he was arraigned in the Village of Sidney Court where he was released on his own recognizance at appear back in court at a later date.

The State’s 1st Free Fishing Weekend of 2022, on February 19 and 20, when freshwater anglers are permitted to fish for free without a license. Additional free fishing days include June 25 and 26, September 24 (National Hunting and Fishing Day), and November 11 (Veterans Day). During free fishing days, residents and visitors can fish for free on any of the state’s 7,500 lakes and ponds or 70,000 miles of rivers and streams. New York Attorney General Letitia James announced that the State Supreme Court ruled that Donald Trump, Donald Trump, Jr., and Ivanka Trump must all appear for sworn testimony, and Donald Trump must produce additional documents in compliance with subpoenas from the Office of the Attorney General. The judge ordered the Trumps to appear for testimony within 21 days, and ordered Donald Trump to produce additional documentation within 14 days.

The State Supreme Court, Appellate Division has ruled Delaware County was justified in terminating former Department of Social Services Commissioner, Dana Scuderi-Hunter and her petition to be reinstated and receive back pay was denied. In 2019, Delaware County filed charges against Scuderi-Hunter for misconduct, insubordination, and child endangerment. Under Civil Service Law, an independent Administrative Hearing Officer was brought in to review evidence, hear testimony, and make a recommendation to the Delaware County Board of Supervisors regarding the case, the Officer found significant evidence to support the charges and recommended immediate termination with no back pay.

A Female State Trooper has filed a lawsuit asking a federal court to declare that former Governor Andrew Cuomo, top aide Melissa DeRosa and state police violated her civil rights. The trooper’s name was not disclosed in the lawsuit, which was filed Thursday filed in New York City, the trooper seeks attorney fees, damages for “severe mental anguish and emotional distress,” and a declaratory judgment that Cuomo, DeRosa and state police violated civil laws on the federal, state and city level prohibiting sexual harassment.

State Police, the Schenevus & Worcester Fire Department and Otsego County Emergency Services all responded to State Route 7 across from the Schenevus Central Schools on Wednesday afternoon, following the report of a car striking a tree. The driver, 30 year old Stephanie Robinson of Schenevus was airlifted by LifeNet to Albany Medical Center for serious injuries. She was the only person in the car, the crash remains under investigation.

State Police Bureau of Criminal Investigation responded to the scene of a fatal fire in Gilbertsville Monday Morning at 22 Maple Street. Members of the fire department located the resident of the home deceased inside, she has been identified as 64-year-old Lucinda Dubben, The investigation into the fire continues, State Police investigators said that foul play is not suspected.

The State Cannabis Control Board today approved the filing of proposed Medical Cannabis Program regulations for public comment that will implement certain provisions of the state’s new Cannabis Law, today’s decision will shift the program from the State Health Department to the Office of Cannabis Management. The regulations allows for flexibility for pharmacists to provide their services remotely, Replaces a requirement that Registered Organizations maintain continuous video surveillance for 24 hours a day and Allows the Office of Cannabis Management to modify product testing requirements as necessary.

During the Superbowl Weekend STOP – DWI campaign Troopers in Troop “C” removed 9 impaired drivers off the roadways. The enforcement initiative ran from Friday, February 11 through Monday, February 14. The STOP – DWI campaign is funded by the Governor’s Traffic Safety Committee and utilizes increased patrols and sobriety checkpoints to deter, identify and arrest impaired drivers.

The Broome County District Attorney Mike Korchak announced that a grand jury has filed charges against 2 murder suspects in Broome County Court regarding unrelated homicide cases. Mitchell Lindow was charged with 1st degree murder in connection to a December 2nd stabbing, where Lindow allegedly killed David Royes while committing a felony burglary at 110 Main Street in Binghamton by stabbing him multiple times. Korchak also said that Kyle Babola is charged with 2nd degree murder for the killing of Scott Grover with a machete in Johnson City. Both face court action at a later date.

The State Office of Cannabis Management announced proposed regulations for the Medical Cannabis Program that implement certain provisions of the state’s new Cannabis Law. The Marijuana Regulation and Taxation Act included updates to the program designed to consider environmental impacts and create efficiencies, & also includes technical changes to the regulations to formally shift the program from the Department of Health to Office of Cannabis Management. The regulations were submitted to the Cannabis Control Board for its review and approval at its meeting on Thursday, i the Board approves, the regulations will advance to a 60-day public comment period.

The Binghamton Police Department arrested 36 year old Marquetta James of Connecticut for 2nd degree arson, in connection with the fire at 159 Conklin Avenue yesterday. Binghamton Police Detectives found James at a local hotel, Authorities stated that James was an acquaintance to 1 of the residents in the building. 20 adults and 9 children were displaced by the fire.

State Comptroller Tom DiNapoli announced the results of an audit of the Delaware-Chenango-Madison-Otsego BOCES Procurement practices. The audit found that the purchasing agent made 22 purchases with 7 purchases totaling $49,300, where competition was not sought, as required. Staff could not provide documentation to support efforts were made to obtain the best price.

The U.S. Department of Justice announced that 42 year old Brian Whipple of New Berlin pleaded guilty to child pornography charges on Monday. Whipple was arrested in June 2020, he had over 5,000 child pornography images and videos, he will likely serve 5 to 20 years in jail & will have to register as a sex offender upon his release.

State Police responded Monday to a 2-vehicle crash on State Route 26 in the town of Maine. The investigation revealed that 32 year-old  Alainna Stemple of Binghamton and 19 year old Nathan Baker of Glen Aubrey collided on State Route 26. Both operators were extricated by fire personnel, Stempel was taken to a Wilson hospital, where she later died, Baker was airlifted to Upstate Medical Center. The investigation continues.

State Comptroller Tom DiNapoli announced the results of an audit of the Otsego County Industrial Development Agency regarding the Oneonta Rail Yards Acquisition. The audit stated that the agency did not adequately plan for the 2017 acquisition of the rail yards, which was acquired based on a $6 million to $20 million development plan, but without an interested developer. Auditors found no indication that the board of directors had significant discussions of the pros and cons of developing the property, they then learned that a large-scale timber operation would be the only type of local industry that could profitable at the Rail Yards property.

The Chenango Arts Council’s annual Chenango Student Art Show will take place from March 4th to March 31st, the exhibit will open with a reception and awards ceremony on Friday March 4 beginning at 5:30 pm. In addition to a number of awards for different categories, 2 scholarships will be awarded for Chenango County seniors intending to pursue a degree in the Arts. The exhibit will be displayed in the Mariea Brown and Raymond Loft Galleries, located at the Chenango Arts Council, 27 West Main Street, Norwich and on the Arts Council’s social media. The Otsego County Office of Emergency Services were requested to respond to a reported structure fire at 22 Maple Street in the Village of Gilbertsville Monday morning at about 9:15 AM. Firefighters from Gilbertsville, Morris, Mount Upton, Otego, Sidney, Wells Bridge and Otsego County EMS, all responded to the scene, 64 year old Louise Dubben was located deceased inside her residence. The Otsego County Office of Emergency Services, New York State Office of Fire Prevention and Control and the New York State Police are leading investigation efforts. An investigation into the fire is ongoing.

The City of Oneonta Police Department has arrested 29 year old Elijah Vergari of Oneonta in connection with the NBT bank robbery that occurred at 1 Wall Street in the City of Oneonta on December 29th. An indictment was handed down by a Grand Jury for the arrest of Vergari, Vergari was delivered to the Otsego County Court Monday, he was arraigned for 3rd degree Robbery, Due to the existence of pending felony charges in Delaware County, bail was set for $10,000 cash bail and he was remanded to the custody of the Otsego County Sheriff. The Oneonta Police Department worked in conjunction with the New York State Police Forensic ID unit, the U.S. Department of Homeland Security Investigations, and NBT bank security services.

An Oneonta man died in a two-car crash on Route 365 in Westmoreland late Sunday night. The Oneida County Sheriff’s Office stated that 20-year-old Joshua Parker of Utica, was driving westbound on Route 365 when he started to have car trouble and put his flashers on while trying to make it to a gas station, Parker’s vehicle was hit from behind by 40-year-old Lance Johnson of Oneonta, who was transporting medical test samples to a lab. Johnson was pronounced dead at the scene. Parker was taken to St. Elizabeth Medical Center to be treated for injuries that are not considered to be life-threatening. The investigation is ongoing.

Assemblyman Joseph Angelino is announcing his re-election campaign. Angelino is serving in his first term, He is the ranking Republican on the Assembly Committee on Oversight, Analysis and Investigation. Angelino will be running in the new 121st Assembly District which includes the majority of Chenango and Broome counties, and portions of Madison, Otsego, Sullivan and Delaware counties.
