Former Assembly Republican Minority Leader Brian Kolb pleaded guilty Monday to driving while ability impaired, relating to an incident on New Year’s Eve 2019 in Ontario County. Police reported that Kolb was behind the wheel when he crashed his state-issued vehicle went into a ditch, he blamed the crash on his wife. Kolb stepped down from the position of Assembly Minority Leader days later, he did not seek re-election to the Assembly in November 2020.

On Wednesday, October 27th, Delaware County Sheriff’s Deputies responded to a report of a male subject acting irrational and driving at an extremely high rate of speed on State Highway 30 in the Middletown/Andes area. Responding Deputies located 29-year old James Lor of Margaretville, who is accused of operating the vehicle while in an intoxicated condition. Lor’s Driver’s license was revoked due to numerous previous DWI related suspensions. Lor was also found to be in possession of a small quantity of Cocaine. Lor was charged with Felony DWI, Aggravated Unlicensed Operation of a Motor Vehicle, Criminal Possession of a Controlled Substance, along with several other charges, Lor was arraigned in the Town of Delhi Court and was released on his own recognizance, pending court action at the Town of Middletown Court at a later date.

State Police, the Delhi Police Department, and the State University Police at Delhi responded to a fight Sunday at a large college party off campus on Scotch Mountain Road in Delhi. One person sustained stab wounds and was ultimately transported to Albany Medical Center for treatment. 3 others were treated at a local hospital for non-life-threatening injuries. The incident is still under investigation but appears to be an isolated incident. Anyone who may have witnessed the altercation is asked to call New York State Police at (607)432-3934.

Delaware County Public Health reported 1 more COVID 19 death in their report covering last Thursday & Friday, bringing their total to 64. The County had a positivity rate of 4.86%, more than twice the state average, they had 39 new cases, 108 active cases & 6 hospitalized and 125 quarantined. 52.1% of eligible Delaware County Residents were vaccinated against COVID 19.

UHS Chenango Memorial Hospital will be hosting two upcoming vaccination clinics for eligible individuals looking to receive a booster or third dose of the Moderna COVID-19 vaccine. 16 citations were issued during an “Operation Hard Hat” detail in Broome County. On October 28, 2021, Troopers monitored traffic in the active work zone on State Route 17 east to Interstate 81 north in the city of Binghamton. Road crews were replacing concrete pavement. During the detail, a trooper blends in with the workers and watches for risky and unsafe behavior. 5 Tickets were issued for speeding, 4 for cellphone use while driving, 2 for violating seat belt laws & 5 for other assorted violations.

Local sales tax collections totaled $5.2 billion in the third quarter (July-September of 2021), up $861 million (20%) from the same period last year and continuing the trend of exceeding pre-pandemic levels, according to a report released today from State Comptroller Thomas P. DiNapoli. Statewide, every region saw solid growth in sales tax collections during the third quarter compared to the same period last year. Outside of New York City, the July-September period marked the fifth consecutive quarter that county and city sales tax receipts met or exceeded pre-pandemic levels. Statewide local sales tax collections in the third quarter of 2021 grew 8.6% ($409 million) over the pre-pandemic third quarter of 2019.

U.S. Marshals arrested a Georgia fugitive in Binghamton, who was wanted for a fatal shooting in Atlanta. Marshals arrested 21 year-old Dalonqueze Powell of Atlanta was arrested at a residence on Tracy Street in Binghamton, Marshals were assisted by State Police, Binghamton Police & several other agencies.

Governor Kathy Hochul reported that the numbers are slowly improving regarding COVID 19 in the state Saturday. over 166,000 were tested Saturday, with 3588 positives, for a positivity rate of 2.1% Patient Hospitalization are down to 1,842, the number of Patients in an ICU is down to 448 & the number on ventilators is down to 253, there were 26 deaths reported in hospitals & nursing homes Saturday.

Governor Kathy Hochul signed legislation designating a portion of State Route 51 in the Town of Butternuts as SP4 Richard F. Walton, Jr. Memorial Highway. Richard Walton, Jr. was born and raised in the Town of Butternuts, he underwent basic training and medical training after enlisting, he volunteered to go to Vietnam, On February 6th, 1970, while serving in Vietnam, Walton lost his life in a helicopter crash.

35 year old Patrick Kain of Norwich was sentenced in federal court Thursday to 35 years in jail & 20 years post release-supervision on 3 counts of sexual exploitation of a child and 1 count of committing a felony involving a minor by a registered sex offender. Kain was convicted in Chenango County Court of Sexual Abuse in 2014, which required him to register as a sex offender; he admitted that he created sexually explicit images & videos of 3 different victims approximately 5 years old.

Otsego County Sheriff Office arrested 33 year old Amanda Brown of Otego for Over-driving Torturing & injuring animals, & failure to provide sustenance. Brown was charged this week following a complaint to the Sheriff’s Office, Brown Faces court action in Town of Otego Court at a later date.

The Albany County Sheriff’s Office has filed charges against former Governor Andrew Cuomo for forcible touching, relating to an incident last December at the Executive Mansion in Albany. The Albany City Court issued a summons for Cuomo to appear in that court November 17th, investigations in other jurisdictions are continuing.

Otsego County Department of Health reported that the County remains at a HIGH level of community transmission, with 108 active cases, 28 new cases reported Thursday, with 7 Hospitalized. This Year, the Health Department is aware of 672 breakthrough cases of COVID in fully vaccinated individuals, which corresponds to 2% of the fully vaccinated population. There have been 3,185 cases in unvaccinated individuals, which corresponds to 15% of the unvaccinated population. An unvaccinated person is 7.5 times more likely to contract COVID-19, and 10 times more likely to be hospitalized & they are more likely to suffer more severe illness & death. Governor Kathy Hochul today signed a package of legislation that prohibits the sale of ghost guns, prohibits the possession of unfinished frames or receivers by anyone other than a licensed gunsmith or dealer in firearms and requires gunsmiths and dealers in firearms to register firearms in their possession. Another bill adds firearms designed to resemble toys to the definition of a ‘disguised gun.’

Delaware County Public Health Announced Another Death From COVID 19, bringing their total to 64 since the pandemic began. Norwich Police arrested a Texas man following a high speed chase Late Wednesday Night. Norwich Police arrested 46 year old Ronald Alexander Jr. of Pharr, Texas for criminal possession of a controlled substance, criminal use of a firearm, criminal possession of a weapon, Unlawful Fleeing Police, reckless endangerment, & Driving While Ability Impaired by Drugs. Otsego County sheriff’s deputies arrested 52 year old Timothy Arnold of Edmeston for 1st-degree disseminating indecent material to minors and failure to notify an account change for a sex offender. Arnold was arrested Tuesday following the execution of a search warrant at his residence, he is accused of requesting nude pictures and he allegedly solicited sex from a minor, he also failed to register his social media accounts to authorities which is required by paroled sex offenders.

The State Attorney General’s Office announced the indictment of Trooper Christopher Baldner, for 2nd degree Murder, 2nd degree Manslaughter and Reckless Endangerment. The indictment alleges that Trooper Baldner, while on patrol along the State Thruway in Ulster County in December, used his police vehicle to ram a car occupied by the Goods family, causing the car to flip over, resulting in the death of 11-year-old Monica Goods. Additionally, the indictment alleges that, in September of 2019, Baldner similarly endangered the lives of 3 passengers by using his police vehicle to ram their car. Baldner was arraigned and was remanded, Baldner a bail hearing will be held today.

Federal prosecutors in Broome County Have charged Connor Spells of Sacketts Harbor following an undercover investigation regarding child pornography and an attempt to meet an underage female for inappropriate sexual behavior. Spells is accused of driving to Broome County to meet with a 10- year-old girl, he was met by officers and was charged with attempted enticement of a minor and distribution of child pornography Spells is being held pending future court action.

Governor Kathy Hochul announced that the State DOT & Emergency crews are gearing up to respond to any issues that pop up due to the nor’easter spinning across the state today & into tonight. Governor Hochul declared a State Disaster Emergency for several counties, including Broome, Chenango, Delaware, & Otsego Counties, locally; The National Weather service has Flood Watch’s & Flood Warnings in effect throughout the state.

State Police reported that no one was injured in a prolonged dangerous issue early Monday Morning. Delaware County 911 received about 30 calls regarding a wrong-way driver on State Route 17 in Hancock travelling eastbound in the westbound lanes. Troopers responded, coordinated a road closure of State route 17 East of Exit 94 and were able to stop the vehicle. The investigation found that an 86-year-old man from Ithaca had not returned home and had been reported missing by his wife to the Ithaca Police Department, the man was suffering from Dementia, he was transported to an area hospital, and there were no reported accidents or injuries from the incident.

Delaware County Public Health reported another COVID 19 death in Monday’s report; they now have 63 deaths from the virus. From Saturday through Monday, Delaware County reported 24 new cases, 131 active cases, with 2 hospitalized & 122 quarantined, 51.9$ of Delaware County Residents are vaccinated.

The New York State Department of Labor today released preliminary local area unemployment rates for September 2021. Rates are calculated using methods prescribed by the U.S. Bureau of Labor Statistics. The State’s area unemployment rates rely in part on the results of the Current Population Survey, which contacts approximately 3,100 households in New York State each month. To recap last week’s statewide press release, New York State’s seasonally adjusted unemployment rate decreased from 7.4% in August to 7.1% in September 2021. Locally, Chenango County had 3.8% unemployment, Delaware County 4% & Otsego County 3.9% in September.

17 organizations were awarded grants totaling over $318,000 from the Community Foundation for South Central New York. The successful grant applications were approved through a competitive, volunteer panel and board review process, are for a variety of capital projects, operations, economic development, and programming. 24 year old Elijah Burnside of Binghamton pleaded guilty to 2nd degree manslaughter in Broome County Court Monday, Burnside admitted to driving at a high rate of speed in Binghamton November 21, 2019, & hitting a vehicle driven by 70 year old Ronald Phetphonsy of Binghamton, resulting in his death. Burnside faces sentencing at a later date.

On Saturday, Sidney Police received a complaint of a robbery in progress at the Mirabito convenience store at 1 West Main Street, by a white female wearing a mask over the lower part of her face and a hooded sweatshirt. The employee handed $1,619 to the suspect who then fled the scene. No firearm or weapon was displayed during the incident. On Sunday, the suspect was taken into custody, 28 year old Alicia McAdams of Sidney was charged with 3rd degree Robbery & 4th degree Grand larceny, McAdams was arraigned in Village of Sidney Court, and she was released on her own recognizance to appear back in court at a later date.

Delaware County Sheriff’s Office arrested 24 year old Elizabeth Crandall of Meredith after Deputies observed a vehicle fail to stop at the stop sign at the intersection of County Highway 26 and State Highway 10 in Hamden. A check of Crandall’s driver’s license revealed that her driving privileges were suspended for failure to answer a summons out of the Town of Franklin Court. Crandall was charged with Aggravated Unlicensed Operation of a Motor Vehicle, Failure to Stop at a Stop Sign, and Operating a motor Vehicle with an Obstructed View, she was released on and directed to appear at the Hamden Town Court on a later date.

Delaware County Sheriff’s Deputies responded to a one car Motor Vehicle Accident on Prospect Ave in the Village of Walton on October 17th. 31-year-old James Young of Walton was traveling north on Prospect Avenue when his vehicle exited the roadway and impacted a section of guidewire, Young’s ability to operate a motor vehicle was impaired by alcohol and drugs at the time of the collision. Young was charged with Failure Maintain Lane, Speed Not Reasonable and Prudent, Driving while Intoxicated, Driving While Ability Impaired by Drugs, and Aggravated Leandra’s Law DWI for operating a motor vehicle while under the influence of drugs with a child less than 15 years of age in the vehicle. Young was released with tickets returnable to the Village of Walton Court at a later date.

Governor Kathy Hochul announced the grand opening of Binghamton University’s Decker College of Nursing and Health Sciences in Johnson City, Monday. The State has invested a total of $287 million to complete the 13-acre Health Sciences Campus, which includes Decker College, More than 130 faculty and staff are employed, with more than 700 students.

State Police responded to a 3-vehicle crash in the town of Guilford Sunday night shortly before 8:00 PM. Troopers and multiple EMS and fire personnel responded to the intersection of County Road 35 and State Highway 8, where a Dodge Pickup traveling eastbound on County Road 35 and a Ford Fusion was traveling north on State Highway 8. The Dodge Ram entered the intersection and struck the Ford Fusion then struck a Subaru Forester which was stopped at the intersection on County Road 35. The operator of the Fusion was a 36-year-old female of New Bedford, Massachusetts, & the passenger was a 30-year-old female of Port Leyden, New York, they were taken to Wilson Hospital with serious injuries. A 5-year-old female, a 7-year-old female and a 3-year old female all of Port Leyden, were transported to Tri-Town Hospital with non life-threatening injuries. The 69 year old man driving the Dodge was evaluated at Tri-Town Hospital and released. His passenger, a 37-year-old male was not injured. The operator & a passenger in the Subaru were taken to Tri-Town Hospital then to Wilson Hospital. The crash remains under investigation.

Sidney Police Department received a complaint Friday Morning of a fight in progress in the parking lot of the Smiley’s convenience store on West Main Street. The investigation revealed that it was a home invasion at the residence above the convenience store. 2 males entered 17 West Main Street by force, they took a small safe or lock-box, they got into a physical altercation with a resident, a witness called 911 and also give a description of the vehicle & license plate number. State Police assisted & arrested 22 year old Lucas Tanner of Franklin, Friday, he was charged with 2nd degree Burglary, 2nd degree Robbery, plus Conspiracy & Petty larceny, he was arraigned in Village of Sidney Court & was remanded to the Delaware County Jail on $25,000 bail. The 2nd suspect is still at large and is expected to be identified & arrested shortly.

State Comptroller Tom DiNapoli released his office’s annual report on the Wall Street Securities Industry. Wall Street’s run of prosperity extended into the first half of 2021 with $31 billion in pre-tax earnings, beating 2020’s outsized first half profits of $27.6 billion, even as job losses accelerated in New York City’s securities industry. DiNapoli said that State revenues in the first half exceeded initial projections by $5.2 billion, because of Wall Street and the increased income taxes on wealthy New Yorkers, however, the report shows that despite the profitability, jobs are being relocated elsewhere, New York will have lost about 9,000 securities jobs, bringing the total down to 175,000.

Ireland said that a few trees are out in local stores & financial institutions with more to come, people can take the tags off of the trees, purchase the item on the tag & bring the present back to the location the tag came from. George Carnrike III has joined the leadership team at UHS Chenango Memorial Hospital. The Norwich native will serve as the hospital’s security supervisor, he has 10 years of law enforcement experience, including as a City of Norwich police officer until 2016.

The Village of Sidney Board of Trustees will hold a Public Hearing on the Local Law #3 tonight at 7:00 PM at the Community Cultural Center at 1 Bridge Street. The State Health Department Test Results Reports the positivity rate continues to trend downward, with 162,737 tested for COVID Saturday, with 2,861 positive tests, which was 1.76% of those tested. Patient Hospitalizations are down to 2,007, Patients in an ICU bed were down to 453, Patients on ventilators was down to 245. New deaths reported by healthcare facilities was 32 on Saturday.

The Broome County Health Department announced that they have reached 400 deaths from COVID-19 since March 2020. The department reported that the peak month was January of 2021 when 86 people died from the virus. Currently, there are 778 cases of COVID 19 in Broome County, with 73 hospitalized, The deadliest month was January 2021, where the county reports 86 deaths from the disease. Currently, there are 778 active cases of COVID-19 in Broome County. 73 people are hospitalized. More than 24,200 positive cases have been reported since the beginning of the pandemic.

Delaware County District Attorney John Hubbard has announced the start of his campaign for Delaware County Judge in the 2022 election. The position will be on the 2022 ballot following the announcement of retirement by Judge Richard Northrup. Hubbard was elected District Attorney in November 2016 and was re-elected in 2020, he previously served as Chief Assistant District Attorney under Northrup for 10 years, after first joining the office in 2000 as an Assistant D.A.

The Cannabis Control Board today advanced regulations for public comment that will allow for the home cultivation of medical cannabis. The regulations follow the requirements of Marijuana Regulation and Taxation Act, allowing for up to three mature plants and three immature plants per person and a cap of six mature and six immature plants within any private residence. The US Attorney’s office announced that 35 year old Matthew Bormann of Sherburne pleaded guilty to possession of child pornography, in federal court this week. Bormann admitted that on March 12th, during a visit at his home from his United States Probation Officer, he possessed at least 3500 images and video files of child pornography on a cellular telephone he was prohibited from possessing under the conditions of his supervised release, following a 2014 federal conviction for possession of child pornography. Bormann will be sentenced for this 2nd conviction & for violating the terms of his probation on March 2nd 2022.

Butterball has issued a recall on more than 14,000 pounds of ground turkey products after consumers complained of finding pieces of blue plastic embedded in their raw ground turkey. The items being recalled are the 2.5-pound “farm to family Butterball all-natural Ground Turkey” trays with a sell-by date of October 18th, and the 3-pound “Kroger Ground Turkey” trays with an October 17 sell-by date. The items were produced on September 28, & should be returned to the place of purchase.

The FCC has adopted rules to establish 988 as the new, nationwide, 3-digit phone number for Americans in crisis to connect with suicide prevention and mental health crisis counselors. To ensure that calls to 988 reach the National Suicide Prevention Lifeline, area codes with a “988 Exchange, will need to transition to 10-digit dialing. Beginning THIS SUNDAY, in the 607 area, callers must dial 10-digits, the area code + telephone number, for all local calls, those who only dial the 7 digit phone number will not have their call completed, and a recording will remind the caller to hang up and dial again using the area code and the 7-digit number.
