State Comptroller Tom DiNapoli released a report regarding the City of Norwich’s adopted budget for the 2021 fiscal year.  The review found that officials adequately assessed the impact of the pandemic on financial operations while developing estimates for significant revenues and expenditures in the 2021 adopted budget.  A Key Recommendation, City officials should carefully monitor their budget to actual revenues and expenditures and make amendments to the budget as needed throughout the year.

The State Department of Transportation has begun the $16 million project to replace the bridge carrying U.S. Route 11 (Front Street) over Interstate 81 in the Town of Dickinson. The project will also construct roundabouts at two intersections along U.S. Route 11 and upgrade a third with new traffic signals. The estimated completion date of the project is fall of 2022.

The Statewide COVID-19 Positivity rate dropped below 1% Wednesday after 186,000 tests were conducted.  The rate dropped to .85%, the lowest since last September  11th, the 7 day rolling average has declined for the last 45 days.  Hospitalizations dropped to 1490, there were 339 ICU patients, 208 were on ventilators, there were 18 deaths attributed to the virus Wednesday.

Sidney Police Department and the Sidney Fire Department responded Last Sunday Morning to 242 Bird Ave for a report of a vehicle fire. After a preliminary investigation it was determined the cause of the fire to be intentional. The investigation is ongoing. The Sidney Police Department is asking that if anyone has any information to contact the Sidney Police Department at 607 561-2301.

State Police are searching for 15-year-old Adrianna Leidecker,  who was last seen at a residence on Hyde Street in Whitney Point.  It is believed that Adrianna left the residence sometime after 1:00 a.m., she has runaway on several other occasions, she was previously been located in the Dryden area and in Pennsylvania.  Anyone who knows the whereabouts of Leidecker should contact State Police at 775-1241.

Hartwick College will require all students and employees to be fully vaccinated against COVID-19 prior to the start of the Fall 2021 semester. The deadline to vaccinate is August 1st , it applies to all who will live, study, or work on campus.  Nearly 400 colleges and universities across the country have announced their plans to require vaccinations of students before fall semester begins. Hartwick is among those that will also require it of faculty and staff.

The State Health Department released updated guidance for health and safety measures at child care, day camp, and overnight camp programs.  Facilities and programs must collect COVID-19 vaccination status and documentation for all staff and children. They will need to implement daily health screening practices of their staff and visitors including daily temperature checks; they will need to notify the state and local health departments immediately of any positive COVID-19 test result by a member of the staff or a child.  Children and campers will be required to wear a mask if they are not fully vaccinated. Chenango County Sheriff’s Deputies were dispatched Sunday morning to the Mirabito Gas Station in the Village of Greene where they located 31 year old Phillip Cosilmon of Smithville slumped over his steering wheel, with drugs & drug paraphernalia in plain view. Cosilmon was taken into custody and the Sheriff’s Office Narcotics Division conducted a search of the vehicle and seized 2 pounds of Methamphetamine, Cocaine, Heroin, & other narcotics plus over $22,000 in cash, the narcotics seized had a street value exceeding $100,000.   Cosilmon was charged with Criminal Possession of a Controlled Substance, he was arraigned in the Town of Norwich Court & was remanded to the Chenango County Correctional Facility without bail, pending action in Chenango County Court on May 17th. The investigation is still ongoing, and more charges are likely.

The Unatego Central School district will be asking for voter approval tomorrow on a $27.8 million dollar building project, Unatego Superintendent Dr. Dave Richards explains:

Local government sales tax collections in April grew by 45.7% over the same month in 2020, according to State Comptroller Tom DiNapoli.  Collections totaled $1.5 billion, up $464 million from April of last year, as the state was in the beginning stages of dealing with the COVID 19 pandemic & shutting down to try to curtail the spread of the virus.    DiNapoli said collections last month were still strong, up by more than 10.2% when compared to April of 2019, which was well before the pandemic.

47 year old Kristina Hand of Morris was sentenced in federal court to 2 years of probation, she was ordered to serve 50 hours of community service & pay $34,000 in restitution, for stealing that amount from the Morris Central School District, while serving as school treasurer from 2014 to 2020.    Hand pleaded guilty to 2 counts of federal program theft, she admitted she stole about $24,000 by depositing checks payable to the school district into bank accounts that she controlled, and for stealing at least $10,000 more by using the school district’s Amazon account and credit cards to purchase personal items.

Identity thefts in New York surged during the pandemic with more than 67,000 complaints filed statewide in 2020, which was 85 percent more than the previous year and more than four times the annual total from a decade earlier, according to a report released today by New York State Comptroller Tom DiNapoli.  Credit card fraud was the most common type of identity theft reported last year, with nearly 25,000 New Yorkers victimized.

The State DOT is advising motorists that starting today; the right lanes of US Route 11 northbound and southbound in the Town of Dickinson in Broome County will be closed for approximately 1 year to re-construct the interchange of Exit 5 on I-81. During that time, the on and off ramps of I 81 northbound at Exit 5 will both be reduced to one lane. Travelers on US 11 should expect minor to moderate delays at peak commuting times.  Motorists are urged to slow down and drive responsibly in work zones.

Governor Cuomo signed legislation protecting New Yorkers’ COVID-19 stimulus payments from being garnished by debt collectors. All relief payments to New Yorkers under these federal acts will be protected. This legislation also creates a carve-out for claims brought by individuals who have an interest in the relief payments to ensure that these funds can be collected to pay child and spousal support and to collect payments in situations involving fraud.

Delaware County Sheriff’s deputies arrested a Level 3 Sex Offender in Delhi Wednesday afternoon for violating the Sex Offender Registration Act. 48 year-old Lyman McCann was charged with failing to report a change of address as required by the New York State Sex Offender Registration Act. McCann is designated as Sexually Violent Offender, he reported a Walton address to the Sheriff’s Office following his release from jail in March, after serving the maximum sentence for sodomy, robbery and unlawful imprisonment, McCann had not been living at the address since April, he was arraigned & was remanded to the Delaware County Correctional Facility without bail pending a County Court bail hearing and appearances in the Town of Delhi Court.

Delaware County Sheriff’s office announced that a tip from a community member has resulted in the arrest of a sex offender for failing to register a social media screen name. Investigators arrested and charged 20-year-old Tyler Dibble of Hamden with failure to register an address change, he is a level 3 sex offender & he is accused of failing to report a FACEBOOK screen name within 10 days as required by the New York State Sex Offender Registration Act. Dibble was issued an appearance ticket directing him to appear in the Town of Delhi Court on a future date.

Village of Delhi Police Department arrested 29-year-old Carmine Yonnone of Delhi for Aggravated Unlicensed Operation of a Motor Vehicle, Criminal Possession of a Controlled Substance, Possession of a Hypodermic Instrument and several traffic violations. Yonnone was issued appearance and traffic tickets returnable to the Delhi Town Court. Yonnone was turned over to the Oneonta Police Department on an Arrest Warrant issued by the City of Oneonta Court.

U.S. Senator Kirsten Gillibrand introduced legislation to permanently implement a Universal School Meals program, which would provide free school meals for all students:

Gillibrand said that her legislation would also encourage the use of local foods in school meal programs, Gillibrand is pushing for the inclusion of the Universal School Meals Program Act of 2021 in the upcoming Child Nutrition Reauthorization currently being negotiated by the Senate Agriculture Committee, and Senator Gillibrand is a member of that Committee.

Governor Cuomo today signed legislation extending a moratorium that prevents utility companies from disconnecting utilities to residential households and small businesses that are struggling with their bills due to the COVID-19 pandemic. The City of Oneonta Police Department is investigating an incident that took place on April 10th at approximately 2:00am behind 10 Market Street in the City of Oneonta. Oneonta Police have posted a video of the incident on their Facebook Page, they are asking that anyone who can identify the males in this video or has any other information about this incident to contact Detective Harvey at 431-1344.

Village of Delhi Police Department arrested 29-year-old Carmine Yonnone of Delhi for Aggravated Unlicensed Operation of a Motor Vehicle, Criminal Possession of a Controlled Substance, Possession of a Hypodermic Instrument and several traffic violations. Yonnone was issued appearance and traffic tickets returnable to the Delhi Town Court. Yonnone was turned over to the Oneonta Police Department on an Arrest Warrant issued by the City of Oneonta Court.

Former Westchester County Executive Rob Astorino throwing his hat in the ring for the party’s nomination, as he makes another attempt to run for Governor.  Astorino ran for governor in 2014, losing by a large margin to Andrew Cuomo.  Astorino is the 3rd Republican to announce a run for Governor in 2022; the others are Long Island Congressman Lee Zeldin and Lewis County Sheriff Mike Carpinelli.

Broome County officials announced today that the Binghamton Black Bears will make their home at the Visions Federal Credit Union Veterans Memorial Arena next season.  The team is in the Federal Prospects Hockey League & will start playing in October, following the departure of the Binghamton Devils, who are relocating to Utica.

U.S. Senator Kirsten Gillibrand introduced legislation to permanently implement a Universal School Meals program, which would provide free school meals for all students:

Currently the United States Department of Agriculture provides free schools meals through COVID-19 waivers through the 2021-2022 school year only.  Gillibrand said that her legislation would also encourage the use of local foods in school meal programs, Gillibrand is pushing for the inclusion of the Universal School Meals Program Act of 2021 in the upcoming Child Nutrition Reauthorization currently being negotiated by the Senate Agriculture Committee, and Senator Gillibrand is a member of that Committee.

The State Health Department reported a 1.1% COVID test positivity rate for Tuesday, with Hospitalization, ICU Patients & patients on Ventilators at the lowest levels since last November.

Governor Cuomo today signed legislation extending a moratorium that prevents utility companies from disconnecting utilities to residential households and small businesses that are struggling with their bills due to the COVID-19 pandemic. The moratorium is extended for a period of 180 days after the COVID-19 state of emergency is lifted or 180 days after December 31st.
