The sheriff’s Narcotics Division arrested 22 year old Stephen Reilly following a narcotics investigation which began in the Town of Plymouth. While investigating an unattended death in the Town of Plymouth, packets of heroin were recovered from the scene. It is alleged that Reilly sold ten packets of heroin to the deceased victim. Reilly was arraigned in the Town of North Norwich Court and remanded to the Chenango County Jail on $30,000 bail. He is scheduled to reappear in court at a later date.

A Binghamton man was killed after his SUV rolled over while trying to negotiate a sharp turn in the town of Dickinson Wednesday night. broome county’s sheriff’s deputies said 23 year old Kyle Wilcox lost control of his vehicle on Old State Rd. Tire tracks indicate that his vehicle veered across both lanes before rolling over and landing on it’s roof. Fire departments from 5 Mile Point and Port Dickinson assisted at the scene.

Delaware County Sheriff Thomas Mills and Broome County Sheriff David Harder announced the arrest of a Deposit man on multiple felony drug charges. 29 year old Clint Stevens of Deposit, was arrested by members of the Delaware County Sheriff’s Office Criminal Investigation Division, and Broome County Special Investigation Unit Task Force, and charged with felony Criminal Sale and felony possession of a Controlled Substance for the sale and possession heroin and cocaine with the intent to sell. A month long investigation was concluded yesterday with a sting operation conducted on Pine Street in Deposit that resulted in the arrest of Stevens. He was arraigned in the Town of Delhi Court and remanded to the Delaware County Jail without bail.

A bridge in Broome County will be named in memory of State Trooper Christopher Skinner. In May 2014, Skinner was outside of his cruiser issuing a traffic ticket on I- 81 in the town of Chenango when a man from Florida intentionally struck and killed him. The I-81 north and southbound bridge crossing U.S. Route 11 will be named the “Trooper Christopher G. Skinner Memorial Bridge.” Gov. Cuomo signed the legislation and both the Assembly and Senate unanimously passed the measure in June.

New York State Attorney General Eric Schneiderman was in Binghamton Thursday to discuss his efforts to keep Southern Tier families in their homes. The Attorney General’s Office released a report detailing the results of efforts to prevent foreclosures across the state. Over the last three years, with the help of the Homeowners Protection Program and the State Mortgage Program, more than 3,700 households have been saved from foreclosure in the Southern Tier region.

The results for the 2015 Common Core tests have been released by the New York State Department of Education for grades 3 thru 8. the percentage of students who scored at the proficient level was 38 percent, a 7 point increase over 2013, but the percentage of students who opted out of testing increased dramatically. Locally, Sherburne had the highest opt out percentages with 68% in Math and 62% in ELA. Deposit had the lowest percentage of students refusing to take the tests at 2%. The New York State “opt out” average was 31%.

Schoharie County Judge George Bartlett is expected to rule on he mistrial request this afternoon. Harris has been convicted twice before for the murder of Michelle Harris, in Tioga County Court.

Fire departments from Harpursville, Five Mile Point, West Colesville and Windsor responded to a fire at 927 Trim Street in Windsor at around 7:30 this morning.   Fire investigators believe that the fire started in the rear of the home & was possibly caused by a defective wood stove.   One occupant escaped without injury, no injuries among firefighters were reported.

Voters in the Gilbertsville-Mount Upton School District approved of 2 propositions Tuesday.   Voters approved the proposal to purchase buses by a 60-to-12 vote; they also approved a measure to establish a capital reserve fund for vehicle and equipment purchases 65-to-7.

State Comptroller Tom DiNapoli released a profile of the Empire State Development Corporation, that found there is minimal financial information for many of its 168 subsidiaries and limited public reporting on results of the economic development initiatives around the state. For fiscal year 2013, the ESDC reported that its programs helped create 2,424 jobs, or 1.8% of net private-sector job creation in the state that year, but the authority makes little public assessment of whether its programs work effectively together or create well-paying jobs. The report also stated that the ESDC outstanding debt totaled more than $10.7 billion for the fiscal year ending on March 31, 2014, an increase of 20% from the previous year.

The arrest occurred after a vehicle stop for driving left of the pavement markings on State Route 23 in Davenport, Muller was issued tickets returnable to the Town of Davenport Court on September 23rd.

State Troopers arrested 26-year-old Justin Mullen of Harpursville, for Driving While Intoxicated, following a Motor Vehicle accident at North Road and Dodd Road in Thursday in Windsor.  Troopers accuse Mullen of driving off the road & striking a concrete culvert, he was trapped in the vehicle and was removed by members of the West Windsor, Windsor and 5 Mile Point Fire Departments utilizing the Jaws of Life. Mullen was airlifted to Wilson Regional Trauma Center in Johnson City, for multiple internal and external injuries.  Mullen was issued tickets returnable to the Town of Windsor Court at a later date.

The latest polling finds Republican congressman Chris Gibson a 24% lead over democratic challenger Sean Eldridge. . The Time Warner Cable News/Siena College poll of likely voters in the 19th Congressional District found Gibson leading Eldridge 57% to 33% with 10% undecided. The poll also showed that Eldridge was unknown by 57% of the voters in the district.

2 Senate Democrats introduced legislation to reduce the financial incentive for corporations to move their headquarters overseas through transactions known as tax inversions. The bill by Senator Chuck Schumer of and Richard Durbin would reduce the practice known as “earnings stripping” in which U.S. subsidiaries deduct up to 50 percent of interest payments on their debt. Schumer and Durbin want to cut the deduction in half and to stop letting corporations carry forward their interest expense deductions to use them in the future. Schumer said he hopes the bill can pick up enough GOP support to pass after the November elections

The arrest resulted from a vehicle stop for failing to keep right on County Route 3 in Unadilla, Troopers accuse Craver of driving while intoxicated, he was was issued tickets returnable in the Town of Unadilla Court on August 11th.

New York attorney general Eric Schneiderman is giving police agencies, in 23 counties across the state, funds to help buy new or replacement bulletproof vests. The awards in the program use money from criminal and civil forfeitures. In June, Schneiderman pledged $3.5 million from forfeitures to help outfit police statewide to fill the funding gap in a federal grant program. The office will approve about $2.8 million in matching funding to 147 agencies statewide to buy more than 7,800 vests

U.S. Senator Charles Schumer has called on the FAA, and the Commerce Department, to develop and release privacy rules and guidelines for the use of small-unmanned aircraft systems by the end of the year. The unmanned aircrafts, or drones, are being used by the U.S. to aid military operations, and Schumer said they have become more common in commercial uses as well. Schumer is concerned the increasing use, by private investigators to spy on unaware parties, such as people in their residences, as well as drug dealers to deliver illegal drugs, poses serious public safety concerns for New Yorkers.

Governor Cuomo signed legislation to strengthen the vetting process for volunteer firefighter organizations, by requiring applicants to submit to a background check for any prior sex offense convictions. Volunteer firefighters frequently work in the presence of vulnerable individuals, including children. The bill will require prospective volunteer firefighters to authorize a background check for sex offense convictions if the individual wishes to proceed with his or her application.

The New York Lottery has drafted regulations to enter a new multi-state lottery game, called Monopoly Millionaires’ Club, that is set to launch nationwide Oct. 19th. The game, which will have weekly Friday drawings, is projected to generate more than $34 million annually in lottery revenue, which is then put in the state’s general fund and designated for education. For the current fiscal year, which ends March 31, the state estimates the game could bring in $10 million in new revenue.
