36 year old Richard Hayes of Oneonta appeared in Delaware County Court & was arraigned on a sealed indictment for Aggravated Sexual Abuse, Failure to Register or Verify as a Sex Offender, for inappropriately touching a female child less than 11 years old, causing physical injury to the child, Hayes is also accused failing to register with the Delaware County Sheriff’s Office as he was required by law. After being arraigned, Hayes pleaded not guilty to the indictment, he was remanded to the Delaware County Correctional Facility on $50,000 cash bail pending future court action.

28 year old Scott Googins of Delhi was indicted by the Delaware County Grand Jury on a 3-count indictment. Googins was charged with 2nd degree strangulation, 3rd degree Assault, & criminal mischief, he is accused of choking a female victim until she lost consciousness, intentionally causing physical injury to the same victim & preventing the victim from calling 911 during the domestic assault. Googins was released from custody after posting $3,000 cash bail, if convicted, he up to 7 years in state prison.

State Comptroller Tom DiNapoli reported that New York State received $1.06 for Every Tax Dollar Sent to Washington D.C. in Federal Fiscal Year 2022, it was the 3rd Consecutive Year of Positive Balance. The money mostly came from the federal pandemic relief funds, previously, New York was sent way more to the federal Government than they received back. In Federal Fiscal Year 2022, New York state generated $361.8 billion in federal taxes and benefited from $383 billion in federal spending.

Broome County Sheriff’s Deputies responded Tuesday night to a report of a robbery in progress at the Sunoco Gas Station / Empire Food Store in Harpursville. Brody Kenyon of the Town of Colesville had entered the store and demanded a lighter and lighter fluid, he allegedly doused the employee with it and attempted to set him on fire, the attempt was unsuccessful, the spilled lighter fluid ignited and burned an ATM before extinguishing. Kenyon then stole several items & fled on foot. Patrols located Kenyon, he was charged with Arson, Assault with Intent to Cause Serious Injury with a Weapon, Robbery, Reckless Endangerment, he was arraigned and remains in custody at the Broome County Correctional Facility. Kenyon was also charged with attempted Burglary & criminal mischief for attempting to break into the Harpursville Fire Station and damaging property, prior to the gas station incident.

State Police arrested 30 year old Damion Horne of Oxford for Possession of a Sexual Performance by a Child. State Police received a cybertip of child sexual abuse material that was uploaded to an online file manager, an investigation determined that Horne viewed child sexual abuse material through a mobile device. Horne was arrested and issued an appearance ticket returnable to the Town of Oxford Court on May 8th.

The Broome County Sheriff’s Office announced that 40 year old Rasheed Crawford of Binghamton was arrested following a robbery in Endicott. On Wednesday night, Crawford allegedly pulled a handgun to rob an Endicott gas station, he left the scene in a cab. Broome County Sheriff’s Office patrol in the Town of Union spotted the cab, conducted a traffic stop & Crawford was successfully taken into custody and turned over to the Endicott Police Department. Crawford was also wanted by the Binghamton Police Department regarding two robberies that occurred in the City of Binghamton on April 9, 2024.

Delaware County Sheriff’s Office arrested a current Delaware County Inmate. Last Friday, Investigators of the Delaware County Sheriff’s Office received information that 48-year-old Deanna Besser of Brooklyn was a fugitive from the State of Pennsylvania, with outstanding warrants for failure to appear on a total of 16 separate charges not related to the Delaware County charges. At the conclusion of their investigation, Sheriff’s Investigators arrested Besser on a Fugitive from Justice complaint. Besser was later arraigned at the Delaware County CAP court and was remanded back to the Delaware County Correctional Facility pending extradition back to the State of Pennsylvania.

State Comptroller Tom DiNapoli announced the results of school district audits. Locally, the DCMO BOCES audit showed that officials did not properly monitor and account for fixed assets. 32 of the assets valued at $64,300 were not properly accounted for, and others worth $47,500 did not have required asset tags, were not on the inventory lists and/or had incorrect or no location noted on the inventory list.

Sidney Police Department arrested 29 year old Edward Petti of Oneonta on a bench warrant issued by the Village of Sidney Court, for failing to appear in court. When officers attempted to make contact with Petti, he fled on a bicycle, leading officers on a pursuit. A panel of appellate judges ruled that state Democrats engaged in gerrymandering when drawing new congressional district boundaries for the next decade. In a 3-2 ruling, the majority found the congressional map was unconstitutional. If upheld, the ruling would block the use of those district lines for the upcoming midterm elections in November. The court found Democratic lawmakers acted within their power to approve the maps, after a bipartisan redistricting commission failed to do so earlier this year.

Delaware County Sheriff’s Deputies arrested 29 year old Nicole Robinson of Davenport, on an Arrest Warrant issued by the Town of Jefferson Court for Aggravated Harassment and Menacing. State Police learned Saturday that Robinson was staying in a residence in the Town of Davenport, Deputies located and arrested Robinson, she was turned over to State Police, to be arraigned on the arrest warrant, as well as additional charges resulting from the investigation.

Otsego County Sheriff’s Office arrested 66 year old Clayton Monroe of Hartwick for multiple burglaries in Otsego County. Monroe was charged with 2 counts of Burglary, plus Grand Larceny, Criminal Mischief, 2nd & 3rd degree Assault, Possession of Burglar Tools, after Deputies were dispatched to a burglar alarm activation Sunday, they observed Monroe leaving in a vehicle at a nearby parking lot without lights on, a traffic stop was conducted, and Monroe was arrested. Monroe failed to comply with booking procedures and a corrections officer sustained an injury that required medical attention. Monroe was remanded to the Otsego County Jail, the investigation is on-going and additional charges are expected.

Delaware County Deputies observed an SUV traveling at 83 miles per hour in a 55 mile per hour zone on State Highway 17 in the Town of Colchester. Deputies arrested 36-year-old Christina Daggett of Central Square, her Driver’s License had been previously revoked for operating without insurance. Daggett was charged with Aggravated Unlicensed Operation of a Motor Vehicle, Unlicensed Operator, Speeding & Criminal Possession of a Controlled Substance, she was released on an Appearance Ticket, returnable to the Town of Colchester Court at a later date.

3 Buildings & 4 Vehicles were destroyed in Saturday’s early morning fire on Main Street in Worcester. Firefighters were able to remove one person from 1 of the buildings, Otsego County & State Fire investigators are trying to determine what caused the fire.

State Police will participate in a national crackdown on distracted driving as part of April’s National Distracted Driving Awareness Month. The enforcement effort, called Operation Hang Up, will include increased patrols and checkpoints targeting drivers using electronic devices while behind the wheel. Norwich Police Department conducted a traffic stop on State Street Sunday, that resulted in the arrest of2 Norwich men on Drug Charges. Arrested were 30 year old Brett Adams of Norwich & 22 year old Brendan Smith of Norwich for criminal possession of a controlled substance, Adams and Smith were arraigned at Norwich City Court. Brett Adams was held on $1,000 cash bail, and Brendan Smith was released on his own recognizance to appear in court at a later date.

Delaware County Sheriff’s Deputies were dispatched Saturday to the State Hwy 10 and Falls Mills Rd in the Town of Delhi for a report of a male subject walking in the roadway. A 2nd call stated that a male subject had been struck by a passing motorist in that same vicinity. Deputies & Delhi Fire Department & EMS located 18 year old Damyan Bonilla of Chester New York, who was taken to O’Connor Hospital with injuries & he was later transferred to Bassett Medical Center for further treatment. State Police issued a total of 16,690 tickets statewide during the Halloween enforcement campaign. Troopers arrested 266 people for DWI, investigated 1,778 accidents with 251 injuries & 3 fatalities. 1st responders from the Afton Fire department and the Sidney Emergency Squad responded today, to the report of a 2 vehicle accident on I-88 East Bound between Mile Marker 21 & 22 in Afton. A Tractor trailer went over the guard rail and rolled over; WCDO News will have more information as it become available.

Delaware County Department of Public Works announced that they will close County Route 44 today, for bridge repairs on the bridge about 1/4 of a mile from the intersection with State Route 357. The road will be closed through December 7th; motorists can use a detour on Covered Bridge Road to State Route 357 during the project.

A.O. Fox Hospital was awarded an “A” from The Leapfrog Group’s Fall 2018 Hospital Safety Grade, placing the organization among the top facilities nationwide for patient safety excellence. The Safety Grade assign grades to hospitals based on their performance in preventing medical errors, infections and other harms among patients in their care. U.S. Senator Charles Schumer will introduce a bill called ‘Avonte’s law.’ The bill would create a program that provides and pays for tracking devices for at-risk children with autism. Schumer said it would be similar to a Federal program that tracks seniors with Alzheimer’s disease. 14 year-old Avonte Oquendo disappeared after running out of his school last October. His remains were found in the East River last week.

The State Comptroller’s Office auditors found the Afton Fire Department is not providing adequate oversight of taxpayer funds & their bylaws are inadequate and not being followed with regard to financial oversight, and they did not have a code of ethics.  The audit of the Harpursville Central School District showed that they raised taxes unnecessarily by maintaining a fund balance more than 5 times the legal limit.   auditors found that the Harpursville District is not using enough of its leftover money at the end of each budget year to reduce taxes in the following year. State Troopers from Oneonta and Margaretville conducted an Underage Drinker Initiative detail this weekend.   The troopers conducted a check of retail convenient stores throughout Otsego County in the City of Oneonta and Towns of Oneonta, Otsego, Richfield Springs and Milford.  all 12 stores were checked and all 12 were found to be in full compliance with all New York State laws.

State Police at Oneonta arrested 27 year old Matt Jones and 32 year old Jeremy Ferguson, both of Oneonta, on charges of 4th degree criminal possession of a controlled substance and 3rd degree criminal possession of a controlled substance, following a traffic stop on Main Street in Oneonta Saturday night.  Jones was also charged with 3rd degree aggravated unlicensed operation of a motor vehicle and driving without a license.  Jones and Ferguson were sent to the Chenango County jail on bail.
