Broome County District Attorney Steve Cornwell announced that 27-year-old Aizaz Siddiqui of Binghamton pleaded guilty in City of Binghamton Court Friday to leaving the scene of an accident, in connection with the December 3rd 2016 death of Binghamton University student Stefani Lineva. Siddiqui hit Lineva on State Route 434 in Binghamton, she was pronounced dead at Wilson Hospital. Siddiqui will be sentenced on August 4th.

Delaware County Sheriff’s Deputies arrested a Sidney Central School Special Education teacher following an investigation by Deputies, State Police, and Sidney Central School administrators. Deputies arrested 48-year-old James Lewis, Jr. of Otego, for 2 counts of Forcible Touching and 3 counts of Endangering the Welfare of a Child. Lewis is accused of inappropriately touching 2 male special education students in the school on different occasions during the last week of April. Lewis surrendered to Deputies on Wednesday afternoon; he was arraigned in the Village of Sidney Court where he was released on recognizance pending further court action.

The Chenango County Sheriff’s Office arrested 52-year-old Vincent Beadle of Norwich for harassment and criminal mischief, following the report of a domestic dispute in the Town of Norwich. Beadle allegedly subjected the female victim to physical contact and prevented her from calling 911. Beadle was arraigned in the Town of Norwich Court and released on his own recognizance, pending court action in the Town of Norwich Court at a later date.

51-year-old James Starnes of Binghamton will serve 30 years to life in prison for sexually abusing 3 girls. Starnes sexually abused the 9, 12 and 14 year old girls since 2013, he was convicted in March in Broome County Court felony predatory sexual assault, criminal sexual assault, rape, sexual abuse and course of sexual conduct against a child.

Governor Cuomo today announced $87 million in grants are available to municipalities and not-for-profit corporations for water quality improvement projects. The program provides grants for projects that improve water quality, protect drinking water sources, reduce polluted runoff, and restore habitats in New York’s waterbodies. The grants are administered by the State DEC and made available through Governor Cuomo’s Regional Economic Development Council initiative.

The Chenango County Sheriffs department participated in the April 28th National Drug Take Back event. The Sheriff’s Office recovered approximately 150 pounds of prescription medication at drop off locations in New Berlin, Guilford, as well as the Chenango County Sheriff’s Office. Residents may continue to turn in their prescription medication at the Sheriff’s Office Monday through Friday from 8:00 am until 4:00 pm.

Governor Cuomo has been pushing for local governments to consolidate services, in an effort to bring down property taxes. Local Assemblyman Cliff Crouch spent many years in Bainbridge & Chenango County Government; he said that local governments were forced to begin doing this almost 30 years ago:

Crouch said that bigger savings would likely come if the state stopped passing on costly mandates to local municipalities that arrive without state money to implement the mandates.

Chenango County Sheriff’s office arrested 54-year-old Kenneth Kenyon of Smithville Flats for Menacing & Unlawful imprisonment. Members of the Chenango County Sheriff’s Office and the New York State Police responded to a residence in the Town of Smithville for a report of a domestic incident, Kenyon was arraigned in the Town of Smithville court and remanded to the custody of the Chenango County Correctional Facility with $5000 bail pending future court action.

New York union dues are now fully tax deductible under a state budget provision backed by Governor Cuomo, who signed the bill into law on Friday. A limitation built into the law prevented many union workers from applying the deduction, but the state’s new budget agreement removed those limitations at the state level. The bill will affect about 500,000 union workers in public and private sectors and will cost the state about $35 million.

Governor Cuomo announced that the possible repeal of the Affordable Care act would adversely affect 2.7 million New Yorkers. Over 1 Million New Yorkers Face Significant Loss of Health Care Coverage Under House GOP Plan The cost of the repeal would mean that Over $4.5 Billion would be Shifted to State, Local Governments and Hospitals, $400 Million in Tax Credits would be lost to Purchase Health Insurance. 34-year-old James Williams of Oneonta was arrested by Oneonta Police following a disturbance at the Sip & Sail Tavern on Water Street. Williams was charged Saturday with criminal possession of a weapon, plus menacing, reckless endangerment, obstructing governmental administration, false personation & trespassing, Police accused Williams of using a chain as a weapon, and giving police a false identity. He was held at the Oneonta Police Department pending arraignment in the Oneonta City Court.

State Police arrested 25 year old Andrew Carnrike of Smyrna for the felony Assault, plus Criminal Obstruction of Breathing and 2nd degree Harassment, after troopers responded to a dispute on East Main Street in Smyrna. Carnrike allegedly pushed & grabbed the vicitm by the throat and followed the vicitm to a neighbor’s home, Carrike is also accused of assaulting the neighbor, causing injuries. Carnrike was located, arrested & was arraigned in the Town of Smyrna Court and was remanded to the Chenango County Jail on $10,000 cash bail, he faces court action on Thursday.

Aizaz Siddiqui of Binghamton was released on $50,000 Bail today from the Broome County Jail. Siddiqui was accused in connection with the hit & run death of Stefani Lineva along State Route 434 on Binghamton Southside on December 3rd.

State Comptroller Tom DiNapoli proposed changes to the state’s procurement practices in the wake of criminal charges and allegations of corruption in the awarding of state economic development project contracts. By state law, the Comptroller’s office is responsible for reviewing and approving state agency contracts above $50,000 and certain contracts over $1 million for state public authorities, In recent years, executive and legislative actions have eroded the Comptroller’s contract oversight. In 2015, state agencies issued over $6.8 billion in contracts without Comptroller review. DiNapoli suggested restoring previous powers to his office that have been steadily removed in the last 5 years, Create tougher ethics requirements and penalties for those who abuse the procurement process, & Increase transpoarency over the entire process.

Governor Cuomo’s office and state lawmakers are discussing a plan to authorize Uber, Lyft & other ride-sharing services statewide as part of current negotiations, which may lead to a special session of the legislature being called back to Albany befroe the end of the year. State lawmakers have been lobbying for a pay raise for teh first time in 17 years, while the Governor has been lobbying for more stringent ethics reforms to be passed. Uber & Lyft have been allowed to operate in New York City under the same rules & taxis & limosines, they would not have to operate under those rules in other locations around the state.

Regional Economic Development Council Grant money was awarded This Afternoon at the Egg in Albany. Governor Cuomo’s initiative started in 2001, with the concept of letting local stakeholders compete for state money for their own economic development plans:

Locally, the Southern Tier regional Economic Development council, which includes Broome, Delaware & Chenango Counties, will receive 60.4 million dollars this year, and the Mohawk valley Council, which contains Otsego county won a top 5 award of $81.9 Million dollars.

Binghamton Police have arrested 26-year-old Aizaz Siddiqui of Binghamton, for leaving the scene of a personal injury accident, in connection with the hit-and-run death of 20-year-old Stefani Lineva of Queens early Saturday Morning. Lineva’s body was found on State Route 434 near South Washington Street on Binghamton Southside at about 2:00 AM Saturday. Lineva was a student at Binghamton University, They announced a $10,000 reward for information leading to the arrest of the driver, other organizations have brought the amount of the reward up to $30,000. Siddiqui is being arraigned this afternoon in Binghamton city court.

Governor Cuomo announced the Department of Financial Services has published a Consumer Bill of Rights for New Yorkers facing foreclosure. Additionally, The Department has finalized a regulation protecting communities from the blight of “zombie properties” by requiring banks and mortgage servicers to report and maintain vacant and abandoned properties. Both actions follow legislation the Governor signed in June that curbs the threat “zombie properties” pose to communities by expediting foreclosure proceedings.

Ithaca Police announced that they have a man in custody after a fatal shooting in a shopping mall parking lot of a UPS driver, and a lengthy stand off at the suspect’s residence. The names of the suspect & the victim have not yet been released.

Oneonta police chief Dennis Naylor announced today that he has accepted a position at the Director of Research, Development & Training with the New York State Association of chiefs of Police. Naylor will continue to serve as Oneonta Police Chief through mid- January 2017.

Delaware County Sheriff’s Deputies arrested 77-year-old Robert Harrison of Walton for possessing a loaded firearm in a motor vehicle and discharging a firearm within 500 feet of a dwelling, Deputies responded Wednesday to a report of a shots fired near Industrial Drive in the Town of Walton. Harrison was issued appearance tickets returnable to Walton Town Court at a later date.
