Law Enforcement from all over attended the funeral for Onondaga County Sheriff’s Lieutenant Michael Hoosock, was being held today in Syracuse, Lieutenant Hoosock was killed by gunfire along with Syracuse Police officer Michael Jensen on April 14th in Liverpool. Jensen’s Funeral was held in his hometown of Rome on Saturday. The suspect accused of shooting the officers 33 year old Christopher Murphy was also killed.

Otsego County Sheriff’s Office arrested 46 year old Jeremy Stimpson of Oneonta for Bail Jumping and on 2 Bench Warrants. Stimpson repeatedly failed to appear for court appearances for criminal cases in the Town of Otego and Town of Milford Courts, both courts issued bench warrants, Stimpson was located in the City of Oneonta by deputies and members of the Oneonta Police Department, he was processed and remanded to the Otsego County Correctional Facility on $1,500 cash, $1,500 credit card, or $10,500 bond bail recommendations.

33 year old Boyd Fenton was sentenced to to 7-15 years in prison, for setting fire to the horse barn at Tioga Downs on November 9th 2023. Fenton was sentenced in Tioga County Court on Friday, 30 racehorses died in the fire and a trainer was hurt when they tried to rescue horses from the flames.

14 individuals were arrested on charges ranging from graffiti, stealing a law enforcement body camera and disorderly conduct to obstruction and resisting arrest at the 4th annual “Smoke Weed Outside the Binghamton Police Station” event in downtown Binghamton. On Saturday, members of the Broome County Sheriff’s Office assisted Binghamton Police Department in ensuring a safe public gathering on Hawley Street in front of Government Plaza. Some attendees began scrawling graffiti, blocking the flow of traffic on Hawley Street, Police began arresting participants for Obstructing Government Administration, disorderly conduct, petty larceny for stealing a law enforcement body camera and resisting arrest, all were processed and released on appearance tickets for the City of Binghamton Court.

Area businessman Fran Phelps, owner of Village Variety in Unadilla passed away Saturday at the age of 83, after a battle with cancer. Phelps started Village Variety in 1979, The business will be taken over by longtime employee and store manager Chris Tuttle.

Oneida County District Attorney’s office & State Police announced that former Utica School Superintendent Bruce Karam was sentenced to pay $11,549 back to the Utica school district for the resources improperly diverted, he was ordered to serve 5 years probation and perform 250 hours of community service, he was also ordered to pay $150,000 by May 17, representing a reduction in his pension earnings from the date of his crime until his termination.

Utica Police are investigating a shooting that ended with 2 dead & one person injured. Officers responded to a reported shooting, the responding officer found a man with a rifle standing over a victim in a driveway, he fired 2 rounds at the officer & escaped into a nearby residence & reportedly took his own life. Utica police said that one shooting victim was taken to an area hospital, another female was found with multiple shots to the head, a 2 year old child was removed from the scene. The investigation is continuing.

A.M. NEWS WEDNESDAY 4-3-24

The Broome County Sheriff’s Office arrested Richard Harmon when he failed to complete a traffic stop, after a short chase, Harmon’s motorcycle ended up in a ditch, he tried to flee on foot, but was quickly captured after a brief physical struggle with the arresting officer. Deputies found 3 bags of meth, he was charged with Criminal Possession of a Controlled Substance, Resisting Arrest, Unlawful Fleeing a Police Officer, Obstruction of Governmental Administration, Aggravated Unlicensed Operation of a Motor Vehicle, & 8 Separate Traffic Violations. Harmon was arrested a few days before on several drug charges, He was also arrested on January 12th, after he once again fled from officers on a motorcycle following a traffic stop, where he was also charged with possessing illegal drugs. Harmon was arraigned and released following the 1st 2 arrests, this time he was placed in custody at the Broome County Correctional Facility.

Delaware County Sheriff’s Office arrested 27 year old Clayton Utter of Unadilla for DWI, On March 25th, Deputies were at the Delaware County Sheriff’s Office processing an unrelated individual for DWI, when they received a complaint of a vehicle disabled/stuck on the property of the Sheriff’s Office. Deputies located a vehicle stuck near the building and determined that Utter was coming to pick up an individual in custody for DWI, Deputies arrested Utter fro DWI, driving with a BAC of .08% or more, Criminal Mischief, & an inoperable headlamp. Utter was released on appearance tickets and turned over to a sober driver to appear at the Town of Delhi Court at a later date to answer the charges.

Several area Fire Departments responded to a blaze at Birdsong Farms on State Route 10 in the town of Delhi early this morning. The fire was called in at about 3:40 AM, Firefighters from Delhi, Walton & Trout Creek responded, traffic was detoured for several hours off of State Route 10, the fire was under control late this morning, with fire companies dismissed from service, the cause of the fire is under investigation.

The State Legislature continues their session in Albany, and Assemblyman Joe Angelino told WCDO News that he doesn’t see any changes in the Bail Reform laws happening, even after a case on Long Island where 4 people were released after dismembering 2 bodies and scattered them over a wide area in public view:

Angelino said that New York is the ONLY state that doesn’t allow a Judge to decide the dangerousness of a defendant prior to release, he will continue to call for a review of Bail statutes.

New York’s Move Over Law will soon be expanded to include all vehicles. Starting March 27th, drivers will be required to take precautions, including slowing down and moving over, to avoid a crash with all vehicles stopped along the roadway. Previously, the law dictated moving over for emergency vehicles parked on the side of a highway, from 2016 to 2020, 37 individuals were killed outside disabled vehicles in New York, nationally, nearly 300 drivers are struck and killed roadside every year.

The U.S. Court of Appeals for the 2nd Circuit affirmed the decision of the United States District Court, Northern District of New York to dismiss the case against Delaware County by former County Social Services Commissioner Dana Scuderi-Hunter, who unsuccessfully claimed that the County had violated her First Amendment rights; that she was denied due process as part of her 2019 dismissal; and The County’s actions were retaliatory as a result of her testimony during a Family Court proceeding.

The State Department of Labor announced that the number of private sector jobs increased by 5,800, or 0.1%, to over 8.26 million in December 2023. U.S. Senator Kirsten Gillibrand is calling for continued federal funding for the Low Income Household Water Assistance Program in the upcoming government funding bill. The Program assists households whose drinking water and/or wastewater services have been disconnected, or are about to be disconnected, because of inability to pay,

49-year-old Charles Bodie of Meredith & Edmeston pleaded guilty to sexual exploitation of a child, in federal court in Syracuse. Bodie admitted that from December of 2021 through October of 2022, he exchanged sexually explicit text messages with his victim, & to engaging in sexual activity with the same victim, who was between 13 to 15 years old. Bodie faces 15 to 30 years in prison, between 5 years and life on supervised release and a fine of up to $250,000, as well as restitution to the victim. He will also be required to register as a sex offender upon his release from prison, sentencing is on Wednesday, May 15.

The Otsego County Sheriff’s Office arrested 30 year old Tyler Culver of Otego following the execution of a search warrant on Saturday. Culver faces multiple counts of Criminal Possession of a Controlled Substance. Last Fall, members of the Otsego County Sheriff’s Office and Oneonta Police Department initiated a joint investigation in to the suspected sales of narcotics from Culver’s residence in the Village of Otego, on Saturday, with the assistance of the State Police, a search warrant was executed & they seized suspected narcotics & packaging materials, he was also arrested in connection with a shooting incident Saturday In Otego, remains in the Otsego County Correctional Facility to await centralized arraignment on the narcotics charges.

Broome County Sheriff’s Road Patrol initiated a routine traffic stop Tuesday of a pickup truck on Route 17 West near Exit 71 in Binghamton. The driver, 35 year old Kyle Kasmarcik of Port Crane, was found to have a suspended license. The investigation and towing of the vehicle uncovered a loaded and unregistered 9mm handgun, a digital scale and a small bag of white crystal-like substance, which field tested positive for methamphetamine. Also found in the truck was a separate license plate, which was used on the same vehicle a day prior Kasmarcik was taken into custody and charged with Criminal Possession of a Weapon, Criminal Possession of a Controlled Substance, Criminally Using Drug Paraphernalia, Aggravated Operation of a Motor Vehicle, along with other similar charges, Kasmarcik was taken to Central Arraignment and remains in custody at the Broome County Sheriff’s Correctional Facility.

Effective immediately, Bassett Medical Center in Cooperstown has re-instituted temporary masking requirements per COVID-19 safety guidelines, all patients, visitors, employees, students, and volunteers are now required to wear medical-grade masks across Bassett Medical Center’s facilities in Cooperstown. Masks will be available at all entrances. Currently, the number of COVID-19 cases confirmed among employees at Bassett Medical Center reached the threshold for masking, the requirement will be reassessed in 14 days and lifted as soon as the number of active COVID-19 cases within the facility falls below the established threshold. The Cobleskill Health Center also currently has temporary masking measures.

Counter terrorism experts from over 80 federal, state, local and tribal law enforcement agencies completed exercises assessing the ability of businesses to recognize and report suspicious activity in nearly every county in the state. Otsego County Sheriff’s Office arrested 48 year old Aaron Vandusen of Unadilla for Criminal Use of a Firearm, Criminal Possession of a Weapon, & Criminal Contempt. On November 29th, Otsego County 911 received a call regarding a male subject who had suffered a gunshot wound in a vehicle, it was determined that Vandusen had fashioned a homemade pistol even though he was prohibited from possessing firearms due to a previous felony conviction, he was attempting to enter a vehicle and dropped the homemade firearm which discharged in to his abdomen & groin area. He was taken to Wilson Hospital in Johnson City. State Police and Otsego County Sheriff’s Deputies were dispatched Vandusen’s residence Thursday for an unrelated complaint, he was arraigned in Otsego County Centralized Arraignment and released on his own recognizance pending future court action.

Acting State Police Superintendent Dominick Chiumento today honored 232 new State Troopers as they graduated from the 213th session of the Basic School of the New York State Police Academy. Delaware County Sheriff’s office arrested 60 year-old John Necci of Portlandville after deputies conducted a traffic-stop for Speeding Sunday on State Highway 23 in the Town of Davenport. Necci was traveling at about 80 miles per hour in a posted 55 mile per hour zone, Deputies stopped Necci, he was charged with aggravated unlicensed operation of a motor vehicle and Speeding, he was released and directed to appear in the Davenport Town Court on a later date to answer those charges.

32 year old Kyle Oakley of South Kortright pleaded guilty to 3rd degree Burglary in Delaware County Court. Oakley was charged following an investigation of forced entry into a seasonal residence during March of 2022. A Deputy responded to the crime scene on March 8, 2022, after the homeowner reported damage to his front door, the Deputy recovered a sweatshirt which was sent to the State Police Crime Lab for DNA extraction, Oakley was subsequently arrested by the Sheriff’s Department. Oakley was sentenced to a 5-year term of felony probation supervision, he was ordered to pay $1,000 in restitution to the homeowner, if he violates probation supervision, he faces a possible resentencing of up to 2 and 1/3 to 7 years in state prison.

Attorney General Letitia James sued SiriusXM Radio for trapping consumers in subscriptions and maintaining deliberately long and burdensome cancellation processes. An investigation found that SiriusXM forces its subscribers to call or chat online with an agent to cancel a subscription, then deliberately draws out those interactions as part of its strategy to prevent subscribers from canceling. Through this lawsuit, Attorney General James seeks restitution, penalties, and disgorgement from SiriusXM for violating New York’s business laws.

Broome County Sheriff Fred Akshar & Broome County Executive Jason Garnar announced that after a comprehensive review of the medical provider at the Broome County Correctional Facility, they have rectified over $250,000 in Broome County taxpayer-funded overpayments. The investigation revealed that PrimeCare did not routinely provide the Broome County Sheriff’s Office with the costs incurred for services rendered as part of their monthly invoices as required, The net value of services not rendered by PrimeCare totaled $257,874; and The staffing matrix did not reasonably reflect the mix of nursing hours actually being provided. Sheriff Akshar & Executive Garnar said that Prime Care agreed to make all the corrections, they would meet the staffing requirements listed in the contract; provide monthly itemized invoices & would repay the outstanding $257,874 by crediting deductions in its monthly invoices over a 12-month period.

Chenango County Sheriff’s Office executed a search warrant in the Town of Smithville on December 8, that resulted in the arrest of 37 year old Troy Dibble of Smithville. Dibble was taken in custody, he was wanted on a felony arrest warrant for Reckless Endangerment, for allegedly firing numerous rounds from a handgun into a vehicle that was occupied. The investigation also uncovered Dibble’s drug sales from within the residence, Office members recovered Heroin, Fentanyl, Methamphetamine, and numerous handguns. Dibble was charged with Criminal possession of a controlled substance, criminal possession of stolen property, criminal possession of a weapon, Criminally using drug paraphernalia, resisting arrest & several other charges, he was arraigned & was remanded to the Chenango County Correctional Facility on cash bail pending future court action.

A new federal charge was filed Monday against 28 year old Mufid Alkhader, who is accused of firing a shotgun outside a synagogue in Albany. Alkhader was arrested Thursday for possession of a firearm by a prohibited person, he was additionally charged Monday with conspiracy to make a false statement during the purchase of a firearm, he was not eligible to buy a firearm because of a previous protective order, so he had a friend buy the shotgun on his behalf. Alkhader is being held without bail.

Otsego County Sheriff’s Office announced that the investigation into Saturday’s gas explosion on Richards Avenue in Oneonta is still ongoing, and following acquiring information from examination of the scene, interviews, and forensic examinations, they concluded that an action by the resident, 60 year old Desmond Moan resulted in a non-intended natural gas leak, The escaping gases made contact with an ignition source which resulted in the explosion. Inspections and damage assessment is still ongoing, but currently there has been over 50 property parcels, and over 60 residents and their families affected. Initially 43 residents were displaced. The American Red Cross is working with the families providing community resources and services, The State of Emergency remains in effect.

The State Police announced it had the highest Trooper candidate processing turnout in over a decade. Over 1,100 candidates attended processing weekend. On December 3, 2023, Delaware County Sheriffs Deputies observed a vehicle in a field and observed a person running with a flashlight toward the vehicle. Deputies identified the person with the flashlight as the operator of the motor vehicle as 34 year old Michael Hunter of Walton, who is accused of driving while under the influence of alcohol, he was charged with DWI and moving from lane unsafely. The property that Hunter was on was owned by New York City Department of Environmental Protection, DEP Police charged Hunter with Trespass & Criminal Mischief, Hunter will appear in Andes Town Court at a later date.

Attorney General Letitia James & a coalition of 21 attorneys general, support a proposed Bureau of Alcohol, Tobacco, Firearms, and Explosives rule that would ensure more gun sales are subject to background checks. Following the passage of the Bipartisan Safer Communities Act, the ATF proposed a new regulation to clarify what it means for a person to be “engaged in the business” of dealing in firearms, and therefore required to obtain a license and run background checks when selling guns, that rule would close loopholes that allowed for the unlicensed sale of firearms, including online and at gun shows.

Sidney Police Department arrested 33 year old Jesse Terry of Unadilla Wednesday, for criminal possession of stolen property, unlawful fleeing a police officer, aggravated unlicensed operation of a motor vehicle, driving while under the influence of drugs & resisting arrest amon other charges. Sidney Police received an alert about a stolen vehicle out of Oneonta, the vehicle was observed at a car wash, with State Police assisting the traffic stop, Terry did not comply and rammed the Sidney Police car, police pursued along West Main Street, the pursuit ended at the Circle Drive Apartments, where Terry hit 1 of the apartment buildings with the vehicle, he fled into an apartment building and was taken into custody, he was treated at the hospital & was later arraigned in the Village of Sidney Court & was remanded to the Delaware County Jail. More charges are pending.

Delaware County District Attorney’s Office announced that 41 year old Darren Moscato of Delhi, was arraigned on a sealed indictment in Delaware County Court Monday. The indictment was unsealed, Count One accused Moscato of attempting to endanger the welfare of a child, the other counts accuse him of Attempted Disseminating of Indecent Material to Minors, Engaging in a sexually explicit conversation with a minor with the intention of enticing the child to engage in sexual activity, and for sending explicit pictures to the minor. Moscato was released to the supervision of the Delaware County Probation Department, pending a conference on July 24th.

Delaware County District Attorney’s office announced that 58 year old Mark Seeley of Walton, was sentenced to 2 years in the County Jail for Aggravated Harassment and Criminal Contempt. On September 11, 2022, Seeley, threatened several individuals, the Court issued orders of protection for the victims, Seeley violated the orders of protection multiple times. On May 8th, Seeley agreed to a plea deal in County Court, but on May 31st, State Police were contacted by the victims who had discovered that Seeley posted about the victims on social media. Due to the numerous violations the District Attorney’s Office voided the plea & Seeley was sent to jail.

State Police and other law enforcement agencies continue to search the State Route 79 area and continue to maintain a presence searching for a man that may be a threat to himself and others in Chenango Forks. State Police said that the man may be armed, residents from Route 369 to Richards Road were advised to stay inside, keep their doors and vehicles locked. State Route 79 has been re-opened to traffic. The suspect is described as a white male, with dark hair, approximately 6 foot 1 inches tall and 275 pounds, last seen wearing a black shirt, light-colored pants or shorts and may be wearing glasses. Delaware County Sheriff’s Office arrested 51 year old Stacy Coss of Andes for driving while ability is impaired by the use of drugs, and aggravated unlicensed operator. On July 7th, Deputies stopped a motor vehicle in the Town of Andes being operated by Coss, her driving privileges were revoked from a prior DWI and she was operating a motor vehicle in an impaired state. Coss was released on appearance tickets and directed to appear at the Town of Andes court at a later date.

Delaware County Sheriff’s Deputies arrested of 32 year old Darin Wignall of Binghamton, On the morning of June 29th, Deputies initiated a traffic stop on State Highway 17 in the Town of Hancock, Wignall was found to have been operating a motor vehicle on a public highway while his driver’s license had been suspended 14 times. Wignall was charged with Aggravated Unlicensed Operation of a motor vehicle & Uninspected Motor Vehicle, he was released with an appearance ticket for Town of Hancock Court at a later date.

Jury Deliberations began yesterday & Continued today in the trial of Nauman Hussain in Schoharie County Supreme Court, this afternoon he was convicted of manslaughter in the Schoharie limo case that killed 20 in October 2018. Hussain was the owner of the Prestige Limousine, one of their vehicle crashed in Schoharie, killing 18 in the limo & 2 at a gas station that the vehicle crashed through when the brakes failed. Sentencing will be held at a later date.

Acting State Police Superintendent Steven Nigrelli commended and recognized 30 individuals for bravery & exceptional contributions in this year’s State Police Annual Awards Ceremony. Senior Investigator Jennifer Hahl & Senior Investigator Steven Hahl, both of Troop C, were sited for saving a disoriented elderly man from certain death due to exposure, they were on their way home when they observed a pair of discarded boots alongside a rural roadway, they entered a wooded area & discovered an elderly male lying on the ground soaking wet and hypothermic. Also, Trooper Timothy Murray & Trooper James Wamsley Jr. both of Troop C were awarded, Trooper Murray observed a crashed garbage truck, and he located an adult male pinned under the truck’s rear wheels. He radioed for help, Trooper Wamsley arrived on scene, and both Troopers shoveled to free the trapped victim.

Otsego County Sheriff’s Office arrested 50 year old Hasan Taylor of Oneonta, following an investigation of narcotics within the Correctional Facility. Taylor is accused of concealing narcotics with the intent to sell, after being admitted to the Correctional facility on separate charges, he was released, however investigators received a report from the State Police indicating that the substance seized from Taylor was Fentanyl, an arrest warrant was issued by the Town of Middlefield Court. Taylor was located by the Oneonta Police & was charged with Criminal Possession of a Controlled Substance, Promoting Prison Contraband & Criminal Possession of a Controlled Substance, he was being held in the Otsego County Correctional Facility for court action.

Delaware County Sheriff’s Office announced the graduation of 13 new Corrections Officers from The Delaware County Law Enforcement Academy. Delaware County Sheriff Craig DuMond comments:

The graduation ceremony was held Monday in Delhi, the newly certified Officers attended a 6-week-long Basic Corrections Academy hosted by the Delaware County Sheriff’s Office.

There has been a lot of confusion regarding New York State’s rules on the gas stove to electric stove change over, and the expected timeline, Local Assemblyman Joe Angelino said that right now, the proposal has almost no effect on the region:

Assemblyman Angelino said that there may be some changes addressing mandates that school busses change over to electric battery power in the near future, but the manufacturing of the busses and the access to charging points will not ready in time for the mandate’s expected start date.

Broome County Executive Jason Garnar declared a state of emergency Thursday after reports that New York City may try to relocate large groups of people to Upstate counties. The state of emergency was enacted due to the extremely limited amount of housing currently available in the County. Broome County Sheriff Fred Akshar announced that they will promptly deal with any busses that may head to Broome County

School district Budget Votes will be held on Tuesday across the state, Unatego District Superintendent Dr. Dave Richards told WCDO News about their budget proposal:

Richards said that there are also 2 propositions regarding transportation for district students based on their distance from school, another regarding an Energy Performance Contract. Voting will be from 12:00 noon until 8:00 PM Tuesday at the Unatego District Office.

The Otsego County Sheriff’s Office arrested 2 people following a complaint from the Family Dollar in Unadilla. 22 year old Brian Mahar of Worcester was charged with criminal possession of methamphetamines & criminal possession of a Controlled Substance, for allegedly possessing Methamphetamine and fentanyl. The Sheriff’s Office also arrested 46 year old Mandy Keator of Otego for Criminal Possession Methamphetamine & Petty Larceny, Keator allegedly possessed Methamphetamine, both are being held at the Otsego County Correctional Facility pending court action.

Otsego County Sheriff’s Office arrested 73 year old Robert Orlando of Hartwick for Criminal Sexual Act, Dissemination of indecent material or a minor, Obscenity & Endangering the Welfare of a Minor. Orlando is accused of having sexual contact with a minor, that he met online. Orlando allegedly sent inappropriate messages and photographs to the minor and received the same content from the minor. Orlando traveled to Utica where he picked up the minor and returned to his residence in the Town of Hartwick where sexual activity occurred. Investigators from the Otsego County Sheriff’s Office and Oneida County Sheriff’s Office executed a search warrant of the defendant’s residence where evidence was secured and he was taken in to custody, he was processed at the Sheriff’s Office and lodged in the Otsego County Correctional Facility to await Arraignment.

Delaware County District Attorney’s Office announced that 44 year old Dana Britton of Delhi, was re-sentenced to jail after violating his probation supervision. Britton admitted to using illegal drugs while on probation, The Probation Department recommended that he be sent to an inpatient rehabilitation facility, Britton refused to engage in treatment, his probation was revoked & he was sentenced him to 22 months in jail at the Delaware County Correctional Facility.
