On Saturday, Delaware County Sheriff’s Deputies arrested 59 year old Frank Martino of Delhi, on charges of Driving While Intoxicated, an Unclassified Misdemeanor. This arrest was a result of a property damage automobile accident on Maggie Hoag Road in the Town of Delhi. Martino was issued numerous traffic tickets, and is scheduled to appear in the Town of Delhi Court at a later date to answer the charges.

Gerald Althiser pleaded guilty in Otsego County Court to attempted arson, for the fire that destroyed the Milford United Methodist Church last March. Althiser was sentenced to 5 years probation, to be served at the Homer Folks Facility in Oneonta, where he will receive counseling. A judgment of $1 million was also placed against him.

State Comptroller Tom DiNapoli is urging New Yorkers to read the fine print on gift cards this holiday season for details about fees and expiration dates. DiNapoli said New Yorkers should use their gift cards within a year of purchase to avoid inactivity fees and register cards with the retailers that offer it so the owner can be identified. Money from unused gift cards issued by New York businesses is turned over to the State Comptroller’s office as abandoned property after five years of dormancy.

Chenango County Sheriff’s department arrested 51-year-old Scott Fitch of Preston for 2 counts of Harassment. Fitch is accused of subjecting a victim to unwanted physical contact during the course of a domestic dispute, Fitch was arraigned in the Town of Oxford Court and was released on his own recognizance, he will appear in the Town of Preston Court at a later date.

An online petition has been gathering names to keep the name of the new Bridge over the Hudson River as the “Tappan Zee” Bridge. Earlier this year, proposals were made by Governor Cuomo’s political Allies to name the new bridge as the “Mario Cuomo” bridge after the former Governor, who of course was the current Governor’s father. Sidney village officials were notified that a squirrel in NYSEG Substation was responsible for yesterday’s power outage, which affected 350 Sidney Customers & 60 Bainbridge customers. The power outage disrupted several area businesses along Delaware Avenue, generators were used to power up traffic signals at State Route 8 & Delaware Avenue, Sidney Police also directed traffic at other affected locations. NYSEG Reported that power was restored at about 7:30 PM Tuesday.

Hartwick College officials have announced The Hartwick College Founders’ Award, a guaranteed tuition grant of $10,000 per year, which will be awarded to each newly enrolled 1st year and transfer student who is a resident of New York State. Grants will be awarded to new students beginning in the fall of 2018. Students who enroll in the College’s innovative 3-Year Bachelor’s Degree Program are also eligible for this award. No special grant application is required; students only need to apply for admission to Hartwick and file the FAFSA form.
The State DEC announced that remaining Deer Management Permits in several Wildlife Management Units would be available to hunters beginning November 1st. The DEC will re-open the permit application process on a first-come, first-served basis. Hunters may apply for up to two additional permits at any DEC license sales outlet beginning Nov.

Governor Cuomo signed legislation to extend property tax exemptions to eligible United States veterans to include school taxes. Currently, state property tax laws provide partial property tax exemptions to qualified veterans of the United States Military; however, this exemption does not apply to school taxes. In 2013 and 2016 the alternative veteran’s property tax exemption and Cold War property tax exemption were amended to give school districts the options of allowing the exemption, now, all 3 veteran’s property tax exemptions would be applied to school taxes.

State Police arrested 67-year-old Thomas Smith of Oneonta for Criminal Contempt, after troopers were contacted by a person with an order of protection against Smith. Smith is accused of calling or arriving at that person’s home in Otego several times; he was issued a ticket to appear in the Town of Otego Court on November 9th.

State Police were dispatched Friday to a report of an accident on Quarry Access Road in the Town of Deposit. Troopers located an overturned dump truck in the middle of the access dirt road, 66-year-old William Barse of Sidney was hauling stone from the quarry when he drove off the road several times, struck trees, & overturned, he was ejected from his vehicle and was pronounced dead at the scene. State Police are continuing the investigation.

New York Attorney General Eric Schneiderman announced a new multistate lawsuit filed by 19 Attorneys General to defend the health care subsidies on which thousands of New Yorkers and millions of Americans rely.

Chenango County Sheriff Ernest Cutting reported the arrest of 2 parents in connection with the death of 16-year-old Jeffrey Franklin on March 1st in the Town of Guilford. The Sheriff’s Office arrested 35-year-old Ernest Franklin & 33 year old Heather Franklin following the investigation of a fire at their residence on state Route 8. The autopsy showed that the fire did not cause Jeffrey’s death, and that he was deceased prior to the fire, investigators believe the fire was set to cover up the murder of Jeffrey. Both parents are charged with 2nd degree Murder, Arson and Tampering with Physical Evidence. The investigation is continuing and further charges may be filed.

State Police arrested 56-year-old Danny Baldwin of Cherry Valley, for Conspiracy. Troopers accuse Baldwin of conspiring by allegedly attempting to hire another person to intentionally commit murder. Baldwin was arraigned in town of Richfield Springs Court and was remanded to the Otsego County Jail on $250,000 cash bail or $500,000 property bond.

Oneonta Police arrested 20-year-old Kyle Alger of Oneonta on Drug Charges Friday Night. Alger was interviewed by police at his Rose Avenue home after a neighbor called to complain that someone was vomiting outside of Alger’s car. Alger is accused of throwing an item underneath the vehicle as police arrived, police then recovered 2 grams of bulk heroin & 11 individually packaged paper folds, and $532 cash. Alger was charged with Criminal possession of a controlled substance.

The State Labor department released the unemployment rate numbers by county, for the month of November today. Locally, Chenango County had 4.8%, Delaware County had 4.9% & Otsego County had 4.3% unemployment, the statewide rate dropped 1 tenth to 5.1% in November.

State Police arrested 62-year-old Charlotte Hart of Bainbridge for Criminal Mischief, Disorderly Conduct & Harassment, after troopers responded to a report of an ongoing argument at the Xtra Mart in the Town of Bainbridge. Hart allegedly entered the store and was upset with a neighbor, who was working inside, and struck the woman in the face and smacked a cell phone from the woman’s hand. Hart was arraigned in the Town of Bainbridge Court and was released without bail being required. An order of protection was issued, she faces court action in the Town of Bainbridge on January 24th.

Governor Cuomo today announced that New York State’s Cigarette Strike Force seized 53,307 cartons of contraband cigarettes and 261,220 untaxed cigars in 2016. The combined street value of these items is approximately $5.6 million and the seizures represent a 117% increase in illegal tobacco confiscations. Locally, The Southern Tier had only 4 cartons of illegal cigarettes confiscated, but had over 42,000 illegal cigars confiscated, which was the second highest total in the state behind New York City.

Governor Cuomo’s popularity is still over 50%, according to the latest Siena Research Institute poll released today. 56% of respondents still view Cuomo favorably, down slightly from 57% in September, 41% have an unfavorable opinion of Cuomo, up slightly from last month. In spite of the arrests of Former aides, Cuomo is viewed favorably by 71% of Democrats and 52% of independents; about 66% of Republicans view him unfavorably. Cuomo polled weakly in the upstate counties, where 52% view him unfavorably and 45% favorably.

A Town of Oxford resident was arrested by the Chenango County Sheriff’s Office for Criminal Possession of a Controlled Substance. 46-year-old David Mack was charged for allegedly possessing cocaine, while working at a Town of Norwich business. Mack will appear in the Town of Norwich Court at a later date.
