Nearly 200 new Troopers were honored for their perseverance and dedication in completing the 203rd session of the Basic School of the New York State Police Academy.

State Police arrested 30-year-old Nathan Tuttle of Deposit for 3rd degree rape and criminal sexual act. The arrest occurred after an investigation determined Tuttle allegedly had sexual contact with a victim under the age of 17. Tuttle was arraigned in the Village of Deposit Court and remanded to the Delaware County Jail on $5,000 cash bail or $10,000 property bond. Tuttle was previously charged last week with 4 counts of Sexual Abuse and 3 counts of endangering the Welfare of a Child relative to an incident involving a different victim. Anyone with information involving Tuttle is asked to call the State Police at 775-1241.

The Broome County Specials Investigations Unit Task Force arrested 51-year-old Dennis Scrubbs of Endicott Wednesday. Scrubbs is accused of possessing 622 bags of heroin, plus Suboxone, cocaine, crack-cocaine, and marijuana, Investigators also confiscated about $4,000 in cash. Scrubbs was held pending court action.

A Broome County Court jury convicted Nigel Smith for the murder of Bretnie Owens in Binghamton in June of 2013. Smith was found guilty of 2nd degree murder, 1st degree robbery, criminal trespassing and resisting arrest. Smith is due to be sentenced on November 17th.

The State DEC announced that the Fall CleanSweepNY program will be held the week of September 28, CleanSweepNY provides an opportunity to ensure proper disposal of unwanted and obsolete pesticides and other chemicals, Pre-registration is required, with a registration deadline of September 18th. This Fall’s effort is focused on Delaware, Otsego, and Schoharie counties, among others in the capital region, It is directed at agricultural and non-agricultural professional pesticide applicators, schools and businesses like golf courses, cemeteries and marinas. CleanSweepNY services are not available to homeowners. Pre-registration is required by September 18, at cleansweepny.org or 1-877-SWEEPNY.

Delaware County Sheriff’s Deputies arrested 42 year old Tina Garcia of Walton for Falsely Reporting an Incident. Garcia is accused of falsely reporting the theft of a vehicle owned by Shane Bellows after that vehicle was involved in a hit and run property damage accident on State Highway 10 in the Town of Walton on August 15. Garcia was issued an appearance ticket returnable to the Town of Hamden court on September 21st.

Delaware County Sheriff’s Deputies arrested 74 year old Richard Wayman of Jefferson with Endangering the Welfare of an Incompetent or Physically Disabled Person, for allegedly endangering the welfare of a physically and mentally disabled resident of Robinson Terrance Nursing Home in Stamford while visiting another resident of that facility earlier this week. Wayman was arraigned in the Town of Delhi Court and released on his own recognize pending his appearance in the Harpersfield Town Court on September 14th.

Governor Cuomo today launched the Citizen Preparedness Corps Training Program that will train approximately 100,000 New Yorkers during 2014 in preparation for emergencies or disasters.  Governor Cuomo also announced the launch of a new website www.prepare.ny.gov, to serve as the digital home for the Citizen Preparedness Corps community. The website will offer information about additional trainings & disaster preparedness tips.

2 Binghamton men were indicted for an alleged robbery-turned homicide against a South Side man last year. 40-year-old Nigel Smith and 36 year old Calvin Bell, were named in an indictment as co-defendants for multiple charges, including second-degree murder, in the June 15 death of Bretnie Owens. Smith, who is being held on a parole violation, pleaded not guilty last month in Broome County Court. Smith and Bell allegedly caused Owens’ death while committing a robbery. The men are accused of aiding and abetting each other to commit the crime.  Bell is being held in the Broome County jail

A Chenango County woman has pleaded not guilty to a grand jury indictment alleging she caused the death of a 3-month-old girl she was babysitting.  38-year-old Geneia Rood of Pitcher, pleaded not guilty in Chenango County Court last month to an indictment charging a felony count of second-degree manslaughter. Rood is accused of recklessly causing the September 5th death of Brenna Quinn by giving her alcohol. Rood is being held in the Chenango County jail.

With stronger laws and greater enforcement, texting-while-driving tickets in New York rose 82 percent in 2013 compared to 2012. Police issued about 55,000 texting tickets statewide in 2013, up from about 30,000 in 2012. Gov. Cuomo proposed to suspend licenses for one year for people under age 21 caught texting behind the wheel. The current suspension is for six months.  Tickets for cell phone use still outpace texting tickets. Police last year issued nearly 207,000 tickets for using a cell phone while driving.

State Troopers at Sidney arrested 58-year-old Randy Leizear of Bainbridge for driving while intoxicated with a reportable BAC result of .15%, almost twice the legal limit.  The arrest resulted from a vehicle and traffic law stop for a turn signal violation on Maple Street in Afton; Leizear was issued tickets returnable to the Village of Afton Court today.

Acco Brands in Sidney had a reduction of staff in 2 departments recently, leading to speculation of more changes at the Sidney facility.  Vice President of Media Relation Rich Nelson said that the Sidney facility is very successful, and he told WCDO news what their plans are:

Nelson said that the Acco facility in Sidney is their largest manufacturing facility in North America, which also makes it one of their most profitable facilities to operate, no major changes are anticipated at the plant in the foreseeable future.

Broome County Sheriff department announced the arrest of a man wanted in connection with a recent homicide in Binghamton.  Police chased Nigel Smith to 17 Pine Street in the Town of Fenton this afternoon.  Smith was wanted by Binghamton police in connection with the murder of 44 year old Bretnie Owens at 11 Stone Street in Binghamton in June.  Smith was taken into custody after a brief struggle, Broome County deputies were assisted by state police, Binghamton police & a SWAT Team, and Smith faces court action shortly.

NEWS MONDAY 6-17-13 http://www.wcdoonline.com/localnews/p-m-news-monday-6-17-13/ Mon, 17 Jun 2013 17:38:22 +0000 http://www.wcdoonline.com/localnews/?p=1035 Continue reading ]]> Following a 5-month investigation by the Delaware County Sheriff’s Office, Sealed Indictment Warrants were handed down by a Delaware County Grand Jury Friday.  8 people were arrested Friday on a variety of drug charges.  Charged were 23-year-old Miguel Santiago of Stamford, for allegedly selling Heroin in the Village of Stamford, & 30-year-old Gerard Johnson of Walton for allegedly selling Heroin in the Village of Walton.  Sidney police arrested 45 year old Nancy   Tomao of Sidney was arrested for allegedly selling a prescription controlled substance in Sidney, she was turned over to Delaware County  Deputies pending arraignment.  State police arrested 20-year-old Jordan King of Unadilla for allegedly selling a prescription controlled substance in Franklin; he was turned over to Delaware County Deputies pending arraignment.  Chenango county deputies arrested 56-year-old Kim Chlad of Sherburne for allegedly selling a prescription controlled substance in Sidney; she was turned over to Delaware County Deputies pending arraignment. Delaware county deputies arrested 25-year-old Sande Lower of Oneonta, for allegedly selling a prescription drug in Franklin; &  24-year-old Mandi Stratton of Walton, for allegedly selling Heroin in Walton having a child present.  All were arraigned today in Delaware county court and they are being held without bail pending court action.  26 year old Jessica Woodcock of Walton, was arrested for endangering the welfare of c child for allegedly allowing her child to be present during a heroin transaction, she was arraigned Friday and was released on recognizance pending further court action. The Investigation is continuing and more arrests are pending.

The Sidney Village Police Department arrested 25-year-old HEATHER WRENCH of Bainbridge, for criminal possession of a controlled substance.    Wrench is accused of possessing SUBOXONE in an uncapped syringe; she was arraigned and was remanded to the Delaware county jail on $10,000 Cash bail, pending court action in Sidney court tomorrow morning.

Disgraced former state Senate leader Pedro Espada Junior was sentenced to 5 years in prison Friday in a federal courtroom, after pleading guilty to tax fraud and for stealing money from his own his taxpayer-subsidized non-profit Bronx health clinics.  Espada was ordered to go straight to prison, he was also ordered to pay nearly $500,000 in back taxes and stolen money.

State Police at Sidney arrested 47-year-old Tina Thoms of Unadilla, for 2nd degree Harassment following an investigation into a dispute on Alton Deforest Road in the Town of Unadilla.  Thoms was arraigned in the Town of Unadilla Court and released on her own recognizance, she will reappear in court on July 8th.

Binghamton City Police are investigating an apparent homicide at 11 Stone Street.  Police reported that 44-year-old Bretnie Owens was found deceased inside his apartment, the autopsy performed over the weekend ruled his death as a homicide.  Anyone with information is asked to call the Binghamton Police Detective at 772-7080.

Delaware County Deputies arrested 33-year-old Tanya Wood of Delhi for 2nd degree Harassment.  Wood will appear in the Town of Delhi Court tomorrow to answer to the charge.
