Otsego County Department of Health reported 380 total COVID 19 cases reported in the month of August, with 52% were unvaccinated which includes those who had no or 1 vaccines in the 2 shot series, while 48% were fully vaccinated, 100% of hospitalizations are unvaccinated. 9% of the cases in August were in college students/employees; 10% of the cases were 0-11 years old, 27% were 12 to 24 years old, 46% of the cases were in the 25-55 age group & 17% were 56 & older.

Delaware County Sheriff’s Deputies were dispatched to a neighbor dispute on July 31st, at 60 River Street in the Town of Stamford. 58-year-old Kenneth Utter and 69-year-old Janet Starkweather, both of Stamford, are accused of subjecting another person to unwanted physical contact, the victim’s harassment complaints were forwarded to the Town of Stamford Court, which was requested to issue a criminal summons for Starkweather and Utter. Deputies located and arrested Utter and Starkweather last week, they were charged with 1 count each of harassment, they were ordered to appear in the Town of Stamford Court on a later date.
Governor Kathy Hochul signed four pieces of legislation, to establish a demonstration program to implement speed violation monitoring systems in work zones to keep workers safe and make construction contractors liable for the wages owed to their subcontractors. They also require the payment of prevailing wage to building service employees at high-end co-ops and condos and extend Shared Work Benefits.

The State Department of Transportation announced that State Route 28 near Frank Slawson and Epps roads in the town of Franklin will close starting today for a culvert replacement over Knapp Brook. DOT Officials stated that motorists on State Route 28 will be detoured to take state Route 23 to Davenport Center and then take county Highway 10 to Meridale to connect back to state Route 28, the project is expected to be completed on September 22nd. Also, starting today, Old Route 17 in the Town of Windsor will undergo culvert construction; a road closure is near the intersection of 17 and Ostrander Road. Old Route 17 will likely be closed for 2 months & is scheduled to reopen around November 9th.

Delaware County Sheriff’s Office arrested 33 year old Chad Ellis of Port Crane on an active Bench Warrant held by the Village of Sidney Police Department and a Delaware County Family Court Warrant held by the Delaware County Sheriff’s Office. Ellis was located last Thursday, he was turned over to members of the Sidney Police Department for arraignment in the Village of Sidney Court, following his release, Deputies arrested Ellis on the Delaware County Family Court Warrant committing him to the Delaware County Correctional Facility for a term of 6 months or until payment of arrears is made to the Delaware County Support Collection Unit.

Utica Police & State Police reported that a Utica area woman stole & ambulance Sunday Morning in Utica and drove it to the Rochester area, before crashing it into the Irondequoit Bay. Kunkel Ambulance Service alerted Utica Police, they alerted State Police the ambulance was heading west on the Thruway, a Monroe County scuba team was able to pull the ambulance up from the water just after 5:00 PM Sunday, The woman was rescued shortly after the ambulance went into the bay, She was taken into custody, her name has not been released & The investigation is continuing.

The 2021 New York State Fair will run from August 20th to September 6th in Syracuse, it will increase capacity to 100% and reopen many popular buildings with additional vendors. On Sunday, the Sidney Police Department responded to a domestic dispute on Riverview Drive, the officer entered the home & was attacked by a 17 year old male. The officer was able to draw his Taser and after warning was forced to use it when the 17 year old male appeared to charge the officer a 2nd time. The 17 year old male was then taken into custody without any further incident, the officer was not injured and the 17 year old male was evaluated by EMS at the scene and released. The 17 year old male was charged with Harassment & was released on an appearance ticket to appear in Sidney court at a later date.

Early Thursday morning the Sidney Police Department assisted Delaware County Sheriff’s Deputies with the arrest of a Walton woman on a Warrant of Arrest issued by the Delaware County Court for violation of probation. 33 year-old Nikita Kingsbury was charged with violating the terms of her probation imposed in December as a result of her conviction for criminal possession of a controlled substance. Kingsbury was arrested September 5, 2019, along with several others at for trafficking methamphetamine from 37 Union Street in Sidney. Sidney Police located and arrested Kingsbury, she was turned over to Sheriff’s Deputies, she was arraigned remotely by Delaware County Court & was ordered held in the Delaware County Correctional Facility without bail pending further court action.

Fire departments in & around Chenango county were kept busy Wednesday afternoon. Firefighters responded to a house fire at 266 Kilroy Road in Oxford, a stove fire at 11 South Main Street in Bainbridge, and another house fire at 389 County Road 27 in Coventry, all toned out within a 30 minute time frame. State Attorney General Eric Schneiderman responded to a congressional inquiry, making clear that there was not one single substantiated claim of voter fraud in New York last year. Chenango County Sheriff’s Deputies arrested a Syracuse man on an active Bench Warrant issued the Chenango County Court. Deputies with the assistance of State Police arrested Thomas Mulverhill on a bench warrant issued by Chenango County Court for failure to comply with conditions of release on prior Burglary and grand larceny charges. Mulverhill was arrested without incident and to be held at the Chenango County Correctional Facility until a later court date.

A Steuben County resident was arrested for criminal possession of a controlled substance by Chenango County Sheriff’s department. 24 year old Dominick Lepera was charged following a complaint the County Corrections department when Lepera was found with an unknown substance while being booked into the correctional facility. The substance was identified as Methamphetamines, Lepera was processed and issued an appearance ticket to appear in the Town of Norwich Court at a later date.

Jury deliberations continued again today in the 3rd Cal Harris Murder trial in Schoharie County Court. The jury was back deliberating after a brief break at lunchtime, Harris is seeking to be exonerated for the murder of his wife, and after 2 Tioga county juries convicted him of the crime, even though Michelle Harris body was never found since her suspected murder in September 2001. Jury deliberations are into their 10th day, after 11 weeks of testimony.

19-year-old Joseph Mueller of Delhi suffered severe burns last night, hen his vehicle went into a propane tank outside the Delhi American Legion hall. The tank exploded, and firefighters from several area companies responded Mueller was taken to the burn unit at Upstate Medical Hospital in Syracuse. The crash happened at about 8:30 last night, about 30 people successfully evacuated the Legion hall, the Hall & a pavilion had minor damage, 3 store units were destroyed.

State Police at Oneonta arrested 43-year-old James Henderson of Franklin for Criminal Obstruction of Breathing or Blood Circulation, Unlawful Imprisonment, Criminal Mischief and Harassment. Troopers responded to a Delaware County 911 report of a dispute at a residence on Rod & Gun Club Road in the Town of Franklin. An investigation determined that during a physical dispute with his girlfriend he grabbed her by the neck, kept her from using the telephone to call police and would not let her leave. Henderson was arraigned in the Town of Davenport Court and remanded to the Delaware County Jail on $2,500 cash bail or $5,000 property bond pending a court date for the Town of Franklin is on May 28th.

Otsego County has received a federal grant through the New York State Homes & Community Renewal to replace dilapidated owner-occupied mobile homes with new, energy-efficient manufactured homes. State officials reported that thousands of lives a year have been saved by seat belts, including 467 in 2012 and 446 in 2013. The State Senate Budget Plan passed last week calls for the wiping out of the last year of the Gap Elimination adjustment, which was implemented during the last year of the Paterson administration. The conference committees are made up of 5 members of each house who will work to develop a final spending plan before April 1st, the Committees can be viewed at nysenate.gov.

The Broome County Sheriff’s Department arrested 43-year-old Brian Potter of Port Crane on a variety of drug related charges. Potter was wanted by the Binghamton Police Department for a felony drug warrant, he was located at the Kirkwood Motel with counterfeit cash, & drugs Saturday. Deputies accuse Potter of attempting to flee, they confiscated a shotgun, $14,000 in counterfeit bills, more than 60 grams of marijuana and a small amount of an undisclosed narcotic. Potter was arraigned for possession of a forged instrument, criminal possession of weapon, criminal possession of a controlled substance & resisting arrest among other charges; he was remanded to the Broome County Jail without bail.

Firefighters from Oxford, Norwich, Guilford, Preston, Brisben and McDonough responded to a fire early this morning on Wakefield Lane in Oxford. Firefighters found a fully involved barn fire, was collapsing with an exposure directly behind. Fire crews managed to extinguish the fire quickly & keep it from spreading to nearby structures; the cause of the fire has not yet been announced.

Firefighters from East Meredith, Davenport, and Pindars Corners responded to a fire at Sheehan & Pumpkin Hollow Road in East Meredith at about 8:30 Saturday morning. The Roe family escaped uninjured, the fire is believed to have started with the wood stove.

Firefighters responded to a fire at 32 Newland Street in Otego Saturday morning at about 9:00 AM. The unidentified family of 4 escaped without injury, the damage was minimal, the fire is believed to have started in clothes dryer.

Governor Cuomo has signed a bill that delays for 1 year, the mandated electronic filing of Prescriptions to pharmacies, which was originally scheduled to go into effect on March 27th. Mandatory electronic prescribing was part of the “I-STOP” program, to keep people from getting prescriptions from a number of doctor & bring them to a number of different pharmacies, a practice known as doctor shopping.

The state DEC is reminding area residents that all residential brush burning is prohibited in smaller communities starting today through May 14th. Open burning is the largest single cause of wildfires in New York State. Debris burning accounts for about 36% of wildfires in the state. Violators of the open burning state regulation are subject to both criminal and civil enforcement actions, with a minimum fine of $500 for a first offense.
