The Trial for Ernest Franklin of Guilford has been delayed again, until early next year. Franklin & his wife Heather are accused of killing their developmentally disabled son & setting fire to their house to cover up the murder in the town of Guilford in March of 2017. Ernest Franklin is being held without bail pending the start of his trial; Heather Franklin was released on bail.

State Police arrested 25 year old Taylor Nelson of Afton for 2 counts of Criminal LOUDESPossession of a Controlled Substance, Criminal Possession of a Forged Instrument, Operating a Motor Vehicle while Impaired by Drugs, & Criminally Using Drug Paraphernalia. Troopers were dispatched to the Sunoco on County Route 39 in the town of Bainbridge to check the welfare of a male slumped behind the wheel of his vehicle. Troopers determined that Nelson was impaired and was in possession of a counterfeit $100 bill, methamphetamine, drug paraphernalia and items used to measure drug quantity. Nelson was arraigned in the town of Bainbridge Court where he was remanded to the Chenango County Jail on no bail.

State Police arrested 51 year old Marianne Stanislawski of Chenango for Grand Larceny, for allegedly taking advantage of a 75-year-old man who suffers from Alzheimer’s. An investigation revealed that Stanislawski knew the victim for several years; she would visit him weekly at his residence and help him run errands. The investigation further revealed that Stanislawski was making cash withdrawals that the victim did not approve of. Stanislawski was arrested and arraigned in the town of Oxford Court and released on her own recognizance and is to appear in court at a later date. An order of protection was issued by the judge protecting the victim.

Governor Cuomo today announced the state is dedicating $3 million for state-of-the-art studies to reduce flooding and ice jams and improve ecology on 48 priority flood-prone streams throughout New York State. The DEC and Office of General Services will implement the studies as part of the Resilient NY program, which will consist of flood studies to identify the causes of flooding within each watershed and develop, evaluate, and recommend effective and ecologically sustainable flood and ice-jam hazard mitigation projects.

State Police arrested 32 year old Jessica Klinegardner of Tompkins for Unlawful Possession of Personal Identification Information, after a complaint by the victim that she noticed suspicious charges on her deceased mother’s credit card. An investigation revealed that Klinegardner was working as a home health aide for the deceased victim; she was issued an appearance ticket to appear in the town of Tompkins Court on December 6th.

Governor Cuomo announced $13 million is available for restoration and recovery efforts following the severe storms and flash flooding on August 13-15 that severely impacted communities in the Southern Tier. A new residential assistance program has been created to provide funding to primary homeowners whose damages exceed insurance claims and other available aid. With maximum grants of $50,000, this program will help eliminate the unmet need of homeowners. Applications from homeowners for the residential assistance program will be accepted starting today, the deadline for applications are February 4, 2019.

A woman, who suffered cardiac arrest Friday, is expected to survive after the quick actions of State Troopers and a citizen. A trooper was dispatched to a report of a 70-year-old woman who had collapsed in the lobby of the Richfield Springs Post Office, She was unresponsive when the trooper arrived and a citizen was already performing CPR. Another trooper arrived & administered the Automated External Defibrillator, EMS arrived, and they took the woman to Basset Hospital in Cooperstown. The unidentified woman regained consciousness at the hospital and is expected to recover.

State Police at Oneonta arrested 37 year old Heather Koncelik of Worcester on 2 counts of Criminal Possession of a Controlled Substance. Troopers arrested Koncelik after she was found to have heroin and suboxone in her possession in the town of Worcester. Koncelik was arraigned & was remanded to the Otsego County Jail on $500 cash bail.

Broome County Sheriff David Harder announced that confidential tips provided by the residents of the southern tier have led to the capture of Noah Venth-Costick. On Wednesday morning, the Sheriff’s Office Warrants Division received information that Venth-Costick was hiding out in a residence in Afton. The Warrants Division observed a vehicle enter the driveway which was occupied by Venth-Costick, he was arrested without incident, and he was transported to the Broome County Sheriff’s Office Correctional Facility where he is being held without bail.

West has been charged with 2nd-degree sexual abuse, forcible touching, & 2 counts of endangering the welfare of a child. Governor Cuomo signed an executive order to combat the flu epidemic, it allows pharmacists to administer flu vaccines to children ages 2 to 18 – increasing access and convenience for those seeking the flu vaccination as the number of reported cases across the state continues to rise. Over the past week, 7,779 laboratory confirmed influenza cases were reported to the state and 1,759 New Yorkers have been hospitalized, the highest weekly numbers in both categories since reporting began, and surpassing last week’s previous high of 1,606 hospitalizations.

27 year old Anderson Lee of Cooperstown has been charged with 24 counts of unlawful surveillance. Lee is accused of installing a camera in Bassett Medical Center in Cooperstown and captured videos, while working there as a nurse. Lee was arraigned in Town of Otsego Court and sent to Otsego County Jail on $100,000 cash bail or $$250,000 insurance bond. The investigation is ongoing.

State Police arrested 28 year old Bryon Hoblin of Afton for 3rd degree Assault & endangering the welfare of a child. Troopers responded to a Chenango County 911 report of a father and son physical dispute at Algerine Street in the Town of Afton, Hoblin allegedly punched his father in the face and knocked him out, while a child was watching. Hoblin was arraigned in the Town of Afton Court, where he pled guilty and was sentenced to 6 months at the Chenango County jail.

Halpin is a 37 year old white female, only 5 foot tall & weighing about 90-95 pounds. She was last seen wearing pajamas and may have on a black coat and sneakers. She has long brown straight hair and wears glasses. Brenda suffers from Huntington’s disease which affects her physical abilities including walking normally. 36 Year old Rafael Figueroa of Margaretville was sentenced in Delaware County Court to 9 years of in prison he was arrested in December of 2014 by the Delaware County Sheriff’s Office for 3 counts of Criminal Sale of a Controlled Substance, following a year and a half long investigation, for trafficking of cocaine. Figueroa was found guilty of all charges, & was sentenced to 3 consecutive 3-year prison sentences, post release Parole & he was also ordered to pay $525 restitution.

The Chenango County Sheriff’s Office arrested Ganesh Ramsaran for 2nd degree Bribery; he is accused of offering a Chenango County Corrections Officer of $100,000 to aid in his escape from the Correctional Facility. Ramsaran was arraigned in the Town of Norwich Court and remanded back to the Chenango County Correctional Facility on $1,000,000 Dollars Cash Bail or $2,500,000 Property Bond, he’ll return to the Town of Norwich Court at a later date. The State DEC amended its Chronic Wasting Disease regulation, to prohibit people from importing into New York certain parts of white-tailed deer, elk or moose taken in the state of Ohio. In late October, the Ohio Department of Agriculture confirmed a case of Chronic Wasting Disease in a white-tailed deer, 1 has also been confirmed in Pennsylvania. Overtime earnings at state agencies rose to a record $611 million in 2013, a 16% increase compared to 2012, according to a report by State Comptroller Tom DiNapoli. Overtime increased in 2013 for the 3RD straight year, overtime accounted for 3.9% of all pay in 2013. The Office of Mental Health, the Department of Corrections & the Office for People with Developmental Disabilities accounted for 63.5% of the overtime hours in 2013. 18-Year-Old Anthony Monk of Binghamton was arrested, after driving his vehicle into a house while intoxicated. Monk was charged with DWI and a number of traffic violations after police after driving into 1274 Chenango Street in the Town of Fenton, he faces court action at a later date.

New York hospitals are now required to screen newborns for heart defects under a new law. The measure took effect Monday; it requires all birthing facilities to administer the screening. The American Heart Association lobbied for the law, they reported that nearly 1 in 100 babies born each year have a congenital heart condition.

The state department of taxation and finance has issued the first income tax refunds of 2014. The refunds were direct deposited into taxpayer bank accounts. All of the taxpayers who got refunds yesterday used the department’s new web file service, which allows state tax returns to be prepared and e-filed online for free. 37-year-old Brian Hime of Binghamton was sentenced yesterday on federal drug charges for conspiracy to traffic narcotics, possession with intent to distribute and illegal firearms possession. Hime was arrested In September 2012 when Police served a search warrant at his home on Liberty Street in Binghamton; they confiscated 6 ounces of cocaine, $3,400 cash, a rifle, and handgun ammunition. Hime will be eligible for supervised release after 10 years.

State Police at Sidney arrested 23 year old Joseph Sieger of Bainbridge, for Felony Driving While Intoxicated. The arrest resulted from a minor accident in the Hess parking lot in Unadilla, Sieger was arraigned in the Town of Unadilla Court and remanded to the Otsego County Jail in lieu of $5,000 cash bail and is scheduled to return in court on July 8th.

Governor Cuomo and United University Professions union announced the ratification of a contract between the state and the union of 35,000 SUNY employees. 77% of UUP members voted in favor to the agreement, the State Budget Office estimates that the deal will save taxpayers $87 million in wages through a Deficit Reduction Program & changes to health benefits will save $99 million over the contract period.

Binghamton police arrested a Brooklyn man on drug charges, following a routine traffic stop Tuesday. Police confiscated 19 grams of crack cocaine & 10 envelops of heroin during a traffic stop of 39-year-old Nicklas Williams of Brooklyn. Attorney General Eric Schneiderman today announced that he has adopted new regulations that will require nonprofit groups, “social welfare” organizations, to make better disclosures of their political campaign activities. Effective today, nonprofits that are registered with the state will now be required to report the percentage of their expenditures that go to federal, state and local electioneering. Groups that spend at least $10,000 to influence elections will be required to file itemized schedules of expenses and contributions. Those disclosures will be available for public scrutiny on the Attorney General’s NY Open Government website.
