Governor Cuomo today announced that the number of Coronavirus cases in New York State went up to 222,000 people; Hospitalizations remained at over 17,000, with an average of 2000 new cases discovered daily on average. The Governor said that the key to restarting the economy and sending people back to work is a lot more testing, with federal financial support;

State Budget Director Robert Mujica said that 70% of the state taxpayers filed by the usual April 15th filing date, most of those were getting refunds, those who have to pay, will wait until the July 15th extension, causing a cash flow problem:

Governor Cuomo said that another 606 people died from the Coronavirus Thursday, bringing the total to 12,858, about 60% of the deaths are male, and 50% of the deaths are age 70 and up.

Governor Cuomo signed an Executive Order announcing that New Yorkers MUST wear masks or face coverings on public transportation systems and while taking private transportation or riding in for-hire vehicles. Additionally, all operators of public systems, private carriers and for-hire vehicles must wear a mask or face covering at all times while working. The Executive Order is also requiring everyone in New York to wear a mask or a face covering when out in public and in situations where social distancing cannot be maintained. The order will go into effect tonight at 8:00 PM. Governor Cuomo is also signing an Executive Order directing all public and private labs to coordinate with the State Department of Health to ensure prioritizing diagnostic testing for public health and for restarting the economy.

Delaware County Sheriff’s Deputies responded Thursday to a report of an unresponsive man in a parked vehicle at the Franklin Mirabito convenience store, the vehicle’s operator regained consciousness and fled the scene at a high rate of speed. Deputies stopped that vehicle on County Highway 21 in the Town of Walton after observing the driver pass another vehicle in a no passing zone. Deputies identified the driver of the vehicle as 29 year-old Casey Killian of Walton, he was charged with passing in a no passing zone, unlicensed operator, aggravated unlicensed operation of a motor vehicle & driving while ability impaired by drugs, he was released & will appear in the Town of Walton Court at a later date.

Chenango County Health Department announced today that they have 73 confirmed cases of the Coronavirus. 9 people are hospitalized, 39 people have recovered & 189 are quarantined, after conducting 435 tests.

The Otsego County Health department announced that they had 3 more positive cases of the Coronavirus today, they have 50 positive cases, 4 are hospitalized, 4 have died, 25 have recovered, 30 people are quarantined & 157 have been released from quarantine.

State Attorney General Letitia James and Governor Cuomo announced that the state has renewed a previous order from March 17th that halted the collection for another 30 days, of medical and student debt owed to the State and that was specifically referred to the Office of the Attorney General for collection, in response to growing financial impairments resulting from the spread of coronavirus. The new order took effect this morning and will run for an additional 30-day period, at that time, the Office of the Attorney General will reassess the needs of state residents for another possible extension.

Delaware County received 1 new positive test result for the Coronavirus Thursday, there are 59 confirmed positive cases, with an additional 73 people under mandatory quarantine and 1 person under precautionary quarantine, 7 confirmed cases have been transferred out of the county to the patients home county. Of the 52 confirmed positive cases in Delaware County, 6 are in a hospital, 24 are recovering at home, 3 people are deceased and 18 have fully recovered.

Governor Cuomo today announced 169 conditional awards to agencies in 47 counties across the state, that will provide support services and operating funding for at least 1,200 units of supportive housing for homeless persons with special needs, conditions or other challenges. The awards are part of the $2.6 Billion, 5-Year plan to develop 6,000 units of Supportive Housing, in the Southern Tier, funding will go to the YWCA Binghamton, Family Enrichment Network in Broome County & Catholic Charities of Chenango County

Chenango County Sheriff’s department arrested 65-year-old Edith Butler of Bainbridge for leaving a companion animal inside a vehicle during extreme conditions at a Norwich business. Deputies responded to find 2 dogs locked inside a car with insufficient ventilation for about 90 minutes. The dogs were then removed from the vehicle and appeared to be in good health. Butler was issued an appearance ticket for a later date in the Town of Norwich Court.

Sidney Village Officials announced that Main Street, between Smith Street & Cartwright Avenue would be closed tomorrow to traffic, between the hours of 8:00 AM & 4:00 PM. Crews will be digging trenches in that area for new electric service, as part of the Main Street Revitalization Program. The Broome County Sheriff’s Office arrested 34-year-old Shane Karika of Castle Creek, after Deputies responded on October 5th, to the report of a pick up truck stuck on Railroad Tracks in the town of Fenton. The truck had been reported stolen from a business in the Town of Vestal on September 17th, Witnesses reported that a male had walked away from the truck and down the tracks. Deputies located Karika, he was charged with Criminal Possession of Stolen Property, and he was turned over to the Vestal Police Department for further investigation & possible additional charges.

Governor Cuomo announced $23 million in grants to support 12 essential drinking water and waste-water infrastructure projects throughout the Southern Tier. These grants are part of a $255 million statewide investment, funded through the Water Infrastructure Improvement Act, as well as the new Inter-municipal Water Infrastructure Grants Program. The Cities of Norwich & Binghamton, and the towns of Oxford & Roxbury will be receiving a portion of those funds for water infrastructure upgrades.

Vestal Police arrested a Mount Upton man Tuesday following a complaint of a burglary at a Vestal home in August. 31 year old Bryan Vasseur of Mount Upton is accused of acting as a real estate agent when he illegally entered the house, and leased the propoerty, while receiving a fee. Vasseur was charged with 3rd degree burglary & 4th degree Grand Larceny, he was arraigned in Town of Vestal Court Tuesday and was returned to the Broome County Jail where he was already being held on another charge.

Aerial surveillance by the Delaware County Sheriff’s Office, State Police Aviation Division and CNET, led to the arrest of a Walton man and seizures of marihuana in the Towns of Walton and Harpersfield. 53-year-old William Picinich was charged with Criminal Possession of a Controlled Substance, Unlicensed Growing of Cannabis and Unlawful Possession of Marihuana. Picinich will appear in the Town of Walton Court on September 23rd.

State Police responded to the report of a car & motorcycle accident in Apalachin Sunday at 1:40 PM at State Route 434 and Pennsylvania Avenue. State Police Investigators report that a Buick operated by 71 year old DONALD ULMER Sr. of Little Meadows, Pennsylvania turned left in front of an oncoming motorcycle operated by 43 year old AUBURN LYONS of South Gibson, Pennsylvania. Lyons was pronounced dead at the scene, an autopsy is scheduled to be performed at Lourdes Hospital in Binghamton today, the Investigation is continuing.

Delaware County Deputies arrested 20-year-old Casey McKlveen of Latrobe Pennsylvania Saturday for 2nd degree Rape & Endangering the Welfare of a Child. McKlveen is accused of engaging in sexual contact with a female less than 15 years of age. He was arraigned in the Town of Delhi court, and was remanded to the Delaware County Correctional Facility on $25,000 cash bail.

Otsego County will be holding its annual Household Hazardous Waste Event for Small Businesses on Friday September 12th, from 2:00 pm to 4:00 pm at the Meadows Office Complex County Highway 33W in Cooperstown. Small businesses that qualify will receive a subsidy of $50 for cost associated with collection from the County. Registration is mandatory at 547-4225 during normal business hours through Labor Day, and then and Monday to Friday from 8:00 AM to 5:00 pm beginning September 2nd.

Delaware County Deputies conducted a traffic stop on Main Street in the Village of Franklin. 22-year-old Brooke Ketchum of Bainbridge was arrested for Driving while Intoxicated, unsafe start and aggravated unlicensed operation of a motor vehicle. Ketchum is scheduled to reappear in the Town of Franklin Court at a later date.

The Bainbridge Village Board will hold a work session this afternoon at 5:00 PM, to discuss the comprehensive plan. The board will hold their regular meeting on Tuesday, both meetings will be held at the village offices at 33 West Main Street, and both will be open to the public.

New York will send 2 tax-rebate checks next month: a $350 check for families with children and then a check to refund residents for this year’s growth in school property taxes. In 2013, Cuomo and Legislature agreed to provide the $350 checks to residents with children under 17 as of 2012 and with incomes between $40,000 and $300,000. This year, residents will receive the $350 checks in the mail. In 2015 and 2016, the money will come as credits when people file their state income taxes.

Windsor Firefighters & those from surrounding communities were called to a 2 alarm blaze at about 10:00 AM, at an apartment building at 1075 Old State Route 17 this morning. Firefighters knocked down the blaze quickly, all occupants escaped without injury. The Windsor Fire Department was assisted by firefighters from West Windsor, Deposit, 5 Mile Point, Binghamton & Harpursville with Afton on standby, Broome County Fire Investigators are working to determine the cause.

Governor Cuomo announced that Agencies that help crime victims have been awarded $36.2 million in grant funding. State Troopers arrested 31 year old Jeremiah Craver of Guilford for Driving While Intoxicated with a BAC result of .14%. The arrest resulted from a vehicle stop for failing to keep right on County Route 3 in Unadilla, Troopers accuse Craver of driving while intoxicated, he was was issued tickets returnable in the Town of Unadilla Court on August 11th.

The Village of Franklin and the Delaware County Local Development Corporation announced the successful completion of a New York Main Street program in the Village of Franklin. Franklin was awarded $255,000 through the program to commercial building owners for renovations of 14 buildings that improved commercial and mixed-use buildings, creating more functional commercial space and safer apartment rentals. New York attorney general Eric Schneiderman is giving police agencies, in 23 counties across the state, funds to help buy new or replacement bulletproof vests. The awards in the program use money from criminal and civil forfeitures. In June, Schneiderman pledged $3.5 million from forfeitures to help outfit police statewide to fill the funding gap in a federal grant program. The office will approve about $2.8 million in matching funding to 147 agencies statewide to buy more than 7,800 vests

U.S. Senator Charles Schumer has called on the FAA, and the Commerce Department, to develop and release privacy rules and guidelines for the use of small-unmanned aircraft systems by the end of the year. The unmanned aircrafts, or drones, are being used by the U.S. to aid military operations, and Schumer said they have become more common in commercial uses as well. Schumer is concerned the increasing use, by private investigators to spy on unaware parties, such as people in their residences, as well as drug dealers to deliver illegal drugs, poses serious public safety concerns for New Yorkers.

Governor Cuomo signed legislation to strengthen the vetting process for volunteer firefighter organizations, by requiring applicants to submit to a background check for any prior sex offense convictions. Volunteer firefighters frequently work in the presence of vulnerable individuals, including children. The bill will require prospective volunteer firefighters to authorize a background check for sex offense convictions if the individual wishes to proceed with his or her application.

The New York Lottery has drafted regulations to enter a new multi-state lottery game, called Monopoly Millionaires’ Club, that is set to launch nationwide Oct. 19th. The game, which will have weekly Friday drawings, is projected to generate more than $34 million annually in lottery revenue, which is then put in the state’s general fund and designated for education. For the current fiscal year, which ends March 31, the state estimates the game could bring in $10 million in new revenue.

SUNY Delhi officials reported that law enforcement agencies responded this morning to a bomb threat received at around 7:30 AM. The calls claimed that bombs were in Evenden Tower and Sanford Hall, the buildings were evacuated & law enforcement personnel initiated a search of both buildings, no bombs were found. All classes scheduled for Evenden Tower and Sanford Hall today were canceled today, Delhi Village Police, Delaware County Sheriff’s Department, Delaware County Emergency Management Office and State Police responded, the bomb threat has been ruled as a hoax, the investigation is continuing.

Hundreds turned up to Bainbridge Saturday afternoon, to see the Toys for Tots Train make its annual appearance, and to donate more toys for the cause, which lost about $8,000 dollars worth pf toys in a fire November 29th in Norwich. Program Coordinator Roger Barnhart told WCDO News how much was donated since the fire and how much has been spent for toys:

State police arrested 49-year-old Penny Nober of Guilford for 8 counts of 1st degree forgery & 1 count of endangering the welfare of incompetent or disabled person. The arrest occurred after investigating the reported theft and forgery of checks from a disabled person living on State Route 8 in Guilford, Nober was the caregiver of the victim. Nober was arraigned at the Guilford town court and was released on her own recognizance pending future court action.

State Police CNET unit announced the arrests of 34-year-old Tiawanna Willard & 35-year-old Devon Johnson of Chenango. Police executed a search warrant where they confiscated crack cocaine, Ecstasy and $9,200 in cash. WILLARD was charged with Criminal Possession of a Controlled Substance, Criminal Sale of a Controlled Substance, and Endangering The Welfare of a Child. JOHNSON was charged with Criminal Possession of a Forged Document, Criminal Possession of a Controlled Substance and False Personation. Both were arraigned in Town of Chenango Court & were remanded to the Broome County jail without bail, Johnson was turned over to State Parole Officers on an active Parole Warrant.

State police arrested 31 year old Ian Ward of Unadilla for felony aggravated DWI and unlawful possession of marihuana. The arrest occurred after Ward was observed asleep behind the wheel of a running vehicle stopped in the middle of Interstate 88 in Oneonta. Troopers Broke a window & placed the vehicle in park, Ward had a previous DWI conviction, making this arrest a felony, Ward was arraigned at the Oneonta town court and remanded to the Otsego county jail in lieu of $1,500 cash bail.

Norwich police charged 2 city residents with a variety of charges after observing them trying to break into parked vehicles. 20-year-old Earl Mullenax Jr and 23-year-old Ryan Price face charges of Petty larceny & 6th degree Conspiracy upon arrest Sunday night, they face court action shortly.

New York ranked fifth in the nation for gun-control laws, according to a report from the Brady Campaign to Prevent Gun Violence. The annual report said New York was one of four states this year to enact laws that require universal background checks on all firearm sales. New York has the fourth lowest gun death rate in the nation. New York’s law strengthened an assault-weapons ban, required additional registration of guns and cut the number of bullets allowed in magazine from 10 to seven.

Broome County Judge Joseph Cawley this morning found 25-year-old Jaclyn Wesley of Binghamton guilty of vehicular manslaughter. Wesley was accused of driving with a blood-alcohol content of .13 percent when her SUV left I- 88 in the Town of Fenton on May 20^th 2011, and plunged into the Chenango River. Her passengers, 25 year old Rob Moorehead of Port Crane, and Binghamton residents 45-year-old Rob Marshall and 39 year old Carri Michalski were killed in the crash. Sentencing will be at a later date.

Governor Cuomo aims to reduce distracted driving by unveiling special “Texting Zones” along the New York State Thruway and State Highways. The new zones will give motorists a pull-off area to park and use their mobile devices, in many cases, Existing rest stops and parking areas will serve as Texting Zones, and signage will be placed along the highway to inform drivers where the Zones are located. State Police at Norwich arrested 24-year-old Patrice Ray of Plymouth for DWI and other vehicle and traffic law violations following an accident investigation in which Ray struck a parked and unoccupied vehicle on State Route 12 in Oxford. She will appear in town of Oxford court September 30th

The state DEC has a new online registration system for hunter and trapper education programs that are required before getting a license. The agency says the new system will make it easier for people to find a nearby course and sign up. The classes are free and taught by volunteers. September of Prostate Cancer awareness month, statistics show that 1 in 6 men will be diagnosed with prostate cancer in their lifetime. FEMA has approved Otsego County’s Hazard Mitigation Action Plan 5-year update. The next step in the process is the adoption by resolution of the plan by all 35 municipalities and the Otsego County Government for it to be officially in-place. County officials said that having a FEMA-approved Hazard Mitigation plan allows the County, municipalities, and identified stakeholders to be eligible for annual, and disaster declaration funding rounds.
