Delaware County Sheriff’s Deputies responded May 10th to the Town of Meredith to assist US Homeland Security Units with the apprehension of 48 year old Charles Bodie of Meredith, who was wanted on an active US Federal Court Warrant for the Sexual Exploitation of a Child. Deputies and Homeland Security conducted surveillance of property in Meredith where Bodie had been living, on May 11th, they arrested Bodie on the warrant, he was transported to the Delaware County Correctional Facility, where he was to be held indefinitely. Bodie was scheduled to be transported to the United States District Court for the Northern District of New York at a later date for arraignment on the Sexual Exploitation of a Child charge, if found guilty, Bodie could face 15 to 30 years in prison.

The Broome County Sheriff’s Office announced that a stolen vehicle traffic stop in the Town of Kirkwood led to an arrest on multiple felony drug charges last week. On May 7th, a deputy identified a vehicle as stolen from Binghamton, after stopping the vehicle and confirming its status, Officers seized 11.3 grams of cocaine, a digital scale and $1,423 in cash, 38 year old Jorge Cortina of Binghamton was charged with Criminal Possession of a Controlled Substance with Intent to Sell & Criminally Using Drug Paraphernalia, he was processed and issued an appearance ticket to answer for his charges on June 7, 2023 in the Town of Kirkwood Court.

The federal public health emergency declaration for COVID-19 expired on May 11th, but COVID-19 remains a threat. The Chenango County Health department suggests that county residents stay up to date with COVID-19 vaccines, get tested, and stay away from others when they appear sick or are experiencing any COVID-19 symptoms. An unvaccinated dog and 1 person were exposed to the rabid skunk, the dog had to be euthanized because it had not been vaccinated. A Broome County judge on Friday has sentenced Jason Johnson of Nineveh to 60 years in jail for the attempted murder of Trooper Rebecca Seager in June 2021, Johnson was found guilty on a number of felony counts last year in Broome County Court for shooting Trooper Seager in the hip in the Town of Colesville, Johnson was taken into custody following a 21-hour manhunt.

Governor Cuomo held a press briefing regarding the COVID 19 pandemic & he addressed the decreasing number of people getting one of the available vaccines, he added another incentive for New Yorkers to get a vaccine:

The State parks 2 day free passes offered through May 31st will be good through the end of this September, so far, 63.7% of adult New Yorkers have received at least one vaccine dose and 54.9% have completed their vaccine series.

Norwich City Police arrested 38 year old Jason Beardsley of Norwich for 3rd & 5th degree arson, for allegedly setting a fire at 57 Cortland Street in Norwich on May 4th.  Beardsley will face court action at a later date.

Broome County Sheriff’s Deputies responded to the report of a motorcycle crash in the town of Colesville early Friday Morning.   56-year-old Todd Blakeslee of Port Crane was pronounced dead at the scene, Investigators determined the motorcycle had been traveling north on Tunnel Road when Blakeslee’s motorcycle went off the roadway and struck a tree.  Investigators believe that alcohol was a factor in the crash.

The State Health Department continues to see a decline in COVID cases across the state.  On Thursday, there were just under 195,000 tests administered, with 2370 positive, for a 1.2% positivity rate.  Hospitalization declined again to 2264, ICU patients’ decreases to 571, the number on ventilators declined to 354, there were 25 COVID deaths Thursday.

The Associated Press reported that former Assembly Speaker Sheldon Silver is being returned to federal prison after federal authorities denied him home confinement.  Silver was released Tuesday from a federal prison on furlough while he awaited potential placement to home confinement, Silver had been in prison since August, where he was serving more than six-year sentence at a prison in Otisville.

The Utica Comets confirmed Thursday that they have entered into a 10-year agreement with The New Jersey Devils to move their AHL team back to Utica, and the request was approved by the AHL Board of Governors. The board also approved the move of Vancouver’s AHL team, from Utica to Abbotsford, British Columbia.  The move leaves Binghamton without an NHL affiliation after the seasons.

Governor Cuomo announced today that Bowling alleys, gyms, museums and other low-risk indoor cultural venues will be allowed to open shortly with strict COVID-19 guidelines.  Cuomo said that Bowling alleys will be allowed to open Monday, with 50% occupancy capacity, face masks & social distancing must be followed & every other lane will be closed, thorough cleaning and disinfection of shared or rented equipment between each use will be required; and all food service must follow all state-issued guidance.  The opening date and rules for gyms will be revealed on Monday.

The State Department of Motor Vehicles is expanding New Yorkers’ ability to complete certain transactions through secure drop boxes. The drop boxes can be used for license plate surrenders, address changes, and license and registration renewals. Customers using drop boxes must wear face coverings and maintain social distancing. The Broome County Health Department announced that Friday that they were up to 1102 COVID 19 cases, with 74 deaths, 926 recoveries & 496 are being monitored by the Health Department they have conducted over 32,600 tests since March.

Chenango County Public Health announced that they had no new COVID 19 positive tests Thursday, they have had 218 total cases since March, there are 96 people under quarantine, 1 person is hospitalized, there have been 197 recoveries, and they have performed just under 19,000 tests.

The Oneonta City School District has posted their extensive District Re-opening plan on their website.  With the expected influx of college students coming from all over the country to Oneonta, the district announced that they will remain in the remote learning environment to start the 2020-2021 school year; they will reevaluate that model when they approach the Interim Progress Report period of October 9th.

Congressman Anthony Brindisi announced over $290,000 in grant funding for fire departments across New York’s 22nd District.   The grant money is awarded through the FEMA Assistance to Firefighters Grant program, will help local fire departments prioritize operations and safety amid the COVID-19 pandemic.  Locally the New Berlin Fire Department will get over $29,000; the South Otselic Volunteer Fire Department will get over $74,000.

The State DOT is advising motorists that State Route 28 is closed between Margaretville and Andes just north of the intersection of NYS Route 28 and NYS Route 30 to allow construction work required in response to recent storm. Detours will be posted.  During the closure, southbound motorists will be directed to County Route 1 to Tremperskill Road, to State Route 30, back onto NYS Route 28. The State Office of Temporary and Disability Assistance announced more than $100 million in additional emergency food assistance for New Yorkers adversely affected by the COVID-19 pandemic, is available.   About 700,000 low-income individuals and families enrolled in the Supplemental Nutrition Assistance Program or “SNAP” will receive a supplemental payment to bring them up to the maximum allowable benefit for August to help them avoid food insecurity.   More information is available at otda.ny.gov/SNAP-COVID-19.

Sales tax revenue for local governments in July fell 8.2% compared to the same period last year, according to State Comptroller Tom DiNapoli. Collections for counties and cities in July totaled $1.3 billion or $116 million less than in July 2019. Although revenue is still down compared to July 2019, the decline is less steep than any month since March, when the COVID-19 pandemic began to affect sales tax collections.

State Police responded to a fatal motorcycle crash Saturday night on I-81 in Cortlandville.  The investigation reveals that 47 Michael Sipe of Johnson City was operating a homemade, unregistered motorcycle when he lost control, struck a guiderail and crashed.  Sipe was pronounced deceased at the scene.

Delaware County Sheriff’s Deputies & DEP Police responded July 7th to a 1 car accident near the intersection of State Highway 206 and Wilson Hollow in the Town of Colchester, the vehicle was not occupied, but Deputies located 33-year old Brian Hartwell of Bainbridge walking on State Highway 206.  Hartwell lost control of his vehicle and struck a highway sign and drainage ditch when he swerved to avoid a deer, he left the scene as he had been driving in violation of his conditional license.  Deputies discovered that Norwich Police Department held an arrest warrant for Hartwell for criminal contempt.  Hartwell was charged with a number of traffic offenses, & for the Norwich charge, he was turned over to the Norwich Police Department.

The quarantine applies to any person arriving from a state with a positive test rate higher than 10 per 100,000 residents over a 7-day rolling average or a state with a 10% or higher positivity rate over a 7-day rolling average. A travel enforcement operation begins today at airports across the state to help ensure travelers are following the state’s quarantine restrictions and to help contain the rates of COVID-19 transmission in New York State, failure to adhere could result in fines up to $2000.

The State Health department announced that there were 5 deaths in New York State from the Coronavirus, 2 of those were in Broome County, the state death toll is 24, 994.  Hospitalizations increased by 28 to 820 statewide, the number of people on ventilators was 101, there were 912 positive tests in the state Monday, bringing the statewide total to 403,175 confirmed cases since March.

Delaware County Sheriff Deputies arrested a Walton man upon the conclusion of their investigation of an early morning domestic dispute.  Deputies arrested 30-year-old Victor Matonis of Walton for unlawful imprisonment and harassment, he is accused of physically grabbing, restraining and attempting to prevent the victim from fleeing from the residence.  Matonis was arraigned in the Town of Walton Court and was released on recognizance pending his reappearance in the Town of Walton Court on a later date.

State Police at Norwich responded to a fatal motor vehicle accident involving a pedestrian near Fred’s Inn on State Highway 12 in Norwich, shortly before 10:00 PM last night.  The pedestrian was pronounced deceased on scene, an autopsy was ordered.  The operator of the vehicle is being cooperative with New York State Police Investigators. The investigation is on-going, more will be released when available.

Governor Cuomo announced the start of “Operation Hardhat,” a statewide traffic enforcement detail targeting motorists who drive recklessly through work zones. The operation is a joint initiative between the New York State Police, Department of Transportation and Thruway Authority, State Troopers will patrol active highway work zones throughout the summer, Troopers will be present within the work zones, dressed as highway maintenance workers, to identify motorists who disobey flagging personnel, speed through the work zone or violate the state’s Move Over Law.

Governor Cuomo said recently that the concerns about gym related business was mainly regarding their Air conditioning filtration systems, he said this week that filtration systems with a Merv 13 rating removed the COVID 19 virus from the air & more research was being conducted.

Otsego County Health Department announced today that they have 1 new case of the coronavirus, giving them a total of 81 so far.  No patients are hospitalized, 73 have recovered, there have been 5 deaths, 24 people are quarantined, and 26 people are being monitored after traveling from a state with a high rate of infection.

 The Broome County Health Department announced that a person has tested positive for coronavirus following a large 4th of July gathering at 82 Front Street in Binghamton.  The Health Department advises that people that were at that event should self-quarantine until July 18th, and contact their healthcare provider if you develop symptoms including cough, fever and shortness of breath.  Testing is continuing at the drive-thru testing site at Binghamton University. The State Health Department announced that the number of Coronavirus cases statewide went up to 368,284. Hospitalizations dipped below 4000 for the first time in weeks, the number of deaths Thursday was 67, giving the state a death toll from the virus of 23,780.

Early Thursday morning the Sidney Police Department assisted Delaware County Sheriff’s Deputies with the arrest of a Walton woman on a Warrant of Arrest issued by the Delaware County Court for violation of probation.   33 year-old Nikita Kingsbury was charged with violating the terms of her probation imposed in December as a result of her conviction for criminal possession of a controlled substance.  Kingsbury was arrested September 5, 2019, along with several others at for trafficking methamphetamine from 37 Union Street in Sidney.   Sidney Police located and arrested Kingsbury, she was turned over to Sheriff’s Deputies, she was arraigned remotely by Delaware County Court & was ordered held in the Delaware County Correctional Facility without bail pending further court action.

U.S. Senator Kirsten Gillibrand and U.S. Senate Minority Leader Charles E. Schumer announced that the Trump administration approved New York State’s request to operate the Pandemic Electronic Benefit Transfer program authorized under the Families First Coronavirus Response Act.  The program would permit New York State to provide benefits similar to SNAP benefits to more than 1.4 million children in the state who normally receive free or reduced price school meals and those who attend schools that offer free meals to all students.

The State Department of Labor announced that over $5.8 billion in unemployment benefits have been paid to 1.5 million New Yorkers since the beginning of the COVID-19 pandemic, they also identified over 470,000 New Yorkers who have completed claims, but did not receive some of their benefits in previous weeks because they did not submit weekly certifications, which are required by Federal law.  The Labor Department is launching a new, streamlined process to submit backdated certifications and get their back pay faster and easier.

New York State is the 1st state to implement a ban on the sale of flavored e-cigarettes and nicotine e-liquids, following a vote on emergency regulations by the Public Health and Health Planning Council. The ban is the latest in a series of actions to combat the increase in young people using vape products, after e-cigarette companies marketed flavors that are intended to get children addicted to nicotine.  The Department of Health will provide retailers with an approximate two-week grace period before conducting visits to enforce the flavoring ban beginning on Monday, October 4th.

Former Norwich Assistant Superintendent of Public Works, George Carnrike Jr., of Norwich faces 21 charges following an investigation into alleged illegal dumping of waste and chemicals while working for the City of Norwich and falsifying documents to cover up the dumping. Carnrike resigned last September, he is charged with unlawful dealing with hazardous wastes, offering a false instrument for filing, unlawful delivery of regulated waste, failure to properly contain regulated waste during transport as well as many related charges.

The State DOT will hold a public information meeting on Tuesday, September 17, beginning at 5:30 p.m. at the Bainbridge Town Hall, to provide details about plans to improve the pavement condition on State Route 206 from Case Road in the town of Bainbridge to the bridge over the Susquehanna River in the village of Bainbridge.   The meeting will begin with a formal presentation at 6 p.m. followed by a question and answer session with DOT representatives.  The project is scheduled to begin in the 2020 construction season and take one and a half seasons to complete.

Delaware County Sheriff’s Deputies arrested 63-year-old Steve Luscomb of Downsville, Friday for Driving while Intoxicated, Reckless Driving, Failure to Keep Right, Unsafe Tire, and Refusal to take a Breath Test.  This arrest followed a property damage accident on State Highway 8 in the Town of Masonville.  Luscomb was arraigned in Masonville Town Court and was released on his own recognizance.  Luscomb is scheduled to appear in the Town of Masonville Court at a later date.

Governor Cuomo today signed legislation prohibiting the manufacture, transport, shipment, and possession of knives that are undetectable by a metal detector. Possession of such weapons will now be considered a Class A misdemeanor and is punishable by up to a year in jail.  Members of the military and police officers may continue to carry these weapons for official use.  The law goes into effect on November 1, 2019.

Governor Cuomo signed legislation authorizing school districts to install stop-arm cameras on school buses in order to catch drivers who unlawfully pass a stopped school bus. In New York State, approximately 1.5 million students ride school buses to and from school every year, However, Operation Safe Stop in April 2018 exposed that hundreds of people ignore this law and over 850 people were ticketed in 1 day.

The Chenango County Department of Public Works closed County Road 17 between State Route 41 and Loomis Road in the Town of Afton today for the replacement of a large culvert. The work is expected to take 3 to 5 days, Drivers should seek alternate routes. Local residents will be allowed to travel to and from their homes. More information is available at 337-1710.

The New York State Office of Mental Health announced the adoption of regulatory amendments that will allow for an expansion of the state’s crisis response system while emphasizing person-centered recovery and rehabilitation in the community.    Crisis Residential programs are available to all New Yorkers, including children and adults, regardless of the ability to pay.  The goals of a crisis management system are to: maintain people safely in the community, reduce unnecessary emergency room visits and inpatient hospitalizations & coordinate information sharing among clinicians, patients, & family members to reflect patient preferences.

State Police arrested 28 year old Rosa Bautist-Pena of Yonkers for Driving While Ability Impaired by Drugs, after she arrived at the State Police barracks in Oneonta to speak to a trooper on an unrelated matter.  She was arraigned in the town of Oneonta court where she was remanded to the Otsego County Jail on $50 cash bail or $250 property bond.  She will appear in the town on Oneonta court on July 11th.

Delaware County Sheriff’s Deputies arrested 38-Year-Old Mary Hubert of Unadilla, Sunday for DWI, following a civilian report of a driver sleeping behind the wheel of a motor vehicle on Sheehan Road in the Town of Meredith.  Hubert was also issued tickets for Parking on a Public Highway, and Refusal to Take a Breath Screening Test; she was released on tickets for the Town of Meredith Court at a later date.

Several area fire departments responded Friday to a fire at a home in the town of Butternuts.  The call came into Otsego County 911 at 7:14 p.m. Friday night from the residents, who successfully escaped the house without injuries. Fire companies from Mt. Upton, Gilbertsville, Unadilla, Wells Bridge and Morris all responded to the scene, the cause of the fire is still under investigation.

The Otsego County Chamber of Commerce is accepting nominations for our Celebration of Sustainable Success Awards.  Nominees should be a chamber member who deserves recognition for the Quality of Life Award, which is given to a business, involved in the community and has made Otsego County a better place to live and work. The second award is the Environmental Stewardship Award which is for businesses, industries or organizations that have implemented programs or projects that have had a positive environmental impact on Otsego County.  Nominations should be submitted by 5:00 pm Thursday, July 18.  The winners will be honored at the Summer Soiree on Thursday, August 22nd.

All of the absentee ballots in Broome County have now been counted for the Republican Party Primary District Attorney race.  Paul Batistti is named the winner over Michael Korchak by slim margin, Batistti had a slim margin on Primary Day June 25th, the counting of the absentee ballots today confirmed Batistti’s victory.

State Police arrested 38 year old Joshua Eckman of Oneonta for Criminal Contempt, after a victim called troopers stating that Eckman entered the victim’s residence and violated an order of protection. Eckman was arraigned in the town of Oneonta court; he was released on his recognizance.  On July 4th, Eckman was arrested again on the same charge after he entered the victim’s home, he was arrested and complained of alleged pain while being processed by State Police, he was taken to Fox Hospital.  Once cleared from the hospital, Eckman was remanded to the Otsego County Jail on $1,000 cash bail or $2,000 property bond pending court action on July 11th.

State Police arrested 27 year old Brandon Hilts of Burlington Flats for Unlawful Imprisonment, Criminal Obstruction of Breathing, Criminal Mischief and 2 counts of Criminal Mischief.  Troopers were dispatched to a residence on Arnold Road in the town of Burlington to check the welfare of a person who had not responded to work.  Troopers found Hilts and the victim, Hilts allegedly refused to let the victim leave the residence after an argument by physically blocking two exit doors.  He’s also accused of choking the victim and breaking 2 phones, making the victim unable to call for help.  Hilts was arrested & was arraigned & remanded to the Otsego County Jail on no bail due to violating his parole.  The victim was issued an order of protection.

State Police are looking for a man accused of damaging an ATM on North Canal Street in the village of Oxford, on June 8th.   The suspect is described as a heavy set white male wearing a gray sweatshirt, black and gray shorts, had a Dallas Cowboys hat on backwards and has a tattoo on his left calf.  Anyone with information is asked to call the State Police at 334-3296.

The Chenango County Department of Public Works announced that starting July 8th, Crews will begin bridge rehabilitation work on 2 structures on County Road 32, in the Town of Norwich.  The work on these projects will last into the fall; they will maintain two way traffic at each bridge structure; however the traffic pattern at each structure shall change as the projects progress.    The Contractor shall install concrete barriers, signage and other channelizing devices to assist in guiding the traveling public through these active work zones at these bridge structures.    Questions and concerns can be directed to Shawn Fry at 337-1710.

Delaware County Sheriff Craig DuMond is sending 18 children to the New York State Sheriffs’ Institute Summer Camp at Keuka Lake in the Finger Lakes Region for a week of wholesome summer fun.  The camp will accommodate over 900 boys and girls between the ages of 9 and 12 from across New York State this summer. The Delaware County Sheriff’s Office is attempting to locate a man that was reported missing from his Lawton Hill Road, Town of Sidney residence on Thursday morning, June 27th.  Deputies are attempting to locate 50 year-old Byron Furman may be traveling on foot and may be in need of medication.  Furman was last known to be wearing light tan shorts and a light gray t-shirt.  He is described as being approximately 5’11” tall, weighing approximately 250 pounds and has gray hair and brown eyes.  Deputies are asking anyone that may have information to contact the Delaware County Sheriff’s Office at 832-5555.

The Oneonta Common Council will hold their next meeting this evening at Oneonta City Hall.  The council will view the locally made documentary “A Slice Of Hope” regarding Sal’s Pizza in Oneonta hiring those who have dealt Addiction & subsequent recovery.  Jennifer Grigoli of Sal’s Pizza will receive a special reward from Mayor Herzig for her efforts.  Tonight’s meeting begins at 7:00 PM.

State Police arrested 43 year old Arnold Carson of Oneonta, for DWI, Unlawful Possession of Marihuana and traffic tickets.  A trooper was dispatched to County Highway 48 in the town of Otego for a disabled vehicle.  The trooper located the vehicle and Carson who told them he had run out of gas.  Troopers also observed that Carson appeared to be intoxicated, with a BAC of .14%.  He was processed and later released on appearance tickets to the town of Otego Court.

State Police arrested 27 year old Bryant Knapp of Sidney for Aggravated Driving While Intoxicated, after a trooper was dispatched to an accident on State Route 7 in Unadilla.  An investigation revealed that Knapp made a wide right turn from Route 7 to Route 357 when he struck another vehicle head-on that was on State Route 357.  Two occupants of the other vehicle were taken to Wilson Hospital, and a third was taken to Bassett for complaint of pain.  Knapp had a reportable B.A.C of .24%.  He was processed and arraigned in the town of Unadilla court.
