U.S. Marshals & Norwich Police arrested 32 year old Ryheem Miller of North Carolina, who was wanted on drug charges in his home state. Miller had been hiding from authorities in Norwich for a few weeks, he was located at a residence on Columbia Street & was taken into custody. Miller was arraigned in a Federal Courtroom in Binghamton & he will be extradited back to North Carolina shortly.

State Police are warning the public about another phone scam, where the caller pretends to be with the State Police and asks for your personal information. The Caller may even say that there is a case pending against the victim of the scam call. State Police remind residents that they do not make such calls, and to never give any personal information to a person that you did not call yourself.

The Broome County Special Investigations Unit Task arrested 50-year-old David Rexer of Endicott for attempted murder, conspiracy, and attempted arson, Rexer is accused of conspiring with a 2nd person to commit arson on a home with people inside in the Village of Endicott. Rexer was sent to the custody of the Broome County Sheriff’s Correctional Facility.

Broome County District Attorney Mike Korchak announced that 32 year old Zeke Wilmarth of Binghamton pleaded guilty to 2nd degree attempted murder, Criminal possession of a weapon & Strangulation, in connection with the attack on his girlfriend in July of 2021 in the town of Vestal. Wilmarth is expected to be sentenced to 15 years to life upon sentencing in June.

Governor Kathy Hochul & Lieutenant Governor Brian Benjamin wrote an op-ed piece in a Downstate news paper this week, they claimed that New York’s Bail Reform doesn’t need to be repealed, but there are changes needed to the law. Governor Hochul wrote that problems that needs to be addressed include Repeat offenders, those accused of hate crimes, judges should be allowed to set bail; even if the crime would not currently be bail-eligible. The Governor wrote that judges should be able to set bail in all felony cases involving illegal guns, including guns given or sold to minors, & in crimes involving guns, judges should be able to set more restrictive pretrial conditions

New York State plans to start testing wastewater in all counties across New York State for variants of the coronavirus and track changes in concentration. The sub-variant is responsible for an uptick in cases, making up about 42% in the state. State health Commissioner Dr. Mary Bassett and Governor Hochul stressed that vaccines continue to be a critical tool & people should take advantage of vaccines, and to contact their physician if they get sick, in order to avoid more serious illness.

Otsego County Sheriff’s Office arrested 28 year old Robert Wehrenberg on a warrant for failure to appear in Otsego County Court. Wehrenberg previously failed to appear in Otsego County Court, a bench warrant was issued through Otsego County Court, he did make an appearance in court and was remanded to the Otsego County Correctional Facility, & will appear in Otsego County Court at a later date.

U.S. Senator Kirsten Gillibrand announced the introduction of the “Rural Prosperity Act” today to stream line local governments ability to access federal programs that are spread out & inefficient:

Senator Gillibrand said that currently, there are more than 400 federal programs dedicated to helping rural communities, spread across 13 departments, and over 50 offices and sub-agencies. This bill would cut federal red tape by establishing the Office of Rural Prosperity, a permanent office in the White House tasked with coordinating federal efforts to support and connect New York’s rural communities to federal programs.

State Health Commissioner Dr. Mary Bassett said that she doesn’t expect to see a “steep surge” in COVID-19 cases as a new omicron subvariant grows more prevalent in the state. Dr. Bassett said that the BA.2 variant comprises about 42% of all New York State cases, the positivity rate of COVID tests on Monday was back up to 2.36%.

State Police arrested 42 year old David Hook & 41 year old David Alleyne, both of Delhi for Criminal Mischief, Auto stripping, Falsifying Business Records & Criminal Possession of Stolen Property, after an investigation into the theft of catalytic converters from vehicles at a private residence in the town of Delhi. Hook allegedly took a stolen catalytic converter to Otsego Auto Crushers in the town of Davenport and signed a receipt that he was the owner of the stolen catalytic converter, Alleyne was found to be in possession of a stolen catalytic converter, Both men were issued appearance tickets and released & will appear in the Davenport & Delhi Town Courts shortly.

Delaware County Public Health reported that a raccoon in the Town of Tompkins has tested positive for rabies. The raccoon attacked and exposed one dog; no human exposures were reported. State Police responded to a crash between a motorcycle and vehicle on Conklin Road/ State Route 7 in the town of Conklin. The operator of the motorcycle was pronounced deceased on scene, he has been identified as 21 year old Tristan Thor of Vestal. The investigation indicates that 44 year old Seth Delvillano of Binghamton was traveling north on Conklin Road when he crossed over into the southbound lane and struck the motorcycle head-on, the investigation is on-going.

Otsego County Department of Health reported 33 new cases of COVID-19 on Thursday, the highest number of cases reported since March. There have been 2 deaths this week from COVID-19. The County reported 93 active cases, with 4 hospitalized, the Delta variant is suspected in more than 95% of the current cases. Otsego County remains at a HIGH level of community transmission, the CDC & Otsego County Department of Health recommend everyone wear a mask indoors in public. State ethics regulators have asked State Attorney General Letitia James to investigate who may have illegally leaked information about a closed-door vote to Governor Cuomo’s office in 2019. The Joint Commission on Public Ethics, or JCOPE, voted to refer the matter to Attorney General James for a criminal investigation, if she accepts the referral, they would attempt to figure out who provided Cuomo’s office with legally protected information from the ethics panel regarding a complaint against Cuomo’s former top aide, Joseph Percoco.

The spread of Delta Variant has prompted new restrictions, as it is more aggressive and much more easily transmitted than previously strains.  According to the CDC, the Variant is now responsible for more than 80% of infections in the United States, largely among unvaccinated people.  Governor Cuomo discussed the change in the CDC guidance at a press conference this morning:

The CDC reported that the good news is that the vaccines continue to provide strong protection against COVID-19, including the Delta Variant.  If you are not vaccinated, you are at risk for illness and possible death as 99.7% of new COVID-19 hospitalizations and deaths are unvaccinated people.

A tractor trailer roll-over accident in Meridale late Thursday night resulted in the closure of State Highway 28 for more than 7 hours. Delaware County Sheriff’s Office reported that the cargo was manually off-loaded and the wreckage removed from the highway.  The driver was 43 year-old Elysee Moise of Florida, he was extricated from the truck and transported to Fox Hospital in Oneonta, for treatment of injuries sustained in the accident.  The DEC Spill Response Team responded to the scene to contain and mitigate the spill of boxed dairy products & truck fuel.  The investigation is ongoing, excessive speed on the wet roadway was a contributing factor in this accident.

The State Department of Transportation announced that applications are currently being accepted for 57 full-time positions in their fleet administration and transportation maintenance disciplines in the Southern Tier. Additional positions are anticipated to be filled in the coming months. The Department is also teaming up with the Department of Labor to host virtual job fairs to help recruit qualified workers.  More than 400 positions are currently available across the state.

Over 93,000 people were tested for COVID Saturday with over 2500 Positives, for a positivity rate of 2.68%.  Patient Hospitalizations were back up to 738, Patients in ICU was up to 152, and those on Ventilators was back up to 52.  There were 9 deaths reported Saturday.

State Troopers and other first responders were dispatched to Canadarago Lake for a man that went into the water and did not resurface.  Members of the State Police, the Otsego County Sheriff’s Department, State Park Police, and others responded to the scene Saturday, An investigation revealed that 54-year-old David Morrissey of Mohawk went into the lake after he saw his boat drifting away, he did not resurface.  Morrissey was recovered from the lake several hours later by the New York State Police Underwater Recovery Team.

The annual Big Wheels Golf Tournament, held at the Delhi College Golf Course, will take place on Friday, May 13, 2016, according to the Big Wheels tournament committee. The event serves as a primary fundraiser for programs and services which provide assistance to Delaware County senior citizens. State Senator Jim Seward disclosed that he was diagnosed with bladder cancer earlier this year at Bassett Healthcare in Cooperstown. Seward successfully underwent surgery on Wednesday at Albany Medical Center, the cancer was found in its earliest stages, is completely curable, and a complete recovery in anticipated. Seward will miss some senate activities, but is expected to be back up to full speed in a matter of weeks; his staff will keep full office hours & assist constituents as needed.

Convicted murderer, Ganesh Ramsaran appeared in Chenango County Court Wednesday, where he pleaded guilty to a bribery charge, for offering $100,000 to a corrections officer to assist in a scheme to break out of jail. Ramsaran was returned to the Chenango County Jail where he was being held for the murder of his wife Jennifer 3 years ago, he faces sentencing on the new bribery charge on February 3rd.

A Broome County Sheriff’s Deputy pulled over a vehicle for a loud exhaust early Thursday morning; the Deputy noticed a hypodermic needle in plain sight in the passenger’s purse. The passenger also provided the deputy with her sister’s name to hide that she was wanted on a warrant elsewhere in New York State. Melinda Sutton was charged with Criminal Possession of a Hallucinogen, 3 Counts of Criminal Possession of a Controlled Substance, Criminal Impersonation, she is accused of possessing mushrooms, cocaine, methamphetamines, & controlled substances. She was arraigned in the Town of Chenango Court & is being held at the Broome County Jail without bail.

Chenango River Theatre announced that the New York State’s Council on the Arts Theatre Panel has awarded the theatre a 3-year grant to support overall operations. The grant award is for $7,000 a year, for 2016 to 2018, which reflects a 40% increase over previous grant awards. Chenango River Theatre is the only non-profit, professional theatre in Chenango County to receive direct NYSCA funding, and one of only two in the greater Binghamton area.

The Oneonta Department of Public Service announced that they will be constructing drainage improvements along the southbound lane of West Street between Hartwick Derive & Ravine Parkway beginning Monday morning at 7:00 AM. State Police arrested 27 Year old Coy Woodruff of Bainbridge for criminal contempt of court, criminal mischief, menacing and harassment, after troopers responded to a domestic dispute in the Town of Coventry. Troopers accuse Woodruff of engaging in a physical dispute with his girlfriend, smashing her car windshield, which violated a court order of protection. He was arraigned in the Town of Coventry court and was released without bail required pending court action on December 16th.

State Police arrested 39 year old Christopher Crawford of Kirkwood for aggravated criminal contempt, after troopers responded to a physical dispute in the Town of Kirkwood. Crawford violated a court order of protection, he allegedly punched his wife, and the crime was elevated to aggravated criminal contempt because he had a prior conviction for criminal contempt. Crawford was located in the Broome County jail on an unrelated charge. He was arraigned in the Town of Kirkwood court and then remanded to the Broome County jail with no bail set.

Governor Cuomo today announced that 52 organizations from across the state are joining the Enough is Enough campaign to combat sexual assault on college campuses. Carlin was arrested after State Police executed a search warrant at his Windsor residence and seized approximately two pounds of processed marihuana; a quantity of marihuana wax; 23 marihuana plants, marihuana growing lights, & several weapons. Carlin was arraigned & was remanded to the Broome County Jail without bail.

State Police from Oneonta arrested 41-year-old Kimberely Edwards of Otego for Aggravated DWI with a reportable BAC result of .22%. The arrest followed a vehicle stop for failing to keep right on Emmons Hill Road in Oneonta, Edwards was issued tickets returnable to the Town of Oneonta Court on January 27th.

The arrest followed a dispute on State Route 79 in the town of Colesville. Hoyt is accused of choking a woman, physically refusing to let her leave the residence or use a phone to contact police. Hoyt was arraigned in Town of Fenton Court and remanded to the Broome County Jail on $500 cash bail, an order of protection was issued.

Delaware County Sheriff Deputies observed a vehicle on Delaware Avenue in the Village of Sidney failing to keep right. Following a traffic stop, Deputies arrested 26-year-old Thomas Schaeffer of Bainbridge, he was charged him with Aggravated Driving While Intoxicated. Schaeffer will appear in the Village of Sidney Court at a later date.

The New Year brought many new laws onto the books in New York State. New tax reforms will save businesses an estimated $205 million this year and $501 million annually by 2019, also, tax incentives will be available to business owners who employ individuals with developmental disabilities at 15% of the wages for qualified full-time employees. Other new laws protect fire fighters by requiring fire departments to be notified about structures that use truss-type construction, so they can take proper precautions. It’s now also illegal to pierce or tattoo pets for decorative purposes, the law will still allow for ear tags on rabbits or tattoos for identification purposes only when applied through a veterinarian.

Sidney village police arrested 42-year-old Kathleen Doolen of Sidney for 2 counts of 2nd degree harassment and 3 counts endangering the welfare of a child, following a domestic dispute.  Doolen was remanded to Delaware county jail $500 pending Sidney court action.

The village of Bainbridge crews continue to work on locating & fixing a leak in the water delivery system.  Mayor Chick Darling told WCDO News that water has been deliberately turned off on Guilford Road as well as Bennett Street, Parsons Street, Pruyn Street, Freiot Avenue and lower Greenlawn.  Residents in the rest of the Village are asked to conserve water by not running washing machines or dishwashers, or washing their cars until the situation is resolved.  Boil water advisory has been issued for Bainbridge village residents that had a water interruption over the last few days or who has discolored water currently.

Delaware County Deputies investigated a two-car property damage accident on State Hwy 357 in the town of Franklin.  23-year-old Peter Zuk of Franklin was operating a 1997 Saab when he failed to notice a 2008 Honda driven by 41 year old Justin Harper of Franklin pulling into his driveway.  Zuk struck the passenger’s side of the Harper vehicle, Zuk was issued a traffic ticket for following too close, he will appear in the Town of Franklin court on January 24th.   There were no reported injuries.

The New York comptroller Tom DiNapoli reported that the state government’s debt has topped $63 billion, with New York on track to approach its borrowing limit in early 2014.    DiNapoli reported that the debt burden is almost three times the national median, and is second only to California’s $96.4 billion in state-funded debt and 80 percent higher than New Jersey, which is in third place. DiNapoli projects New York’s borrowing capacity should be falling to $509 million after the 2013-2014 fiscal year.

The Afton Central School will host a Coaches vs. Cancer basketball event to benefit the American Cancer Society tonight.  The Crimson Knights will host a quadruple-header against Sidney beginning at 4:30; those in attendance will receive cancer awareness stickers and pin-up cards for the Wall of Hope for a $1 donation. State Attorney General Eric Schneiderman announced a $2.4 million settlement the medical waste disposal company, Stericycle, for improperly overcharging nearly 1,000 New York government entities, including police and fire departments, rescue squads, schools, jails, and hospitals. Schneiderman announced that the entities would be re-imbursed, among the local concerns receiving funds back are Broome Community College, the New York State Veterans Home in Oxford, & the Suco Health Center in Oneonta. The settlement follows a complaint lodged by a former Stericycle in Chicago.

NYSEG planners are closely monitoring the potential for a strong winter storm with damaging winds and snow or mixed precipitation. Strong winds and related tree damage could result in power interruptions. This storm could affect some of the same customers who lost power as a result of destructive winds late last week. Those who experience power outages should call NYSEG at 1-800-572-1131, they can also call that number to report downed power lines.

Governor Cuomo announced that $250 million is available for a broad range of renewable energy generation projects. The funding is a component of Cuomo’s Energy Highway Blueprint to upgrade and modernize New York’s aging energy infrastructure.  Funding for these renewable projects is administered by the New York State Energy Research and Development Authority through the state’s Renewable Portfolio Standard for projects that use wind, hydroelectric, solar, biomass or other clean-energy resources.  More information about the RPS program can be found at nyserda.ny.gov/main-tier.

The Chenango county sheriff’s department arrested 48-year-old Richard Pollock of Norwich for 2nd degree criminal contempt.  Pollock is accused of violating an order of protection signed by the Norwich City Court Judge, he was arraigned in the Town of Norwich Court and was released on his own recognize. Richard Pollock is to reappear in the town of Norwich court at a later date.

Delaware County Sheriff’s Deputies investigated a 1-car motor vehicle accident on Holiday Brook Road in the Town of Colchester.  52-year-old Anca Ticusan of New York City lost control of her vehicle on the snow covered road and struck a tree, deploying both of her vehicles air bags.  Ticusan was uninjured and no tickets were issued.

The Chenango County sheriffs department arrested 35-year-old Brian Copeland of Norwich for Petty Larceny.   Copeland is accused of selling a go-cart to another subject without the permission of the owner; he was issued an appearance ticket for Town of Norwich Court at a later date.
