36 year old Justin Baker of Sidney appeared in Delaware County Court Thursday, and was arraigned on a sealed indictment. The Indictment accuses Baker of possessing approximately $6,000.00 in fentanyl and methamphetamine with the intent to sell in the Village of Sidney on September 11th. Baker pleaded not guilty to the indictment & he was released from custody & was placed under the supervision of the Delaware County Probation Department, he could face up to 9 years in state prison if convicted on the top count.

Delaware County Sheriff’s Deputies arrested 27 year old Shane Tweedie of Hamden for Criminal Possession of a Weapon, Menacing, Reckless Endangerment & 2 counts of Harassment, following a report that Tweedie allegedly threatened to stab 2 people with a knife, leaving the scene & leading to a manhunt. State Police arrested 33 year old Tyson Robb of Delhi, for DWI, after Troopers spotted Robb in the pull off area on State Route 10 in Delhi and checked on his welfare. Troopers accuse Robb of being intoxicated, he was arrested and issued appearance tickets returnable to the town of Delhi Court on July 24th. State police arrested 30 year old Jennifer Hewitt of Delhi for DWI after she arrived at the State Police barracks to pick up Robb. She was issued an appearance ticket returnable to the town of Harpersfield Court on July 23rd. Both Robb and Hewitt were then turned over to a sober third party and released.

State Police arrested 21 year old Dana Scarinzi of Endicott for Aggravated Driving While Intoxicated, after Troopers were dispatched to a 2-car accident on State Route 79 in Colesville. Troopers determined that Scarinzi crossed over the center line and sideswiped a vehicle traveling in the opposite direction & they accuse Scarinzi of being intoxicated, with a reported B.A.C. of .21%. Scarinzi will appear in the town of Colesville Court on August 1st.

State Police arrested 34 year old Gabriel McKown of Guilford for 2nd degree Burglary. Troopers began an investigation after a complainant in Union reported that McKown had unlawfully entered their residence without permission on several occasions. McKown was arraigned in the town of Union Court. He was remanded to the Broome County Jail on $2,000 cash bail or $5,000 bond.

State Police at Deposit arrested 55 year old Thomas Leonard of Hancock for Criminal Possession of a Controlled Substance and Criminal Possession of a Forged Instrument. A trooper on patrol observed Leonard operating a vehicle with an expired registration and what appeared to be a photocopy of an inspection sticker. After a traffic stop was initiated, an investigation led to the trooper locating drugs in Leonard’s possession. He was subsequently arrested and arraigned in the village of Hancock Court. Leonard was remanded to the Delaware County Jail on $5,000 cash bail or $10,000 bond.

Governor Cuomo today announced the completion of a $2.2 million project to expand and revitalize the Chenango Valley State Park beachfront and swimming area as
part of the New York Parks 2020 initiative. The project includes expanded sand beach area with multiple swim areas, a new splash pad area adjacent to the beach, and a

Delaware County Sheriff’s Deputies arrested 29 year old Donald Kern of Sidney for Aggravated Cruelty to Animals. Deputies and Hancock Village Police Department responded in March to the report of a dead dog in the Delaware River, that had been fatally shot. Kern was identifed as the owner, Deputies recovered a rifle illegally sold by Kern, that was used to kill the dog. Kern was arraigned in the Village of Hancock Court Sunday morning and was remanded to the Delaware County jail on $1,000 cash bail pending further court action. Kern will face additional firearms related charges shortly.

The Federal Energy Regulatory Commission has declined to over-rule New York State’s denial of the construction of the Constitution pipeline. The DEC ruled that the pipeline failed to meet certain requirements, the federal agency will not over rule the state’s decision. The Constitution pipeline was proposed to run from Northeast Pennsylvania, through Broome, Chenango, Delaware & Otsego Counties into Schoharie County, carrying gas would could have been tapped into by businesses and communities along the route.

State Police arrested 42 year old William Caputo of Raleigh, North Carolina for DWI and other traffic violations, after troopers responded to a 1 vehicle collision on Russell Road, in the town of Walton. Caputo is accused of driving while intoxicated when he drove off the roadway and stuck a tree, Caputo was transported to Delaware Valley Hospital for anxiety and chest pains, he refused to submit to a test to measure his blood alcohol content. Caputo was arraigned & was remanded to the Delaware County Jail on $10,000 cash bail or $20,000 property bond.

Governor Cuomo today announced the availability of up to $3.5 million for research and development proposals to accelerate the use of electric vehicles, reduce the cost of installing and operating charging stations, and provide recommendations on how they can be used for grid resiliency. NYSERDA will administer the solicitation, proposals could focus on How to reduce the impact of charging vehicles on the grid; how vehicles can be integrated into buildings to provide backup power; or How to remotely manage electric vehicle charging at peak times. There are about 23,000 electric vehicles registered in New York currently.

New York State of Health announced that more than 45,800 new enrollees already have enrolled in coverage in the first four weeks of the current open enrollment for next year. Enrollment is outpacing last year by about 13% & more than 140,000 consumers have already renewed coverage or newly enrolled in health plan for 2018. New York’s uninsured rate is down to 4.7%.

Assemblyman Cliff Crouch reminded pistol permit holders that due to SAFE Act requirements, they must recertify all pistol permits 5 years after the date the license was issued. Last January, the State Police mailed approximately 350,000 letters statewide to remind pistol owners of the new recertification restrictions. Governor Cuomo today announced New York has committed $2.6 million to build or improve 12 playgrounds at 10 State Parks across New York – as part of a goal to modernize 100 State Park playgrounds. Locally, Chenango Valley State Park will receive funds to construct a 3,500-square-foot splash pad as a part of the beach redevelopment.

State Police reported that 3 people were killed after a car accident in Morris on Saturday morning at about 3:15 AM. The accident occurred on State Route 23 near Pegg Road, the driver of the vehicle was 21 year old Dillon Clemens of Norwich, others killed were 22 year old Jordan Crandall of Norwich; and 22 year old Christopher Brissette of Sherburne, State police reported Clemons failed to negotiate a curve in the roadway, while traveling at a high rate of speed, the left the roadway, struck multiple objects in its way, eventually went down a hill into a ravine, where it caught fire. All 3 were pronounced dead at the scene. Toxicology reports are pending

A small plane crashed in the woods at Chenango Valley State Park Sunday morning after having engine failure. The crash happened Sunday at around 10:45 AM. The pilot lost control shortly after takeoff, he was not injures. State police, State Park Police and the Broome County Sheriff’s Department all responded. The Investigation is continuing.

Former State Assembly Minority Leader Clarence “Rapp” Rappleyea has passed away Sunday at the age of 82, at the Albany Medical Center. Rappleyea represented Norwich in the State Assembly for 22 years, he then served as chairman of the New York Power Authority, until he retired in 2001. Funeral arrangements are pending.

William Canney of Binghamton was arrested Friday by Chenango County Sheriff’s Office for Menacing of a Police Officer. The Sheriff’s Office and State Police responded to a shots fired complaint on Hotchkiss Road in the Town of Greene, Canney is alleged to have pointed a loaded shotgun at a deputy, who drew his weapon and was able to deescalate the situation without any shots fired. Delaware County Deputies arrested 26 year old Jeremy Aubry of Middletown, for Attempted Burglary, Attempted Robbery, Criminal Trespass, and Criminal Mischief & Criminal Possession of a Controlled Substance. Aubry is accused of attempting to make entry into a house on State Highway 30 in the Town of Middletown, where he attempted to rob the homeowner of a purse. Aubry was found in possession of pills and kicked a window of a patrol car causing damage. He was arraigned in the Town of Middletown Court and sent to the Delaware County Correctional Facility on $10,000 cash bail. He is to return to the Town Middletown Court at a later date.

Governor Cuomo today signed legislation that eliminates sales tax on feminine hygiene products. The bill exempts these products from all local and State sales tax, Feminine hygiene products have been taxable since the state sales tax was first instituted in 1965, even as a wide variety of other goods, such as dietary and family planning products, have been exempt. The new exemption is expected to save women purchasing tampons, and other similar products, an estimated $10 million a year.

Governor Cuomo today signed legislation expanding New York State’s “Move-Over” Law to volunteer firefighters and ambulance workers. The measure requires drivers to slow down and move over a lane when approaching a vehicle with flashing blue or green lights that are operated by volunteer firefighters or ambulance workers involved in a roadside emergency. Previously, the “Move-Over” law only applied to drivers approaching stopped police, emergency or hazard vehicles with flashing red and white or amber lights.

Magic City Music Hall in Binghamton was advised Thursday evening that a member of Quiet Riot, who were scheduled to appear Saturday night, was hospitalized yesterday afternoon, necessitating cancellation of the band’s upcoming show. Magic City Officials are working with management to reschedule the show, in the meantime; Quiet Riot Tickets may be redeemed for a credit towards any other announced concert at Magic City, including Ace Frehley on Saturday September 24th or for a refund. The New York State Office of Alcoholism and Substance Abuse Services awarded $1 million in funding to support 25 new treatment beds to provide care for New Yorkers with substance use disorders. The funding was awarded to Tompkins County addiction treatment services provider Cayuga Addiction Recovery Services for the creation of a new 25-bed adult residential treatment facility. The residential treatment facility in Trumansburg will offer a full spectrum of addiction treatment services to residents including counseling, life-skills training and after-discharge support.

Governor Cuomo signed legislation that requires guidelines for end of life notices and visitation rights regarding incapacitated individuals subject of legal guardianship proceedings. The bill requires the court order appointing a guardian to oversee the care of an incapacitated person to identify all individuals who are entitled to notice of a person’s death, funeral and burial arrangements.

Bowman of Cortland, was involved in an argument with his son, 20-year-old Anthony L. Bowman of Greene. The argument evolved into a physical dispute with the younger Bowman stabbing his father multiple times in the torso. Anthony A. Bowman was transported to Wilson Memorial Hospital for the treatment of non-life threatening wounds. Anthony L. Bowman was charged with 1st degree assault, he was arraigned in the Town of Oxford Court and remanded to the Chenango County Jail in lieu of $25,000 cash bail.

The Broome County Sheriff’s Office responded to Route 81 southbound, exit 3 in the Town of Kirkwood for a head-on motor vehicle collision with injuries. The initial investigation revealed the deceased vehicle operator was traveling north in the southbound lane when she collided with an SUV traveling south. 5 SUV occupants suffered minor injuries and were all transported to Wilson Hospital. The deceased vehicle operators name has not yet been released pending family notification, Route 81 was closed at exit 3 south-bound off ramp for about 4 hours until 7:40 this morning.

The State Department of Health announced that it has begun issuing the results of seasonal mosquito surveillance and testing statewide, and added Zika to its list of mosquito-borne viruses under surveillance. The Department conducts surveillance for mosquito-borne viruses including West Nile virus, Eastern Equine Encephalitis virus and Zika virus. Zika virus is spread primarily through the bite of an infected mosquito. Mosquitos become infected when they feed on a person already infected with the virus and can then spread the virus to other people through bites.

A new Sienna College poll released today showed that New York Voters were not as likely to vote to re-elect their State Senator and Assembly member this year. 48% of the 803 registered voters polled said they would vote to re-elect their senator. 37% said they’d prefer someone else and 14% were undecided. Voters said they are prepared to re-elect Assembly members by a 42 to 38% margin with 20% undecided. All 63 State Senators and 150 Assembly members are up for election November 8th.

Governor Cuomo announced $1.3 million in funding for 17 projects to improve and expand State Park hiking trails and outdoor recreational access projects across New York. Lieutenant Governor Kathy Hochul & State Parks Commissioner Rose Harvey unveiled a $2.2 million project that will transform the popular beach area at Chenango Valley State Park Wednesday. The project will expand the sand beach area and create multiple swim areas that provide a range of appropriate depths for all ages. The 4th murder trial of Cal Harris begins today in Schoharie County Court. After 2 jury convictions in Tioga County court, 2 successful appeals, and a move to Schoharie County and a hung jury, Harris has requested that the Judge Richard Mott decide his fate after all the testimony is given. The New York State Court of Appeals has upheld smoking restrictions in state parks, unanimously rejecting arguments from a smokers’ rights group that parks officials exceeded their authority and smoking limits should be left to state lawmakers. Judge Eugene Fahey writes that lawmakers gave responsibility to the parks department authority to provide for public health and welfare within the park system. The parks office oversees 179 parks and 35 historic and other sites, they said that the smoking restrictions apply to less than 5% of their 330,000 acres.

A motion to disqualify the Chenango County District Attorney from prosecuting the murder case against Ganesh Ramsaran of New Berlin woman has been denied. The motion would have required the appointment of a special prosecutor from outside the district attorney’s office, due to an alleged conflict of interest with the defendant.  Chenango county judge Frank Revoir denied the motion.   Ramsaran has been charged with 2nd degree murder in connection with the murder of his wife Jennifer late last year, she had been reported missing by her husband, her body was found several months later in a wooded area in the town of Pharsalia.

The Chenango County Sheriff’s department investigated a 1-vehicle accident on county road 2 in the town of Greene, at about 11:45 Tuesday morning.  24-year-old Jesse Ehlers of Greene left the pavement while operating a Jeep Cherokee, he struck an embankment & a tree.  Ehlers & his passenger, 19 year old Makayla Heisler of Greene were not wearing seatbelts & were ejected from the vehicle, and suffered serious head and back injuries.  Both were transported to Wilson memorial hospital in Johnson city, the cause of the accident was from unsafe speed for the curve in the road and road conditions.

State Police at Oneonta arrested 29-year-old David Sparaco of Oneonta for Criminal Possession of Stolen Property.  The arrest resulted from a complaint originating at Searle’s Garage in Davenport, who reported that several brake rotors & a radiator from a 1958 Mercury was stolen.   Sparaco was arrested at Otsego Auto Crushers in Oneonta, when he tried to sell the stolen property as scrap metal.  Sparaco faces future court action on the charges.

A federal judge has set a trial date of December  2nd for a new fraud trial for former Senate Majority Leader Joe Bruno.  The 84-year-old Bruno’s 2 fraud convictions from 2009 were overturned on appeal. Bruno is accused of accepting $440,000 from a businessman for helping with state grants.

Governor Cuomo announced the launch of  “Every Student Present,” Tuesday, which is a public awareness campaign to help school leadership, parents, and communities promote school attendance. The state Public Service Commission is urging income-eligible consumers to sign up for a discount telephone service through a program aimed at making New Yorkers safer at home. Despite an overall drop in attendance at New York parks, Chenango Valley State Park had a steady flow of swimmers, campers, hikers, golfers and guests this summer. The park, in the Town of Fenton, recorded attendance of 94,136 from Memorial Day through Labor Day weekends — a decrease of just 158 from the same time period last year.  At Oquaga Creek State Park, in northeastern Broome and Delaware counties, attendance dropped 10.2 percent this summer. Overall, officials attributed the slight attendance decline at parks across the state to a rainy start of the summer season.
