The Broome County Special Investigations Unit Task Force arrested 26 year old Taykwann Browne of Brooklyn on Wednesday, he was wanted by the New York City Police Department on a homicide charge. Officers spotted Brown operating a motor vehicle in Binghamton, he attempted to flee at a high rate of speed, he was involved in a motor vehicle accident a short time later. Brown fled the accident scene on foot & he was taken into custody a short time later. Police seized a loaded handgun, fentanyl, drug paraphernalia, Brown was charged with Attempted Assault, Reckless Endangerment, 2 counts of Criminal Possession of a Controlled Substance, 2 counts of Criminal Possession of a Weapon plus Obstruction of Governmental Administration, Resisting Arrest & Criminal Trespass.

Otsego County Sheriff’s deputies responded to the Oneonta Job Corps on December 10th, where they located a male subject being restrained by security. 20-year-old Richard Polimeni assaulted another man with a barbell weight while working out in the gym, he was arrested for Attempted Assault & Criminal Possession of a Weapon and was being held at the Otsego County Jail pending court action .

Broome County District Attorney’s office announced that 46 year old Jamie Crowley of Windsor was sentenced to 7 years in prison with 5 years of post release supervision. Crowley was found guilty in Broome County Court by a Jury, for criminal possession of a weapon, criminal possession of a firearm & menacing following a an incident in Windsor in July of 2021, he was accused of pointing a weapon at a responding deputy, the deputy shot Crowley in the shoulder.

The Village of Sidney hosted the first of a series of meetings regarding the progress of the Main Street Revitalization Project. Ian Law of Place Alliance designed the project & told WCDO News of the 2 main items that has slowed the project down:

State Attorney General Eric Schneiderman released a statement today following EPA Administrator Scott Pruitt’s announcement that the Trump Administration will repeal the Clean Power Plan. Schneiderman said that the Trump Administration is putting energy industry special interests ahead of New Yorkers’ and all Americans’ safety, health, and the environment. In November 2015, a coalition of 25 states, cities and counties, led by New York Attorney General Schneiderman, intervened in defense of the Clean Power Plan against legal challenge in the D.C. Circuit Court of Appeals.

New York Farm Bureau President David Fisher encouraged members of the House Agriculture Committee to work closely with farmers to improve the 2018 Federal Farm Bill. Fisher highlighted the need for a revamped safety net for New York’s dairy farmers and improved protection for the important specialty crops grown in New York. Governor Cuomo’s Raise the Age law took effect on Saturday, it allows people who have remained crime free for 10 years to request certain past convictions be sealed. Certain crimes, including sex crimes and violent felonies, cannot be sealed.

The latest Siena College poll has President Trump’s favorability rating was at 28%, which is 1% lower than last month. Trumps’ job performance rating is even lower, at only 23%. In the same poll, Governor Cuomo had a 57% favorable rating, with 48% giving him a positive job performance rating.

New York lawmakers convicted of abusing their power and sent off to prison may have their pensions removed, when voters will be asked in November whether to change the state constitution to authorize judges to strip pensions from corrupt politicians. 30 state lawmakers have left office since 2000 because of criminal charges or allegations of ethical misconduct. Voters will also be decide whether to call for a constitutional convention, where delegates would consider tweaking or rewriting the state Constitution.

On the eve of another Election, retiring congressman Richard Hanna reiterated to reporters that he is not going to run for governor of the state, after he recently declined to seek another term in Congress. Hanna and another outgoing congressman Chris Gibson have both been the topic of speculation that they would run for the Republican nomination for Governor, Gibson went as far as forming an exploratory committee & then decided to go into teaching instead, and Hanna has business concerns in the Mohawk Valley.

Governor Cuomo signed legislation that secures New York’s place on the list of states that have joined National Popular Vote compact. The bill modifies legislation signed by Governor Cuomo in 2014 that added New York to an interstate agreement in which member states commit to award their electoral votes for president to the candidate that receives a majority of the national popular vote. The original legislation required that New York be removed from the compact at the end of 2018 if the agreement had not been adopted nationally, the new measure removed the expiration date and keeps New York on the list of states supporting the National Popular Vote indefinitely.


Shortly after midnight Friday, Delaware County Deputies investigated a 1 car fatal motor vehicle accident on County Highway 33 in Bloomville. A 17 year old female lost control of the vehicle and left the roadway, the vehicle continued over the embankment, rolled over and struck a tree. The driver of the vehicle died at the scene as a result of injuries suffered in the crash. There is no indication at this time that alcohol or drugs were a factor in the crash, a blood sample was secured from the driver for toxicology analysis. The accident remains under investigation.

Last Wednesday afternoon, Oneonta Police investigated possible drug activity at 14 ½ Baker Street; Police arrested 23 year old Kwame Wilson of Utica for Criminal possession of a controlled substance & Unlawful possession of marijuana. Police recovered 23 individual packets of cocaine, $246 cash, a small quantity of marihuana, Wilson was held pending arraignment in the City of Oneonta court.

On Friday, The Broome County Sheriff’s department responded to a Motel in the town of Dickinson following a call for a medical emergency of a patient who stopped breathing an adjacent room. Deputies found 30 year old Brett Seymour unresponsive, administered Narcan, eventually EMS responded & declared that Seymour was deceased. In the room, Police found crack, cocaine, heroin; they arrested Rayshawn Thompson of Binghamton, Nicole Mills of Windsor, & Tessa Rivera of Elmira on a variety of charges. The Broome County Sheriff’s department has set up a tip line at 778-1196.

19 year old Wade Armstrong of Delancy was arrested after a hit-and-run accident at the Taylor’s Gas Station in an alleged attempt at robbing the store. Armstrong allegedly stole the vehicle from the Delancey area, drove to Oneonta & drove the vehicle into the building breaking the windows and damaging the structure & the vehicle. Armstrong was charged with two counts of Criminal mischief, unauthorized use of a motor vehicle, possession of stolen property and attempted burglary as well as numerous lesser charges, he faces court action shortly.

The victim was identified as 58-year-old David Green, who resided at that address   The autopsy on Green determined that the cause of death was a homicide, he apparently was murdered at the Oxford location between Friday September 23rd in the evening and Saturday September 24th. Investigators are currently following numerous leads but are asking anyone with any information to contact them at 334-2000, option 1 or 607 337 1935.   The investigation is continuing.

State Police arrested 56-year-old Blair Williams of Toronto, Ontario Canada for forcible touching and unlawfully dealing with a child, in the village of Hancock. Williams is accused of forcibly touching a child less than 17 years old and also for giving the child alcoholic beverages.   Williams was arraigned in the Village of Hancock court and was remanded to the Broome County jail in lieu of $1,500 cash bail or $3,000 property bond, pending court action at a later date.

A Time Warner Cable/ Siena College poll released Tuesday shows Republican John Faso holding a 1% lead over Democrat Zephyr Teachout in the race for the 19th Congressional District. Faso had 43% and Teachout was at 42% for the congressional seat currently held by Republican Chris Gibson, who declined to seek re-election for another 2-year term.   The poll surveyed 678 likely voters; it has a margin of error of 3.8%.

Governor Cuomo today announced that the Department of Financial Services has proposed a regulation that mandates banks and mortgage services report vacant and abandoned properties in accordance with the new law. The proposal comes on the heels of a law signed by the Governor in June that curbs the threat posed to communities by “zombie properties” by expediting foreclosure proceedings, improving the efficiency and integrity of the mandatory settlement conferences, and obligating banks and mortgage servicers to secure, protect and maintain vacant and abandoned properties before and during foreclosure proceedings. The new law goes into effect on December 20, 2016.

In the race for State Comptroller, incumbent Democrat Tom DiNapoli faces Republican Robert Antonacci. In races of local interest, for the 19th Congressional District, Republican Incumbent Chris Gibson faces democrat Sean Eldridge. In the 52nd State Senate district, Incumbent Republican Tom Libous faces Democrat Anndrea Starzak. In the State Assembly in the 121st Assembly District, incumbent Democrat Bill Magee faces a challenge from republican John Salka. In Sidney, Republican Loddie Marsh is running on the Democratic party line, while Jody Proffitt carries the Republican spot on the ballot for a town council seat. In Oneonta, Patricia Kent faces independent David Rowley for a town board seat. InFranklin, Republicans Donald Smith and Lisa Huyck are vying for two seats on the town council against independents Donald Hebbard and Bryan Babcock. There are also 3 propositions on the ballot; 1 proposal seeks to reform the redistricting process to an independent commission. Insurance company AIG has agreed to pay New York state $35 million to settle claims that two former subsidiaries did business without licenses and misled regulators about their operations in the state. The deal was announced by the state Department of Financial Services. It comes after a $60 million settlement in March with MetLife, which purchased the subsidiaries from AIG. Authorities had alleged subsidiaries American Life Insurance Co. and Delaware American Life Insurance Co. sought customers in New York without licenses and without telling regulators. Under the settlement, AIG will drop a legal challenge to the state’s probe and the state will not proceed with charges or a lawsuit

Johnson City Police charged a Greene man with third-degree criminal mischief following a domestic dispute Aug. 5. 24 year old Dan Gross was also charged with second-degree strangulation and second-degree criminal contempt. He is accused of going to his ex-girlfriend’s Johnson City home, where he allegedly argued with her, then threw her on the bed and began choking her. He then took her phone and smashed it. Gross fled the scene and later turned himself in. Gross was sent to the Broome County jail

An exhibit of 10 battle flags carried during the Civil War is on display in Abany. The exhibit called “1863: Loyal Till Death” has flags from units across the state, including two used during the Battle of Gettysburg. One of the flags belonged to the 119th New York Volunteers recruited from New York City and Hempstead that was captured when two men carrying it were mortally wounded. It was returned after the war by soldiers from a Georgia unit. The other belonged to the 146th New York Volunteers from Oneida County and flew during the fighting at Gettysburg’s Little Round Top. The flags will be displayed near the Capitol’s eastern entrance until next May

The New York state department of health will issue state funded “safety net payments” to early intervention providers in response to provider concerns about the lack of payment of claims submitted to insurance companies. The department’s action is in response to a large number of insurance companies’ lack of compliance with recently enacted Early Intervention Program reforms. The Early Intervention Program provides services to children with developmental delays. About 69,000 children were served in the program in 2011-2012 across the state. State police at Troop C in Sidney are continuing the investigation, after the discovery of a dog left at the side of state route 28 in the town of Franklin last weekend. The male mastiff was left at the site with food & water, he was taken to the Delaware valley Humane Society in Sidney, police are following up based on evidence left at the scene.

The Norwich Common Council will hold a special meeting tonight at 6:00 at the city offices, for the purpose of conducting 2 public meetings.  The common council will hold a hearing on the a proposal to override the states 2% property tax cap, the 2nd public hearing will be on the proposed 2013 city budget, which seeks a 9.8% tax increase.

State Police at Oneonta arrested 30-year-old Randy Moore of Portlandville for 2nd degree Criminal Contempt, following an investigation into a complaint on State Route 28 in Portlandville.  Moore was issued an Appearance Ticket returnable in the Town of Milford Court on December 18th; he was turned over to the City of Oneonta Police Department, for action on a City of Oneonta Court warrant of arrest.

Congressman Maurice Hinchey made one last trip around the Broome county portion of his congressional district yesterday to say goodbye to long time supporters.   Hinchey decided to retire at the conclusion of this year’s session, after 20 years in Congress, which followed a lengthy stint in the state legislature.  Hinchey’s district was split up into surrounding districts during the re-districting process this year, his constituents will be served by 2nd term republican congressmen Chris Gibson in the Hudson valley, and Richard Hanna in the southern tier.

The Federal Court of Appeals has upheld the convictions of 3 people who killed a Mohawk valley officer in 2006.  The court decided today that to upheld the convictions of Toussaint Davis, Marion Pegese and Robert Ward for the 2006 death of New Hartford Police Officer Joseph Corr. The trio had argued that their case should be re-tried due to legal errors, the court decided otherwise.

The New York Wine and Grape Foundation reported that 2012 was a record setting year for that industry.  The foundation stated that 17 new licenses were issued in 2012, bringing the number of wineries to 328 with nine more still pending.  In international wine competitions, New York wines received 88 “Best” designations, 565 gold medals, and 80 “double gold” medals which require unanimous decisions by the judges.  Governor Cuomo recently held a wine & spirits summit in Albany to seek input on ways that the industry can expand 2012 levels.

Joint Landowners Coalition of New York president Dan Fitzsimmons said that the delays might be costing the state millions of dollars in tax revenue:

The coalition issued a statement claiming that they are cautiously optimistic that an end is in sight to the over four and a half year long regulatory process & they are encouraged that the Governor and DEC have a plan to avoid expiration of
the regulatory review process.

The Chenango County Sheriff’s Office arrested 27-year-old Shawn Wheeler of Earlville on an active Bench Warrant for failure to pay fines. Wheeler was arraigned in the Village for Sherburne Court and was released on his own recognizance after he paid his fines.

State Attorney General Eric Schneiderman announced a court victory in defense of the State’s gun safety laws. In a unanimous decision, a 3-judge panel of the U.S. Court of Appeals rejected a constitutional challenge to New York’s handgun licensing statute, ruling that the law requiring individuals to demonstrate “proper cause” to obtain a license to carry concealed handguns in public does not violate the Constitution’s Second Amendment.

The Chenango county sheriff’s department arrested 46-year-old Michael Stevens of New Berlin for Possession of a Loaded Firearm in a Motor Vehicle. Stevens was charged after deputies uncovered a loaded rifle following a traffic stop in the Town of New Berlin. Stevens was issued an appearance ticket to appear in the Town of New Berlin Court at a later date.

Newly re-elected congressman Chris Gibson, stated that he has joined a growing number of Republicans in congress to abandon the “Taxpayer Protection Pledge” forwarded by party leader Grover Norquist last year. Gibson represents Otsego & Delaware Counties in his new district, he had signed the pledge last year, but he said that he recognizes the need for more flexibility in his position. Richard Hanna represents Chenango & Broome Counties in Congress and recently won re-election as well, he did not sign Norquist’s pledge last year, and will not sign it this year.

State Police conducted graduation exercises Tuesday for its 2012 Basic Canine Handler School, at the State Police Academy in Albany. The 12 graduates include members from the New York State Police, Albany County Sheriff’s Department, Otsego County Sheriff’s Department and the Schenectady Police Department. The graduation is the culmination of 20 weeks of training at the Division Canine Training Facility located in Cooperstown, the state now has 74 Canine Units counting these weeks’ graduates. Among those graduating teams, Otsego county sheriffs department Deputy Keith Sheldon and his canine partner “Ricky”
