Ramsaran is accused of killing his wife Jennifer in 2012, her body was found several months later in the town of Pharsalia. The biggest twist in the trial was Ramsaran’s decision to testify last Thursday, his testimony wrapped up yesterday in Norwich, the jury will get the case shortly. Closing Arguments will begin at 9:00 this morning.

Governor Cuomo launched the “Combat Heroin,” campaign, to inform and educate New Yorkers about the risks of heroin and prescription opioid use, the signs of addiction, and the resources available to help. In 2013, there were 89,269 admissions for heroin and prescription opioid abuse treatment in New York State alone, with New Yorkers ages 18 to 24 with the largest increase in such admissions. A website can be found at combatheroin.ny.gov, it includes information about warning signs of heroin and opioid abuse and misuse, access to Office of Alcoholism and Substance Abuse Services treatment providers, and guidance to help parents talk to their children and healthcare professionals talk with their patients.

Governor Cuomo signed into law the Community Risk and Resiliency Act to strengthen New York State’s preparedness for the effects of climate change and help protect communities against severe weather and sea level rise. The Act advances recommendations of the NYS 2100 Commission, which the Governor convened after Superstorm Sandy, to develop more resilient infrastructure systems across the state. The Act requires State agencies to consider future physical climate risks caused by storm surges, sea level rise or flooding in certain permitting, funding and regulatory decisions. The standards would apply to smart growth assessments, siting of wastewater treatment plants and hazardous waste transportation, storage and disposal facilities, design and construction regulations for petroleum and chemical bulk storage facilities and oil and gas drilling permits, and properties listed in the state’s Open Space Plan, as well as other projects.

Police reported that a vehicle driven by 78 year old Laura Palmatier, went into the opposing lane to pass an uninvolved vehicle in a passing zone. and collided with a vehicle driven by 81 year old Dolores Hankins head on. Palmatier was transported to Wilson Hospital in Johnson City, where she died Monday evening, Hankins was pronounced deceased at the scene. The investigation is still ongoing.

Governor Cuomo signed a bill that increases access to hepatitis C tests by allowing physicians and nurse practitioners to authorize registered nurses to administer the test to a patient without the need for a patient-specific order. Currently, a registered nurse may offer the hepatitis C test but cannot administer the test without an order from a physician or nurse practitioner for the specific patient to receive a test. The new process is the same that currently exists for administering certain immunizations.

The charges are a result of the youth allegedly assaulting a staff member at the center. The youth was arraigned in Delhi Town Court and sent to the Delaware County Jail on $5,000 cash and $10,000 bond. He is due back in court at a later date.

The Greater Oneonta Economic Development Council in cooperation with Citizens’ Voices, will host a program for local leaders from towns, villages, and hamlets today from 1:00 to 4:00 PM at the Foothill’s Performing Arts and Civic Center in Oneonta. Over 80 participants for area schools and municipal governments are participating.   The staff from the New York Department of State’s Division of Local Government Services will   discuss opportunities to leverage regional assets, generate cost savings and increase service delivery efficiencies through shared services and consolidation.

During the 5-day “Operation Hang-Up” period from April 10th through April 15th, Troopers issued 2,315 tickets for talking on a hand-held phone while driving and 1,156 tickets for texting or operating other hand held electronics while the vehicle was in motion.

Chobani founder and CEO Hamdi Ulukaya will serve as its chairman.   Chobani was founded in 2005 & has grown quickly in recent years on the surge of popularity in Greek yogurt, but they have been facing more competition & faced a recall last year. TPG invested successfully with other companies including J. Crew and Neiman Marcus.

State Troopers arrested 41-year-old James Kennerup of Kirkwood, for Bail Jumping & on a Warrant for Criminal Possession of a Controlled Substance.   Troopers found Kennerup hiding under a bed at a residence on Frost Road in Windsor, he was arrested, arraigned & was remanded to the Broome County Jail on $2,500 cash bail or $10,000 bond.

The 2011 Flood Relief Grant Program has expanded its focus in an effort to create an incentive for new small businesses to locate into a flood-impacted main street commercial space, in addition to assisting businesses directly impacted by the floods of 2011. The program has just over $65,000 remaining available, after providing $120,000 in grants to 11 businesses for recovery efforts.
