Joseph Swarts of Binghamton, pleaded guilty to Criminal Possession of a Controlled Substance in Broome County Court. On May 4, 2023, Swarts was found to be in possession of Methamphetamine after a traffic stop by the Binghamton Police, he admitted to possession with the intent to sell. Swarts will be sentenced to 3 years in State Prison and 2 years post-release supervision. Sentencing is scheduled for April 18th.

25 year old Caleb Lane of Walton appeared in the Delaware County Court for sentencing on 1 count of Possessing a Sexual Performance by a Child. On August 25, 2022, the National Center for Missing and Exploited Children received a cyber tip that an individual account had downloaded a sexually explicit image of a child. Investigators with the State Police were able to track down the account to Lane, Searches of his computer included numerous images and videos. Lane had previously pleaded guilty on December 4, On Monday Lane was sentenced to 10 years of probation supervision subject to sex offender conditions, he was also ordered to register as a Sex Offender.

Broome County Sheriff’s Deputies responded Monday in the Town of Chenango to meet with a domestic violence victim in the Town of Colesville. The female victim and her 2 young children fled their residence due to a physical dispute, Deputies utilized the Lethality Assessment Program and advocates from Crime Victims Assistance Center responded to provide victim safety and support services. 30 year old Timothy Backes of Windsor is accused of violating an order of protection & physically assaulting the victim, Deputies located Backes & charged him with 2 counts of Criminal Contempt, Aggravated Family Offense & Harassment, he was taken to Broome County Central Arraignment and remanded to the Broome County Correctional Facility, he attempted to contact the victim to solicit funds for bail, violating the Order of Protection again, he was additionally charged with another count each of of Criminal Contempt & Aggravated Family Offense, & was remanded after arraignment on the new charges.

The State Labor Department has corrected their earlier “Warn” statement regarding the Acco Plant in Sidney. The Labor Department amended the closing date of the Sidney facility to April 8, 2025, earlier they state on their website that the plant would be closing in April 2024. The Otsego County Sheriff’s Office arrested 37 year old Michael Ide of Oneonta following a narcotics investigation. Ide was charged with several counts of Criminal Possession of a Controlled Substance, plus 2 counts of Criminally Using Drug Paraphernalia. On December 11th 2023, members of the State Division of Parole, Oneonta Police Department and the Otsego County Sheriff’s Office conducted a search of a residence in the Town of Oneonta, Officers seized methamphetamine, heroin, fentanyl, suboxone, plus $669 in US currency, digital scales, packaging materials, drug paraphernalia and a notebook containing drug sales records were also seized, Ide faces court action shortly.

Broome County Sheriff’s Deputies responded to reports of a stolen pickup truck from Pennsylvania Monday, the driver failed to comply & a pursuit continued at high rates of speed, until the vehicle was stuck in mud in the Town of Maine. 21 year old Samuel Pierce of Candor was taken into custody, officers seized a loaded handgun & Pierce was charged with several counts of Criminal Possession of a Weapon, Criminal Possession of Stolen Property, Criminal Possession of a Firearm, Unlawful Fleeing a Police Officer, Reckless Endangerment & 17 Traffic Violations. Pierce was wanted on a warrant from Tioga County for Criminal Possession of a Controlled Substance with Intent to Sell. He was arraigned and remanded to the Broome County Correctional Facility. 2 juvenile females who were with Pierce for part of the pursuit were charged with Criminal Possession of a Controlled Substance.

Broome County Sheriff’s Deputies responded Monday in the Town of Fenton for a Burglary complaint. The homeowner had found an unknown man in a 2nd floor room around 1:30 AM, the intruder left on foot, a laptop computer and several other electronics were missing from his residence, a downstairs window was left ajar with the screen ripped out. Deputies apprehended an individual with the stolen items in a drawstring bag, 24 year old Mitchell Paul of Binghamton, was charged with Burglary, Grand Larceny, Criminal Possession of Stolen Property & Criminal Mischief, he was taken to Central Arraignment and is currently being held at the Broome County Correctional Facility. Later that morning Deputies responded to a separate Burglary complaint in the Town of Fenton, where various items were stolen, they discovered that those items were in Mitchell Paul’s drawstring bag, he was additionally charged with Burglary.

19 year old Payton Gendron of Conklin is expected to plead guilty Monday in Erie County Court, for fatally shooting 10 people & injuring 3 others, in a racist attack on a buffalo Tops Supermarket in a predominantly Black Neighborhood May 14th. Gendron was charged in federal and state courts with multiple counts of murder and hate crimes, he is being held pending the court appearances.

The Village of Sidney Police Department arrested 36 year old Thomas Wright of Oxford and 36 year old Troy Dibble of Oxford, on Burglary & Grand Larceny Charges, following an investigation of a burglary of a house on Patterson Street in Sidney. A car trailer, 2 ATV’s & a number of Tools were taken from the property, it was located in the town of Oxford and the 2 men were arrested. Wright was arraigned in Village of Sidney Court, he was released on $2000 bail to appear back in court at a later date, Dibble was arraigned in Village of Sidney Court, he was released on his own recognizance to appear back in court at a later date. State Comptroller Tom DiNapoli audited the State Department of Labor regarding their failure to replace its long-troubled Unemployment Insurance system, which contributed to billions of dollars in improper payments sent out during the COVID-19 pandemic. Attorney General Letitia James, as part of a coalition of 40 attorneys general, today secured $391.5 million from Google for misleading millions of users about its location data tracking. A multi-state investigation found that Google failed to notify users that location tracking services were automatically turned on for web and app activity. New York Attorney General Letitia James today announced an agreement with the Price Chopper & Tops Friendly Market supermarket chains, where they will divest themselves of 12 stores located around the state, in connection with the companies’ proposed merger, in order to promote competition & keep groceries prices from going up even more than they have been. The agreement resolves an 8-month investigation that the Office of the Attorney General conducted with the Federal Trade Commission, it will continue to keep union jobs in the stores. Price Chopper and Tops have closed on the merger the 2 companies today, The stores will keep their names and management but will be owned by a new parent company called Northeast Grocery. C&S Wholesale Grocers agreed to purchase the divested stores, including the Tops location in Cooperstown.

Delaware County Public Health reported another death from COVID 19 in their latest report, covering Saturday through Monday, they have had 65 deaths since the start of the pandemic. State Police were dispatched to I-81 north near exit 2 Wednesday morning at about 10:00 AM for a reported 1-vehicle crash. An investigation at the scene revealed that the operator was traveling north when for an unknown reason, she went off the shoulder of the roadway and struck a tree, and was pronounced deceased on scene. State Police have identified the deceased as 33 year old Jocelyn Kendall of Binghamton, the investigation continues.

Delaware County Sheriff’s Deputies responded to the report of a Domestic Dispute, they observed 62-year old Timothy Lynch of Treadwell, leaving the scene of the incident in a motor vehicle. Deputies stopped the vehicle and they determined that Lynch’s license was revoked due to numerous prior convictions for driving under the influence of alcohol and drugs. Lynch was charged with Aggravated Unlicensed Operator of a Motor Vehicle, he was later released on traffic tickets and directed to appear at the Hamden Town Court at a later date to answer the charge.

State Police arrested 32-year-old Amber Joy of Morris for 4th grand larceny; Joy is accused of stealing religious items from the Holy Cross Roman Catholic Church, on Main Street in the Village of Morris, valued at $240. A City of Norwich resident was arrested by the Chenango County Sheriff’s Office on a Fugitive of Justice complaint from New Jersey. 30-year-old Scott Russell was taken into custody and was brought to the Town of Norwich Court. Russell was remanded to the Chenango County Correctional Facility with no bail. He is to reappear in the Chenango County Court at a later date.

Chenango county sheriffs deputies arrested 56-year-old Peter Constantinou of New Berlin for 3rd degree Assault & Endangering the Welfare of a Child, following an investigation by Chenango County Child Protective Services and the Chenango County Sheriff’s Office. Constantinou faces action in the Town of New Berlin Court at a later date.

A rally in support of the Sioux at Standing Rock of North Dakota will be held in the Muller plaza in Oneonta tomorrow from 5:30 to 8:00 PM. On the eve of another Election, retiring congressman Richard Hanna reiterated to reporters that he is not going to run for governor of the state, after he recently declined to seek another term in Congress. Hanna and another outgoing congressman Chris Gibson have both been the topic of speculation that they would run for the Republican nomination for Governor, Gibson went as far as forming an exploratory committee & then decided to go into teaching instead, and Hanna has business concerns in the Mohawk Valley.

Governor Cuomo signed legislation that secures New York’s place on the list of states that have joined National Popular Vote compact. The bill modifies legislation signed by Governor Cuomo in 2014 that added New York to an interstate agreement in which member states commit to award their electoral votes for president to the candidate that receives a majority of the national popular vote. The original legislation required that New York be removed from the compact at the end of 2018 if the agreement had not been adopted nationally, the new measure removed the expiration date and keeps New York on the list of states supporting the National Popular Vote indefinitely.

Shortly after midnight Friday, Delaware County Deputies investigated a 1 car fatal motor vehicle accident on County Highway 33 in Bloomville. A 17 year old female lost control of the vehicle and left the roadway, the vehicle continued over the embankment, rolled over and struck a tree. The driver of the vehicle died at the scene as a result of injuries suffered in the crash. There is no indication at this time that alcohol or drugs were a factor in the crash, a blood sample was secured from the driver for toxicology analysis. The accident remains under investigation.

Last Wednesday afternoon, Oneonta Police investigated possible drug activity at 14 ½ Baker Street; Police arrested 23 year old Kwame Wilson of Utica for Criminal possession of a controlled substance & Unlawful possession of marijuana. Police recovered 23 individual packets of cocaine, $246 cash, a small quantity of marihuana, Wilson was held pending arraignment in the City of Oneonta court.

On Friday, The Broome County Sheriff’s department responded to a Motel in the town of Dickinson following a call for a medical emergency of a patient who stopped breathing an adjacent room. Deputies found 30 year old Brett Seymour unresponsive, administered Narcan, eventually EMS responded & declared that Seymour was deceased. In the room, Police found crack, cocaine, heroin; they arrested Rayshawn Thompson of Binghamton, Nicole Mills of Windsor, & Tessa Rivera of Elmira on a variety of charges. The Broome County Sheriff’s department has set up a tip line at 778-1196.

19 year old Wade Armstrong of Delancy was arrested after a hit-and-run accident at the Taylor’s Gas Station in an alleged attempt at robbing the store. Armstrong allegedly stole the vehicle from the Delancey area, drove to Oneonta & drove the vehicle into the building breaking the windows and damaging the structure & the vehicle. Armstrong was charged with two counts of Criminal mischief, unauthorized use of a motor vehicle, possession of stolen property and attempted burglary as well as numerous lesser charges, he faces court action shortly.

State Budget hearings are being conducted in Albany currently, this week; area Assemblyman Cliff Crouch questioned Department of Health Commissioner Nirav Shah on the staffing shortage at the Oxford Veterans home:

Dr. Shah also stated that there is no timetable for his department to finish up their study of possible health effects from Hydraulic Fracturing for Natural Gas, the state has had a moratorium in place since 2008 on gas drilling.

The state’s new I-STOP program has cut “doctor shopping” by 75% according to state health department officials.  The I-STOP program started in August, where Doctors, physician assistants and nurse practitioners are now required file prescriptions to pharmacies by the Internet, and to check the database before prescribing painkillers.  Pharmacists are responsible for recording related prescriptions; the law is designed to help practitioners review patient drug histories through the health department’s online registry.

Republicans in the state senate filed a bill to move New York’s primary day to late August, arguing the current September date for state offices is too late, to comply with a federal law, that requires ballots for military and overseas voters to be sent out at least 45 days before the general election.  Assembly Democrats passed a bill last month to move state primaries to the 4th Tuesday in June, coinciding with New York’s federal primary date.  If lawmakers fail to agree on a primary date, municipalities will hold a primary for federal offices in June and a separate primary for state offices in September

The number of people who enrolled nearly doubled last year, New York previously ranked 3^rd in NRA membership behind Texas and California, New York now has the most NRA members.

NYSEG officials announced today that they are aware of fraudulent activities where customers are contacted by email, phone or in person and asked to pay current or past due charges, the payment ends up with scammers, and not NYSEG.  Officials said that NYSEG will not call customers for payment if an account is in good standing; customers are urged to contact the company and sign up for their “AutoPay” service. Eliot Spitzer has met the deadline to file thousands of petition signatures for his bid to revive his political career by running for New York City comptroller. Spitzer said over 27,000 signatures were submitted to the city Board of Elections just after 10:30 p.m. last night, ahead of a midnight deadline. It came just four days after the tarnished ex-governor launched his campaign.

Statewide tourist spending rose 6.2 percent to $57.3 billion in 2012. Every region in the state saw growth in 2012 from the previous year, with the most dramatic increases in New York City and Long Island. The Central New York region, which includes much the Southern Tier, saw a 5 percent increase in 2012, when it brought in $1.9 billion according to Empire State development.

US senator Kirsten Gillibrand made an appeal to Department of Homeland Security Secretary Janet Napolitano in support of a major disaster declaration for parts of the Mohawk Valley, Southern Tier and North Country affected by storms and floods earlier this month. Gillibrand is requesting approval of the state’s request for the President to declare a major disaster, including FEMA assistance, for Chenango, Delaware, Herkimer, Madison, Oneida, and Otsego counties

Otsego county deputies arrested a Sidney man for selling heroin in Oneonta in July of 2012. 35 year old Ian Lee Borowski was charged with third degree criminal sale of a controlled substance. He was arraigned and sent to the Otsego county jail on $20,000 bail. He faces up to 12 years in prison if convicted due to a previous felony conviction

Assemblyman Cliff Crouch will host another informational forum, Saturday, July 20, about the NY SAFE Act, at the Walton Central School. Crouch will be joined by Delaware County Sheriff Tom Mills and Delaware County Clerk Sharon O’Dell.

Police agencies in Tioga County executed a search warrant in Newark Valley, leading to the seizure of an active meth-amphetamine lab and the arrest of 6 people.   Charged were 23 year old Scott Cole, of Newark Valley, 29 year old Jamie Swackhammer of Newark Valley, 31 year old Bryan Burkard of Berkshire, 48 year old Theresa Cochran of Caroline, 23 year old Kara Smithgall, of Endicott, & 28 year old Melanie Short of Berkshire.  police executed a search warrant at the Cole and Swackhammer residence Tuesday at 5:00 PM and confiscated items used to  manufacture methamphetamine, all were charged with Criminal Possession of a Controlled Substance; they were arraigned and remanded to the Tioga County Jail without bail.  Further charges are pending and the investigation is continuing.
