Oneonta police responded to the report of a broken window at a business at 224 Main Street, eyewitnesses claimed that 3 young males broke the window by kicking it. One of the 3 suffered lacerations; police followed a trail of blood to 300 Main Street where they discovered that 21 year old Evan Bowker required medical attention. Bowker was treated at Fox hospital & was released, he was charged with criminal mischief, he was held pending arraignment in Oneonta City Court.

Attorney General Eric Schneiderman today announced awards in Binghamton, to law enforcement agencies in the Southern Tier, to help law enforcement agencies purchase bulletproof vests. The funding awarded today assists with the purchase of vests for the City of Binghamton Police Department, Steuben County Sheriff’s Office, Watkins Glen & Horseheads Police Departments, among others. So far, the program has helped with the purchase of over 7,500 bulletproof vests for across the state.

Unless the state’s top court intervenes, there will be a Republican primary between incumbent State Senator Tom Libous and challenger Denver Jones in the 52nd senate district. A ruling issued by an Albany court, reversed an earlier decision that had invalidated hundreds of Jones’ petition signatures, Albany County Supreme Court Judge Tom McNamara’s ruling validated Jones’ petition with 1,019 signatures enough to qualify him to be on the ballot for the September 9th primary. The Republican candidate for the seat will face Democratic candidate Anndrea Starzak, the former Vestal Town Supervisor, in the November election.

The trial of Ganesh Ramsaran will begin in Chenango County court in Norwich next Tuesday; he is accused of killing his wife, Jennifer, in the couple’s South New Berlin home. The jury-screening process is expected to last all next week, and testimony is expected to begin the following week. Jennifer Ramsaran was reported missing by the husband on December 11, 2012, he body was found several months later in a wooded area in the town of Pharsalia.

The state DEC said current fishing regulations would extend through the end of March 2015, with a new regulations guide available April 1st. Fishing licenses are now effective 365 days from the date of purchase. DEC commissioner Joe Martens said it made sense to adjust the dates of fishing regulations to coincide with April 1st opener of trout season.

A state program to finance affordable housing has contributed to delays in building and rehabilitating homes, because of the questionable selection and lax monitoring of construction projects. The audit by state comptroller Tom DiNapoli focused on the Low-Income Housing Trust Fund, where state money creates and preserves housing for low-income households. The program awards up to $44.2 million a year in loans & grants, auditors found projects representing about 4,400 housing units had experienced construction delays of at least 6 months because of the management of the state housing agency.

Governor Cuomo’s campaign will not appeal a ruling allowing Zephyr Teachout to remain in the Democratic primary. A state appeals court rejected the campaign’s argument that Teachout has spent part of the past five years in Vermont. A lower court had already ruled Teachout could stay on the ballot for the September 9th primary. Teachout teaches at Fordham University Law School in New York City. A recent Quinnipiac University poll found 85 percent of state Democrats said they know too little about Teachout to have any opinion of her.

The Drug Enforcement Administration will enforce tighter control over prescriptions of the painkiller hydrocodone. U.S. Senator Charles Schumer said hydrocodone would be moved from a Schedule III drug to a Schedule II in 45 days. This will mean greater restrictions in how doctors can prescribe the drug as well as the quantity that can be prescribed. According to the DEA, nearly seven million Americans abuse controlled-substance prescription medications, including opioid painkillers that contain hydrocodone.
Tioga County Republican Denver Jones is facing stiff oppositions in his bid to take on state senator Tom Libous in a Republican primary. Libous’ campaign challenged the 1,700 petition signatures Jones submitted, and the state Board of Elections tossed almost 800 signatures, leaving Jones about 30 shy of qualifying. Jones filed suit in State Supreme Court to have his petitions restored, that was followed another 15 signatures being tossed by the court itself.

Governor Cuomo will lead a delegation of state officials and business leaders to Israel as a show of “solidarity” this week. This is Cuomo’s first international trip since taking office as governor in 2011, with plans to take a commercial flight to Tel Aviv tomorrow. The City of Oneonta parking garage will be closed for maintenance two days this week. All three levels of the parking garage will be swept and striped. The garage will be closed from 4 a.m. Thursday until 6 a.m. Friday. All other municipal parking lots, including lots at Dietz Street, Wall Street and Westcott, will remain open as usual. State Attorney General Eric Schneiderman & 29 other state attorneys general sent a letter urging the FDA to strengthen its proposed regulation of electronic cigarettes, with the goal of protecting young people from the harms of nicotine. The attorney generals pressed the FDA to prohibit flavors in e-cigarettes, and to restrict advertising and marketing for e-cigarettes in the same manner as cigarettes. The FDA issued proposed regulations deeming e-cigarettes “tobacco products,” which puts them under the FDA’s regulatory jurisdiction.

After 3 straight months of gains, consumer confidence in New York fell sharply in July, according to the latest poll from the Siena Research Institute. New York’s index of consumer sentiment fell 5.3 points to 73.5 in July, nationwide the rate fell 0.7 points to 81.8. 51% of New Yorkers said gas prices are having a serious impact, 67% indicate that groceries was also a serious impact on their finances.

Governor Cuomo signed legislation to strengthen precautions against residential off campus housing fires, requiring written and bolded notice to prospective tenants of whether or not a particular home has a fire sprinkler system. The law follows a January 2012 fire in which Marist College student Kerry Rose Fitzsimons & 2 others died in a fire in an off-campus housing unit. The law also necessitates colleges and universities provide written fire safety information to each student living in a college-owned facility.
