Delaware County Sheriff’s Deputies were dispatched Tuesday Morning to West Front Street in the Village of Hancock for a property damage accident involving a camp bus and tractor trailer. The bus was driven by 78 year old Richard Weaver of Bethany, Pennsylvania, struck the rear end of a tractor trailer driven by 47 year old Shawn Smith of California. The camp bus had discharged all of its passengers just prior to the accident, Weaver was issued traffic summonses for following too closely, failure to keep right and failure to have a US DOT number and failure to display the carrier’s name on the bus. Both drivers also face administrative action against their commercial driver’s licenses as a result of safety and log book deficiencies.

Governor Cuomo today announced more than $23 million in savings over a two-year period for farmers across the state as a result of the Agricultural Land Assessment Cap. First signed into law by the Governor in 2013, the cap prevents agricultural assessments from being increased by more than two percent per year. The previous cap was set at 10 percent. Regional Savings in the Southern Tier is about $2.1 million dollars.

Governor Cuomo today announced that over $10 million has been returned to more than 17,000 victims of wage theft during the first three months of 2016. This amount surpasses last year’s first quarter total of $9 million and places the state on track to exceed the $31.5 million in stolen wages recovered in 2015 – the highest ever. In the southern tier, over $74,000 was recovered for 149 workers.

A former Delaware County Sheriff sergeant was indicted by the Delaware County Grand Jury Thursday for attempting to murder. Theodore Tiska of Masonville was indicted for second-degree attempted murder and first-degree assault for attempting to intentionally cause the death of his wife on April 18 in the town of Masonville. Tiska is being held on $5,000 cash bail or $10,000 bond; He is scheduled to be arraigned in Delaware County Court on May 9th.

State Department of Taxation and Finance today announced the arrest of 2 tax preparers and 9 other individuals on charges that they filed false tax returns and claimed exaggerated refunds. The two preparers are 35 year old Heather Sweet of Johnson City, and 56 year old Rebecca Tyner of Binghamton. Sweet was charged with 8 felony counts of offering a false instrument for filing and 1 count of grand larceny. Tyner was charged with 5 felony counts of offering a false instrument for filing and 1 count of grand larceny. Both defendants were arraigned in the Binghamton City Court; the pair allegedly participated in a scheme to defraud New York State by preparing fraudulent NYS income tax returns for friends and relatives for the tax years 2008 through 2011.

The New York State Board of Regents today voted to appoint Mary Ellen Elia as the next Commissioner of Education and President of the University of the State of New York. Elia began her career in education in 1970 as a social studies teacher in Buffalo and taught for 19 years before moving on to administrative positions. Elia replaces John King as commissioner; she will start her new position on July 6.

Starting Thursday, the State DOT will begin a several week project to replace a culvert on North Main Street in the Village of New Berlin. Work will be done daily between 6 am and 6 pm with full-time lane closure between Academy Street and West/Genesee Streets. Traffic will be maintained with an extension of the existing signals and one-way alternating traffic. The project is scheduled to last through July 31st.

Criminal Investigators with the Delaware County Sheriffs department arrested 34-year-old Bryon Byriter of Sidney for 3rd degree Criminal Mischief. Byriter is accused of intentionally damaging a window at the Delaware County Correctional Facility while incarcerated; Byriter remains incarcerated on an unrelated charge and will be arraigned in the Town of Delhi Court at a later time.

On Saturday, State Police from Binghamton arrested 33-year-old James McNeilly of Binghamton for 3rd degree Burglary, Criminal Mischief and Disorderly Conduct, after Troopers responded to a report of a suspicious man in the lobby of an apartment complex in Conklin. Troopers reported that McNeilly became irate; he is accused of kicking & damaging the patrol car’s computer. A further investigation determined that the man had entered the complex without permission and stole keys from it. McNeilly was arraigned & was remanded to the Broome County Jail with no bail set at this time.

The Robert W. Harrold BOCES Campus in Masonville was evacuated at 11:30 this morning, as a safety measure after a hot water pipe broke in the Operations & Maintenance area. Deputy Superintendent of BOCES Deedrick Bertholf told WCDO News the pipe was closed off & segregated from the system, hot water steam was released from the pipe. All students & staff were sent home as a precaution, there was no impact on instructional programming & the facility will be open with normal hours tomorrow.

Acting New York State Health Commissioner Dr. Howard Zucker today declared influenza prevalent in New York State. Health care workers who are not vaccinated against influenza must now wear masks in areas where patients are typically present. The regulation was first in effect during the 2013-2014 influenza season & was amended last month in response to feedback from affected health care entities. The State Health Department won the America’s Health Rankings Champion Award, from the Association of State and Territorial Health Officials, and the United Health Foundation. The award recognizes state health departments that successfully improve health outcomes in their jurisdictions. New York was recognized for consistently improving health outcomes. A highlight of New York’s success is the state’s cancer mortality ranking, which improved 24 positions, from 35th in the nation in 1990 to 11th in 2013

A recent change to the state’s cap on carbon-dioxide emissions has driven up the price for pollution allowances. New York agreed last year to lower their individual caps with the hope of upping the price of allowances that are auctioned off to power plants that produce emissions. An auction earlier this month pushed New York’s total share to $108 million for the fiscal year, $19 million more it had budgeted for. For New York, the question now becomes what to do with the extra money. It is required to be spent on programs that promote energy efficiency and cut down on greenhouse-gas pollution, but there’s no plan in place yet for what types of programs to fund with the $19 million and growing surplus.

In observance of National Fire Prevention Month and National Fire Prevention Week, the Firemen’s Association of the State of New York is asking residents to remember basic fire safety rules that can help save lives. According to the National Fire Protection Association, 2/3rd of fire deaths happen in homes with no smoke alarms or alarms that did not function properly. State Police at Norwich arrested 39-year-old Stephanie Franklin of New Berlin for DWI with a BAC result of .16%, twice the legal limit, following a traffic stop for talking on a cell phone while driving on State Route 320 in Norwich. New York State makes more money off of gambling than any other state, but spends far less to fight gambling addiction. The state currently sets aside 2.2 million dollars annual fro programs to address compulsive gambling. 4 additional casinos have been authorized for upstate, with a state panel reviewing 16 proposals, they are expected to make an announcement about the winning proposals in the coming weeks, the new casinos will kick in 3.5 million dollars a year to go for gambling addiction programs, which will then make the state a leader in compulsive gambling programs.

The Upper Susquehanna Watershed Project will hold its annual conference on August 21st at 1:00 PM at Sidney High School. Students and teachers from the project will present reports on their research on the chemistry, biology,& hydrometeorology of the upper Susquehanna River basin. The latest Siena College poll asked New Yorkers about the most important issues for the fall election. 28% said jobs, 21% said taxes, and 20% said education and 17% corruption. Only 2% of those polled said hydraulic fracturing natural gas reserves was their top issue, 1% involved guns and the state’s gun-control law.

Governor Cuomo signed a new law that bans direct contact between people and lions, tigers, leopards, jaguars and cougars. The “Tiger Selfie” bill, is also directed at roadside zoos that charge people for photos with big cats. The governor said despite any level of training, big cats have instincts to kill. The penalty is $500 for the first offense.
