Sidney, Unadilla & Masonville fire fighters responded to a fire at 80 Main Street in Sidney today at about 2:45 PM, in the basement of Ermeti’s Community Lounge. Sidney Fire Department Assistant Fire Chief Ray Baker told WCDO News that the fire appears to have started in a dryer, & it was under control in about 30 minutes.

Delaware County Sheriff’s Deputies arrested 20-year-old Rumeal Soler of Davenport, on a Bench Warrant from the Town of Oneonta Court for Failure to Pay Fines. The arrest came as the result of an investigation into a two-car motor vehicle accident in which Soler was one of the drivers. Soler had an active warrant for his arrest; he was taken into custody and turned over to the Oneonta Police Department for arraignment.

40-year-old David Burton of Johnson City was found guilty today in Broome County Court on murder & arson charges. Burton was found guilty of starting a fire at an ex-girlfriends residence in October 2015 in Johnson City, the fire Killed the Ex-Girlfriend’s 2 sons, 3 year old Michael Maxwell & 4 year old Joshua Maxwell, and injured 2 others. Burton will be sentenced on September 14th.

Ride Sharing services began in New York State today, after Uber & Lyft paid to begin operating in the state. The ride sharing services were only allowed in New York City, until legislation was passed this year, allowing for it to expand into all 62 New York Counties. An app must be downloaded in order to order a ride, which will be available anywhere in the state where drivers have signed up to participate.

State Lawmakers have reportedly reached a deal to name the new Tappan Zee Bridge after the late Governor Mario Cuomo. A new bridge is currently being built to replace the old span over the Hudson River, which was originally named after Governor Malcolm Wilson, who served as Governor in the 70’s.

Tenney decided against Town Hall Meeting in the 22nd district earlier this year, following a series of contentious meeting with constituents by other Republican Congressional Members, and a series of threats against Tenney, that were turned over to Capital Police to investigate.

Delaware County Sheriff’s Deputies were dispatched Tuesday Morning to West Front Street in the Village of Hancock for a property damage accident involving a camp bus and tractor trailer. The bus was driven by 78 year old Richard Weaver of Bethany, Pennsylvania, struck the rear end of a tractor trailer driven by 47 year old Shawn Smith of California. The camp bus had discharged all of its passengers just prior to the accident, Weaver was issued traffic summonses for following too closely, failure to keep right and failure to have a US DOT number and failure to display the carrier’s name on the bus. Both drivers also face administrative action against their commercial driver’s licenses as a result of safety and log book deficiencies.

Governor Cuomo announced the number of craft beverage manufacturers operating off-site branch stores has increased to 105 locations in 35 counties across New York. All farm-based beverage manufacturers, including wineries, breweries, cideries and distilleries, are allowed to open off-site retail stores, with 32 new locations opening in the last year. New York is home to 72 farm winery branch stores, up from 29 satellite stores in 2011, recently 17 farm breweries, 10 farm distilleries and six farm cideries have opened branch stores.

State Trooper Neil case of the Richfield Springs barracks has been picked to represent law enforcement for the state in the Special Olympics. Trooper Case has been selected to carry the torch to honor his son, who has Down syndrome, while raising awareness for people with disabilities. The Special Olympics will pay the $10,000 it costs to send Case to Austria. But Case told officials that he doesn’t want to take away money from the athletes, so instead he’s set up a fundraiser to cover those costs. Delaware County Sheriff’s Deputies arrested and charged 25-year-old Justin Miranda of Livingston Manor Saturday, for DWI and Driving with a Blood Alcohol Content Greater than 0.08%. The arrest following an accident where a vehicle went off of the road and into a snow covered field in the Town of Delhi. Miranda is also accused of driving at speeds not reasonable or prudent, Miranda was released on appearance tickets and scheduled to appear before the Town of Delhi Court at a later date.

Chenango County 911 Center received a call at Thursday at 7:48 PM from 305 Blanding Road in the Town of Sherburne, of an ATV accident involving a 14-year-old male. The Sheriff’s Office responded along with the Sherburne Fire Department, Norwich Fire Department and Cooperstown Medical Transport ambulances to find the ATV operator had been pinned face down under the overturned ATV, after apparently striking a piece of farm equipment & going over an embankment. The unidentified operator from Madison as taken to Chenango Memorial Hospital where he was pronounced deceased.

Governor Cuomo today announced more than $23 million in savings over a two-year period for farmers across the state as a result of the Agricultural Land Assessment Cap. First signed into law by the Governor in 2013, the cap prevents agricultural assessments from being increased by more than two percent per year. The previous cap was set at 10 percent. Regional Savings in the Southern Tier is about $2.1 million dollars.

Governor Cuomo today announced that over $10 million has been returned to more than 17,000 victims of wage theft during the first three months of 2016. This amount surpasses last year’s first quarter total of $9 million and places the state on track to exceed the $31.5 million in stolen wages recovered in 2015 – the highest ever. In the southern tier, over $74,000 was recovered for 149 workers.

A former Delaware County Sheriff sergeant was indicted by the Delaware County Grand Jury Thursday for attempting to murder. Theodore Tiska of Masonville was indicted for second-degree attempted murder and first-degree assault for attempting to intentionally cause the death of his wife on April 18 in the town of Masonville. Tiska is being held on $5,000 cash bail or $10,000 bond; He is scheduled to be arraigned in Delaware County Court on May 9th.

In 2002 the Veterans Administration determined that it would only cover Veterans who could prove that they had orders for “boots on the ground” during the Vietnam War, the exclusion affects thousands of sailors who may have still received significant Agent Orange exposure from receiving VA benefits.

The New York State Department of Health, & Cornell University, has been designated as an Integrated Food Safety Center of Excellence by the federal Centers for Disease Control and Prevention. Each year, roughly 1 in 6 Americans are sickened by food borne diseases; 128,000 are hospitalized, and 3,000 die. State Department of Taxation and Finance today announced the arrest of 2 tax preparers and 9 other individuals on charges that they filed false tax returns and claimed exaggerated refunds. The two preparers are 35 year old Heather Sweet of Johnson City, and 56 year old Rebecca Tyner of Binghamton. Sweet was charged with 8 felony counts of offering a false instrument for filing and 1 count of grand larceny. Tyner was charged with 5 felony counts of offering a false instrument for filing and 1 count of grand larceny. Both defendants were arraigned in the Binghamton City Court; the pair allegedly participated in a scheme to defraud New York State by preparing fraudulent NYS income tax returns for friends and relatives for the tax years 2008 through 2011.

Delaware County Sheriff’s Deputies arrested 63-year-old Patricia Carlson of Oneonta following a Motor Vehicle Accident, for aggravated driving with a blood alcohol content of .18% or greater. Lab tests confirmed Carlson’s BAC to be .32%, 4 times the legal limit. Carlson was arraigned at Delhi Town court and was released on her own recognizance.

Construction is slated to begin later this month, and will be completed in early 2017. State Police at Oneonta arrested 63-year-old Stephen Scott of Schenevus, for Driving While Intoxicated with a B.A.C. result of .10%. This arrest occurred after a trooper responded to an Otsego County 911 report of a car crash on Interstate 88, eastbound near mile marker 67, in the Town of Maryland. An investigation determined that Scott was driving while intoxicated when he drove into a guide rail with his 2012 Subaru Forester and caused damage to both. Scott was issued tickets returnable to the Town of Maryland on August 25, 2015.

The New York State Department of Taxation and Finance kicked off the back to school shopping season today by reminding New Yorkers that qualifying clothing and footwear purchases are exempt from New York sales tax year-round. The New York State Board of Regents today voted to appoint Mary Ellen Elia as the next Commissioner of Education and President of the University of the State of New York. Elia began her career in education in 1970 as a social studies teacher in Buffalo and taught for 19 years before moving on to administrative positions. Elia replaces John King as commissioner; she will start her new position on July 6.

Deputies observed & stopped a vehicle for following another vehicle too closely, they determined that 23-year-old Mark O’Neill of Walton was impaired by drugs; he was arrested and transported to the Village of Sidney Police Department where Deputies were assisted by a Sidney Police Department Drug Recognition Expert. O’Neill was charged with DWI, Driving While Ability Impaired by Drugs and Following Too Closely. He was issued tickets directing him to appear in the Town of Franklin Court on June 25th.

Delaware County Sheriff’s Deputies were dispatched to a 911 report of a property damage accident Friday on State Highway 206 in the Town of Walton. Deputies learned that the operator of 1 vehicle, 51-year-old Edward Wheeler of Downsville was intoxicated. Wheeler was charged with DWI, Aggravated DWI and Driving Left of Pavement Markings. Wheeler is accused of having a BAC of higher than .18%; he was issued tickets for Town of Walton Court on July 22nd.

Starting Thursday, the State DOT will begin a several week project to replace a culvert on North Main Street in the Village of New Berlin. Work will be done daily between 6 am and 6 pm with full-time lane closure between Academy Street and West/Genesee Streets. Traffic will be maintained with an extension of the existing signals and one-way alternating traffic. The project is scheduled to last through July 31st.

The State Police assisted with the investigation & with the destruction of hazardous materials. Scott was charged with Unlawful Manufacturing Methamphetamines, he was arraigned in the Town of Afton Court and remanded to the Chenango County Jail on $25,000 cash bail.

Governor Cuomo announced that the state Troopers PBA, the State Association of Chiefs of Police, & 28 Sheriffs have joined the “Enough is Enough” campaign to combat sexual assault on the state’s college campuses. The Governor’s proposal would codify uniform sexual assault prevention and response protocols for all colleges and universities in New York. Criminal Investigators with the Delaware County Sheriffs department arrested 34-year-old Bryon Byriter of Sidney for 3rd degree Criminal Mischief. Byriter is accused of intentionally damaging a window at the Delaware County Correctional Facility while incarcerated; Byriter remains incarcerated on an unrelated charge and will be arraigned in the Town of Delhi Court at a later time.

On Saturday, State Police from Binghamton arrested 33-year-old James McNeilly of Binghamton for 3rd degree Burglary, Criminal Mischief and Disorderly Conduct, after Troopers responded to a report of a suspicious man in the lobby of an apartment complex in Conklin. Troopers reported that McNeilly became irate; he is accused of kicking & damaging the patrol car’s computer. A further investigation determined that the man had entered the complex without permission and stole keys from it. McNeilly was arraigned & was remanded to the Broome County Jail with no bail set at this time.

The Robert W. Harrold BOCES Campus in Masonville was evacuated at 11:30 this morning, as a safety measure after a hot water pipe broke in the Operations & Maintenance area. Deputy Superintendent of BOCES Deedrick Bertholf told WCDO News the pipe was closed off & segregated from the system, hot water steam was released from the pipe. All students & staff were sent home as a precaution, there was no impact on instructional programming & the facility will be open with normal hours tomorrow.

Governor Cuomo announced the next phase of the statewide “Combat Heroin and Prescription Drug Abuse” awareness campaign to address the opioid epidemic in New York. The campaign includes messages on billboards, posters, online advertisements, social media and commercials that will be aired across the state for four weeks. The “Combat Heroin” website hosts 22 videos of New Yorkers describing first-hand how they or their loved ones progressed from alcohol to marijuana to heroin or prescription opioids and the devastation the addiction caused. Four of these videos will be used in television commercials.

New York State of Health Marketplace today announced that more than 2.1 million people signed up for health insurance by the end of the second open enrollment period earlier this week. 88% of Marketplace enrollees reported that they were uninsured at the time they enrolled.

The state Department of Health failed to collect nearly $120 million in available rebates over a 33-month period from pharmaceutical manufacturers for the Medicaid program because of ineffective policies and processes, according to an audit by State Comptroller Tom DiNapoli. Auditors determined that the Health department can improve its processes by following 12 recommendations from the report, to collect the unclaimed rebates and improve the collection process.

Acting New York State Health Commissioner Dr. Howard Zucker today declared influenza prevalent in New York State. Health care workers who are not vaccinated against influenza must now wear masks in areas where patients are typically present. The regulation was first in effect during the 2013-2014 influenza season & was amended last month in response to feedback from affected health care entities. The State Health Department won the America’s Health Rankings Champion Award, from the Association of State and Territorial Health Officials, and the United Health Foundation. The award recognizes state health departments that successfully improve health outcomes in their jurisdictions. New York was recognized for consistently improving health outcomes. A highlight of New York’s success is the state’s cancer mortality ranking, which improved 24 positions, from 35th in the nation in 1990 to 11th in 2013

A recent change to the state’s cap on carbon-dioxide emissions has driven up the price for pollution allowances. New York agreed last year to lower their individual caps with the hope of upping the price of allowances that are auctioned off to power plants that produce emissions. An auction earlier this month pushed New York’s total share to $108 million for the fiscal year, $19 million more it had budgeted for. For New York, the question now becomes what to do with the extra money. It is required to be spent on programs that promote energy efficiency and cut down on greenhouse-gas pollution, but there’s no plan in place yet for what types of programs to fund with the $19 million and growing surplus.

In observance of National Fire Prevention Month and National Fire Prevention Week, the Firemen’s Association of the State of New York is asking residents to remember basic fire safety rules that can help save lives. According to the National Fire Protection Association, 2/3rd of fire deaths happen in homes with no smoke alarms or alarms that did not function properly. State Police at Norwich arrested 39-year-old Stephanie Franklin of New Berlin for DWI with a BAC result of .16%, twice the legal limit, following a traffic stop for talking on a cell phone while driving on State Route 320 in Norwich. Franklin was issued tickets for town of Norwich Court October 23rd.

New York State makes more money off of gambling than any other state, but spends far less to fight gambling addiction. The state currently sets aside 2.2 million dollars annual fro programs to address compulsive gambling. 4 additional casinos have been authorized for upstate, with a state panel reviewing 16 proposals, they are expected to make an announcement about the winning proposals in the coming weeks, the new casinos will kick in 3.5 million dollars a year to go for gambling addiction programs, which will then make the state a leader in compulsive gambling programs.

Also missing, 7 year old Delila Miller, also with Brown Eyes & Hair, about 4 feet tall and weighing about 50 pounds, she has a round scar on forehead and is missing front teeth. Both victims last seen wearing dark blue dresses with blue aprons and black bonnets, Police said that both girls went to a roadside stand to wait on customer in a small white 4-door sedan. A Witness saw the suspect throw something into back of car then get into the back seat, the Vehicle then left scene and victims were gone. Published reports out of Albany suggest that the FBI and state Attorney General’s Office raided the home of State Senator Tom Libous of Binghamton last Friday. Libous and his son were indicted in July in connection with a FBI investigation; Senator Libous is accused of using his influence to get his son a job with a downstate Law Firm. Records and a computer belonging to Frances Libous, the wife of Senator Libous were seized.

The Upper Susquehanna Watershed Project will hold its annual conference on August 21st at 1:00 PM at Sidney High School. Students and teachers from the project will present reports on their research on the chemistry, biology,& hydrometeorology of the upper Susquehanna River basin. The project is an effort between area high schools from Cooperstown to Afton, and is directed by teachers from Sidney High School. The program is funded by ACCO & private donations. The latest Siena College poll asked New Yorkers about the most important issues for the fall election. 28% said jobs, 21% said taxes, and 20% said education and 17% corruption. Only 2% of those polled said hydraulic fracturing natural gas reserves was their top issue, 1% involved guns and the state’s gun-control law.

Governor Cuomo signed a new law that bans direct contact between people and lions, tigers, leopards, jaguars and cougars. The “Tiger Selfie” bill, is also directed at roadside zoos that charge people for photos with big cats. The governor said despite any level of training, big cats have instincts to kill.
