The Greater Chenango Cares event is underway through July 20th at the Norwich High School.  Vision and medical needs are on a walk in basis. Veterinary & Dental appointments are just about filled; there is no cost for participants. Military Service personnel are trained physicians, dentists, and veterinarians; this is the 3rd time that an IRT event has been held in Norwich.

The Binghamton Police Department and Binghamton Fire Department responded this morning to reports of a strong chemical odor in the West End of Binghamton.  Fire Department officials reported that it was a combination of chlorine and antifreeze in a garbage truck, workers noticed a burning smell & intense odors, prompting the emergency response.  All 4 workers were taken to the hospital as a precaution, the investigation is continuing.

Robinson fled to Georgia; he was extradited back to New York to face prosecution.

U.S. Senators Charles Schumer and Kirsten Gillibrand announced $225,000 in federal funding for the Oneonta Municipal Airport. The funding was allocated through the U.S. Department of Transportation and the FAA’s Airport Improvement Program. The funding will be used to purchase new snow removal equipment.

The Binghamton Devils have announced their 2018 training camp schedule at the Floyd L. Maines Veterans Memorial Arena. Players have their first on-ice practice at 10:30 AM Tomorrow morning. The State Department of Health should continue to improve how it informs the public of potential hazards in public drinking water systems, according to an audit released today by State Comptroller Tom DiNapoli. New York has 9,155 public water systems, which serves 95% of all New Yorkers. The audit stated that when water safety violations occurred, the Department did not always take appropriate or timely action to hold water systems accountable for required follow-up, such as notifying the public. Of the 126 water safety violations that auditors sampled, the Offices lacked evidence that system operators
notified the public 46% of the time, 21% were issued late. DiNapoli recommended that they prioritize actions to regulate emerging contaminants with known adverse health effects; and to make sure that safe drinking water is distributed to the public through a robust monitoring program that reports issues to the public in a timely fashion.

The Chenango County Sheriff’s Office arrested a Town of Sherburne man for Criminal Possession of a Controlled Substance, Driving While Ability Impaired by Drugs, Leaving the Scene of a Motor Vehicle Accident, and additional vehicle and traffic law violations. Deputies arrested 32 year old Kyle Lafever of Sherburne following a 1 car motor vehicle accident on County Road 32 in the Town of Norwich. Lafever allegedly was involved in 2 separate motor vehicle accidents and leaving the scene of the first accident. In the second motor vehicle accident deputies responded to the scene and administered first aid to Lafever. He was found to be in possession of heroin and a hypodermic syringe. He was transported to Chenango Memorial Hospital. Lafever is scheduled to appear in the Town of Norwich Court at a later date.

The Chenango County Sheriff’s Office arrested a Town of Plymouth man for Burglary and Grand Larceny in the Town of Pharsalia. 23 year old Austin Demuth of Plymouth is accused of unlawfully entering the residence of a victim and stealing several items, valued at more than $1,000, in July. Demuth was located hiding in his residence in the Town of Plymouth, he was arraigned in the Town of North Norwich Court and remanded to the Chenango County Correctional Facility on $5,000 cash bail. The investigation is ongoing and additional arrests are expected.

Madden was indicted following a lengthy investigation into the death of her 10-year-old daughter, BellaDonna Loke, who was found deceased in her bedroom in the Town of Colesville on February 18th. Madden is being held at the Broome County Jail and awaiting further court proceedings.

State Police arrested 40 year old Jason Lowe of Greene for DWI & Unlawful possession of marijuana. A trooper patrolling State Highway 206 in Greene observed Lowe traveling at a high rate of speed. After a traffic stop was initiated, the trooper determined Lowe was intoxicated and possessed 13 grams of marijuana. Lowe was released on appearance tickets returnable to the town of Greene Court on July 19th.

State Police arrested 43 year old Stephanie Spathelf of Coventry for Making a Punishable False Written Statement and Obstructing Governmental Administration. On July 1, troopers were dispatched to a 1 car rollover on State Highway 7 in Colesville, when they arrived, no one was in the vehicle, Spathelf told troopers someone else was driving the vehicle. Troopers learned that Spathelf was driving the vehicle at the time of the crash, she was arrested July 9, & was arraigned at Central Arraignment and released on her own recognizance.

Delaware County Sheriff’s Deputies are currently investigating the theft of heavy duty York rake owned by the Town of Hancock Highway Department. The orange, heavy duty tow behind York brand rake was stolen from a highway pull off near the intersection of Charles Medlar Road and Bert Medlar Road in the Town of Hancock between Tuesday, July 3, and Monday, July 10. Binghamton Police responded Saturday to 92 Front Street on a report of a male who fell from a 4th floor balcony. The deceased was identified as 18 year old Conor Donnelly of Pearl River, New York, he was transported to Wilson Hospital and was pronounced dead shortly after arrival. Donnelly fell when he attempted to climb to a third floor balcony from the fourth floor balcony, his death has been ruled accidental, the autopsy stated that Donnelly had been drinking, Donnelly was a student at Binghamton University and was attending a frat house party, Police said that they do not believe that Donnelly’s death was the result of hazing. the incident is still being investigated, anyone with information is asked to contact the Binghamton Police at 772-7080.

Binghamton Police charged 27-year-old Liz Ayala of Binghamton for 2nd Degree Murder, for allegedly stabbing her boyfriend, 26-year-old Gerrard Davis, during a domestic dispute. Binghamton Police responded to 97 Broad Avenue after receiving a 911 call, Davis was taken to an area hospital, where died shortly after arrival. Ayala was arraigned in City Court and remanded to the custody of the Broome County Sheriff Office. 2 children were home at the time of the incident; the Broome County Child Protective Services removed them. The investigation is continuing and anyone with information is encouraged to contact to contact the Binghamton Police Detective Bureau at 772-7080.

State Police arrested 17-year-old Kirk Wayman of Windsor for Criminal Possession of Stolen Property. Troopers were advised of a theft of a rifle and a shotgun & other items from a home in Windsor in January, Police accuse Wayman of possessing the stolen firearms. Wayman was arraigned in the Town of Windsor Court and was remanded to the Broome County Jail with no bail set.

Troopers were advised of a dispute in a moving car on Hancock Road in the Town of Colesville, Rowe is accused of punching a female passenger while driving, causing an injury & for allegedly taking her cell phone, & forcing her to leave the vehicle, he then drove away. Rowe was located in the Town of Fenton; he was arraigned in Town of Sanford court where an order of protection was placed against him. Oneonta Police arrested 23-year-old Joshua Johnston of Oneonta Friday for 2nd degree robbery & 3rd degree assault, for allegedly robbing and injuring a 66-year-old woman on River Street Thursday afternoon. The unidentified victim suffered a broken arm, Johnston faces action in Oneonta City Court shortly on the new charges, plus charges relating to allegedly stealing items from parked vehicles in the city recently.

Delaware County Public Health will be holding a free Car Seat Safety Event today at Little Lambs Children’s Center 383 Delaware County Hwy 11 Oneonta, from 3:00 to 5:30PM. 75% of children are riding in car seat that are not properly installed or do not fit correctly. Cleinman said that their hope is to exxtend the plans to beautify both sides of Lettis Highway for those entering the city. Miller Park is located at the intersection of the Lettis Highway & Main Street in Oneonta, to honor Dick Miller, who served as President of Hartwick College and then Mayor of Oneonta, he took his own life in October of 2014.

Early Saturday morning, Oneonta Police officers responded to a report of a man inside an apartment at 10 Market Street, they arrested 32 year old Ryan Leonard, formerly of Oneonta & currently from Fort Lauderdale Florida, Leonard was intoxicated, without clothing, and is accused of attempting to sexually attack 2 females while they slept. Leonard was charged with 2nd degree Burglary & Attempted 1st degree Rape, Leonard was held at the City of Oneonta Police Department pending arraignment in the City of Oneonta Court.

State Attorney General Eric Schneiderman announced that his office has reached settlements with Viacom, Mattel,  Hasbro and JumpStart Games resolving investigations into the companies’ violations of the Children’s Online Privacy Protection Act. “Operation Child Tracker,” discovered that websites operated by these companies were home to tracking technology that illegally enabled third-party vendors, to track children’s online activity in violation of the law. The companies agreed to pay a combined $835,000 in penalties and implement significant reforms.

State Police were dispatched to West River Road, in the Town of Nichols, for a vehicle off the road. 32 year old Harley Spencer of Sayre, Pennsylvania drove his minivan off the east shoulder of the road and struck a tree. Spencer died at the scene from the injuries he sustained in the collision, the investigation into the cause of the accident in continuing.

State Police arrested 31 year old Kevin Craven of Binghamton, for criminal obstruction of breathing or blood circulation and harassment, after troopers responded to a Broome County 911 report of a dispute at a home on Burr Avenue in the Town of Binghamton. Craven is accused of pushing the vicitm several times & choking the victim against a wall. Craven was arraigned in the Town of Binghamton court and was remanded to the Broome County jail on $500 cash bail or $1,000 property bond. An order of protection was issued.

State Police arrested 21 year old Colby Russo of Margaretville, for criminal obstruction of breathing or blood circulation and harassment, after troopers responded to a dispute at a home on Thompson Hollow Road in the Town of Middletown. Russo allegedly punched and choked the victim during an argument. Russo was arraigned in the Town of Middletown where he was released on his own recognizance to appear at the court on October 13, 2016. An order of protection was issued by the court against him.

Doug Kumpon, Ed Staff, Chris White and Albert Fiori have been identified as 4 of the people who came to the aid of a person trapped in a burning Ford Taurus that was pushed up into the concrete median, Binghamton Mayor Richard David released a video from one of the involved vehicles dashcam, mayor David is expected to announce a ceremony to honor the 4 for their life saving actions. Several people suffered injuries, but no one died in last Thursday afternoon’s 10-car collision.

The federal government has designated 24 New York counties as natural disaster areas following a severe summer drought that has adversely impacted some water supplies and farms. Farmers in the affected areas may be eligible for assistance, including emergency loans, from the federal government. The state will conduct on-site assessments of farms affected by the drought as well, Cuomo’s office said. 15 counties declared as the primary natural disaster areas cover, 1 of the contiguous counties named in the declaration is Broome County. Many other counties locally & into the North Country are requesting primary disaster declarations.

The New York State Gaming Commission granted Tioga Downs a Class III commercial gaming license on Tuesday. The license will allow Tioga Downs to complete its transformation into a full-scale casino, replacing the current Video Lottery Terminals with slot machines and allowing the facility to add Blackjack, Roulette, Craps, a Poker Room and other casino card games that would be permitted by the gaming commission. A multi-million dollar expansion is underway; Tioga Downs received the state’s final license, with Tuesday’s full commission endorsement.


Governor Cuomo announced that the Great New York State Fair will hold a special celebration in honor of the Maine-Endwell Little League team, which completed an undefeated season this past weekend by winning the Little League World Series. The Governor declared Thursday, September 1 “Champions Day” at the Fair in honor of the team, which will be congratulated for its victory at a special ceremony on Chevy Court. Free tickets to the Fair are available to members of the Maine-Endwell community to take part in the celebration. The Maine-Endwell team is the first New York team to win the Little League World Series since 1964.

Delaware county sheriff’s department arrested 31-year-old Jennifer Morris of East Branch Wednesday for falsely reporting an incident and a violation of parole. Deputies responded to a Monday morning 911 call where a female reported being held against her will by 2 men in East Branch. Deputies and Troopers determined that the occupants had not called 911 and that no crime was being committed. The 911 call originated from an telephone number associated with more than one thousand 911 hang-up calls to the Delaware County 911 Center since May. The State Department of Corrections and Community Supervision Parole Officers arrested Morris for violating the terms of parole from her earlier conviction for Falsely Reporting an Incident, for making on-line threats against Walton school children through social media. Morris was arraigned & was remanded to the Delaware County Jail on $5000 cash bail or $10,000 bond; she will remain held without bail on the Parole Violation Detainer Warrant.

State Police at Sidney arrested 38-year-old Damion Hoag of Fallsburg for 1st degree Sex Abuse, & Endangering the Welfare of a Child, following an investigation into allegations that Hoag was having sexual contact with a person less than 11 years of age in the Town of Butternuts. Hoag was arraigned in the Town of Oneonta court and was remanded to the Otsego County jail in lieu of $5,000 cash bail or $10,000 property bond. His next court date is on August 25th.

Governor Andrew Cuomo has signed a bill that authorizes 16 and 17-year-olds to make organ donations upon their death. The legislation includes appropriate safeguards that enable parents or legal guardians to rescind the decision if the minor dies before age 18. Current law provides that the minimum age to make an anatomical gift in New York State is 18.

Lawrence Harvey of Coventry was arrested by Chenango County Sheriff’s Office for 2nd degree menacing. Deputies & State Police responded to a dispute in the Town of Coventry where one of the participants was reported to be using a knife and a baseball bat. State Police arrested 45 year old Audra Brendel-Hart of Bainbridge for aggravated harassment, after troopers responded to a report of threatening telephone calls being received at a home in Conklin. Brendel-Hart allegedly made over 10 telephone calls threatening to harm the victim with a baseball bat last Friday Night into Saturday morning. She was arraigned and released, she faces action in the Town of Conklin shortly.

Otsego County Conservation Association will be holding a highway cleanup along State Route 80 tomorrow from 9:00 to 11:00 AM. The cleanup is part of New York State’s Adopt-A-Highway program, Volunteers will meet at OCCA’s office at Mohican Farm, at the corner of Route 80 and Allen Lake Road, and will collect trash along a two-mile stretch of the road. Firefighters in Unadilla responded to a Structure Fire at Prentice Gorge Road Wednesday afternoon. The fire was called in by the owner at about 1:00 PM, all occupants escaped without injury, but the house was a total loss. The State Department of Health today announced an agreement with CVS/pharmacy that will help prevent opioid overdose deaths in New York State. This agreement is already in effect, it authorizes 479 CVS pharmacy locations across the State to provide naloxone to their customers without a prescription. Pharmacists are currently receiving training and ordering naloxone for their stores. Naloxone reverses opioid overdoses, When administered either through injection or by nasal spray, naloxone temporarily blocks the effects of opioids, allowing a stricken individual to regain consciousness and resume normal breathing.

A Johnson City man has been arrested for endangering the welfare of a child after Narcan was administered for a heroin overdose. Broome County Deputies responded to a residence of 36-year-old Eric Purdy for 2 adults who were unresponsive possibly due to a drug overdose. The residence was also occupied by 3 children, 1 of the children called their mother for help when Purdy would not respond. Purdy and another adult male were found unresponsive; Purdy woke up, while the other adult male required Narcan. Purdy is charged with 3 counts of Endangering the Welfare of a Child, he faces court action at a later date.

Governor Cuomo reminds out-of-state snowmobile enthusiasts that Martin Luther King, Jr. weekend will be a free snowmobiling weekend in New York State. From Saturday January 16 to Monday the 18th, state registration requirements, including DMV fees, will be waived for properly registered and insured out-of-state snowmobilers.
