Responding patrols arrived and determined the victim, Jacelyn O’Connor of Morris, was deceased. Further investigation determined she was the victim of a homicide. Anyone with information is asked to contact State Police in Norwich at 334-3296.

State Police responded to a 2 vehicle crash on State Route 7 in the town of Unadilla. An investigation determined that 92 year old Joseph Norton of Sidney was driving a Chevrolet Impala, eastbound on State Route 7 when he entered a sharp curve in the roadway and drifted into the westbound lane & struck a dump truck driven by 38 year old Jeffrey Haynes of Sidney head on. Norton was deceased at the scene. Haynes was airlifted to Albany Medical Center and was listed in critical condition. Haynes passenger, 40 year old Jackie Ryan of Mt. Upton was transported to Wilson Hospital and is in stable condition. An autopsy will be conducted at Lourdes hospital, the investigation is ongoing.

27-year-old Kyle Ives of Oneonta was charged with reckless endangerment, unlawfully fleeing police in a motor vehicle, resisting arrest, reckless driving, aggravated unlicensed operation and unlawful possession of marijuana, Monday following a high-speed car chase from Oneonta to Milford. Oneonta Police had stopped Ives on Spruce Street; Ives fled, and was chased by police onto I-88, the pursuit ended when Ives crashed into Guide rails on Otsego County route 44 in Milford. Ives was taken to Bassett Hospital, there were no other injuries or vehicles involved.

Delaware County Sheriff’s Deputies arrested 27-year-old Frank Mastrorocco and 23-year-old Misty Jackson on of Walton drug possession charges last Thursday afternoon, July 27. Both were charged with Criminal Possession of a Controlled Substance (heroin) and Criminally Possessing a Hypodermic Instrument. Jackson was also charged with Unlawful Possession of Marijuana. Mastrorocco was under the supervision of the New York State Division of Parole, & was arrested on a Parole Revocation Warrant. Mastrorocco and Jackson were arraigned & were remanded to the Delaware County Correctional Facility in lieu of $2,000.00 cash bail pending further action by the Village of Walton Court.

Delaware County Sheriff Deputies responded Sunday afternoon in the Town of Walton in relation to a reported violation of an order of protection. Deputies arrested and charged 56-year-old Edward Steitz of Walton with Criminal Contempt, Steitz violated the “stay away” provisions of an Order of Protection issued by Delaware County Family Court Judge Gary A. Rosa. Steitz was arraigned in the Town of Hamden Court & was remanded to the Delaware County Correctional facility on $1,500 cash bail pending a future appearance in the Town of Walton Court.

The Delaware County Historical Association is looking for individuals to volunteer some of their time to be extras in a movie the museum is filming. Individuals interested in being part of a scene involving a crowd at Church are needed. The scene will take place on Saturday, August 12th at 2 PM, but early arrival is highly encouraged. Governor Cuomo announced that 26 state-approved Child Advocacy Centers will share more than $4 million to enhance services provided to children who are victims of crime. The centers are located across New York State and will use the funding to offset the cost of purchasing and installing video recording equipment, as well as hiring specially trained staff to interview young victims of sexual and physical abuse. In the Southern Tier, funding was designated to the Crime Victims Assistance Center for two centers, one in Broome County, one in Chenango County, totaling $118,097

The shooting occurred at about 1:00 am this morning. Moses was taken to Wilson Memorial Hospital where died from his injuries. The suspect has been described as a Hispanic male, in his twenties, approximately 5’10” tall with a thin to medium build, wearing dark colored clothing and may have left the area in red colored vehicle. This Afternoon, 19 year old Jonathan Garcia of Binghamton has been identified as a person of interest in connection with the shooting, Binghamton Police are seeking any information that may lead to Garcia’s whereabouts. The Broome County Special Investigations Unit Task Force executed a narcotics search warrant at 2 Baker Road in the Town of Chenango; they arrested 50-year-old Ann Affholder on a variety of drug charges for 4 allegedly possessing & selling methamphetamine. Affholder was charged with 4 counts of sale of methamphetamine, she was arraigned at the Town of Chenango Court and was remanded to the custody of the Broome County Sheriff’s Correctional Facility without bail.

The Otsego County Sheriff’s department arrested an Oneonta couple for allegedly using an elderly neighbor’s checking account to pay their bills. 29 year old Gordon Carr-Wisner, & 25 year old Rebecca Carr-Wisner were arraigned in the Town of Oneonta Court, Rebecca was remanded to the custody of the Sheriff on $1,o00 cash or $2,000 bond and set to appear in the Town of Oneonta court on March 3rd, Gordon was remanded into custody with no bail and set to appear in court on March 10th.

37 year-old Ronald Boecke of Davenport was arrested for 3rd degree rape & endangering the welfare of a child, for allegedly performing sexual acts with a female under 17 yeas of age. Boecke was being held in Otsego County jail on $2,500 cash or $5,000 bond bail pending future court action.

Several pipes burst in the Walton high school and middle school buildings at the Walton Central School District. The school had vacation days scheduled through Wednesday, will use two snow days on Thursday and Friday to give the maintenance staff time to clean and repair. The pipe bursts were mainly in the high school offices, as well as the high school guidance office. There were a few cracked pipes in the middle school, but valves were turned off before the ice gave way, so no water released into the rooms. School will resume Monday, February 22nd.

Delaware County Sheriff’s Department arrested 3 County residents on drug charges Thursday, on Sealed Grand Jury Indictment Warrants for allegedly selling Heroin in Walton. Deputies arrested 42-year-old Jenny Bowers of Delhi, 37-year-old Adam Green of Walton & 26-year-old Frank Mastrorocco of Walton. All 3 were remanded to the Delaware County jail; Green was arrested at the County Jail where he was being held on separate drug charges. Mastrorocco violated the terms of his Probation in 2014, he was returned to the Delaware County Jail on the latest charges.

Delaware County Deputies investigated a 1-car property damage auto accident on Loomis Brook Road near Teed Road in the Town of Walton. Jeffrey Lambrecht was traveling on Loomis Brook when he lost control of his vehicle and crashed into some trees. He then drove the vehicle from the scene and parked it in a nearby driveway. He was issued a ticket for leaving the scene of a property damage auto accident; he faces court action in the Town of Walton Court on February 24th.

Delaware County Deputies investigated a 2-car personal injury auto accident on County Hwy 14 near Mostert Road in the Town of Delhi. 25-year-old Kayla Hadley of Delhi lost control of her vehicle due to the snowy road conditions; she traveled into the opposite lane of traffic and was struck by 24 year old Kyla Roche of Delhi. Hadley was transported to O’Connor Hospital with non-life threatening injuries. There were no tickets issued.

Deputies arrested 30 year old Edna Cering, 21 year old Brittany Bakker, 27 year old Ryan McGovern, 25 year old Robin Jordan, 23 year old Frank Mastrorocco, 30 year old Christopher Pashley & 29 year old Kimberly Pashley-Johns, all from Walton, on a variety of drug charges. All were remanded to the Delaware county jail, the investigations are continuing and more arrests are pending.

A portion of interstate 81 between exits 3 & 4 was closed for several hours this morning, following a collision of 3 tractor trailer trucks, 2 of which burst into flames.  The accident occurred shortly before 6:00 AM this morning, 2 lanes of traffic were opened at around 12:30 this afternoon.  The investigation is continuing and charges might be forthcoming.

The Broome County Sheriff’s Office arrested 23-year-old Tyrone Lester of Binghamton on an active bench warrant issued by the Town of Norwich Court.  Lester failed to appear to answer the charges of Petty Larceny and 6th degree Conspiracy; he was remanded to the Chenango County Correctional Facility on $500 bail.

38 year-old Thomas Lancaster of Windsor was convicted of sexually assaulting 2 women, by a Broome County jury.  Lancaster was found guilty of 5 rape and sexual abuse counts, for assaulting a 32 year-old woman in the Town of Colesville in 2010, and a 21 year-old woman in the Town of Windsor back earlier this year.

Delaware County Sheriff’s Deputies arrested 20-year-old Benjamin Babcock of Roscoe for 4th degree Criminal Mischief.   The charge follows an investigation into a domestic dispute Babcock; he was given an appearance ticket to return to Colchester Town court at a later date.

State Police at Sidney arrested 43-year-old Thomas LaFever of Unadilla for Driving While Intoxicated.   The arrest resulted from a traffic stop on County Route 3A in Unadilla, LaFever was issued tickets returnable to the Town of Unadilla Court on December 10th.

State troopers in Oneonta arrested 41-year-old Frank Furlan of Laurens for Driving While Intoxicated with a BAC of  .18.  The arrest resulted from a traffic stop on State Route 28 in Milford; Furlan was arraigned in the Town of Milford Court and remanded to the Otsego County Jail in lieu of $1,000 cash bail.

The Oneonta city council is considering a number of fare increases and adjustments for Oneonta public transit at tonight’s meeting.  The adjustments do not affect bus routes inside the city, but are deemed necessary due to high fuel costs and maintenance of the city’s aging bus fleet.  A public information hearing will be held Tuesday evening at 6:00 PM at city hall.

Oneonta Police report that Main Street in front of the Post Office will be down to one lane of traffic today due to a gas line repair that NYSEG needs to perform. It is expected that this closure will remain in effect into the later afternoon hours.
