Parliman was arraigned earlier this morning, future court action is pending.

Chenango County 911 Center received a call at Thursday at 7:48 PM from 305 Blanding Road in the Town of Sherburne, of an ATV accident involving a 14-year-old male. The Sheriff’s Office responded along with the Sherburne Fire Department, Norwich Fire Department and Cooperstown Medical Transport ambulances to find the ATV operator had been pinned face down under the overturned ATV, after apparently striking a piece of farm equipment & going over an embankment. The unidentified operator from Madison as taken to Chenango Memorial Hospital where he was pronounced deceased.

Governor Cuomo today announced more than $23 million in savings over a two-year period for farmers across the state as a result of the Agricultural Land Assessment Cap. First signed into law by the Governor in 2013, the cap prevents agricultural assessments from being increased by more than two percent per year. The previous cap was set at 10 percent. Regional Savings in the Southern Tier is about $2.1 million dollars.

Governor Cuomo today announced that over $10 million has been returned to more than 17,000 victims of wage theft during the first three months of 2016. This amount surpasses last year’s first quarter total of $9 million and places the state on track to exceed the $31.5 million in stolen wages recovered in 2015 – the highest ever. In the southern tier, over $74,000 was recovered for 149 workers.

A former Delaware County Sheriff sergeant was indicted by the Delaware County Grand Jury Thursday for attempting to murder. Theodore Tiska of Masonville was indicted for second-degree attempted murder and first-degree assault for attempting to intentionally cause the death of his wife on April 18 in the town of Masonville. Tiska is being held on $5,000 cash bail or $10,000 bond; He is scheduled to be arraigned in Delaware County Court on May 9th.

The State’s seasonally adjusted unemployment rate was unchanged at 4.8% in March. Locally, unemployment was at 5.7% in Chenango County, 6% in Delaware County & 5.1% in Otsego County, according to statistics released today by the State Department of Labor.

The Unadilla Valley Central School District saved more than $300,000 in special education costs over a two-year period, according to an audit issued today by State Comptroller Tom DiNapoli. After the DCMO BOCES discontinued 2 special education service classes housed in Unadilla Valley schools, the district began operating these classes to provide special education services using district staff, the district implemented a third special education class, started accepting students from outside the district, and expanded its special education programs to include related services such as occupational and speech therapies. Delaware County Sheriff’s Deputies arrested 22-year-old Tyler Davis of Walton with 11 counts of Unlawfully Dealing with a Child, Endangering the Welfare of a Child and 1 count of 3rd degree Rape. Davis is accused of providing a number of youths with alcoholic beverages in Walton on at least 2 occasions recently, & for allegedly engaging in sexual acts with an underage female. Davis was arraigned & was remanded to the Delaware County Correctional Facility on $5,000 cash bail or $10,000 bond pending a future court appearance.

The New York State Department of Taxation and Finance announced that today, the income tax filing season is officially open. The Tax Department reminds New Yorkers that e-filing is the most secure way to file tax returns, Those due a refund will receive it up to twice as fast, compared with those who file on paper. Last year, 91% of New York taxpayers filed their income taxes electronically. Also, this year New York taxpayers have a few extra days to file their tax returns as the deadline is Monday, April 18th due to Emancipation day in Washington, DC on Friday April 15th, which pushes the filing deadline to the following Monday for most of the nation. State Police arrested 63-Year-old Thomas Hopkins of Harpursville for aggravated driving while intoxicated with a B.A.C. result of 3 times the legal limit at .24%. Hopkins was observed not using a turn signal as he drove on State Route 79 in the Town of Windsor, Hopkins was issued tickets returnable to the Town of Windsor Court on January 26th.

Attorney General Eric Schneiderman today announced an agreement with Amphastar Pharmaceuticals, to extend a price cut for naloxone, which is the antidote to reverse an opioid overdose, for all agencies in New York State for the next year. The contract stipulates that Amphastar will cover a $6 rebate per dose, which will also automatically increase, dollar-for-dollar, to match future growth in the wholesale price.

A new law takes effect today that will expedite access to critical information in missing child cases. It specifies that Child Protective Services records can be released to expedite an investigation when law enforcement is investigating a missing child and there is reason to believe that a parent, guardian, or other person legally responsible for the child is the subject of a report of child abuse or maltreatment. If CPS denies the request, law enforcement agencies can request an administrative review by the state Office of Children and Family Services, which would then have the ability to overturn a decision by the county CPS. The law was created in response to a tragic child abuse case in Albany County

A SUNY Delhi freshman from Wappingers Falls was found dead in a wooded area near the campus Tuesday. The unidentified student was found unresponsive by friends, he was pronounced dead at the scene by the Delaware County Medical Examiner’s office. No foul Play is suspected; a memorial service for the student is planned on September 25th in Hopewell Junction.

State Police are investigating a burglary to a home on Grove Street in Windsor, which occurred sometime during the overnight between August 2nd & 3rd. Police said that burglars took a small black Sentry Model safe, which contained a large amount of US currency.
