Assemblyman Cliff Crouch announced that the Harpursville School District will be receiving funding in the form of low-cost tax-exempt bonds to help support facility upgrades. The money is issued through the Dormitory Authority of the State of New York; Harpursville will be receiving $11,705,000 in funding.

Commerce Chenango announced that trail runners can register for the upcoming Chobani Chamber Challenge Trail Run, scheduled to take place on Sunday, September 30th in the town of Pharsalia. The 3rd annual Trail Run features both 5k and 10k races, Chobani will distribute Chobani yogurt products to participants. Guilford Elementary School will be holding Kindergarten Parent Information Night tonight, at 6:30 PM in the Guilford cafeteria. The purpose of this session is to begin the registration process and to inform parents about our Kindergarten program and the Kindergarten screening process. The Sidney Village Police Department is asking motorists to stay away from the entrance to Acco Brands at O’Neill Road/Lower River Street today, due to an overturned tractor-trailer truck. Police reported that thousands of pounds of paper fell out of the trailer, and the clean-up is expected to take some time to complete.

State Police investigated the shooting of a school bus from the Harpursville Central School, where a single round struck the driver’s side on Colesville Road in the Town of Colesville, The round did not penetrate the bus, and none of the students were injured. The incident was the result of an errant round fired by 1 of 2 subjects who had been lawfully target shooting on their private land, A search of the suspects’ residence was conducted, 22 year old Lucas Alapeck was found to possess a large capacity ammunition feeding device, it was seized and he was arrested for Criminal Possession of a Weapon. Alapeck was arraigned in the Colesville Town Court and released on his own recognizance to reappear at a later date.

Firefighters from Afton responded Tuesday morning to a Structure Fire at 299 Algerine Street. The fire was reported at about 8:00 AM, Afton received Mutual Aid from Coventry, Bainbridge, & Harpursville. Chenango County Fire officials reported that the fire was knocked down quickly, no injuries were reported & the investigation is continuing.

The Centers for Disease Control and Prevention is no longer recommending opioid painkillers to treat chronic pain because of the addictive nature of the medications. The CDC laid out new recommendations for opioid drugs like OxyContin, Vicodin, and Percocet, as the risks in the form of addiction and death outweigh their alleged benefits. The new guidelines recommend that doctors try ibuprofen and aspirin when first treating pain. Then for short-term pain treatment, they should make sure opioid treatment goes for 3 days but rarely longer than 7. The Food and Drug Administration agreed with the CDC findings & recommendations.

The State Assembly passed legislation to exempt tampons and other feminine hygiene products from state sales taxes. Assembly member Linda Rosenthal of Manhattan sponsored the bill, citing that the state exempts other medical necessities like bandages, & over the counter medicines, and even condoms. There are more than 10 million women of child-bearing age in New York, each paying 4 percent state sales tax on their monthly purchase of tampons. Companion legislation has been introduced in the state Senate.

The Unatego school district has announced that due to the mild winter, they did not use any snow days, there will no classes held on March 28th & May 27th. If emergency days are needed, the school will revert back to holding classes on those 2 days.

Over 400 bags of heroin were found in a car heading from New York City to Oneonta on Sunday by the Ulster County Sheriff’s Office. Deputies conducted a traffic stop on 20-year-old Francesa Lorusso of Oneonta, she was driving with a suspended license, deputies searched the vehicle & discovered 400 bags of heroin. Lorusso, 34-year-old Ricardo Korianski and 36-year-old Jason Blass, were charged with possession of a controlled substance, they are being held in the Ulster County Jail on $25,000 bail.

Congressman Chris Gibson announced the House adopted a bill to extend the deadline for the start of construction of the hydroelectric project at the Cannonsville Dam. The bill authorizes the Federal Energy Regulatory Commission to extend the time period during which the licensee is required to commence construction for up to four two-year periods. In 2014, FERC granted New York City a 2-year license to build a hydroelectric plant at the Cannonsville Dam, Preliminary work in 2015 led to the discovery of subsurface conditions, necessitating repairs and an extension of the deadline for the start of construction.

Mergers of school sports program will be implemented soon, for the Harpursville, Afton & for one sport, Bainbridge Guilford School. Harpursville Athletic Director Dave Groover told WCDO news about the sports mergers:

Groover said that the school fell short in some of the sports in terms of the number of students participating, so merging those teams made sense. Groover said that cost cutting also factored into the decision. The changes will begin with Fall sports.

State police have arrested a Gilbertville man on felony weapons charges. 46-year-old Edward McCarthy was charged with 3rd & 4th degree criminal possession of a weapon, and criminal possession of a weapon by a convicted felon. McCarthy was charged after a state police investigation into stolen property in the town of Butternuts Monday.

Otsego county sheriff’s department arrested 27 year old Justin Quakenbush on 3 counts of 2nd degree attempted assault, 1st degree promoting prison contraband, & 3rd degree menacing, following attempted attacks against Otsego county corrections officer, in the Otsego county jail. Quakenbush was being held in the county jail on separates charges, he had his bail increased to $5000 bail at arraignment in town of Middlefield court, he could face an additional 19 years in jail if convicted on all of the latest charges.

Congressman Chris Gibson is calling on federal regulators to make changes to the Delaware River Basin Flexible Flow Management Plan to better protect Upstate New Yorkers from flooding. Last week the Delaware River Basin Decree Parties extended the current Flexible Flow Management Plan for another year, delaying the implementation of measures to mitigate flooding in surrounding communities. Gibson said that releases from the Cannonsville, Neversink, and Pepacton reservoirs are regulated by a 1954 United States Supreme Court decision, where New York, New Jersey, Pennsylvania, Delaware, and New York City must agree on changes to the management of the Delaware River Basin.

The American Red Cross is urging people to donate blood this summer. It’s part of the Red Cross 100 Days of Summer Campaign. It encourages people to give blood to those in need. Organizers said one pint of blood can save up to three lives. In New York State, 1,200 units of blood are needed each day just to keep up with hospital needs. Governor Cuomo announced the selection of 215 educators from all 10 regions of the state to the list of New York Master Teachers. Locally, teachers named to the list include Richard Townsend of the Sidney School District, Abigail Costello of the Unatego School District, Cory Raner of the Oneonta School District & Kyle Tibbits of Harpursville School District; these educators join the 104 Master Teachers announced in October 2013, bringing the total number of Master Teachers in New York to 319. State Troopers arrested 43-year-old Michael Fahey of Windsor, for Felony Driving While Intoxicated. Troopers responded to Stannard Road to investigate a disturbance in which Fahey is accused of attempting to get into his father’s residence. Fahey struck & severed a utility pole & then fled the scene. Fahey and the vehicle were located in a yard nearby; he was arraigned in the Town of Windsor Court and remanded to the Broome County Jail without bail.

Governor Cuomo announced that the State Department of Taxation and Finance’s tax enforcement programs collected $3.9 billion in the past year, helping ensure that taxpayers are protected and tax evaders are held responsible. The $3.9 billion in evaded taxes collected is $200 million more than the previous year, with $800 million collected to benefit local governments, the remaining amount will be for State programs.

Health officials say a 2nd wave of flu has struck this spring and is putting more New Yorkers in the hospital now than in January. A different strain of flu is circulating than the one in midwinter, and people who already had the flu can get it again — especially if they didn’t get the vaccine. The state Health Department said there were more than 2,500 confirmed cases of flu statewide last week. The CDC continues to recommend people get flu shots if they haven’t this year.

State police arrested 25-year-old Maria Amato of Clinton Corners for Driving While Intoxicated. Amato was charged after crashing her vehicle into a barn on Charlotte Creek Road in the town of Davenport. Amato registered a BAC of .15, she will answer to the charges on April 22nd in Davenport town court.

The state DEC is working with the U.S. EPA and the Coast Guard to revise and update its plans for preventing and responding to spills. The process also includes emergency response drills, by federal authorities, and improvements to maps that detail environmentally sensitive areas such as wetlands. The EPA said the work is necessary following a substantial increase in the transport of oil across the state.

New York’s new budget contains amendments to social services law to keep welfare recipients from spending government money on alcohol, gambling or strippers. The measure prohibits gaming facilities, liquor stores, adult entertainment venues and some other retail outlets from accepting electronic benefit transfers from public assistance recipients. The law already prohibits them from cashing welfare checks. The amendments set a $50 penalty for a first offense at a liquor store or adult venue selling alcohol and possible liquor license suspension for a second offense. For gaming establishments, the first violation carries a fine up to $100, rising to $500 for a second offense and a possible misdemeanor and $1,000 fine for subsequent violations.

U.S. Senator Charles Schumer will introduce a bill called ‘Avonte’s law.’ The bill would create a program that provides and pays for tracking devices for at-risk children with autism. Schumer said it would be similar to a Federal program that tracks seniors with Alzheimer’s disease. 14 year-old Avonte Oquendo disappeared after running out of his school last October. His remains were found in the East River last week.

The State Comptroller’s Office auditors found the Afton Fire Department is not providing adequate oversight of taxpayer funds & their bylaws are inadequate and not being followed with regard to financial oversight, and they did not have a code of ethics. The audit of the Harpursville Central School District showed that they raised taxes unnecessarily by maintaining a fund balance more than 5 times the legal limit. auditors found that the Harpursville District is not using enough of its leftover money at the end of each budget year to reduce taxes in the following year. Drivers will now be alerted to curves in the road along a section of State Route 8 in Chenango County. The State Department of Transportation installed flashing beacons in the towns of Norwich, New Berlin and Columbus, after they conducted a traffic study. The beacons became operational Friday to alert drivers to slow down ahead of the curves.

State Police arrested 59 year old Steven Coffey of Binghamton for aggravated DWI, with a BAC result of .25%, more than 3 times the legal limit following a traffic stop on I-81 in the town of Chenango. Coffey was arraigned and released without bail . a court date has not been set.

State Troopers from Oneonta and Margaretville conducted an Underage Drinker Initiative detail this weekend. The troopers conducted a check of retail convenient stores throughout Otsego County in the City of Oneonta and Towns of Oneonta, Otsego, Richfield Springs and Milford. all 12 stores were checked and all 12 were found to be in full compliance with all New York State laws.

State Police at Oneonta arrested 27 year old Matt Jones and 32 year old Jeremy Ferguson, both of Oneonta, on charges of 4th degree criminal possession of a controlled substance and 3rd degree criminal possession of a controlled substance, following a traffic stop on Main Street in Oneonta Saturday night. Jones was also charged with 3rd degree aggravated unlicensed operation of a motor vehicle and driving without a license. Jones and Ferguson were sent to the Chenango County jail on bail.

State police at Sidney arrested 56-year-old Martin Cornish of Bainbridge for aggravated DWI with a BAC result of .20%. The arrest followed a report of erratic driving on State Route 7 in Bainbridge, Cornish was issued tickets returnable to the Town of Bainbridge Court on February 10th.

The Chenango county sheriff’s department arrested 27-year-old Amy Dwyer of German on charges of 2nd degree Harassment, 3rd degree Assault, as well as 4th degree Criminal Mischief & Resisting Arrest. Dwyer is arrested following an investigation of a Domestic Dispute, where she is accused of striking & biting the victim & smashing a cell phone that was being used to call police. Dwyer was arraigned & was remanded to the Chenango County Jail on $500 cash bail; she will reappear in the Town of German Court at a later date.
