The State Department of Labor announced that the number of private sector jobs in the State increased by 3,700 to 8,063,000 in October. The State’s unemployment rate increased .1% to 4.4% in October. The number of private sector jobs is back up to where it was prior to the start of the pandemic in March 2020.

The Tri-County Seniors is partnering with Delaware Opportunities to collect gift items for senior citizens in need this holiday season. The collections began this week & will run through Monday, November 28, with collection boxes at the Tri-County Senior Center in the Sidney Civic Center, Conklin Fashions in Bainbridge, Sidney Memorial Public Library and Trackside Dining in Sidney, and Jess F. Howes Building Supplies in Sidney Center. Delaware County Sheriff’s Deputies arrested a Walton resident for driving while intoxicated after Deputies observed a vehicle traveling at around 80 miles per hour on State Hwy 206 in the Town of Walton. 22 year old Dakota Nichols of Walton was charged with DWI, driving with a .08% or more of alcohol, & Speeding, Nichols faces court action at a later date.

The Broome County Sheriff’s Office responded Tuesday morning at the abandoned Vestal Hills Country Club, for the report of a person being shot with a Bow & Arrow. Deputies found 23-year-old Bayso Vannavongsa of Binghamton early Tuesday morning in the parking lot of the Country Club with a non-life threatening wound to his chest. He was transported to Wilson Hospital for evaluation. State police attempted to stop the vehicle that allegedly left the scene, and the 2 occupants, Savannah Perry and Carson Vanco of Endicott, fled but were found on Powderhouse Road. Police accuse Vanco of shooting the arrow at Vannavongsa, The investigation is on-going and criminal charges are expected.

Federal Prosecutors announced that 63 year old Timothy Deuel of Tioga County, pleaded guilty to 3 counts of possession of child pornography. Deuel was sentenced in the U.S. District Court in 2015 to 87 months imprisonment and 10 years supervised release as a result of his conviction for distribution of child pornography, he admitted that he again possessed approximately 1,000 images of child pornography and more than 200 video files of child pornography. Sentencing on the latest conviction will be on November 29th, Deuel faces a maximum sentence of 20 years in prison, a fine of up to $250,000, and a term of supervised release of at least 5 years and up to life.

State Police responded to Otsego County Highway 13 and Hawks Road in the town of Pittsfield for a report of a vehicle on fire with a person trapped inside. Troopers learned that firefighters were already on scene and confirmed that the vehicle was fully engulfed with a person inside who was deceased. An investigation revealed that the 36-year-old female operator went off the roadway, struck an embankment and a tree.

Delaware County Sheriff’s Deputies were dispatched Tuesday to a 2 car motor vehicle accident at State Highway 23 and County Highway 10 in the Town of Davenport. Initial reports state that a car was traveling Northwest on County Highway 10, it entered the intersection of County Highway 10 and State Highway 23, when it was it was struck by a pickup truck traveling Southwest on State Highway 23. A female passenger in the car was pronounced dead at the scene. The male driver of the car suffered serious, life threatening injuries. The male driver of the pickup truck suffered minor injuries and his male passenger was uninjured. The cause of the accident is still under investigation by the Sheriff’s Office Accident Reconstruction Team, no tickets have been issued and no arrests have been made.

The Delaware County Department of Public Works will be closing County route 14 in the Town of Franklin to through traffic beginning at 7:00 a.m. today, to remove a large tree. State Police have arrested a woman who allegedly stabbed a man inside Stewart’s in Sherburne last night. State Police said that an Investigator walked into the Stewart’s when he saw a man and a woman physically fighting. He attempted to separate the two when the woman stabbed the man. The Investigator restrained the woman and store employees called 911. The victim, identified as 56 year old Daniel Purdy of Sherburne was transported to Upstate Medical Center in Syracuse with serious but non-life threatening injuries. 25 year old Jessica Collins of Sherburne was charged with 1st Degree Assault, She was processed and transported to Chenango County Jail. State Police were assisted on scene by Chenango County Deputies, the investigation is continuing.

Delaware County Sheriff’s Deputies responded to a 1 car property damage automobile accident on County Highway 14 in the Town of Franklin on May 5th. Deputies determined that the vehicle crossed over the dividing lines, entered into the oncoming lane of travel, struck guardrails, causing it to become disabled. 53-year-old Dorian Stewart of Unadilla was operating the vehicle with a suspended license and in an intoxicated state, she was charged with failure to keep right, aggravated unlicensed operation and operating a motor vehicle while under the influence of drugs. Stewart was released on tickets returnable to the Town of Franklin Court at a later date

2 Chenango County Sheriff’s Deputies suffered minor injuries late Saturday night, as they were answering a call in a patrol car when they were hit by another vehicle at East Main Street and North Broad Street in Norwich. 19 year old Seth Wessels was the driver of the pickup truck that struck the Deputies patrol vehicle, he was found to be intoxicated at the time of the accident, he was charged with DWI by Norwich City Police, who responded to the accident. 1 of the deputies returned to work after being treated at Chenango Memorial Hospital, the other suffered a wrist injury & is expected to miss some time. the investigation is opngoing, Wessels will appear in Norwich City court at a later date.

State Police issued 12,975 tickets statewide during this year’s special Thanksgiving holiday traffic enforcement period. Troopers arrested 183 people for DWI and investigated 1,041 crashes, including one fatal crash. The Attorney General’s Office has determined the police actions in the fatal shooting of an Oneonta man in April were justified to prevent the death of a child. Tyler Green was fatally shot during a confrontation with Oneonta police on April 6th, after Green made violent threats against his partner, who was visiting his house with their nearly-2-year-old child. Oneonta Police officers saw Green pull a knife and threatened to kill her, he cut his partner’s leg and swung the knife at 1 of the officers & grabbed his son by the leg & swung the knife at the child, when Sergeant Ralph Pajerski, fired 2 shots striking Green in the back. Green was transported to Fox Hospital and was later pronounced dead.

The State Department of Labor released preliminary local unemployment rates for October, the State’s seasonally adjusted unemployment rate decreased from 7.1% in September to 6.9% in October 2021. In the first year of the pandemic, WIC providers reported a 2.5% increase in WIC participation, and more than 360,000 low-income New Yorkers continue relying on this social safety net to feed themselves and their families. To keep up with the growing need, Gillibrand’s bill would codify 2 waivers granted through the Families First Coronavirus Response Act that simplified user access to WIC benefits by offering remote services, and it would also invest $60 million to modernize the critical safety net program.

Delaware County Public Health reported 3 more COVID deaths, bringing their total up to 74 during this pandemic. Delaware County had 70 more positive cases of COVID 19 during the latest reporting period of Saturday through Monday, there are now 265 active cases, 12 hospitalized & 366 quarantined. 53.2% of the total Delaware County population are vaccinated while 73% of the positive cases are unvaccinated, 32% of the cases are in public schools among students & staff.

The Windsor Central School District will hold a special vote on two propositions today; the 1st is a $27.5-million-dollar Capital Improvement Project with 85% state aid & capital reserves covering the costs. The 2nd proposition is for the purchase of three 66-passenger buses at a cost not to exceed $390,000 dollars, the new buses would replace old busses with high mileage, and State aid would cover 90% of the cost with the rest coming from the district’s annual budget. Delaware County Sheriff’s Deputies arrested 41-year-old Robert Smith of Walton and charged him with one count each of Criminal Mischief and Petit Larceny. Smith is accused of unlawfully removing the catalytic converter from a vehicle without owner’s consent which resulted in damage to the vehicle. Delaware County Sheriff’s Office announced that a violation of post release conditions imposed by the Village of Walton Court has resulted in the arrest of a Sidney man.  Deputies & Sidney Police officers arrested 42-year-old Dana-John Britton of Sidney on the warrant for the parole violation after his release from the Delaware County Correctional Facility.  Britton was arraigned in the Village of Walton Court and was remanded to the Delaware County Correctional Facility on $10,000 cash bail or $20,000 bond.

The Delaware County Board of Elections is reminding county potential voters that October 8th is the last day to register in person and to postmark a registration form for the November 2nd General Election.  On this year’s ballot is a Supreme Court Justice seat and many Town Offices, plus 5 State propositions and the Town of Colchester has one proposition on the Ballot. State Health Commissioner Dr. Howard Zucker has tendered his resignation to Governor Kathy Hochul today, and she has accepted the resignation.  Dr. Zucker has presided over the State Department of Health for almost 7 1/2 years; a search for his successor will begin shortly.

The New York State Board on Electric Generation Siting and the Environment will meet on Tuesday, September 28, at 10:30 A.M., in Albany. Governor Kathy Hochul announced Ubiquity Solar will establish its U.S. solar photovoltaic manufacturing operations at the former IBM site in Endicott.  The company expects to repurpose 800,000 square-feet of space at the former campus, representing an approximately $61 million investment, Ubiquity Solar expects to create up to 150 highly skilled jobs, they expect to be fully operational at the Endicott campus by the end of 2022.

Delaware County Public Health continues to see an increase in COVID 10 cases, with 29 new cases in the last 2 days for an 8.9% positivity rate, they have 196 active cases, 5 hospitalized and 383 quarantined.  50.1% of the total population is vaccinated, 73% of the positive cases are unvaccinated, and 27% of the positive cases are Pre-K-12th students/employees.

It’s been a year since Nasir Azmat of Franklin was charged with 40 counts animal cruelty, for having dogs trained for illegal dog fighting housed in deplorable conditions on his property, the dogs were removed to area shelters.  Erin Insinga of the Delaware Valley Humane Society was one of those tasked with removing the dogs & getting them checked up & re-trained to be able to re-home the animals, she gave WCDO an update on the pit bulls & 1 German Shepard, known as the “Franklin 20”:

The COVID 19 pandemic shut down the ability for The Delaware County District Attorney’s office to bring the case before a Grand Jury, Azmat pleaded “not guilty” to all charges on February 27th in Franklin Town Court.

The State health Department announced that they were back over 200,000 tests Thursday, with 203,000 tested & over 8700 positive tests for a 4.31% positivity rate.  Hospitalizations went below 8000 to 7937 Thursday, the lowest level in a month, there were 1516 ICU patients & 1000 on Ventilators, there were 153 COVID deaths Thursday.



Otsego County Department of Health reported 11 new COVID cases reported today. The Department reported that the daily count of active cases has been steadily declining for the past 2 weeks, the county’s positivity rate was 1.7% Thursday & the 7 day average is 2.7%. Otsego County reported that there were 743 cases reported in January, 6% were college students, 4% were healthcare workers, 13% reside in a residential care facility and 12% are students or staff in k-12 school. There were 11 deaths related to COVID in January, 27% were nursing home residents, 18% were adult home residents, 18% were group home residents and 36% were living at home.

Chenango County Public Health reported their latest COVID 19 numbers today, they had 29 new positive cases, with 25 hospitalized, 139 active cases & 370 quarantined, there have been 1964 recoveries & over 71,600 tests performed.

Delaware County Sheriff’s Office has investigated a few instances where people have shot & damaged Fiber Optic cables that County residents rely on for Internet, Television & general Information sending & receiving, Delaware County Sheriff Craig DuMond comments:

State Police are investigating a fatal crash on State Route 13 in the town of Homer.  55 year old Michael Knickerbocker of Cincinnatus has been identified as the deceased, Police said that he was the only occupant of a Chevrolet that struck a parked U-Haul truck making deliveries and parked on the shoulder of State Route 13.  Knickerbocker was taken to an area hospital & was pronounced deceased.   2 people were in the U-Haul, A 49-year-old male was in the rear of the truck looking for a package when the vehicle was struck, he was taken to Upstate Medical Center in Syracuse with head and neck pain, the 2nd delivery person was able to jump out of the way & was not injured.  The crash remains under investigation.

State Police and local law enforcement agencies across New York will be stepping up patrols to crack down on impaired driving during the Super Bowl weekend. The enforcement campaign will run today through Monday. During the recent “Drive Sober or Get Pulled Over” campaign during the holiday season, law enforcement agencies issued more than 70,000 tickets for vehicle and traffic violations and made 2,067 DWI arrests.

Governor Cuomo announced today that over 82,000 COVID 19 tests were conducted statewide Monday, resulting in 998 Positive tests.   942 were hospitalized, Monday, 194 are in ICU beds & 99 were on Ventilators.  There were 12 deaths from COVID Monday.  Governor Cuomo today signed an Executive Order extending the state’s moratorium on COVID-related commercial evictions and foreclosures through January 1st.

Governor Cuomo announced today that the states of Arizona & Maryland have been added to the state’s COVID-19 Travel Advisory; No Areas Are Removed.  $3 states are now on the list, which can be located at coronavirus.health.ny.gov.  The Governor also said that Non-Essential Interstate Travel between Connecticut, New Jersey and Pennsylvania is also discouraged at this time; due to those state’s having a higher rate of Infection for COVID 19.

Chenango County Sheriff’s Department arrested 36 year old Kelly Gillet of Johnson City, for the shooting death of 39 year old John Ryan of Sherburne.  Ryan’s body was found at 7 Gould Drive in Sherburne, Gillet was charged with 2nd degree murder, and she faces court action shortly.

Delaware County Sheriff Craig DuMond announced the graduation of the Sheriff’s newest K9 Team; Deputy Kyle Karcher and K9 “Eli”.  K9 Eli is named after the first Sheriff of Delaware County, Elias Butler, who served in 1797.  Deputy Kyle Karcher and K9 Eli were 1 of 10 teams that graduated from the Orange County Sheriff’s Office K-9 Academy in Montgomery on October 9th.

Broome County District Attorney Michael Korchak announced that 20 year old Caleb Casteline of Johnson City Pleaded Guilty today to 1st degree manslaughter, for the stabbing of Q-Quan Richardson of Binghamton at a party in the town of Union in August.  Casteline is expected to be sentenced to 20 years in prison with 5 years of post-release supervision after pleading to the lesser charge.

The Broome County Sheriff’s Office was notified Monday Night by the Cortland County Sheriff’s Office of a stolen vehicle on I-81 heading for Broome County.   A Broome County patrol located the vehicle on State Route 11 in the Town of Barker clocked at 125 Miles per Hour, deputies deployed tire deflating devices across the road, the vehicle ran over the device, failed to negotiate a curve & hit a house. The driver 19-year-old Franklin Chambers of Buffalo suffered facial injuries & a leg fracture, 3 occupants of the vehicle fled on foot.  A bag near the scene was retrieved, with 2 handguns and counterfeit money.  Deputies located 17-year-old Kiana Tucker nearby & she was taken into custody.   Chambers was taken to Wilson Hospital & will be processed shortly on a number of felonies; Tucker was arraigned for several felonies & was remanded to the custody of the Erie County Youth Services Center.  The investigation is ongoing.

Chenango County Public Health released their latest COVID 19 numbers today, they report 194 total cases since March, with 145 Active Quarantines, no Active Hospitalizations, 7 deaths, 168 Recoveries, and they have performed 15157 tests.  Isaiah Sutton of Chenango County Public Health said that a latest positive test showed that the individual was at 2 Norwich Bars recently, & ignored Pandemic protocols:

Sutton said that all of the local counties have been seeing increases again, largely due to larger summertime gatherings; he urges that people continue to practice socially distancing, wear a face mask properly & avoid large gatherings wherever possible.

The Broome County Health Department announced Friday that they are up to 906 positive cases of COVID 19, with 63 deaths, 695 recoveries and 610 are being monitored by the Health Department.

Sales tax revenue for local governments in the state dropped 27.1% in the 2nd quarter compared to the same period last year, according to State Comptroller Tom DiNapoli.  Most counties outside of New York City saw an improvement compared to the significant drops they experienced from the pandemic in April and May; more information is available at osc.state.ny.us

State Senator Jim Seward announced that Diane Munro of Roxbury has been confirmed by the state senate as a member of the Olympic Regional Development Authority.  Munro has held positions as a teacher, principal, and superintendent, & while a Sidney resident Years ago, she was a co-founder of Sidney Area Youth Advocate Program, and the Tri-Town Boys and Girls Club, she currently serves the board of directors of the Alcohol and Drug Abuse Council of Delaware County, and is a member of the Delaware County and Central Catskills Chamber of Commerce, the appointment runs through June 19, 2024.

Governor Cuomo stated Thursday that New York State has one license for bars & restaurants, and people are misunderstanding the concept of outdoor dining;

Delaware County received 2 new positive test results for COVID-19 Thursday and no additional recoveries. The known active cases in the County as of today is 7,   To date there have been 91 confirmed positive cases of COVID-19 in Delaware County, with 56 people under mandatory quarantine and 10 people under precautionary quarantine, 6 people are isolated at home and 1 is in the hospital, 6 people have died and 78 have fully recovered.

Police are looking for a 93 year old Rockland County man with dementia, who may be driving in the local region.  Joseph Buffamento is described as a white man, 5’5″ about 135 pounds, with gray hair, Brown eyes, driving a 2002 Toyota Rav 4 with license plate number 556823, he was last seen driving on Oquaga Lake Road at about 7:30 PM last night.  Anyone with information is asked to call 911.  (Buffamento was located safely at home Friday morning)

State Senator Jim Seward announced Senate passage of legislation to assist a retired teacher from Otsego County who was being forced to repay the State Teachers Retirement System nearly $64,000 due to multiple accounting errors.  Katherine Sweeney retired from teaching from the Richfield Springs school district in 2004, in 2018 & again in 2019 she was informed that she was overcompensated & had to reimburse the State Retirement System.  Sweeney contacted Senator Seward, the issue was corrected, legislation passed both houses & the bill will now go to the governor for final approval.

The State DOT is advising motorists that State Route 7 between Chase Street and Mill Street in the Town of Worcester, will be closed until approximately September 1 to replace the large culvert over West Hill Road Creek. Through traffic is being diverted to I-88 from exit 18 (Schenevus) to exit 19 (Worcester). Detours are posted. Motorists are urged to slow down and drive responsibly in work zones. Fines are doubled for speeding in a work zone.
