The 61st General Clinton Canoe Regatta was held this past weekend, over 1500 paddlers. In the Men’s NYMCRA Stock class, cousins Seth MacArthur of Staten Island & 1st time paddler Austin Henchey of Otego won the race by over 7 minutes, WCDO’s Craig Stevens asked them about this year’s Race:

This Year’s Regatta saw one of the lowest river levels in the history of the race.

It was a dog fight for 2nd place in the 4 person pro class with just 5 second separating them from the 3rd place team. The Local New York Team of Bob Wisse, Larry Harrison, Jeff Shultis & Bob Zaveral teamed up again for the race. Shultis said it was a tough race:

Delaware County District Attorney’s Office announced that 43 year old Jeremie Hoyt of Davenport was sentenced to 20 years in state prison for his conviction of Course of Sexual Conduct Against a Child. Between January and August of 2019, Hoyt engaged in at least 2 sexual acts with a child under 13 years old, he was sentenced to 20 years of in jail followed by 10 years of post-release supervision, he was also ordered to submit a DNA sample to the State DNA data-bank, he was ordered to pay a $1,000 crime victim’s fee & he must register as a sex offender after he is released from prison.

Chenango County Sheriff’s Office responded to a small plane crash near Norwich Sunday afternoon. The pilot was pronounced dead at the scene & was the only occupant of the plane, the Chenango County Sheriff’s Office said the pilot was the only occupant of the plane. They were pronounced dead the scene. The investigation has been turned over to the National Safety Transportation Board.

5 municipalities in the Southern Tier were awarded the DEC Municipal Zero-Emission Vehicle Infrastructure grant. Locally, The village of Sidney will receive more than $80,000 to install 2 fast chargers, the village of Fleischmanns will receive more than $7,500 for 2 Level 2 charging ports. NYSERDA reported that the Southern Tier has over 4200 registered EVs, more information about where to find electric vehicle chargers can be found at atlaspolicy.com/evaluateny.

The Delaware County DPW announced road work on county Routes 16 and 21 will take place in the coming weeks. Pavement rehabilitation work began today on county Route 21, from at the Walton village line heading north about 6 1/2 miles, that project will be complete by June 30. The department will begin work on county Route 16 on Monday, June 5, starting in Treadwell and progressing to state Route 10 in Fraser. that project should be completed by June 15. Drivers should expect extended delays during this work. Alternate routes are suggested.

The 61st General Clinton Canoe Regatta was held over the Memorial Day Weekend, with over 1500 paddlers ranging in age from 5 to 83, low water & the Hot Sun made things difficult for the 70 mile racers.

The 4 Person Pro Division Winners were New York Paddlers Ed Curley, Ben Schlimmer, Jake Crotser & Patrick Madden, Curley summed up the conditions to WCDO after the race:

The 4 man team beat the 2nd place canoe by about 20 minutes.

In the C1 Pro Race, Canadian Christoph Marchan also won by over 20 minutes with a time of 8:55:17, it was only his 2nd time at the Clinton Regatta, he told WCDO of his strategy:

In the 2 person pro endurance race, Canadian Steve Lajoie won for the 12th time with Michigan paddler Wes Dean, , it was his 1sty pro win, , taking home the $3,000 winning purse, they talked to WCDO’s Craig Stevens after the race:

And, the General Clinton welcomed back 28 time pro champion Serge Corbin back for his 32nd Clinton race, the 66 year old Canadian paddled in the mixed division for the 1st time, with his 31 year old partner Ev Chamberland, they spoke to Craig After the race:

The pair finished 1st in the mixed Pro Division & 12th overall, it was Chamberland’s 2nd 70 mile finish at the Clinton regatta.

Attorney General’s Office of Special Investigation released its report on the death of Roger Lynch on August 6, 2021 in Franklin, which included review of radio transmissions, body-worn camera footage, and interviews. The investigation determined that a prosecutor would not be able to disprove justification beyond a reasonable doubt at trial & criminal charges against the State Trooper who shot Lynch are not warranted. On the evening of August 5th, members of several police agencies responded to a residence on Bob Holloway Road in Delhi, following reports that an individual had been shot, they learned that Lynch had shot multiple times at 1of the residents before driving away, Lynch was found at his house, he came out with a gun aimed under his chin. When the sergeant told him not to shoot himself, Lynch then leveled his shotgun on his shoulder and took aim at a trooper & 1 of the troopers fired his rifle at Lynch, who fell back into the house, where he was pronounced dead.

Otsego County Sheriff’s Office arrested 22 year old Clarence Vanier of Laurens after a search warrant was executed at a residence in the Town of Laurens. Vanier was charged with Criminal Possession of a Controlled Substance for a Hallucinogen, among other charges. Deputies were assisting the Oneonta Police Department with a search warrant at which time a large amount of Psilocybin mushrooms were located in the residence. Vanier was being held at the Otsego County Jail pending Central Arraignment.

The State DOT is advising motorists that the off-ramp from I-88 eastbound at Exit 2 in the Town of Fenton, will be closed from 8 pm. to 5 am. for 3 consecutive nights starting tonight through Thursday, June 1. Otsego County Sheriff’s deputies arrested 2 area residents after they were stopped driving a stolen vehicle. Deputies stopped the vehicle on Oneida Street in Oneonta, it had been reported stolen earlier that day. 45 year old Tressa Becker of Unadilla and 54 year old Michael Hartley were arrested for criminal possession of stolen property, criminal possession of to controlled substance, deputies seized heroin and fentanyl from the vehicle. Becker was released on an appearance ticket. Hartley was wanted on an active bench warrant and was being held at the Otsego County Jail.

Broome County Special Investigations Unit Task Force & Binghamton Police executed a narcotic search warrant Wednesday at 111 Oak Street in Binghamton. Police arrested 37 year old Andrew Bethune of Binghamton for criminal possession of a controlled substance, criminal possession of a weapon & criminally using drug paraphernalia. Police seized A .22 Revolver, Crack Cocaine, Fentanyl, Methamphetamines, $5,481 in cash, & items used in the sale and distribution of controlled substances. Bethune was transported to the Binghamton Police Department for processing.

U.S. Senate Majority Leader Charles Schumer and Senator Kirsten Gillibrand today announced $8.5 million for essential infrastructure and long-desired community development projects across the Southern Tier. This federal funding was secured by the senators as Congressional directed spending in the end-of-year budget for Fiscal Year 2023. $2,850,000 was confirmed for the City of Norwich Water Main Replacement project, due to begin in April.

43 year old Jeremie Hoyt of Davenport pleaded guilty to 1 count of 1st-degree course of sexual conduct against a child, in Delaware County Court. The Delaware County District Attorney’s Office announced that Hoyt appeared in court for a scheduled hearing on January 17 and instead of moving forward with the hearing, he entered a guilty plea, for performing sexual acts on a child younger than 13 years old on 2 occasions between January and August of 2019. Hoyt will be sentenced to 20 years in jail and 10 years of post-release supervision, he will be required to register as a sex offender, sentencing is scheduled for March 6th.

The U.S. Department of Justice announced Tuesday that 42 year old Jeremie Hoyt of Davenport, was sentenced to 25 Years in prison for Sexually Exploiting a Child, and Distributing and Possessing Child Pornography. Hoyt pleaded guilty to the charges in US District Court in April, he was also sentenced to a 30 year term of supervised release, Hoyt will also be required to register as a sex offender.

The Broome County District Attorney’s Office announced that 45 year old Chad Jackson of Binghamton was sentenced to 7 years in State Prison followed by 5 years of post release supervision in Broome County Court. Jackson was found guilty in May of 2nd degree Burglary for breaking into a motel room in March of 2020, and stealing property.

The latest Sienna Institute polling showed that the majority of New Yorkers approve of the student loan forgiveness plan announced by President Joe Biden. 56% of respondents supported the plan while 33% opposed it, also, 54% of respondents have paid off all their federal loans, while 45% still have a balance.

A Broome County Grand Jury dismissed charges against Richard Durham of Binghamton. Durham was charged with 2nd degree assault, with intent to cause serious injury to a police officer and resisting arrest. The Broome County District Attorney’s office said that the Grand Jury declined to indict him, Durham only faces a charge of disorderly conduct, in connection with an 9incident with a Binghamton Police officer.

The State Health Department reports that as of today, there are a total of 3,485 confirmed monkeypox cases in New York State. 92% of the cases are in New York City, there are 2 confirmed cases in Broome County & 1 in Delaware County. Symptoms of monkeypox can include Rashes, bumps, or blisters, Flu-like symptoms, such as fever, headache, muscle aches, chills, and fatigue. These symptoms may occur before or after the rash appears, or not at all. More information is available at health.ny.gov/diseases.

The Sidney Central School District will seek voter approval on September 13th for an $8 Million dollar project, Sidney Superintendent Eben Bullock told WCDO News about the proposal.

Bullock said that the project would be paid for with State Aid & A Capital Reserve fund, with no effect to District Taxpayers. Voting will be next Tuesday from 11:00 AM to 8:00 PM in the Jr/Sr High School cafeteria.

In the month of August, members from Troop “C” removed 42 impaired drivers off the roadways. Six of those impaired drivers also had a child under the age of 15 in the vehicle with them. State Police will be releasing the results of their Labor Day initiative shortly.

The Broome County Office of Emergency Services is reminding drivers to stop for School busses with its flashing lights on admitting or discharging students. Busses are equipped with cameras, which activate when the stop arm extends, the Stop-Arm program began in June of last year & has already recorded 3076 violations.

Attorney General Letitia James distributed the 1st round of payments from the opioid settlements to the Southern Tier. In 2022, the Southern Tier will receive a total of $4.8 million, from the $1.5 billion settlement Attorney General James secured with the manufacturers and distributors of opioids for prevention efforts. Later this year, the Southern Tier will receive additional payments from the settlements with Endo Health Solutions, Janssen Pharmaceuticals, and Allergan. Locally Broome County receives $1.6 Million dollars, Chenango County, $308,000, Delaware County: $327,000.

Delaware County Sheriff Craig DuMond awarded Deputy Samantha Acuna with the Sheriff’s Superstar Award for meritorious service while in the performance of duty. On April 8th, Deputy Acuna was dispatched to a “routine” welfare check following a call to 911 with an “open line”. Upon gaining entrance to the residence, Deputy Acuna found a male victim suffering from an apparent stroke, rendered first aid and immediately called for medical assistance, and likely saved the victim’s life.

State Police members from Troop C removed 42 impaired drivers from the roadways in the Southern Tier in March. The majority of the charges stem from misdemeanor Driving While Intoxicated charges, several people were charged with other crimes, including robbery, and drug possession.

42-year-old Jeremie Hoyt of Davenport, New York, pleaded guilty in U.S. District Court to 2 counts of sexual exploitation of a child, 2 counts of distribution of child pornography, and 1 count of possession of child pornography. Hoyt is being held pending sentencing scheduled for August 24, 2022, he faces at least 15 years and up to 110 years imprisonment on the charges, and a fine of up to $250,000.

Funeral Services were held this morning in Utica, for long time area Congressman Sherwood Boehlert.  Boehlert served as the Oneida County Executive before running for Congress, where he served for 24 years before retiring in 2006.  Boehlert is survived by his wife Marianne, 4 children, and 6 grandchildren, Boehlert was 84.

Delaware County Sheriff’s Deputies responded to Thursday Betty Brook Road in the Town of Kortright to investigate a complaint of property damage reportedly caused by cattle.  The Investigation revealed that loose cattle owned by 60-year-old Joseph Wyble, Jr., had caused damage to victim’s lawn on that day and at least 3 previous occasions.  On Friday, Deputies located and arrested Wyble and charged him with criminal mischief for recklessly causing damage to the property of another after having been previously warned by Deputies.  Wyble was issued an appearance ticket directing him to appear in the Town of Kortright Court on a later date to answer that charge.

41 year old Jeremie Hoyt of Davenport appeared in federal court last week on charges that he sexually exploited a child.  Hoyt is accused of producing a sexually explicit photograph and video of a 14-year-old child, and distributing the image and video on the Internet to other users on a messaging application.  Hoyt was ordered to be held pending a trial, if convicted, Hoyt faces a mandatory minimum term of imprisonment of 15 years and a maximum term of imprisonment of 30 years, a maximum fine of $250,000, and a term of supervised release of between 5 years and life.

Otsego County Department of Health reported its 69th death last week, with 115 active cases and 4 people hospitalized.  The 7-day rolling average positive rate was 2.8%.

The State Health Department reported over 180,000 COVID tests were reported Saturday, with over 4300 positive tests, a positivity rate now down to 2.39%.  Hospitalizations were down to about 2300, patients in ICU beds declined to 548 & patients on ventilators are down to 317, there were 31 deaths & 55,911 Vaccine Doses were administered Saturday.

Delaware County reported 46 new COVID cases Thursday & Friday, with a positivity rate over 9%, they reported 185 active cases, 363 quarantined 7 hospitalized & 54 deaths.  Just over 50% of Delaware County residents are vaccinated, while 77% of positive cases were unvaccinated.  25% of the cases are school aged children & school district employees.

Chenango County Sheriff’s Office announced that 13 year old Charlotte Heier of the Town of Smithville has been located successfully.  The Office announced this morning that Charlotte was located in good health, & they thanked the public for help with the successful investigation.

State Comptroller Tom DiNapoli, Cortland County DA’s office and State Police announced that former Pharsalia Town Supervisor Dennis Brown was sentenced to serve 2 to 3 years in a state prison. Brown pleaded guilty for 2nd degree Grand Larceny, for stealing $240,000 in public funds, he was ordered to pay $240,000, and he has already paid $125,000.  Brown charged personal items on the town’s credit card to pay for groceries, vacations, clothes, jewelry, home utilities, and work on his property.

2 men arrested for 4 gas station robberies in the same day in April of 2020 were sentenced in Otsego County Court.  42 year old Bryan Ruple was charged with Burglary & robbery & was sentenced to 7 years in jail in a plea bargain arrangement, and 41 year old Derrick Gray, 41, was charged with robbery and attempted robbery, he was sentenced to 2 1/2 to 5 years in prison, in Otsego County Court.

The State Health Department conducted almost 100,000 tests for COVID Monday, with over 1500 testing positive, for a 1.52% positivity rate.  Total COVID hospitalizations are at 2,026, the lowest amount since last November; there were 32 COVID related fatalities statewide Monday.

Governor Cuomo announced on Monday that SUNY and CUNY students must be vaccinated before they can return to in-person classes in the fall, The Governor is also calling on private universities to do the same.

The New York State Sheriffs’ Association elected Delaware County Sheriff Craig DuMond as Secretary of the New York State Sheriffs’ Association.  Sheriff DuMond will work with Sheriffs around the state to further the efforts of the Sheriffs’ Association to enhance public safety in New York State through professional training and accreditation programs, public safety programs, and advocacy.

Otsego County Sheriff’s department arrested an inmate at the Otsego County Jail on 19 counts of criminal contempt.  33 year old Tadd Sherwood is accused of repeatedly contacting the protected party that had an order of protection against him, while he was an inmate at the County Jail.

Jeff Idelson has been appointed as Interim President of the Hall of Fame through August 15, 2021. Idelson, who served as the Hall of Fame’s President from 2008-2019, begins in this role on Saturday, May 15.   Hall of Fame President Tim Mead announced that he would be leaving the organization this month, two years after succeeding Idelson in that role.

State Police have arrested 41 year old Jeremie Hoyt and 43 year old Peleg Booth, both of Davenport on numerous charges after an investigation into child pornography.  On April 28, State Police, their BCI Unit and the Computer Crimes Unit executed a search warrant in the town of Davenport after a tip was received from the National Center for Missing and Exploited Children.   Hoyt and Booth are accused of engaging in sexual acts with a child less than the age of 15, Hoyt is also accused of possessing and promoting images of child pornography.   Hoyt was arraigned & was remanded to the Delaware County Jail on $50,000 cash bail or $250,000 bond, Booth was arraigned & was remanded to the Delaware County Jail on no bail.  The investigation is on-going.

New York State continues to see progress against COVID-19, as Hospitalizations Drop to 2,016 Sunday, The number of ICU Patients Drop to 493, & the number of Ventilators Drop to 301, The Statewide Positivity Rate is 1.43%, there were 27 COVID-19 Deaths in New York State Sunday.

Delaware County Public health reported 11 new COVID cases for Saturday, Sunday & Monday out of 583 tested.  The number of active cases is 47, the number hospitalized is 6 & 55 are quarantined.

Delaware County Sheriff’s Deputies stopped a vehicle on State Highway 10 Wednesday after observing it fail at the stop sign and traffic light.  48-year-old Charles Pieper of Walton was stopped, his State driving privileges were suspended, he was charged with aggravated unlicensed operation and failure to stop at a stop sign, and he was released to appear in the Town of Hamden Court on a later date.
