State Police at Oneonta arrested 43 year old Joshua Raudibaugh of Morris for felony of Aggravated Unlicensed Operation & Driving While Ability Impaired by Drugs, on Main Street in the city of Oneonta.  During the investigation, the trooper observed Raudibaugh displayed common characteristics associated with drug impairment, he was arrested & was issued appearance tickets returnable to the city of Oneonta court on February 10th.

The Delaware County Sheriff’s Department is investigating after they removed 20 dogs from a property in Franklin that were not licensed.  The dogs have been turned over to the Delaware Valley Humane Society in Sidney & the investigation is ongoing.

55-year-old Joyce Mitchell was conditionally released Thursday morning from the Bedford Hills Correctional Facility.  Mitchell Previously Worked at the state prison in Dannemora, she helped Richard Matt and David Sweat break out of the prison in 2015. After a three-week manhunt, Matt was shot dead and Sweat was captured and was transferred to another facility. Sweat was convicted for the 2002 killing of Broome County Sheriff’s Deputy Kevin Tarsia.

State Police arrested 27-year-old Morgan Disano of Oneonta for 3rd degree criminal possession of stolen property and other traffic violations.  Disano is accused of driving a stolen vehicle from New York City & with a suspended license, she was arraigned in the Town of Oneonta Court and sent to the Otsego County Jail on $1,000 cash bail or $2,000 bond, she is scheduled to reappear in court on November 16.

The Oneida County Sheriff’s Office responded to an accident where 42-year-old Erika Davis of Oneonta lost control of her vehicle on a curve in Paris New York last night, and flipped her car onto its roof in a creek.  Davis was able to get out of the vehicle, & went to a nearby residence and reported the accident.  Davis suffered several injuries & was taken to a Utica area hospital, the accident is under investigation.

Transformco announced that they will be closing 96 additional Sears and Kmart stores in February; the Sidney K-mart is on the list to close in February.  Liquidation Sales will begin December 2nd.

The Delaware County Solid Waste Management Facility will host an open house and ‘Trash 2 Cash’ event in partnership with the Delaware County Chamber of Commerce tomorrow morning.  Interested residents and business owners can tour the facility & see how garbage is transformed into compost, & turned into cash.  Tours will run from 10:00 AM to 12:00 Noon at the Solid Waste Facility on State Highway 10 in Walton.  More information is available at delawarecounty.org.

Delaware County Social Services Commissioner Dana Scuderi-Hunter testified in her defense yesterday at a hearing in Delhi, she has been suspended from her position since July.  Scuderi-Hunter has been criticized for the change in the departments policies regarding foster children, the hearing is scheduled to resume Friday morning in Delhi.

The Tioga County Sheriff’s Department responded to an accident Sunday where a tractor-trailer crashed into a passenger vehicle driven by 38 year old Darlene Allen of Sayre Pennsylvania on State Route 17 eastbound, after Allen’s vehicle struck a deer and slowed down. The tractor-trailer was operated by 66-year-old Volodymyr Frolyak of Ontario, Canada, 7 year old Zachary Allen died shortly after the collision, and 11 year old Trinity Allen was taken to Packer Hospital and was then airlifted to Upstate Medical Center in Syracuse, where she is in critical condition. 5 year old Nathan Slater was taken to Packer Hospital and was treated & released. Darlene Allen was taken to Packer Hospital and is in critical condition. The investigation is continuing.

Adoption fees at the Susquehanna SPCA will be waived this Saturday, with a donation of cat, dog or kitten food.  The “Howl’oween Pet Adoption Event” will be held from 10:00 AM to 5:00 PM Saturday at the shelter on state Highway 28, in Cooperstown.  Officials said that all of the animals will be up to date on all vaccinations for Saturday’s event.  More information is available at sqspca.org or on their Facebook page.

Lieutenant Governor Kathleen Hochul will address attendees of the 4th Annual State Police Campus Sexual Assault Seminar at the State Police Academy in Albany.  The 3-day seminar will have more than 300 attendees, participants will hear from experts presenting on a number of topics including the investigation of sexual assault cases, victim trauma and forensic interviewing, stalking and reducing gender bias.

Governor Cuomo signed legislation increasing special accidental death benefits for spouses and children of police officers and firefighters killed in the line of duty. Specifically, the new law increases cost of living benefits by 3 percent for the deceased’s spouse or the deceased’s children under the age of 18 or, if a student, under the age of 23. This legislation goes into effect immediately.

State Police arrested a father and daughter for DWI & Endangering the Welfare of a Child. Troopers arrested 31 year old Maegan Thaxton of Cooperstown, for Aggravated DWI with child 15 or Under as Passenger, Endangering the Welfare of a Child, Inadequate Lights and Refusal to Submit to a Breath Test.   Troopers made arrangements to have another party pick-up the child and Thaxton’s vehicle while at the scene.  71 year old Earl Thaxton of Middlefield responded to State Police Oneonta barracks with the 11-month old child in his vehicle, he was then arrested for Aggravated DWI, & Endangering the Welfare of a Child.  The child was turned over to the care of Child Protective Services. Maegan & Earl Thaxton will return to the town of Oneonta court on August 15, 2019.

Governor Cuomo signed “Stop Hacks and Improve Electronic Data Security” Act which imposes stronger obligations on businesses handling private data to provide proper notification to affected consumers when there is a security breach. The Governor also signed legislation requiring consumer credit reporting agencies to offer identity theft prevention and mitigation services to consumers who have been affected by a security breach of the agency’s system.    The bill will take effect in 240 days.

State Police arrested 41 year old Wendy Kinchoy of Apalachin for Identity Theft, after an investigation revealed that Kinchoy was hired to provide home health care to a victim in Guilford.  Kinchoy is accused of taking victim’s credit card and making an unauthorized purchase in June.  Kinchoy was arrested & was issued an appearance ticket for town of Guilford court on September 3rd.

Schools are not doing enough to prepare for emergency situations like shootings, according to an audit of safety planning at 19 schools by State Comptroller Tom DiNapoli.  Auditors found none of the schools met the minimum planning or training requirements of the State Education Department, which oversees safety planning for schools.   2 schools did not have district-wide safety plans even though plans were mandated nearly 20 years ago.  The full report can be found at osc.state.ny.us

21-year-old Skuyler Reynolds of Chenango Bridge is facing 5 more counts of burglary and 1 count of criminal possession of stolen property, in connection with a series of church burglaries in Broome County.  Reynolds is a suspect in church burglaries in Binghamton, Johnson City, Chenango Bridge, Port Dickinson and Port Crane, he is being held in Broome County Jail. Pending court action, the investigation is continuing & more charges may be forthcoming.

Cuttino was apprehended a short distance away Thursday on the Vestal parkway, McVicker was apprehended in Monticello, both have been charged with 2nd degree murder & are being held without bail in the Broome County Jail.

The Ed Wessels Canoe Regatta will be held tomorrow on the Susquehanna River, sponsored by the Sidney Chamber of Commerce, long time area Paddler Ed Curley comments:

The Warwick Rhode Island School district came under fire earlier this week, after they announced that students with school lunch debts would be served cold sunbutter & jelly sandwiches.  Chobani CEO Hamdi Ulukaya announced that his company would pay off the lunch debt, estimated at $77,000 dollars covering about 1650 children in the district.

Delaware County Sheriff’s Deputies arrested 39-year-old Frank Darmody of Hobart for felony DWI, Aggravated driving with a BAC of .19%, aggravated unlicensed operation of a motor vehicle & operating a motor vehicle without a required ignition interlock device.  Deputies responded to a report of a Motorcycle Accident on McMurdy Brook Road in the Town of Kortright, Darmody was arrested & was arraigned at Delhi Town Court and was remanded to the Delaware County Jail on $500 dollars’ cash bail or $1000 bond.

Police have 2 men in custody, in connection with a home invasion & fatal shooting of a resident at 5 Dorothy Lane in Apalachin Thursday Morning.  The name of the deceased has not yet been released, the investigation is continuing.

Funeral services for 16 year old Amelia Wakefield of Oxford will be held Today at 5:00 PM, in the auditorium of the Oxford Academy Middle School.  Wakefield was found deceased in a residence on Water Street in Smithville Flats last Friday Night, the investigation into her death is continuing.

3 people were arrested after The Broome County Special Investigations Unit Task Force searched a home at 159 Conklin Avenue in Binghamton.  Police seized fentanyl, methadone and suboxone, plus powder cutting agents, packaging materials and digital scales, the 3 people arrested were Kimberly Knapik, Courtney Douglas and Anthony Zuccaro of Binghamton.
