43 year old Ray Hyer of Unadilla was arrested in Ohio after he failed to appear in n Otsego County court earlier this year for sentencing on a criminal sexual act charge. Hyer was located in Sandusky, Ohio on October 21st, he was arrested and was extradited back to the Otsego County Jail, he faces additional charges on top of the original criminal sexual act conviction.

Broome County officials are investigating the death of an inmate in the Broome County Jail on Friday. 30 year-old Mitchell Lindow of Binghamton was being held on a murder charge when he was found deceased by Corrections officers conducting a head count, an autopsy was conducted Friday, no cause of death was determined.

Governor Kathy Hochul today announced New York State’s success in awarding $900 million in Child Care Stabilization Grants to child care programs statewide. The grants are part of a $2.3 billion package of investments in New York State’s child care industry funded by the federal American Rescue Plan Act and Coronavirus Response and Relief Supplemental Appropriations Act. The Office of Children and Family Services (OCFS) awarded funding to nearly 15,000 eligible child care providers over four months, from August through November.  Over 219 Million Dollars will go to the Southern Tier Counties child care programs.

New York Attorney General Letitia James today released the following statement after a jury voted that Teva Pharmaceuticals USA, Inc. and its affiliates were liable for the public nuisance charges made by New York state in its opioid trial in State Supreme Court:  A subsequent trial will be held to determine how much Teva and others will be required to pay.   Attorney General James has already negotiated deals with Johnson & Johnson, McKesson, Cardinal Health, and Amerisource Bergen for a global value of approximately $26 billion, the cases against Mallinckrodt and Rochester Drug Cooperative are now moving separately through U.S. Bankruptcy Court.

The Center for Agricultural Development & Entrepreurships Farmer’ Survey deadline is tomorrow.  The survey takes about 15 minutes to complete and allows farmers to identify their top food system priorities.  The survey represents the 2nd phase of CADE’s data collection process, from 17 focus groups which were conducted between March and October in partnership with Cornell University, SUNY Cobleskill, and other researchers. The City of Oneonta Police Department is investigating a bank robbery at the NBT bank at 1 Wall Street Wednesday at about 11:00 AM.  A single male suspect demanded the teller to hand over an undisclosed amount of money, he  is described a 5’8 to 6’ tall, wearing a dark colored hooded sweatshirt, dark colored pants and is about 220-250 pounds with a heavy build.  He was last seen walking in an easterly direction on Wall Street.  The public is encouraged to contact the Oneonta Police Detectives with any additional information at (607) 432-1111.

Governor Hochul signed into law a bill which allows for New York air ambulances to carry blood products. The measure followed an injury of Travis Flanagan in Greene, who was severely injured & was airlifted from Greene to Syracuse in an air ambulance based in Pennsylvania that carried blood on board; New York was the only state in the nation whose regulations prohibited medical helicopters from carrying blood.  Flanagan appeared at a press conference in Binghamton yesterday with Assembly members Donna Lupardo & Joe Angelino & State Senator Fred Akshar.

State Police were dispatched to I-81 north near exit 2 Wednesday morning at about 10:00 AM for a reported 1-vehicle crash. An investigation at the scene revealed that the operator was traveling north when for an unknown reason, she went off the shoulder of the roadway and struck a tree, and was pronounced deceased on scene. State Police have identified the deceased as 33 year old Jocelyn Kendall of Binghamton, the investigation continues.

The State DEC announced that regular firearms season for deer and bear in the Southern Zone begins on Saturday, November 20th, through December 12th. DEC officials said that approximately 85% of New York’s 550,000 licensed hunters participate, with the Harvest during that period accounts for nearly 60% of the total statewide deer harvest and 30-60% of the statewide bear harvest. Delaware County Sheriff’s Deputies responded to the report of a Domestic Dispute, they observed 62-year old Timothy Lynch of Treadwell, leaving the scene of the incident in a motor vehicle. Deputies stopped the vehicle and they determined that Lynch’s license was revoked due to numerous prior convictions for driving under the influence of alcohol and drugs. Lynch was charged with Aggravated Unlicensed Operator of a Motor Vehicle, he was later released on traffic tickets and directed to appear at the Hamden Town Court at a later date to answer the charge.

A new survey by the Commission on Independent Colleges and Universities reports that Hartwick College generated an estimated $123 million in total economic impact on the region in 2017. More than $49 million was a result of direct spending by the institution.  Also noted in the survey, Hartwick College accounted for $5.4 million in average annual construction spending, up $700,000 from the previous survey in 2015. In 2017, the College opened its new $7.1 million living-learning apartment community on campus, which houses 72 upper-class students.

The State Department of Taxation and Finance reminds property owners age 65 and over who are applying or reapplying to receive the Enhanced STAR exemption in 2019 that they must now enroll in the Income Verification Program.  Those already enrolled in the IVP don’t need to take any action to continue receiving their Enhanced STAR exemption checks.  New IVP enrollees will automatically receive the exemption each year they’re eligible.  More information about the program registration is available at tax.ny.gov/STAR.

The Chenango County Sheriff’s Office arrested a Village of Oxford man for an active Arrest Warrant issued by the Town of Preston Court.  42 year old Jason Barrows turned himself into the custody of the Sheriff; he was wanted for 2nd degree Burglary, Criminal Mischief and Grand Larceny for allegedly breaking into a residence & stealing more than $1,000 in property & Animals, and vandalizing windows on a vehicle.  Barrows was arraigned in the Town of Preston Court and remanded to the Chenango County Correctional Facility on $5,000 cash bail. New State Attorney General Letitia James joined a coalition of 17 attorneys general, in filing a notice of appeal in Texas v. U.S., defending the Affordable Care Act and the healthcare of millions of Americans. Today’s filing moves the legal defense of the ACA to the U.S. Court of Appeals for the Fifth Circuit where the Attorneys General will appeal the lower court’s ruling that the ACA is unconstitutional. On December 30th the district court granted the request to certify the judgment for appeal, and to stay the judgment pending that appeal. Thursday’s filing continues the coalition’s legal defense of the ACA, with a request to appeal the district court’s December 14 opinion in the Fifth Circuit.

Franklin & his wife Heather are accused of killing their developmentally disabled son & setting fire to their house to cover up the murder in the town of Guilford in March of 2017. State Police arrested 25 year old Taylor Nelson of Afton for 2 counts of Criminal LOUDESPossession of a Controlled Substance, Criminal Possession of a Forged Instrument, Operating a Motor Vehicle while Impaired by Drugs, & Criminally Using Drug Paraphernalia. Troopers were dispatched to the Sunoco on County Route 39 in the town of Bainbridge to check the welfare of a male slumped behind the wheel of his vehicle. Troopers determined that Nelson was impaired and was in possession of a counterfeit $100 bill, methamphetamine, drug paraphernalia and items used to measure drug quantity. Nelson was arraigned in the town of Bainbridge Court where he was remanded to the Chenango County Jail on no bail.

State Police arrested 51 year old Marianne Stanislawski of Chenango for Grand Larceny, for allegedly taking advantage of a 75-year-old man who suffers from Alzheimer’s. An investigation revealed that Stanislawski knew the victim for several years; she would visit him weekly at his residence and help him run errands. The investigation further revealed that Stanislawski was making cash withdrawals that the victim did not approve of. Stanislawski was arrested and arraigned in the town of Oxford Court and released on her own recognizance and is to appear in court at a later date. An order of protection was issued by the judge protecting the victim.

Governor Cuomo today announced the state is dedicating $3 million for state-of-the-art studies to reduce flooding and ice jams and improve ecology on 48 priority flood-prone streams throughout New York State. Governor Cuomo announced $13 million is available for restoration and recovery efforts following the severe storms and flash flooding on August 13-15 that severely impacted communities in the Southern Tier. A new residential assistance program has been created to provide funding to primary homeowners whose damages exceed insurance claims and other available aid. With maximum grants of $50,000, this program will help eliminate the unmet need of homeowners. A woman, who suffered cardiac arrest Friday, is expected to survive after the quick actions of State Troopers and a citizen. A trooper was dispatched to a report of a 70-year-old woman who had collapsed in the lobby of the Richfield Springs Post Office, She was unresponsive when the trooper arrived and a citizen was already performing CPR. Another trooper arrived & administered the Automated External Defibrillator, EMS arrived, and they took the woman to Basset Hospital in Cooperstown. The unidentified woman regained consciousness at the hospital and is expected to recover.

Governor Cuomo signed legislation passed by the Legislature this year, to allow pets to board any public transportation service in the event of a state of emergency and evacuation. The legislation expands existing law; it was changed after issues during Superstorm Sandy, where many pet owners refused to evacuate because they could not take their companion animals with them, which jeopardized the lives of the residents, their pets & emergency personnel attempting to evacuate them.

This Friday, Hartwick College will celebrate the 75th anniversary of the College’s Nursing Program, which has graduated over 1,500 graduates into the profession. On Friday, Hartwick College will host an all-day symposium, after a welcome at Yager Hall, 4 seminars will be offered throughout the morning, at 3:00 PM, the College will unveil a new 11-bed nursing simulation unit housed in Smith Hall and funded by grants from the Clark Foundation and an additional private foundation. Governor Cuomo today announced that the Raise the Age law is now in effect, it removes 16-year-olds who have committed a criminal act from the adult criminal justice system and places them in age-appropriate settings. 16-year-olds who are arrested for non-violent offenses will have the same opportunities for diversion and community-based services as youth 15 and under. 16-year-olds charged with serious offenses will be processed as adolescent offenders in a Youth Part of criminal court and placed in specialized secure detention facilities for adolescents instead of adult jails.

Delaware County Sheriff’s Deputies arrested 32 year old Matthew Hubbard of Walton for Aggravated Unlicensed Operation of a Motor Vehicle, operating a motor vehicle while registration suspended, and other Vehicle and Traffic law violations. The arrest occurred during the course of an investigation into a disabled vehicle on State Highway 206 in the Village of Walton. Hubbard was released on traffic tickets, and is scheduled to appear at the Village of Walton Court at a later date to answer the charges.

The League of Women Voters announced that a debate scheduled for tonight in Oneonta has been postponed. Incumbent Democratic Assemblyman Bill Magee was due to debate Republican challenger John Salka tonight at the Oneonta High School, Magee told the league he had person matters to deal with.

The State DOT has notified the City of Oneonta staff that a consultant contracted by DOT will perform a “peak-hour turn-movement study” at the Main Street intersection with the James F. Lettis Highway, beginning next Wednesday, and continuing around the clock for several days. The study’s duration will depend upon weather conditions. Video cameras, which will be mounted on 20-foot-tall poles, will be installed at the intersection on Tuesday; NYSDOT officials emphasized that cameras will record only movements of metal objects, and are not capable of identifying pedestrians, motorists, specific vehicles, or license plates.

3 men were arrested after State Police CNET and Troopers conducted a vehicle and traffic stop in Johnson City. A search revealed a hidden compartment containing Fentanyl, Oxycodone, suboxone, powdered heroin, a digital scale, packaging material, marihuana and $5,945 in cash. Police arrested 27 year old Coren Walker of the Bronx, 40 year old Scott Layton of Johnson City, & 24 year old Giovanni Foster of Johnson City, on a variety of drug charges, All 3 were arraigned and remanded to the Broome County Jail without bail.

Delaware County Sheriff’s Office’s arrested 47 year old Shawn Maynard of Randolph, at the Champaign County Jail in Illinois. This arrest followed an investigation of a January 2015 accident on State Highway 30 in the Town of Colchester where a woman suffered serious injuries. Maynard was returned to Delaware County, he was arraigned for Driving While Ability Impaired by a Combination of Drugs and Alcohol, Vehicular Assault & 2nd degree Assault, and he was remanded to the Delaware County Jail pending further court proceedings.
