The City of Norwich is looking to get federal money for additional projects in the coming years, City of Norwich Community Development Director Erik Scrivener told WCDO News what needs to get finished next:

58-year-old Joy LaBarr of Binghamton was charged with stealing nearly $32,000 in State pension payments intended for her deceased father-in-law, according to the State Comptroller’s office and Broome County District Attorney Michael Korchak. LaBarr’s father-in-law, Jack Burnett, retired in 2006 from the Binghamton Housing Authority. Under the pension option he chose, his wife was to continue receiving payments after his death, however, she predeceased him, so payments should have stopped upon his death in December 2020, No one from the family reported his passing. LaBarr was charged with grand larceny. She was arraigned in Broome County Court & is due back in court on January 12th.

As of mid December, the United Way of Mid Rural New York campaign has reached 50% of its $425,000 goal for Chenango County, about 51% of the Delaware County Goal of $15,000 and 32% of their stated Otsego County Goal of of $80,000. 42 year old Melissa Astalos of Sidney appeared in Delaware County Court Monday and pleaded guilty to Criminal Possession of a Controlled Substance. Astalos appeared admitted that she knowingly possessed a narcotic compound in the Village of Sidney on February 16th, sentencing will be held in January of 2024.

The Delaware County District Attorney’s Office announced that 42 year old Melissa Astalos of Sidney appeared in Delaware County Court Monday and was arraigned on a sealed indictment. The 3 Count Indictment was unsealed, Astalos is accused of selling methamphetamine in the Village of Sidney August 3, 2022, also on September 1, 2022 & for possessing methamphetamine, with the intent to sell it, on February 16, 2023, also in the Village of Sidney. After being arraigned, Astalos pleaded not guilty she was released from custody under the supervision of the Delaware County Probation Department. Each charge carries a maximum 10-year sentence is convicted..

State Comptroller Tom DiNapoli reported today that only 1 year after the Division of the Budget forecast fiscal stability and no projected budget gaps in Fiscal Year 22-23, the 23-24 plan shows looming gaps up to $36.4 billion through the next 3 fiscal years. DiNapoli said that declining revenue, a weak economic forecast, stock market volatility, and spending increases are among the reasons for the outlying budget gaps, DiNapoli recommends beginning to transfer the $13.2 billion in fund balance designated for “economic uncertainties” and controlled by the Governor’s office be placed into the statutory rainy day reserves on a monthly basis over the course of the fiscal year, which would bring the reserves to $19.5 billion. DEC Commissioner Basil Seggos said that the smoke is streaming in on winds from British Columbia in Western Canada, where 25 million acres has burned, many fires continue to burn out of control. The National Baseball Hall of Fame Parade of Legends returns to Cooperstown at 6:00 PM Saturday. The parade originates at Lake Street and Chestnut Street, proceeds down Chestnut Street toward Main Street and onto Main Street to the Baseball Hall of Fame. The Parade of Legends will feature more than 4 dozen returning Hall of Famers as well as Class of 2023 members Fred McGriff and Scott Rolen. The Induction Weekend will conclude with the inductions of McGriff and Rolen Sunday at 1:30 at the Clark Sports Center.

37 year old Nikita Kingsbury of South Kortright was arraigned on a sealed indictment in Delaware County Court. The indictment charges accuses Kingsbury of selling methamphetamine in the Village of Sidney on August 11, 2022, she pleaded not guilty and a Court conference is scheduled for August 14th. Kingsbury was then arrested for Criminal Possession of a Controlled Substance with the intent to sell, for allegedly possessing narcotics with intent to sell in Walton on November 9, 2022, she was remanded to the Delaware County Correctional Facility on the new charge.
