NYSEG reports that the number of power outages in the WCDO listening area this afternoon was down to around 250, down from about 850 this morning, all attributed to the high winds that came through the region last night. NYSEG crews hopes to have all the power restored shortly.

Chenango County Sheriff’s Office arrested Sabrina Johnson of Oswego County for 2nd degree Burglary, Attempted Grand Larceny, Criminal Mischief & Conspiracy, last November, the Chenango County Sheriff’s Office Road Patrol Division received a Burglary complaint in New Berlin, the investigation found that Johnson and a co-defendant caused damage while burglarizing a residence, stole items from within the residence, and attempted to steal a car. Johnson was located at the Town of New Berlin Court and was taken into custody without incident, she was arraigned and was remanded to the Chenango County Correctional Facility on cash bail, she will return to Town of New Berlin Court at a later date.

Broome County Sheriff’s Office arrested 57 year old William MacDowall of Binghamton for Hindering Prosecution and Obstructing Governmental Administration, after hindering police from entering his residence to arrest his son, 25 year old Justin MacDowall, on an active felony bench warrant for Violation of Probation and an active arrest warrant for Strangulation. Justin MacDowall was charged with Resisting Arrest and Obstructing Governmental Administration in addition to the warrants, both men face court action shortly.

State Lawmakers approved the new Congressional redistricting maps on Wednesday in Albany. The maps were said to be very similar to the maps used in the 2022 elections with only a few changes.

The New York State Department of Taxation and Finance reminds seniors that, for most localities, the deadline to apply for greater property tax savings through the Enhanced STAR property tax exemption is March 1. Alan Holmes of Binghamton was sentenced as a 2nd time felony offender to Attempted Criminal Possession of a Controlled Substance in Broome County Court. On June 7, 2021, Holmes was found in possession of approximately 50 grams of fentanyl following a traffic stop in Johnson City stemming from suspected drug activity in Endwell. Holmes admitted to possession with the intent to sell, he was sentenced to 6.5 years in State Prison, followed by 3 years of post-release supervision.

Governor Cuomo held a COVID 19 briefing earlier today, he said that he does not foresee shutdowns again in the state, but he said that people have to celebrate smart over the holidays so that the Hospitalizations do NOT spiral up again like they have since the Thanksgiving holidays & subsequent “Living Room” spread of the virus:

The state tested a record 249,000 people for COVID 19 on Thursday, with 12,694 positive tests or 5.09% of all tested.  Hospitalizations went down Thursday for the 1st time in a few weeks, to 6,081, the number of patients in an ICU bed was at 1,068, the number of patients on Ventilators was 592, there 120 deaths from COVID Thursday.

Chenango County Public Health reported another 11 Positive COVID 19 cases Friday. They have 126 active cases, 498 quarantined & 8 hospitalized.  Chenango County has had 928 cases of the virus, with 770 recoveries & 16 deaths.

Governor Cuomo today announced that state and local law enforcement agencies throughout New York will be stepping up patrols to crack down on impaired driving during the holiday travel season. The enforcement campaign will run through Friday, January 1. This crackdown is part of the national “Drive Sober or Get Pulled Over” initiative designed to reduce alcohol and drug-related traffic crashes. The Sidney Central School District has been notified by the Delaware County Public Health of 4 positive COVID-19 cases in the elementary school in grades K, 2, 3 and 5, Contact tracing has begun and the health department or school district officials will be in contact with any student and staff member impacted by the exposure.  The Sidney elementary school grades K-6 will transition to full remote learning for next Monday & Tuesday due to continued contact tracing efforts. Pashley is accused of stealing items, while Ryan allegedly sold them to Otsego Auto Crushers. Pashley was arraigned in the town of Unadilla Court; he was remanded to the Otsego County Jail on $10,000 cash bail or $30,000 bond. Ryan was released on an appearance tickets returnable to the town of Davenport Court on August 28th.

State Police at Deposit arrested 22 year old Mark Rodriguez of Jersey City, New Jersey for Endangering the Welfare of a Child, Reckless Endangerment & Unlawful Fleeing a Police Officer in a Motor Vehicle. Rodriguez was arrested after he led troopers on a pursuit through several different jurisdictions, with 2 female occupants in the vehicle, including a 16-year-old. Rodriguez was arraigned in the village of Hancock Court where he was remanded to the Delaware County Jail on $7,000 cash bail or $15,000 bond.

Fire fighters from several area companies responded to a structure fire at 89 Ford Avenue yesterday in Oneonta. Hargeones is also accused of causing damage to a surveillance camera, which led to an additional Criminal Mischief charge. Police also arrested 28-year-old Danielle Stoesser of Oneonta for Criminal Possession of a controlled substance & Criminal Possession of marihuana; she is also accused of engaging in a physical confrontation with the officers processing her arrest and was charged with Obstruction of Governmental Administration. Harageones was arraigned & remanded to the Otsego County jail without bail; Stoesser was issued an appearance ticket and released to appear at a later date.

State Comptroller Tom DiNapoli’s Fiscal Stress Monitoring System has designated 27 municipalities across the state as fiscally stressed. The list, which includes 8 counties, 8 cities and 11 towns, which is the fewest number of municipalities listed in stress since DiNapoli implemented his system in 2013. Based on their 2016 financial reports, the counties of Broome and Monroe, and the cities of Albany and Watervliet have received the highest designation of “significant fiscal stress.” 13 communities have been listed in the second-highest category of “moderate fiscal stress.” Locally, it includes the town of Cherry Valley. An additional 10 municipalities have been listed as “susceptible to fiscal stress.” Locally this includes the town of Oxford.

Governor Cuomo announced that the state would make $2.2 million available to local governments for public charging stations for electric vehicles. Cities and towns will have to apply for the funding, which will be given out in the form of a rebate, Local governments can also use the money to purchase or lease electric or hydrogen vehicles for their municipal fleet.

The Delaware County Board of Elections released a statement today, regarding the proposition for a Constitutional Convention on the November Ballot. False information has gone viral over social media, with the implication that if you do not vote on the proposition it will be counted as a yes, which is not true. Officials with the Board of Elections stated that failing to vote on this measure does not default to a vote in favor of holding a Constitutional Convention, according to state election law 9–112. Propositions will be on the back of the ballot again this year, & there will be signs posted at polling sites and inspectors are obliged to tell the voter to turn the ballot over.

Delaware County Sheriff’s Office arrested 38 year old Ronald Boecke of davenport for 2 counts of Failure to Register an E-mail and/or Internet address, as required by the Sex Offender Registration Act. State Police arrested 29 year old Robert Shultz of Lisle, for felony Sexual Abuse. The arrest occurred after troopers investigated a crime in the Town of Triangle, where Shultz is accused of having sexual contact with the victim by forcible compulsion. Shultz was arraigned in the Town of Triangle Court and was remanded to the Broome County Jail without bail.

Delaware County Sheriff’s Deputies responded to a 1-car roll-over accident Monday evening on County Highway 14 in the Town of Meredith. 18 year old Dylan Cumpston of Delhi escaped the vehicle, he was transported to O’Connor Hospital in Delhi where he was treated & released. Deputies issued Cumpston was charged with failure to keep right and unlawful possession of marihuana, he will appear in the Town of Meredith Court at a later date to answer the charges.

The Tioga County Sheriff’s Office responded to a tractor-trailer rollover accident on Dalton Hill Road in Newark Valley Tuesday afternoon. State Police arrested 25 year old James Sayman of Harpursville, 20 year old Ian Albrechta of Port Crane, and 24 year old Jordan Ryder of Afton for 3rd degree automobile stripping, after troopers responded to a report of a car parts being stolen from a parked 2004 Lincoln in a residential driveway on Oak Hill Road in the town of Afton. Sayman, Albrechta and Ryder allegedly jacked up the vehicle & removed parts. All 3 were issued tickets returnable to the Town of Afton court on February 29th.

Governor Cuomo today launched “The State of New York,” a weekly video series that will recap the week’s news stories from across the state. The videos will be released on Fridays and will feature footage from events that took place over the course of the week, as well as information on recent state initiatives.  The video can be accessed at governor.ny.gov.

Governor Cuomo announced a new statewide initiative to give incarcerated individuals the opportunity to earn a college degree through funding college classes in prisons across New York. Studies have shown that Those who earn a college degree while in prison are less likely to end up behind bars again, therefore decreasing the number of inmates in New York state prisons.  The state will be issuing a Request for Proposal starting March 3, 2014 that will solicit responses from educational associations that provide college professors and classes in an accredited program in order for inmates to earn their degrees.

The Chenango County Sheriff’s Office arrested 42-year-old Christopher Turner of Preston for 2nd degree Criminal Contempt for violating an order of protection in the Town of Preston.  Turner is accused of entering the property of a person who had an active order of protection against him; he was arraigned in the Town of Preston Court and was remanded to the custody of the Chenango County Sheriff’s Office in lieu of $5,000 cash bail.  Turner is to appear in the Town of Preston Court at a later date.

A statewide program will start to expand opportunities for prisoners to get college degrees.  Governor Cuomo said New York’s recidivism rate for incarceration is 40 percent, and the state spends $60,000 a year to house each prisoner. He said the program would help keep prisoners from returning to jail and will start by partnering local colleges with 10 prisons, mainly upstate. The program will provide college courses at the 10 prisons through a selection process and offer associates and bachelor’s degrees. The state will begin accepting proposals March 3.

New York lawmakers get a break this week after about a month of work. The state Legislature is not scheduled to go into session until next week. Lawmakers have been in a session at the Capitol in Albany for two or three days a week since Jan. 13th. They also convened on Jan. 8 to hear Gov. Andrew Cuomo’s State of the State address. Legislative sessions in Albany typically begin slow then pick up steam as the deadline for adopting a new budget approaches on April 1. Lawmakers are due back Tuesday, Feb. 25

A section of I-88 west was down to one lane early this morning after a crash involving three vehicles.  The accident happened at 5:45 a.m. between Exit 1 Binghamton and Exit 2 Chenango Bridge. There were 3 people involved in the crash, one in each vehicle, 2 were sent to the hospital for minor injuries.  The lane reopened after crews cleaned up the area.
