State Police were called Tuesday afternoon to Castle Creek Road in the town of Chenango for a report of a car versus motorcycle fatal accident. The preliminary investigation determined that 31 year old Joseph Portorsnok of Binghamton, was turning left onto Castle Creek Road when he entered the path of a motorcycle, driven by 20 year old Kaitlynn Eaton of Castle Creek, who collided into Portorsnok. Police said that Eaton died at the scene. The investigation is ongoing.

The Broome County District Attorney’s Office announced that 38 year old Jeremiah Raub of New Milford Pennsylvania was released on $150,000 bail. Raub was charged with murder and arson in connection with a fatal house fire on Milford Street in Binghamton in 2011 that killed 17 year old Jeffrey Aissa, he was arrested by Binghamton Police last Month. Raub was placed on a pre-release program and will be monitored by Broome County Probation through a GPS ankle monitor, His next court date is scheduled for May 15th, the investigation into the fire remains active.

Commerce Chenango will host “Preventing Targeted Violence to Keep Communities Safe” on April 26th at the Colonia Theatre, 35 South Broad Street, Norwich. An Easter Egg Hunt for Kids will be sponsored by the Maydole Hose Company of the Norwich Fire Department and the Norwich Business Improvement District Saturday. The event will be held at East & West Parks in Norwich, at 10:00 AM the West Park event will be held for children up to age 4, & there will be a 10:30 AM start time at East Park for Ages 5 to 8.

State Police released their update on the reported abduction of Tatiana David in Ithaca Wednesday. A witness reported that David was forced into a white SUV by the suspect, 34 year old Michael Davis of Richmond, Virginia against her will. An endangered adult alert was issued by State Police, They said that the victim and the suspect were in a previous relationship and have a 4-year-old child together. At 9:25 pm, Davis’s vehicle was detected crossing into the State of Virginia, Virginia State Police stopped the vehicle, at which time Davis fled the scene, leading Virginia State Police on a pursuit which ended when the suspect vehicle crashed in a wooded area at 10:05 PM. Davis began firing at Virginia State Police, who returned fire, Davis was critically wounded and was taken to an area Hospital and is in critical condition, Tatiana David was located deceased outside the vehicle at the crash location with an apparent gunshot wound, her autopsy was scheduled last night, the results will be released shortly, the investigation is continuing.

Broome County Sheriff’s Correctional Facility announced that 26 year old Tymel Platt of Binghamton is facing 6 felony charges for smuggling Cocaine and Fentanyl within the facility. The Corrections Criminal Investigations Unit acted on information that Platt was in possession of contraband, his body was scanned which revealed an item hidden on his person, they recovered 2 smaller packages, with Cocaine & 4.1 grams of Fentanyl, which is capable of killing 205 people. Platt was charged with 4 counts of Criminal Possession of a Controlled Substance & 2 Counts of Promoting Prison Contraband, Platt was incarcerated on assault charges, he will be arraigned at a later date in the Town of Dickinson Court.

The United Way of Mid Rural New York officially expanded into Madison County on April 1st, making the local United Way chapter a 4 county chapter. Executive Director Elizabeth Monaco told WCDO News that the move into Madison County will present different challenges than the recent expansion into Delaware & Otsego Counties did:

Monaco said that the 1st fundraising effort in Delaware & Otsego Counties, brought in almost twice the amount than the previous year, but the circumstances in Madison County will not lend itself to doubling the fundraising in the 1st full year.

Governor Cuomo today announced that more than $35 million in upgrades to SUNY campuses throughout the state are complete. The Dormitory Authority of the State of New York completed these projects in time for the fall semester; The projects were funded from residence hall fees. Among the Campus upgrades SUNY Delhi received 1.2 million dollars for 2 lounges in Russell Hall have been converted into kitchens, and the exterior of Murphy Hall has been updated. At SUNY Oneonta, the $2.3 million dollar project had 5 residence hall lounges converted into kitchens and fitness centers, and drainage improvements have been made to pedestrian walkways at the East Campus, wall coverings along the corridors of Blodgett Hall have been replaced, 4 residence hall fire alarm panels have been replaced, and 4 resident halls have received Wi-Fi upgrades.

Officials in Norwich announced that the annual Pumpkin Festival will be held in downtown Norwich on Friday October 28th & Saturday October 29th. The Delaware County Department Of Public Works announced that they would begin paving on County Route 14 on Tuesday September 27th, at 7:00 AM. Work will be performed between Hayes road & Warner Road in the town of Meredith, daily between 7:00 AM and 5:00 PM; the project is expected to be completed on September 30th.

The New York State Park Police are seeking candidates interested in a law enforcement career in the New York State park system. A competitive written Civil Service examination will be held November 19th; online applications are available at the Department of Civil Service web site cs.ny.gov. The State Department of Labor released preliminary local unemployment rates for August, the State’s unemployment rate increased over the month, from 4.7% to 4.8% in August, locally, Chenango County had an unemployment rate at 4.4%, Delaware County was at 4.9% & Otsego county was at 4.3%.

State Senator Jim Seward announced that he is sponsoring a pair of free senior scam prevention forums in Oneonta and Cooperstown on Friday. Senator Seward is partnering with the State Department of State to notify senior citizens, caregivers, and others about the alarming trend of senior targeted scams. The forums will take place today from 10:00 AM to 12:00 Noon at the Elm Park Church, 401 Chestnut Street in Oneonta & from 2:00 to 4:00 PM at the Cooperstown Village Offices, 22 Main Street in Cooperstown. Governor Cuomo introduced regulations through the New York State Human Rights Law that bans harassment and discrimination against transgender people.

These regulations affirm that all transgender individuals are protected under the State’s Human Rights Law, and all public and private employers, housing providers, businesses, creditors and others should know that discrimination against transgender persons is unlawful, it’s the first time that any Governor has issued regulations to prohibit harassment and discrimination on the basis of gender identity, transgender status or gender dysphoria.

State Police responded to a Chenango County 911 report of an unattended death at 162 One Eye Street in South Plymouth. The deceased woman has been identified as 25-year-old Kristina Wilkinson, She was found unresponsive by friends when she did not show up for work Thursday. An autopsy was performed at Lourdes Hospital, the results are pending. While investigating this death, troopers observed marijuana in the home of 50-year-old Mark Pontario. Following the execution of a search warrant police found about 1.7 pounds of marihuana, 18 marihuana plants, marihuana growing equipment and an unregistered handgun. State Police arrested Pontario for criminal possession of marihuana, criminal possession of a firearm and unlawfully growing cannabis. Pontario was arraigned and was remanded to the Chenango County jail with no bail set at this time.

Delaware County Public Health sent two specimens to State Rabies Laboratory and both tested positive for rabies this week. A raccoon in the Town of Sidney tested positive for rabies, no human exposures were reported. In the Town of Hamden a skunk tested positive for rabies. The skunk reportedly attacked a young unvaccinated calf; the calf was euthanized soon after the incident. Two people from Hamden are receiving rabies post-exposure prophylaxis, after being exposed the rabies virus. 3 animals have tested positive for rabies in Delaware County this year. Governor Cuomo today announced $1 million in funding is available to assist new farmers begin their careers. the New York State New Farmers Grant Fund will provide grants of up to 50 percent of total project costs. Funds may provide a minimum of $15,000 and maximum of $50,000 for up to 50 percent of project costs with the remaining 50 percent being matched by the recipient. The application and guidelines for the Fund are available online at regionalcouncils.ny.gov; the deadline for submission is January 22, 2016.

Tioga Downs in Nichols received the news from the State Gaming Facility Location Board, to go ahead with plans to expend for a full-scale casino, The board denied their bid last year, and gave the Southern Tier Casino license to the Lago resort about 85 miles north of the region. Groundbreaking on the expanded casino facilities is expected to be announced shortly.

Area Republican Congressman Richard Hanna made national headlines today, as he joined Kevin McCarthy in suggesting that an investigation into the Benghazi incident may have been an effort to damage Democratic presidential hopeful Hillary Clinton. In a radio interview in Utica yesterday, Hanna implied that McCarthy was forced to withdraw his bid for House Speaker, by his Republican peers because of his statements regarding the political damage that they tried to inflict on Hillary Clinton & her presidential bid.

State DOT officials today announced the scheduled reopening of the Interstate 81 southbound ramp to State Route 17 westbound, a major milestone in the $135 million project to reconstruct the Prospect Mountain Interchange of State Route 17 and I-81 in the city of Binghamton and town of Dickinson, Broome County. The I-81 southbound ramp to Route 17 had been closed since December 2014. An estimated $164 million project to reconfigure Interchange 4 will begin next spring and is expected to be completed by the end of 2019.

The New York State unemployment rate has dropped to its lowest level in over seven years in September, according to statistics released today by the State Labor Department. The statewide unemployment rate fell from 5.2% to 5.1% in September, the lowest level since April 2008, the state also added 11,400 private sector jobs in September.

The State DEC today urged outdoor adventurers to suspend exploration of caves and mine sites that serve as homes for bat hibernations. Human disturbances are harmful to the state’s bat population since the arrival of the disease known as white-nose syndrome, which has killed more than 90% of hibernating bats in New York. Officials warned that if you encounter hibernating bats while underground, leave the area as quickly and quietly as possible. 2 species of bats are currently protected under federal and state endangered species law, including the northern long-eared bat, which was prevalent in New York, but the current population for this formerly common bat is approximately 1% of its previous size.

On Saturday night, October 10th, Delaware County Sheriff’s Deputies arrested 23 year old Erick Daly of Queens with Criminal Possession of a Weapon and Unlawful Possession of Marihuana, following traffic stop on State Highway 17 in the Town of Hancock. Troopers initially stopped Daly for driving 83 mph in a 55mph zone, Deputies found Daly to be in possession of marijuana and an electronic stun gun. Daly was arraigned in the Hancock Town Court and was remanded to the Delaware County Correctional Facility in lieu of $500 bail.

State Police arrested 62-year-old Jeffrey Kennedy of Eaton, for aggravated DWI with a B.A.C. result of .21% and other traffic violations. The arrest occurred after Kennedy was observed failing to keep right on State Route 12 in the Town of North Norwich. A SUNY Delhi freshman from Wappingers Falls was found dead in a wooded area near the campus Tuesday. The unidentified student was found unresponsive by friends, he was pronounced dead at the scene by the Delaware County Medical Examiner’s office. No foul Play is suspected; a memorial service for the student is planned on September 25th in Hopewell Junction.

State Police are investigating a burglary to a home on Grove Street in Windsor, which occurred sometime during the overnight between August 2nd & 3rd. Police said that burglars took a small black Sentry Model safe, which contained a large amount of US currency. Thursday’s Primary Day elections have been tabulated, In Delaware County; The Democratic Party Town of Middletown Supervisor Primary was won by Marjorie Miller. The Republican Party Primary had Delaware County Board of Supervisors Chairman Jim Eisel winning for the Harpersfield Town Supervisors position. In the Primary for Town of Walton Supervisor, Charles Gregory defeats Bruce Dolph. The Delaware County Industrial Development Agency recently completed a renovation project at the Sidney Industrial Park to ensure the continued growth of Gravity Ciders. The company outgrew their Walton facility; they were looking for a new production and warehousing facility to keep up with the demand of their Awestruck Premium Hard Ciders. 51-year-old Joyce Mitchell pleaded guilty to 2 charges in connection with helping inmates David Sweat and Richard Matt escape the Clinton Correctional Facility in June. Mitchell was a tailor shop instructor who provided the inmates with tools hidden in frozen hamburger meat, she pleaded guilty today to promoting prison contraband and criminal facilitation. She could serve a sentence of 2 1/2 to 7 years in prison.

State Police arrested 21-year-old Tyler Backus of Binghamton, for Criminal Possession of a Weapon, after Troopers responded to a Broome County 911 report of a dispute with a man holding a gun in Conklin. Troopers observed Backus driving away from the scene, he was stopped and arrested. Backus was arraigned in the Town of Chenango Court and remanded to the Broome County Jail with no bail set.

The Delaware County Department of Economic Development announced the results of the 2015 grant funding provided through the County’s Agricultural Micro-enterprise Program, which will encourage the investment of $625,000 and the creation of 28 new jobs. Local business receiving funding include Muddy River Hops of Sidney, which seeks to establish a New York State licensed Farm Brewery & on-farm processing plant. Also, Vulto Creamery of Walton will need to purchase a small custom milk hauling truck to transport the milk to their creamery, and create 2 more jobs, & Unadilla Hops will be opening a hop processing facility at their Sidney hop farm for the purpose of pelletizing and packaging hops for their farm and other local farms.

The Chenango Arts Council announced the acceptance of Request for Proposals from New York State artists for exhibition in the Mariea Brown and Raymond Loft Galleries, located in CAC facilities at 27 West Main Street, Norwich. The proposal deadline is January 6th, 2016, with a jurying process occurring mid-January for exhibition in the following year. There is no fee for submission, and CAC staff is available for technical assistance with the application process. Also, the Arts Council, the Norwich Business Improvement District and the Norwich Rotary Club, announced a “Call for Artists” for the Chenango Public Arts Initiative for this fall, Artists of all mediums are encouraged to submit applications by August 14 for a September 11th opening. Walton police arrested 33 year old Lloyd Hunt of Unadilla and 30 year old Jeremy Stafford of Walton, in connection with the armed robbery of a Walton tobacco shop last week. Hunt & Stafford were charged with 1st degree robbery and 3rd degree criminal possession of a weapon, plus petty larceny, both were arraigned, Hunt was sent to jail on $50,000 bail and Stafford was jailed on $30,000 bail, for the armed robbery on November 28th at the Smoker’s Choice shop, the investigation into the robbery is continuing.

Senator Kirsten Gillibrand is making another bipartisan push to change how the military handles allegations of sexual assault. This time, she has a new ally — the former chief prosecutor of the Air Force. Retired Col. Don Christensen joined Gillibrand at a news conference to request a floor vote on Gillibrand’s Military Justice Improvement Act, which would remove commanders from the process of deciding whether to prosecute sexual assault cases and turn that responsibility over to military prosecutors. Gillibrand’s bill received 55 votes earlier this year, five short of the 60 needed to overcome a threatened filibuster. The House and Senate Armed Services Committees are working on a compromise version of the bill.
