Delaware County Social Services Commissioner Dana Scuderi-Hunter testified in her defense yesterday at a hearing in Delhi, she has been suspended from her position since July.  Scuderi-Hunter has been criticized for the change in the departments policies regarding foster children, the hearing is scheduled to resume Friday morning in Delhi.

The Tioga County Sheriff’s Department responded to an accident Sunday where a tractor-trailer crashed into a passenger vehicle driven by 38 year old Darlene Allen of Sayre Pennsylvania on State Route 17 eastbound, after Allen’s vehicle struck a deer and slowed down. The tractor-trailer was operated by 66-year-old Volodymyr Frolyak of Ontario, Canada, 7 year old Zachary Allen died shortly after the collision, and 11 year old Trinity Allen was taken to Packer Hospital and was then airlifted to Upstate Medical Center in Syracuse, where she is in critical condition. 5 year old Nathan Slater was taken to Packer Hospital and was treated & released. Darlene Allen was taken to Packer Hospital and is in critical condition. The investigation is continuing.

Adoption fees at the Susquehanna SPCA will be waived this Saturday, with a donation of cat, dog or kitten food.  The “Howl’oween Pet Adoption Event” will be held from 10:00 AM to 5:00 PM Saturday at the shelter on state Highway 28, in Cooperstown.  Officials said that all of the animals will be up to date on all vaccinations for Saturday’s event.  More information is available at sqspca.org or on their Facebook page.

Lieutenant Governor Kathleen Hochul will address attendees of the 4th Annual State Police Campus Sexual Assault Seminar at the State Police Academy in Albany.  The 3-day seminar will have more than 300 attendees, participants will hear from experts presenting on a number of topics including the investigation of sexual assault cases, victim trauma and forensic interviewing, stalking and reducing gender bias.

Governor Cuomo signed legislation increasing special accidental death benefits for spouses and children of police officers and firefighters killed in the line of duty. Specifically, the new law increases cost of living benefits by 3 percent for the deceased’s spouse or the deceased’s children under the age of 18 or, if a student, under the age of 23. This legislation goes into effect immediately.

State Police arrested 30-year-old Nathan Tuttle of Deposit for 3rd degree rape and criminal sexual act. The arrest occurred after an investigation determined Tuttle allegedly had sexual contact with a victim under the age of 17. Tuttle was arraigned in the Village of Deposit Court and remanded to the Delaware County Jail on $5,000 cash bail or $10,000 property bond. Tuttle was previously charged last week with 4 counts of Sexual Abuse and 3 counts of endangering the Welfare of a Child relative to an incident involving a different victim. Anyone with information involving Tuttle is asked to call the State Police at 775-1241.

The Broome County Specials Investigations Unit Task Force arrested 51-year-old Dennis Scrubbs of Endicott Wednesday. Scrubbs is accused of possessing 622 bags of heroin, plus Suboxone, cocaine, crack-cocaine, and marijuana, Investigators also confiscated about $4,000 in cash. Scrubbs was held pending court action.

A Broome County Court jury convicted Nigel Smith for the murder of Bretnie Owens in Binghamton in June of 2013. Smith was found guilty of 2nd degree murder, 1st degree robbery, criminal trespassing and resisting arrest. Smith is due to be sentenced on November 17th.

The State DEC announced that the Fall CleanSweepNY program will be held the week of September 28, CleanSweepNY provides an opportunity to ensure proper disposal of unwanted and obsolete pesticides and other chemicals, Pre-registration is required, with a registration deadline of September 18th. This Fall’s effort is focused on Delaware, Otsego, and Schoharie counties, among others in the capital region, It is directed at agricultural and non-agricultural professional pesticide applicators, schools and businesses like golf courses, cemeteries and marinas. CleanSweepNY services are not available to homeowners. Pre-registration is required by September 18, at cleansweepny.org or 1-877-SWEEPNY.

Delaware County Sheriff’s Deputies arrested 42 year old Tina Garcia of Walton for Falsely Reporting an Incident. Garcia is accused of falsely reporting the theft of a vehicle owned by Shane Bellows after that vehicle was involved in a hit and run property damage accident on State Highway 10 in the Town of Walton on August 15. Garcia was issued an appearance ticket returnable to the Town of Hamden court on September 21st.

Delaware County Sheriff’s Deputies arrested 74 year old Richard Wayman of Jefferson with Endangering the Welfare of an Incompetent or Physically Disabled Person, for allegedly endangering the welfare of a physically and mentally disabled resident of Robinson Terrance Nursing Home in Stamford while visiting another resident of that facility earlier this week. Wayman was arraigned in the Town of Delhi Court and released on his own recognize pending his appearance in the Harpersfield Town Court on September 14th.

2 Otego men were arrested on felony sex-crime charges. 26-year-old Marco Lizarraga was charged with 2nd-degree rape, and his brother, 26 year old Antonio Lizarraga was charged with criminal sexual act, they were also charged with unlawfully dealing with a child and endangering the welfare of a child. The brothers are accused of sex crimes against an Oneonta girl younger than 16, and accused of providing alcohol and marijuana at a party, they were sent to the Otsego County jail on $2,500 bail each

The Chenango County Sheriff’s Department arrested 23-year-old Justin Brownell of Nineveh for 2nd degree Burglary & Criminal Possession of Stolen Property. Brownell is accused of breaking into the victim’s residence and stealing several items, he was arraigned in the Town of Coventry Court and was remanded to the Chenango County Correctional facility on $2,500 cash bail. Brownell is to reappear in the Town of Coventry Court at a later date to answer to his charges.

Governor Cuomo, Senator Libous, Assemblyman Crouch, and Norwich Mayor Joe Maiurano announced a Citizen Preparedness Training Program on Saturday November 15th at 1:00 AM At the Norwich High School Auditorium. Doors will open at 10:00 AM, the program seeks to provide citizens with the tools and resources to prepare for emergencies and disasters, respond accordingly, and recover as quickly as possible to pre-disaster conditions. On Election Day there will 3 propositions to vote on. 1 proposal seeks to reform the redistricting procedure where a commission would be set up to determine the lines of state legislative and congressional districts. The 2nd measure would make it acceptable for state legislative bills to be distributed to lawmakers electronically, rather than in physical printed-out form. Proposition No. 3 is the Smart Schools Bond Act of 2014, which would grant the state permission to borrow up to $2 billion for capital projects that includes installing high-speed Internet in schools, provide classrooms with learning technology equipment and equip school buildings with high-tech security features.

The Chenango County Sheriff’s department arrested 18-year-old Amiel Reynolds of Afton for Criminal Possession of Stolen Property. Reynolds is accused of being in possession of a set of vehicle keys that had been reported stolen. Reynolds was arraigned in the Village of Afton Court and remanded to the Chenango County Correctional facility on $250 cash bail. Reynolds is to appear in the Village of Afton Court at a later date.
