35 year old Patrick Kain of Norwich was sentenced in federal court Thursday to 35 years in jail & 20 years post release-supervision on 3 counts of sexual exploitation of a child and 1 count of committing a felony involving a minor by a registered sex offender. Kain was convicted in Chenango County Court of Sexual Abuse in 2014, which required him to register as a sex offender; he admitted that he created sexually explicit images & videos of 3 different victims approximately 5 years old.

Otsego County Sheriff Office arrested 33 year old Amanda Brown of Otego for Over-driving Torturing & injuring animals, & failure to provide sustenance. Brown was charged this week following a complaint to the Sheriff’s Office, Brown Faces court action in Town of Otego Court at a later date.

The Afton Parks & Recreation Committee announced that they will host a Halloween Party on Saturday October 30th, at the River Club in Afton. Prizes will be awarded for the best Costume; more information is available at 639-1022.

Oneonta officials announced that Downtown Oneonta trick or treating is taking place from 12:00 noon to 2:30 pm on Saturday & a new “Trunk or Treat” event will be held at the Main Street Baptist Church. The Albany County Sheriff’s Office has filed charges against former Governor Andrew Cuomo for forcible touching, relating to an incident last December at the Executive Mansion in Albany. The Albany City Court issued a summons for Cuomo to appear in that court November 17th, investigations in other jurisdictions are continuing.

Otsego County Department of Health reported that the County remains at a HIGH level of community transmission, with 108 active cases, 28 new cases reported Thursday, with 7 Hospitalized. This Year, the Health Department is aware of 672 breakthrough cases of COVID in fully vaccinated individuals, which corresponds to 2% of the fully vaccinated population. There have been 3,185 cases in unvaccinated individuals, which corresponds to 15% of the unvaccinated population. An unvaccinated person is 7.5 times more likely to contract COVID-19, and 10 times more likely to be hospitalized & they are more likely to suffer more severe illness & death. Governor Kathy Hochul today signed a package of legislation that prohibits the sale of ghost guns, prohibits the possession of unfinished frames or receivers by anyone other than a licensed gunsmith or dealer in firearms and requires gunsmiths and dealers in firearms to register firearms in their possession. Another bill adds firearms designed to resemble toys to the definition of a ‘disguised gun.’

34 year old Patrick Kain of Norwich pleaded guilty in federal court to 3 counts of sexual exploitation of a child and 1 count of committing a felony involving a minor by a registered sex offender. Kain admitted that from about 2016 through 2019 he created sexually explicit images and videos of 3 different victims, each of whom was about 5 years old, he also possessed about 90 videos and 10 images of child pornography not involving his own victims, on a laptop and at an online storage account, Kain faces a mandatory minimum sentence of 35 years and a maximum sentence of 160 years, a $250,000 fine and restitution to the victims, when he is sentenced on October 6th –

Otsego County Sheriff’s department arrested 27 year old Brandon Doyle of Sharon Springs after an investigation into an animal cruelty in the Town of Westford last month. Doyle was charged with Overdriving, Torturing and Injuring Animals & Failure to Provide Proper Sustenance following a cattle complaint reported from the Susquehanna SPCA Doyle was issued an appearance ticket returnable to Town of Westford Court at a later date.

Delaware County Sheriff’s Office announced that a “Click-it or Ticket” detail in the Town of Davenport on May 29th, with the Otsego County Sheriff’s Deputies, resulted in the arrest of 46 year old Stacey Juhl of Worcester. While conducting a seatbelt checkpoint, Deputies observed a vehicle attempting to avoid the checkpoint; they stopped the vehicle on Southside Drive & found that Juhl’s driving privileges had been suspended on 3 occasions for failure to answer summonses in Otsego County courts, as well as for an insurance lapse. Juhl was charged with aggravated unlicensed operation of a motor vehicle and having an obstructed drivers view, she was released and directed to appear in the Town of Davenport Court on a later date.

Delaware County Sheriff’s Office arrested 21 year old Timothy Reed of Johnson City for DWI following a personal injury motor vehicle accident on County Highway 23 in the Town of Walton. Deputies responded at about 2:30 AM on May 30th, to a 911 report of a motor vehicle accident on County Highway 23, near the intersection of Woodlawn Road, Reed was identified as the driver of the vehicle & charged, he faces court action at a later date.

The Community Cultural Center of Sidney will have their official Ribbon Cutting ceremony this Saturday at 1:00 PM, at the corner of Bridge & Main Street. The 1st use of the building will be for an art exhibit, and then many other options will be available, according to Executive Director Pat Cristelli:

 UPDATE IN MANHUNT:

Just after 4:30 p.m., Jason Johnson was taken into custody near a river bank off State Route 79 in Colesville.  

EARLY AFTERNOON UPDATE:

Broome County Sheriff’s Deputies and State Police responded to East Windsor Road in Colesville to check on the welfare of an individual at 8:35 PM Wednesday night, . Law enforcement did exchange gunfire with Johnson, State Trooper Becky Seager was shot in the hip & was taken to Wilson Hospital with non-life threatening injuries. Multiple agencies are looking for 34 year old Jason Johnson this afternoon, he is described as a white male, 5’7 and 160 pounds with a Mohawk style haircut, he was last seen in the East Windsor Road area near Thorn Hill. He is considered armed and dangerous, It’s possible that Johnson may be operating a 1996 Ford F-250 pick-up truck, blue in color with the NY license plate HZV7759, Police said that the public should not approach him and should call 911 immediately.

Empire State Development will open the online application portal Today for the COVID-19 Pandemic Small Business Recovery Grant Program. The minimum grant is $5,000, the maximum grant amount is $50,000 per applicant and will serve as reimbursement of employee wages, rent and mortgage payments, taxes, utility bills and PPE purchases other operating expenses from the pandemic. The state now has about 295,106 cases of the Coronavirus, the number of new cases was below 1000 for the first time in weeks, the number of people who died Monday was 335, bring the state death toll to 17,638.

Delays are continuing to bog down the state unemployment & pandemic unemployment responses to those who found themselves out of work in the last 7 weeks, Secretary to the Governor Melissa DeRosa explains:

DeRosa said that the state labor department had to streamline & reconfigure their website about a week & a half ago after the system crashed due to the extreme number of calls & logins; there are still about 400,000 people that the state needs to get checks out to.

Chenango County Public Health announced Tuesday that they are up to 95 confirmed cases of the Coronavirus, 8 people are hospitalized, 63 have recovered, 3 have died, and 97 are quarantined.

The Otsego County Department of Health announced today that they have 3 new cases reported of the Coronavirus, giving them a total of 61 cases.  3 people are hospitalized, 46 have recovered from the illness, and there have been 4 deaths,

State Police arrested 33 year old Patrick Kain of Norwich for 1st degree sexual abuse, using a child in a sexual performance & possessing a sexual performance.  Kain is accused of sexually abusing a 5 year old girl & recording it on his cell phone; he then accidentally left the phone in another person’s car.  Kain has been charged in Federal Court with sexual exploitation of a child, he is also a registered level 1 sex offender from a previous conviction, he is being held in the Chenango County Jail pending additional court action.

US Senator Kirsten Gillibrand is proposing the “Postal Banking Act” to try to save the United States Postal Service from being eliminated by the Trump Administration.  Gillibrand said that with the Coronavirus Pandemic, more people than ever will need to mail in their ballots this year:

Governor Cuomo announced that a drive-thru COVID-19 testing site is coming to Broome County shortly.  A site has not yet been announced, Testing would be done by appointment only, by calling 888-364-3065, or at www.covid19screening.health.ny.gov.  Broome County currently has 262 positive Coronavirus cases, with 19 deaths, 134 recoveries with 255 in quarantine.

Delaware County is reporting one new case of COVID-19, which was transferred to the county of residence of the patient.  There are 69 confirmed positive cases, 29 people under mandatory quarantine and 1 person under precautionary quarantine, 11 confirmed cases have been transferred out of the county, 2 are in a hospital, 9 are isolated and recovering at home, 4 people are deceased and 43 have fully recovered and are no longer in isolation.
