46 year old John Jaromack Jr, formerly of Franklin, appeared in Delaware County Court Monday, he was sentenced to a total of 10 years in State Prison to be followed by 10 years of post-release supervision. Jaromack pleaded guilty to 2 counts of Criminal Sexual Act in August in Delaware County Court, he admitted to sexually abusing a minor child. The court also issued orders of protection in favor of the two children for the next 13 years. The defendant will be mandated to register as a sex offender upon being released from prison.

U.S. Senator Kirsten Gillibrand announced today that millions in federal funding will be available for New Yorkers through the Low Income Home Energy Assistance Program this winter:

The money will help thousands of households across the state afford their heating bills and make cost-effective home energy repairs this winter. She is also calling for additional funding for LIHEAP to make sure that as many qualifying families as possible can get the assistance they need throughout the coming months.

The Tompkins County Sheriff’s Office reported that a Binghamton man who led police agencies on a manhunt, was taken into custody today. Christopher Borges of Binghamton led police on a manhunt covering several hours, he was located and taken into custody around 10:07 am. on Deerfield Lane in the Town of Caroline without incident. Charges against Borges include kidnapping, robbery and criminal contempt.

52 year old Shelly Genung of Sidney appeared in Delaware County Court Tuesday and pleaded guilty to 1 count of Aggravated Driving While Intoxicated with a child in the vehicle. Genung admitted that she was operating the motor vehicle on a public highway in the Village of Sidney, while she was intoxicated by alcohol, with a 6-year-old child in the vehicle, she will be sentenced to 5 years of felony probation supervision and required to comply with any substance abuse treatment recommendations & successfully complete the Impaired Driving Program and attend a Victim Impact Panel, her license will be revoked, and she will be required to install an ignition interlock device in any vehicle she owns or operates.

The Broome County Sheriff’s Office arrested 45 year old Danielle Ashdown of Binghamton during the intake process at the Broome County Correctional Facility. On October 6th, Ashdown was arrested by Binghamton Police for a conditional discharge. A routine search uncovered 2 clear bags hidden on her person, containing methamphetamine and fentanyl, they also recovered 2 other substances. Ashdown was charged with Criminal Possession of a Controlled Substance & 3 Counts of Promoting Prison Contraband, she was remanded to the Broome County Correctional Facility.

State Police responded on Saturday at approximately 11:05 AM, to the report of a 2 vehicle accident on State Route 7 in Otego. Police stated that a Chevrolet Trail Blazer driven by 42 year old David VanBuren of Otego, while leaving a driveway, entered into the roadway and fails to yield the right of way to a Kia driven by 61 year old Lewis Keyser of Otego. Keyser was flown to Albany Medical Center by LifeNet for emergency surgery for injuries sustained in the accident, the investigation is continuing.

The results of the 78th Baseball Writers’ Association of America Hall of Fame election will be revealed at 6:00 PM tonight live from the Hall of Fame Plaque Gallery in Cooperstown. The Associated Press is reporting this morning that Former Assembly Speaker Sheldon Silver has died while serving a prison sentence in a corruption case. Silver died Monday, he was 77, and he had been sentenced to more than six years in prison for using his clout in state government to benefit real estate developers. The conviction ended a four-decade career in the Assembly.

A New York state judge has ruled that the state’s mask mandate can’t be enforced. The mandate was re-instituted by the governor over concerns about a winter surge of coronavirus cases. The state health department has said the mandate would be in place until Feb 1. A State Supreme Court Judge ruled that the state Department of Health didn’t have the legal authority to implement the mandate. Governor Hochul says her administration disagrees with the ruling and is “pursuing every option to reverse this immediately.” School District can still enforce Mask Mandates for students.

Delaware County Sheriff’s Office arrested 40 year old Jeremiah Clark of Roxbury for possessing stolen property and falsifying business records. On November 7th, Deputies investigated a report of stolen scrap steel and copper from a building in the Town of Stamford, which were sold to Otsego Auto Crusher’s in Davenport. On January 14th, Delaware County Sheriff’s Office Criminal Investigation Division assisted State Police with the execution of a search warrant on a residence in the Town of Roxbury, they charged Clark with Falsifying Business Records and Criminal Possession of Stolen Property, he was arraigned at the Town of Roxbury Court and was released on his own recognizance. Clark is scheduled to appear at the Town of Roxbury Court at a later date.

The Otsego County Health Department announced another COVID 19 death in their most recent report released Tuesday. The County had 48 new cases, 208 active cases, 8 are hospitalized, and the 7 day rolling average for positivity rate was 8.5%. Otsego County has had 878 COVID deaths since the pandemic started, 66 of them this year.

Former Broome District Attorney Steve Cornwell’s case will be handled by a special prosecutor, instead of by current DA Michael Korchak. The 2 indictments accuse the former DA of public corruption and larceny during his 4-year term in office, Korchak spent 4 years as the chief assistant DA under Cornwell before taking office in January 2020 after a heated election between the 2 prosecutors.

U.S. Senator Kirsten Gillibrand announced her bipartisan Dairy Pricing Opportunity Act today, following the Senator’s Senate Agriculture Subcommittee hearing on modernizing milk pricing and the Federal Milk Marketing Order system:

Gillibrand said that the price increase for milk producers would have little affect on Milk prices in the upstate counties, as most people have their dairy supplied from farms close to their hometowns, plus farmers only receive pennies on the dollar for their role in milk priduction.

The State Health Department reported that over 130,000 COVID tests were conducted Monday, with close to 6600 positives, the positivity rate is back over 5%. Patient Hospitalization are approaching 3000, ICU patients are back up to 567, the number on ventilators was at 303, there were 41 deaths in Hospitals & nursing homes from COVID on Monday.

Governor Cuomo signed legislation to establish a 30-day waiting period for individuals who are not immediately approved to purchase a firearm through the National Instant Criminal Background Check System.  The bill closes loopholes to prohibit ownership or sale of a bump stock, & gives law enforcement sufficient time to complete a background check and help ensure that only those eligible to purchase and own a firearm are able to do so.

Delaware County Sherriff’s Deputies arrested 72 year old Franklin Purdy of Baldwinsville Thursday for Unlawful Fleeing a Police Officer in a Motor Vehicle, Reckless Driving, Speed not reasonable and prudent, Speeding at 95 miles an hour in a 55 mile an hour zone, Moving from lane unsafely, & driving an unregistered & uninsured motor vehicle.  Purdy was observed by Deputies on State Highway 17 in the Town of Hancock driving at a high rate of speed, they attempted to conduct a traffic stop, and Purdy fled & was apprehended by Deputies in Sullivan County.  Purdy faces additional charges in Sullivan County as well as in Delaware County; he will appear in the Town of Hancock Court at a later date.

A new law signed by Governor Cuomo decriminalizes marijuana use in New York.  Under the new legislation, the penalty for unlawful possession of marijuana will be reduced to a violation punishable by a fine. The penalty is $50 for possessing less than an ounce or a maximum of $200 for 1 to 2 ounces.  There will be no criminal penalties for possession of any amount of marijuana under two ounces.

Delaware County Sheriff’s Deputies arrested 23 year old Thomas Conkling of Long Eddy, early this morning for Aggravated Unlicensed Operation of a motor vehicle, driving an Unregistered & uninsured motor vehicle, operating with switched plates, and unsafe tire. Conkling was arraigned at the Town of Colchester Court and was released on his own recognizance. Conkling is scheduled to appear at the Town of Hancock Court at a later date to answer the charges.

State Police are looking for the public’s help in locating approximately 75 escaped buffalo from the Honey Hill Road in Roseboom.  State Police warn the public not to approach the buffalo since they are a wild animal and can be unpredictable.   Troopers were dispatched Thursday & learned that a buffalo broke a gate allowing approximately 75 buffalo to escape from a farm in the town of Sharon.  Troopers worked with a DEC officer and the owner of the buffalo to devise a plan to convince the animals to return home, some were reported in the town of Schoharie & the town of Roseboom.   Anyone who sees any of the buffalo should contact the owner at (518)588-1402 or State Police at (315)858-1122.

Several local fire departments responded to a barn fire at 125 Corbin Road in the town of Bainbridge last night.  The fire started in a barn filled with hay at about 10:30 last night, according to owner & Bainbridge Fire Chief Fred Bell.  Fire departments from Afton, Bainbridge, Sidney, Masonville, Trout Creek, and Coventry responded, No injuries were reported, Bell said that the fire did NOT spread to his house, the cause of the fire is still under investigation.

16 year old Nicholas Pheilshifter pleaded guilty Thursday to criminal possession of a weapon as a crime of terrorism, as a participant in the plot against Islamberg in Delaware County.   Pheilshifter will be sentenced to 7 years in state prison, after serving the first 2 years in juvenile detention.  Previously, Vincent Vetromile pleaded guilty to a weapons charge and faces seven to 12 years in prison. Brian Colaneri and Andrew Crysel pleaded guilty to terrorism-related conspiracy and face four to 12 years in prison.

Police accuse Thomas of twisting the unidentified woman’s neck “in a violent manner,” causing extensive damage, she was transported to Fox Hospital & was transferred to Bassett Hospital in Cooperstown where she required surgery.

State Police are seeking the public’s assistance locating the people responsible for throwing 2 dogs out of an SUV on I-81 Wednesday. Troopers patrolling I-81 in the Whitney Point area spotted a tractor trailer parked in the left lane, Wednesday morning, they observed the truck driver carrying one badly injured dog and another following behind him. A State Police K9 handler bandaged the injured dog to stop bleeding, the Broome County Humane Society was contacted and took possession of the dogs. The truck driver observed a Dodge Durango SUV slow down, roll down their rear window and throw the dogs out of the window. Anyone with information is asked to call State Police at 749-1614.

The Salvation Army Empire State Division provided nearly 4 million meals to individuals and families who needed it most, through last year’s Annual Red Kettle Campaign. This year, with just 10 ringing days left in this year’s campaign, the kettles are trending short of the statewide goal. Volunteer bell ringers are needed throughout The Salvation Army’s 48-county region. An hour of bellringing yields enough money in the kettle to provide thirteen meals. The New York State Department of Health is advising parents/guardians, caregivers and health care providers to be aware of the signs and symptoms of enterovirus EV-D68, which has now been confirmed in 39 children in New York State. EV-D68 can cause mild to severe respiratory illness, or no symptoms at all. EV-D68 infection most commonly results in mild symptoms such as runny nose, sneezing, cough, body aches and muscle aches. Severe symptoms, may include wheezing and difficulty breathing. Recent cases in NYS have been confirmed among individuals who reside in Western and Central New York, the Capital Region and Long Island, and specimens have been received from other regions for specialized testing at Wadsworth. 18 Year Old Gunnar Hassard of Oneonta has been arrested and charged with a hate crime after allegedly posting pro-Nazi posters around the SUNY Purchase campus, where he was a freshman. Hassard is accused of hanging 16 posters containing Nazi imagery, swastikas and images of Adolph Hitler; he was arraigned in Harrison Town Court yesterday and charged with Aggravated Harassment in the First Degree, a class E felony.

The Department of Environmental Protection announced plans to build a $34 million hydroelectric facility at Cannonsville Reservoir, which should produce enough electricity to power more than 3,500 homes each year. DEP officials announced that they will host 2 public meetings today, 1 at 9:00 AM at the Deposit State Theater, at 148 Front Street in Deposit & another at 12:30 PM at the Upper Delaware Council office, 211 Bridge Street in Narrowsburg. Governor Cuomo announced that 124 Airmen from the 106th Rescue Wing of the New York Air National Guard will deploy this afternoon to the U.S. Virgin Islands to assist in the response to Hurricane Irma. Additionally, the Governor is deploying Task Force 2 to Florida, that team specializes in structural collapse rescue, excavation emergencies, technical rope rescues, confined space rescue, and other specialized rescues.

State Police arrested 24-year-old Adam Gager of Windsor on 7 counts of Falsifying Business Records. Police were advised of a theft of over $800 from the Mirabito gas station on Old Route 17 in the town of Windsor, Gager was an employee, He is accused of deleting items from the store sales records and using the money to purchase lottery tickets. Gager was arraigned in the town of Windsor court and was remanded to the Broome County Jail in lieu of $2,000 cash bail or $4,000 property bond.

Delaware County Sheriff’s Deputies arrested 40 year old Gloria Prott of Southhaven on charges of unlawful possession of marijuana, criminal possession of a controlled substance, driving while ability impaired by drugs, speeding at 80 miles an hour in a 55 zone and operating a motor vehicle with an open container of an alcoholic beverage, following a traffic stop on State Highway 17 in the Town of Hancock. 49-year-old Edward Prott of Southhaven was a passenger in the vehicle; he was also arrested for criminal possession of a controlled substance and unlawful possession of marijuana. Cocaine and Marijuana were seized from the vehicle; both were arraigned in Hancock Village Court and were remanded to the Delaware County Jail on cash bail pending future court action.

More than 9.1 million New Yorkers were working in 2016, according to a report released by State Comptroller Tom DiNapoli. The report showed that regional growth remained uneven, with downstate regions experiencing the highest employment growth while most upstate regions saw declines. The report also showed that the total number of employed workers declined in the Southern Tier, the Mohawk Valley, Central New York and Western New York from 2011 to 2016, women constitute nearly 48% of the labor force, 40.6% have a bachelor’s degree or higher, and nearly 24% of workers in New York belonged to unions.

Chenango County Sheriff Deputies & Norwich City Police arrested 56-year-old James Brown following an investigation into the illegal growing of cannabis. The investigation led Deputies to a Sherburne residence where marijuana plants were discovered, Brown was released on an appearance ticket for a later date in the Town of Sherburne Court.

Chenango County Sheriff’s Deputies arrested 57-year-old Timothy Hunter after a warrant was issued for his arrest following a domestic dispute where he allegedly displayed a firearm; the victims fled the scene to a nearby residence & called 911. State Police arrested 62-year-old Gary Perine of Sanford for 3rd degree Arson. On August 25, troopers and local fire departments responded to an unoccupied house fire at 28 Kenyon Hill road in the town of Sanford, troopers accuse Perine had purposely started the fire inside his home. Perine was arraigned in the town of Sanford court and was remanded to the Broome county jail with no bail set. His next court date is pending.

State Police arrested 37-year-old Edward Shelton & 22-year-old Cheyenne Koban of Port Crane for Grand Larceny, after troopers were advised of a theft of a .22 caliber rifle from a home in the town of Fenton. Their next court dates are pending.

Governor Cuomo requested that the federal government grant a Major Disaster Declaration for 15 counties impacted by flash flooding, tornados and unprecedented levels of precipitation during severe storms in late June and July. Once the declaration is granted, FEMA funding would be available to the state and eligible local governments and nonprofit organizations to support debris removal, structure repairs and emergency protective measures. Over the next 2 months, the State Liquor Authority Beverage Control Investigators, working with underage minor decoys, will conduct statewide sweeps at more than 500 locations holding liquor licenses, including bars, restaurants, liquor stores and grocery stores. State investigators from the Department of Motor Vehicles will join State Liqour Authority during some of these enforcement operations; in addition to conducting their own fake ID enforcement sweeps at locations across New York. State Police arrested 36-year-old Danielle Fuger of Roscoe for the felony Grand Larceny. Troopers were advised of a theft in December in the Town of Colchester, the investigation determined that while being allowed to stay at this home for a week, Fuger allegedly stole about $1,200 cash from the owner and then left. Fuger was located in the Sullivan County Jail where she was being held on an unrelated charge, she was arraigned in the Town of Colchester Court and was then sent back to the Sullivan County Jail.

Outdoor enthusiasts and activists from across New York have gathered in Albany this week to urge state lawmakers to back plans for a 750-mile trail system. The proposal would include a plan to complete and connect two greenway trails crisscrossing the state from Manhattan to Canada and from Albany to Buffalo, resulting in a 750-mile paved biking and hiking route that could be marketed as a national tourist destination. The plan could cost $53 million, and would need to be approved by the Legislature.

Governor Cuomo today announced the kick-off of New York State Women’s Suffrage 100th Anniversary Commemoration Commission, which will be responsible for a series of statewide programs that celebrate women’s suffrage in New York State. The 14-member commission will work to promote the anniversary of women’s suffrage between 2017, marking 100 years from when women won the right to vote in New York State and 2020; a century after the 19th Amendment was ratified. New York State is home to the first-ever Women’s Rights Convention, held in Seneca Falls, in 1848 and 69 years later, women in New York State won the right to vote.


Lawmakers held a press conference Wednesday to repeal the SAFE Act in the upstate counties, but leave it intact in New York City’s 5 boroughs. State Senator Jim Seward co-sponsors the bill:

State Police arrested 41 year old Kent Wheeler of Windsor, for 3rd degree Assault, they arrested girlfriend 35 year old Karissa Tennant for Criminal Mischief, after troopers responded to a February 22nd report of a road rage on Place Road in the Town of Windsor. Troopers reported that just after a road rage incident with another motorist, Wheeler allegedly punched the other motorist in the face several times causing an injury, while Tennant had kicked the other vehicle, causing over $250 worth of damage. The victim was treated at a local hospital for a laceration and released. Wheeler and Tennant were issued tickets returnable to the Town of Windsor Court on March 7th.

Governor Cuomo today announced that the Unemployment Insurance reforms in 2013 have resulted in additional savings for New York State employers in terms of their State Unemployment Insurance contributions. Employers have already saved an estimated $200 million through the early repayment of federal debt with each saving, on average, an estimated total of $1,200 or $84 per employee. As a result, the Unemployment Insurance contribution rate schedules have been adjusted downward, reducing costs and saving employers up to an additional $42.80 per employee.

State Police arrested 60-year-old Sandra Simmons of Port Crane for the felony of aggravated DWI with a B.A.C. result of .23% plus other traffic violations. The arrest occurred after a Broome county 911 report of an erratic driver in Johnson City. Simmons was arraigned & was remanded to the Broome County jail with no bail set at this time. Her next court date in the Village of Johnson City is pending.

Annual local sales tax collections declined in 30 of the 57 counties outside of New York City last year, according to a report issued today by State Comptroller Tom DiNapoli. Total collections across the state grew by 3.6% in 2015, but the increase was nearly exclusively driven by New York City. Elsewhere, growth in local sales tax collections was a mere 0.7%. 10 counties experienced a decline of more than 3%, including Delaware County.

Oneonta Police Detectives arrested 24-year-old Montaville Richardson of Oneonta on charges of 1st degree rape, 2nd degree burglary, following an investigation into a sexual assault that in the City of Oneonta last Thursday. The investigation revealed that Richardson allegedly entered the home of an acquaintance without permission and performed sexual acts with the victim without her consent. Richardson was held at the City of Oneonta Police Department until arraignment at the City of Oneonta Court.

Jury deliberations were underway in a Manhattan Federal Courtroom this morning, in the trial of former Assembly Speaker Sheldon Silver. Silver’s trial is into the 5th week with the jury set to resume deliberations today. Silver was elected speaker of the New York State Assembly in 1994, he was forced to step down as speaker after his arrest in January on federal corruption charges.

Governor Cuomo announced that Patricia Groeber (Pronounced “Grober”) has been appointed First Deputy Superintendent of the New York State Police, which places her second in command of the 4,800 member Division. The appointment, made by Superintendent Joseph D’Amico, marks the first time that a female member has been appointed to the position in the 98-year history of the State Police. First Deputy Superintendent Groeber will oversee the daily operations of all aspects of the Division, including Field Command, Administration, Employee Relations and Internal Affairs. State Police arrested 26-year-old Bryan Eichhorn of Laurens, for Felony DWI, driving without a locking device & other traffic violations. This arrest occurred after troopers observed Eichhorn failing to stop at a stop sign & speeding on Otsego County Route 10 in the Town of Laurens. Eichorn has a conviction for DWI within the last ten years; he was issued tickets returnable to the Town of Laurens court on December 7th.

Dingle was arraigned in Town of Sidney Court on the new charges; his previous set $50,000 bail was subsequently raised by Judge Rose, who remanded Dingle to the Delaware County Jail on $250,000 cash bail.

Delaware County Sheriff Deputies arrested 63-year-old Patricia Carlson of Delhi on a bench warrant issued by the Town of Delhi Justice Court for Failing to Appear at her scheduled court date October 9th. Carlson was arraigned at the Town of Delhi Justice Court and remanded to the Delaware County Jail on $20,000 cash bail or $40,000 bond. A felony hearing has been rescheduled for Friday in the Delhi Town Court.

Attorney General Eric Schneiderman today announced that his office has obtained an order dissolving Angel’s Gate animal hospice and rehabilitation charity & directing that the charity’s real property be sold with the proceeds to be paid to another charity whose mission is the protection and care of animals. Acting Supreme Court Justice John Lambert ordered the appointment of a receiver to sell the property held in the names of Angel’s Gate, Inc. and Susan Marino in the Town of Meredith. Schneiderman’s Office previously brought a proceeding against Angel’s Gate and Marino to dissolve the corporation because they had failed to file legally required financial reports related to the handling of their charitable funds.  Marino and Angel’s Gate had raised over $3.1 million from donations; Marino mismanaged the funds while continuing to live on the property as her primary residence, without any oversight by an inactive Board of Directors.

State Police at Oneonta arrested 25-year-old Britney Fraser of Oneonta for criminal possession of a controlled substance, aggravated unlicensed operation of a motor vehicle & possessing a controlled substance in a non-original container. 21-year-old Ashley Harty of Sherburne was also charged with 3 counts of criminal possession of a controlled substance, and unlawful possession of marihuana. The arrests occurred after a vehicle stop when Fraser was observed failing to stop for approaching traffic as she drove onto State Route 7 in the Town of Oneonta. Troopers detected the odor of marihuana & a search was conducted, troopers accuse Fraser of possessing half of a narcotic and driving with a suspended license. Harty was found to unlawfully possess marijuana, heroin and cocaine. Fraser and Harty were arraigned at the Town of Oneonta court and both were remanded to the Otsego County jail on $400 cash bail or $800 property bond, pending Town of Oneonta court on November 12th.

State Police at Binghamton arrested 34-year-old Melissa Ipson of Liverpool for criminal possession of a controlled substance, driving while ability impaired by drugs and possessing a controlled substance in a non-original container. This arrest occurred after a trooper observed Ipson appearing disoriented as she sat in her vehicle at a gas pump and then drove to a parking space at the Mirabito on Castle Creek Road in the Town of Barker. An investigation determined that she was driving while impaired by drugs and unlawfully possessed over 2 grams of cathinone bath salts. Ipson was arraigned & was remanded to the Broome County jail without bail set at this time.

The New York State Assembly has launched its new paperless legislation system, which converts hard copy legislation to digital form on tablets. The measure allows for digital copies of legislation, instead of hard copy, to suffice on a state legislator’s desk, thereby cutting down on the paper waste at the Capitol. Governor Cuomo announced the completion of another round of crude oil tank car and rail inspections, where they uncovered 84 defects, including 3 critical safety defects & 2 hazardous materials violations that required immediate corrective action. The inspections were the latest part of the Governor’s push to protect New Yorkers from the potential dangers associated with the transport of crude oil by freight rail companies. State and federal teams examined 855 crude oil tank cars and approximately 30 miles of track in these inspections. The Increased inspections followed a series of out-of-state disasters involving the transport of crude oil from the Bakken oil fields in North Dakota.

United Way of Delaware & Otsego Counties has been awarded Federal Funds through FEMA Under the Emergency Food and Shelter National Board Program “Set Aside” Funds. Otsego County has been chosen to receive $24,410 to supplement emergency food and shelter programs in the county and related administrative fees with Opportunities for Otsego, Catholic Charities, Salvation Army, The Lord’s Table, St. Mary’s food pantry and First Presbyterian Church of Worcester, participating, they provided 104,435 meals, 164 nights of lodging and assist 23 households with emergency utilities.
